What Puntland Success Could Mean
Date: Wednesday, February 8, 2012printer friendly version
The spud of the Shabeel-1 well in Puntland, Somalia is a
significant milestone Range Resources Ltd. said. The company said
it believes the well has the potential to be a company and country
making development. Range released a statement on its history in
the country and what a success would mean.
“While the news on January 17 that Range and its joint venture
partners were drilling the first well in Puntland for more than 20
years attracted international attention and led to a tremendous
spike in Range's share price, the real story dates back nearly
seven years.
“That story includes numerous ups-and-downs for both Range and
Puntland and it is a tale of real perseverance from both parties
that has led to a successful achievement that most people believed
was doomed from the start.
“Officially known as the Puntland State of Somalia, Puntland was
declared an autonomous state by its local clan rulers in 1998 and
has been unfairly tainted by regional civil war issues and the
growth of a local "pirating" industry.
“Range first entered Puntland in 2005 through the acquisition of a
50.1 per cent interest in the sole and exclusive rights to all
mineral and hydrocarbon exploration and development in Puntland. A
year later the Company reached an agreement to acquire the residual
49.9% interest and has since relinquished its exclusive mining
rights in the region.
“Since that time Range has had an unofficial role as an advisor to
the Puntland administration on attracting international oil and gas
industry investment into the country, and it has been successful in
assisting with the preparation of a Production Sharing Agreement
(PSA) that is now the official contract format between the
Government and companies aiming to extract resources in the
country.
“Range was also successful in promoting the significant hydrocarbon
prospectivity of Puntland to the global oil and gas sector. In
October 2006 Range signed a Memorandum of Understanding with Africa
Oil in relation to an $50 million 80% farm into the Nogal Basin and
Darin Basin Blocks. This resulted in a Joint Venture project being
reached between Range and Africa Oil which saw the formal signing
of a Product Sharing Agreement between Range, Africa Oil and the
Puntland Government in January 2007.
“That PSA cemented the ongoing co-operative and committed
relationship between Range, Africa Oil and the Puntland government
and confirmed the willingness of all the parties involved to
develop the natural resources of Puntland. It was also be a
significant milestone in the country's path towards further
development and in proving to the global oil and gas sector that
Puntland was a suitable place to invest. Subsequently, in mid-2010,
ASX-listed Red Emperor elected to farm-in for a 20% interest in the
licenses covering the Dharoor and Nugaal valleys.”
Range’s executive director Peter Landau said: "Range's clearly
defined goal since entering Puntland has been to facilitate the
exploration and commercial development of the State's natural
resources to bring the commensurate benefits to the people of
Puntland and shareholders of the Company. It has always been the
view of the Company to facilitate the use of third party farm ins
and joint ventures to assist in funding its on-going obligations
under the Heads of Agreement."
"The Puntland Government had no real experience with the
legislation required to formalize exploration and production
agreements covering its resources and we were able to assist it in
providing some guidance and expertise in that area," Landau
added.
The statement from Range went on to say “The multi-billion
(elephant) barrel potential of the Puntland basins has also played
its part in attracting international interest in the country.
“Somalia's hydrocarbon potential was initially identified in the
1980s and a number of major oil companies obtained exploration
concessions and conducted considerable exploration work and
drilling over large parts of the State - both onshore and offshore
- during the late 1980's and early 90's. These companies included
AGIP, Shell (Pecten), Conoco, Phillips and Amoco.
“Unfortunately, the downfall of the Siad Barre regime and incidents
like the downing of an American Black Hawk helicopter in Mogadishu
in 1993 saw these efforts discontinued.
“However, attention returned to the area again when a 1991 World
Bank co-ordinated study intended to encourage private investment in
the petroleum potential of eight African nations named Somalia and
the Sudan as leading destinations for commercial oil producers.
Sudan is now a producer primarily due to the relatively calmer
political climate of that country in the last decade.
“Range and its joint venture partners have utilized historic
exploration data and undertaken a significant amount of work of
their own, including a 775km 2Dc seismic survey acquired in the
Dharoor Valley in 2009, to refine what are now world class drilling
targets.
“Those targets include Shabeel and Shabeel North, which the
companies are preparing to drill after the completion of
Shabell-1.
“Shabeel and Shabeel North are very large fault block prospects
with internal estimates of Prospective Resources of over 300
million barrels of oil (mean 100% basis). Source rocks are expected
to be rich Jurassic Kimmeridgian shales in the deep portion of the
rift immediately down dip from the Shabeel prospects. Reservoirs
are expected to be sandstones and carbonates of the Lower
Cretaceous and Jurassic systems analogous to Yemen.”
For Range and Peter Landau, success with either well would be a
just reward for many years of difficulties. However, for Landau,
the benefits of drilling success would bring to Puntland and its
people, is more important.
"We consider the spudding of the historic Shabeel-1 well a
monumental achievement which could not be achieved without the
immense contributions of Range personnel, the Puntland Government,
operator Horn Petroleum/Africa Oil and, most importantly, the
people of Puntland and the Dharoor Valley communities," Landau
stated.
"We hope that success at the Shabeel well will, given the royalty
and profit share arrangements in place,- lead to significant
infrastructure and employment benefits for Puntland and greater
Somalia."
With the Horn of Africa region in which Puntland is located
currently suffering from severe drought and famine, any benefits
that can flow from drilling success at Shabeel-1 and North
Shabeel-1 has the potential to make a significant difference to the
local people.

13:19:16Hallo Roger63,
da kann ich Dir leider nicht zustimmen.
Im März 2012 erreichen wir das 52Wochen-Hoch vom 08.03.2011, mit
0,292c.
Damals gab`s die guten Fundamentels noch nicht und der Aktienwert
war trotzdem auf 0,292c.
Mit den zu erwartenden New`s von mehreren Projekten, sollte einiges
möglich sein.
Daumen halten.
