More Than 100 Rally In Support Of Lynas Project
KUANTAN, May 30 (Bernama) -- More than 100 people, including Pahang Federation of Peninsular Malay Students (GPMS) members, gathered at Teluk Chempedak here Monday to voice support for the proposed Lynas rare earth processing factory.
Pahang GPMS chairman, Wan Emril Nizam Wan Embong, said the gathering was to show that not everybody was against the project which would bring investment into the country.
"The Lynas project is safe, there's no need for Kuantan folks to worry as there are good and bad types of radiation," he told reporters here Monday.
He said those who were not in favour of the project had not been given accurate information.
He said Pahang GPMS planned to organise briefing sessions so that people, especially students, would not be duped by certain parties with regard to the project.
The RM700 million project in Gebeng is mired in controversy over fears that it would emit potentially unhealthy radiation levels.
The Malaysian government had invited an expert panel from the International Atomic Energy Agency (IAEA) to give it a second opinion on health and safety issues surrounding the proposed Lynas factory.
They are believed to be already in town to carry out the task.
Lynas Corporation Ltd of Australia, owners of the factory, had originally planned to complete construction of the main plant by September.

KUANTAN, May 30 — An international nuclear panel reviewing the controversial Lynas rare earth plant here have assured Kuantan MCA chief Datuk Ti Lian Ker that it is just one of many similar projects that can be safely regulated.
He told reporters after meeting the team of international experts led by the International Atomic Energy Agency (IAEA) that he had raised the question of radioactive pollution arising from other rare earth projects such as those in China.
“They said there are similar activities and industries with similar material content that has been regulated according to IAEA standards,” said Ti, who has been at the forefront of MCA’s call for a review of the project that was scheduled to begin operations in September.
The government had bowed to public pressure last month and put the project on ice pending the review by international experts.
The nine-man team is in Kuantan to meet local stakeholders over two days. According to Ti, the team has not yet visited the project site in the Gebeng industrial zone.
The MCA central committee member also said that the panel should be given “the benefit of the doubt” to prepare its report that will be submitted to the government by the end of June.
“In the end, it is the government who will make the decision and take full responsibility,” he said.
Despite the government review, Lynas expects no delay to its plans to begin operations in September as it maintains the plant is safe.
It is anticipating a windfall of RM8 billion a year from 2013 onwards from the rare earth metals that are crucial to the manufacture of high-technology products such as smartphones, hybrid cars and bombs.
Another plant opened in Bukit Merah in Ipoh 20 years ago but was shut down after several people suffered cancers, believed to be due to the rare earth processing facility.

Lynas Corporation Limited (Lynas) (ASX:LYC, OTC:LYSDY) is pleased to announce that Lynas has today issued a Utilization Notice following satisfaction of the conditions precedent for drawdown of the following facilities which were announced on 30 March 2011:
• A loan facility (the Loan Facility) for US$225 million from a special purpose company (SPC) established by Sojitz Corporation (Sojitz) and the Japan, Oil, Gas and Metals National Corporation (JOGMEC); and
• The subscription by the SPC for US$25 million of new fully paid ordinary shares in Lynas (New Shares) at a price of A$2.12 per share (the Sojitz Placement).
The cash proceeds from the above facilities totalling US$250 million are expected to be received later this week. Proceeds of the Loan Facility and the Sojitz Placement will be used solely to fund the completion of Phase 2 of the Lynas Rare Earths Project, enabling the Company to increase planned production of rare earth oxides (REO) to 22,000tpa from the expected Phase 1 run-rate production of 11,000tpa. The New Shares issued under the Sojitz Placement will rank equally with existing shares. The New Shares are expected to be issued later this week.

Schließlich werden rund 97 Prozent des globalen Outputs an Seltenen Erden dem chinesischen Erdreich „abgerungen“. Obwohl die Preise für die meisten Metalle dieser Gattung teilweise bereits Schwindel erregende Höhen erreicht haben, hält sich das asiatische Land mit Verkäufen zunehmend zurück. Grund: In China werden immer mehr Hightech-Produkte wie beispielsweise hochwertige Elektronik oder Anlagen zur Gewinnung regenerativer Energien hergestellt, für die Seltene Erden unbedingt benötigt werden. KUALA LUMPUR, May 27 — Australian mining giant Lynas Corp will set aside part of its earnings from its controversial processing plant in Gebeng to help Putrajaya sponsor research into how toxic rare earth can be disposed off safely, government sources have said.
A source told The Malaysian Insider that Lynas was asked to pay the government a “certain percentage” from its annual gross profit to undertake research and development on the management and disposal of radioactive waste or pay financial security.
Currently, rare earth waste products can only be buried, recycled or transmuted into non-radioactive material, although many small operations in China release toxic waste into the general water supply.
It is understood that the requirement was mooted as a condition of Lynas’ manufacturing licence by the Atomic Energy Licensing Board (AELB) during a meeting that also included representatives from the Malaysian Industrial Development Authority (Mida) and the Ministry of International Trade and Industry (MITI).
While the source stressed that AELB — and not Mida or MITI — had asked for the security, he insisted that the security should not construed as indemnity against potentially hazardous waste that may result from processing rare earths at the Lynas Advanced Materials Plant (LAMP) in Gebeng, Pahang.
“There’s no such thing as an indemnity fund,” the source said.
Lynas told The Malaysian Insider last week that it had deposited money with Putrajaya “to ensure safe management of any remaining residues as required by the AELB”.
However, the company did not elaborate on the deposit or disclose the sum paid to AELB, charged by the Science, Technology and Innovation Ministry to approve and monitor radioactive industries.
But AELB director-general Raja Abdul Aziz Raja Adnan was quick to deny that his agency had made the deposit a requirement.
“It’s got nothing to do with AELB. You got to check with Mida, check with MITI,” he told The Malaysian Insider.
Mida and MITI successfully pulled Lynas to set up shop here after China — the world’s biggest rare earths producer — closed its doors to foreign firms to maintain its 97 per cent chokehold on the global rare earths market.
Green groups here and in Australia have lobbied their respective governments to nix the project ahead of LAMP’s September start date, citing the company’s opaque plans on waste storage and transport management between the Mount Weld mine in Western Australia and the Gebeng refinery.
Lynas is among the world’s biggest suppliers of rare earths, a group of minerals vital in the manufacture of high technology goods that are ecologically friendly but create toxic by-products in the process.

Auf Grund der Faktenlage und auch weil das Interesse der malaysischen Regierung groß ist das die Lamp pünktlich in die Produktuion einsteigt, gehe ich trotz aller Proteste davon aus, dass es zu keiner nennenswerten Verzögerung kommen wird.
