      Still no word on solar tax credit extension

      Though both houses of Congress have passed versions of a bill to extend solar tax credits for eight years, no compromise has been reached on how to fund the extension — which could be its downfall.

      An eight-year extension would be a huge win for the solar industry, which has said that an eight-year extension would allow the industry to innovate, scale and ultimately become cost-competitive with energy sources from fossil fuels. The current investment tax credit expires Dec. 31 and the solar industry views this go-around as the last chance to get the credits renewed this year.

      On Sept. 23, the Senate passed a comprehensive tax package that contained an extension of the solar tax credits that appeared to leap previous funding hurdles.

      And the House’ version, passed 257-166 today, broke the tax package into four separate measures and the White House issued a veto threat for any version that relied on tightening of certain tax loopholes or increaseing taxes to oil and gas companies.

      The solar industry was still hopeful midday Friday that Congress would pass a compromise bill before it adjourned. Congress though scheduled to adjourn today wasn’t expected to leave Washington, D.C., until an agreement on the federal bailout of the financial markets had been reached.

      “We remain optimistic because both parties and chambers really support the renewable piece and solar piece of it,” said Monique Hanis, a spokeswoman for the Solar Energy Industries Association. “They need to sort out some of the technical issues with the bill but they can get this done.”

      Five other attempts to extend the credits have failed this year when the two houses of Congress couldn’t agree on how to fund them and the White House threatened vetoes.


      That version both the Senate and House passed would have offered a 30 percent tax credit to businesses and residents who installed solar systems to offset the cost of those systems. Currently, the credit for residents is capped at $2,000 but these versions of the bill removed the cap.

      While the solar industry celebrated Tuesday when it looked like the Senate had concocted a compromise, it became clear Thursday that momentum was shifting. Roger Efird, president of San Francisco-based Suntech America Inc. and president of the Solar Energy Industries Association, said the bill would “either live or die by 5 p.m.” today.

      “This has been very trying for the solar industry,” Efird said. “It’s been extremely difficult for the last eight or nine months and most new investment has already been halted.”

      It was unclear Friday how the House and Senate might try to reconcile the two versions of the bill.

      Die wichtigsten Neuerungen/Änderungen in der neuen Regulierung:

      -Der Cap liegt jetzt bei 400 MW, wobei es für den Übergang noch einen extra Bonus von 100 MW für 2009 und 60 MW für 2010 gibt. :eek:
      - Vom 400 MW Cap 2/3 für Dachsysteme und 1/3 Bodensysteme
      - der extra Bonus 2009 + 2010 ist nur für Bodensysteme
      - Bodensysteme bis 10 MW = 32 Ct/KWh :eek:
      - Dachsysteme bis 2 MW = 32 Ct/KWh
      - Dachsysteme bis 20 kW = 34 Ct/KWh
      - Einrichtung einer (Vor) Registrierung für die entsprechenden Anteile je Quartal
      - die 10% Regel bei der Über- oder Unterschreitung des Cap Anteils im Quartal vom Jahreslimit. Jeweils 2,5% oder maximal 10% im Jahr mit entsprechender Senkung oder Anhebung des Caps für das folgende Jahr.
      - die Einspeisevergütung wird wieder für 25 Jahre gezahlt

      El Real Decreto aprobado hoy por el Consejo de Ministros, que se aplicará a las instalaciones inscritas después del 29 de septiembre de 2008, da continuidad a la política de fomento de la energía fotovoltaica
      El Real Decreto contempla dos tipologías diferenciadas de instalaciones, suelo y techo, y establece una retribución de 32 céntimos/KWh para suelo y 32 y 34 cent/KWh para techo
      España es el país de Europa que más apoya la energía solar fotovoltaica. Alcanzará los 10.000 MW en 2020


      El Consejo de Ministros ha aprobado hoy el Real Decreto de retribución de la actividad de producción de energía eléctrica mediante tecnología solar fotovoltaica para instalaciones posteriores a la fecha límite de mantenimiento de la retribución del Real Decreto que constituye la norma vigente por la que se regula esta actividad.
      El desarrollo de este sector en España había superado ampliamente las previsiones de 2005. En concreto el objetivo fijado para 2010 de alcanzar 371 MW fotovoltaicos fue conseguido en agosto de 2007, y se estima que la potencia instalada al final del año 2008 quintuplicará la potencia objetivo de 2010. Por tanto, una vez supera dicha meta, resulta necesario establecer un nuevo objetivo a más largo plazo y un nuevo marco jurídico que permita dar continuidad del éxito conseguido por este sector en España con unos costes razonables. Con este fin se ha aprobado un Real Decreto que permitirá alcanzar unos 3.000 MW en 2010 y alrededor de 10.000 MW en 2020.
      Asimismo, se ha dado un impulso importante a las instalaciones sobre tejado frente a las grandes plantas sobre suelo, por sus mayores beneficios económicos y medioambientales.
      En cuanto a la retribución, el fuerte desarrollo del sector conseguido en estos dos últimos años ha permitido una importante evolución en la curva de aprendizaje de esta tecnología, alcanzando una significativa reducción de costes. Así, se ha establecido una nueva tarifa con una reducción muy significativa frente a la actual, que será de aplicación únicamente a las nuevas plantas.
      Esta propuesta de RD pretende conseguir, a través de la regulación, el desarrollo tecnológico que permita que las energías renovables representen un 20% de nuestro consumo de energía en 2020 y el 40% de la generación eléctrica.

      Novedades del Real Decreto

      Las novedades introducidas por el Real Decreto aprobado hoy son las siguientes:
      Contempla dos tipologías diferenciadas, suelo y techo (instaladas en edificios), y orienta la inversión privada hacia la tipología en techo por sus mayores beneficios económicos (en cuanto a reducción de pérdidas en la red, reducción de inversiones en infraestructuras) y medioambientales (mejor utilización del suelo y preservación de zonas con un potencial mayor valor natural).
      La nueva retribución es de 32 cent/KWh para suelo y 32 y 34 cent/KWh para techo (mayores y menores de 20 kW, respectivamente). Estas retribuciones bajarán trimestralmente en función del agotamiento de los cupos.
      Establece un mecanismo de “pre-registro”, de forma que una vez realizados determinados trámites administrativos (autorización administrativa, conexión, etc.), los proyectos se inscriben en un registro, asignándoles en ese momento una tarifa regulada que percibirán una vez esté finalizada la instalación.
      Las instalaciones no podrán tener un tamaño superior a 10 MW en suelo y 2 MW en edificios.
      El “pre-registro” tendrá cuatro convocatorias anuales.
      La tarifa regulada de cada convocatoria se calculará en función de la demanda que haya existido en la convocatoria anterior, con bajadas de la retribución si se cubre el cupo completo. Asimismo, podría elevarse la tarifa si en dos convocatorias consecutivas no se alcanza el 50% del cupo.
      Las bajadas pueden ser de hasta el 10% anual.
      Este esquema retributivo beneficia a los consumidores, al establecer una retribución ajustada a la curva de aprendizaje de la tecnología, lo que se traducirá en un abaratamiento del coste de la electricidad en relación al modelo vigente. También beneficia a los inversores, al aportar predictibilidad de las retribuciones futuras.
      Los cupos iniciales serán de 400 MW/año (dos tercios para las instalaciones en edificación y el resto para el suelo).
      Con la finalidad de establecer un régimen transitorio para suavizar la inercia de la industria fotovoltaica actual, se establecen unos cupos extraordinarios adicionales de 100 MW y 60 MW para 2009 y 2010, respectivamente, en suelo. Las dos primeras convocatorias se resolverán en unos plazos muy reducidos: la primera, el 15 de diciembre de 2008.

      Los cupos anuales se incrementarán en la misma tasa porcentual en que se reduzca la retribución en el mismo período, hasta un 10%.
      Se establecerán mediante Orden Ministerial los requisitos técnicos y de calidad de las instalaciones para contribuir a la seguridad del sistema.
      El plazo de retribución para cada instalación es de 25 años, y la actualización anual de la retribución en función del IPC -0,25 ó -0,50, en ambos casos igual que en el anterior Real Decreto.

      Von 2000 - 2004 waren die Börsenumsätze von Solarworld auch ganz schön "mickrig" War das vielleicht ein Grund damals nicht einzusteigen? :)

The House voted 257-166 to approve legislation to extend a host of expiring tax measures, including credits for wind, solar, geothermal and other forms of renewable energy. "It's about what is going to be enacted into law, and the shelf life on this bill is very, very short," said Rep. Dave Camp, R-Mich., during House floor debate, according to a report from Dow Jones Newswires.

      First Solar (FSLR:207.13, -14.25, -6.4%) fell 7% to $205.90.
      SunPower (SPWR:83.16, -11.68, -12.3%) fell 9% to $86.18.
      SunTech Power (STP:38.48, -4.70, -10.9%) fell 11% to $38.29.

      Wieso meine Borevind? Ich bin überhaupt nicht investiert und werde dort nicht investieren. Den Namen Borevind habe ich erstmals gestern in Zusammenhang mit einem Artikel zu Solarworld erwähnt. Die Heimatbörse dieser Aktie ist nicht XETRA, sondern die OMX in Stokholm. Dort wurden heute jedoch 5760 Stück gehandelt gegenüber 535 mickrigen Solarparc Aktien in FRA bis zum Handelsschluß. Kein Wunder das Du dich mit dem Begriff "illiquide" im Zusammenhang mit Solarparc so gut auskennst. Kann es sein das ich/wir dich auch unter einem anderem "Turbo" Nick kennen?

      Solarparc steht immer noch unter dem Kurs vom Börsengang 2002 bei ca. 19€. Die letzten 3 Jahre kannte der Wert nur eine Richtung. Wann wird sich das ändern?

      SANYO Announces New Solar Ingot and Wafer Production Plant in Salem, Oregon

      SANYO North America Corporation, a wholly owned subsidiary and the North American regional headquarters of SANYO Electric Co., (News) Ltd. (SANYO), announces SANYO's decision to construct a new plant for the manufacture of silicon ingot and solar wafers in the Salem Renewable Energy and Technology Park, having received approval from the city council in the City of Salem, Oregon. The plant is planned to begin operations in October 2009, and be at full operation by April 2010 with a production capacity of approximately 70 MW, bringing the total ingot and wafer production capacity in America to approximately 100 MW.

      UPDATE 1-Spain ratifies new 500 MW solar subsidy cap

      MADRID, Sept 26 (Reuters) - Spain's cabinet has ratified proposals to set a new limit on subsidised solar power at a capacity level at 500 megawatts, Deputy Prime Minister Maria Tersa Fernandez de la Vega said on Friday.

      The approval ends weeks of wrangling over the new subsidy cap, which is far below the 1,200 MW fixed in a current subsidy scheme expiring on Monday that helped make Spain the world's third largest solar market after Germany and the United States.

      A statement from the cabinet office said the new cap for 2009 would be 400 MW -- two thirds for roof-mounted installations and the rest for ground based -- but with an additional 100 MW to ease transition from the current framework.

      The total cap for 2010 will be 460 MW, which is in line with government targets to have a total of 3,000 MW installed by the end of that year.

      The government has relented on initial proposals to slash the subsidy cap for next year to 300 MW, first mooted in July, after many firms protested that they could go out of business and solar power shares sagged.

      Direct subsidies via 'feed-in' tariffs -- designed to gradually make solar power competitive -- also will be substantially lower than a current 0.45 euros ($0.658) per kiloawatt-hour, but better than originally proposed.

      The government will pay 32 to 34 eurocents/kWh for roof-mounted panels, which compares to an initially proposed 33 eurocents. Ground-based installations will receive 32 eurocents/kWh, up from 29 cents in draft proposals.

      In comparison, power changes hands for the equivalent of about 7 eurocents/kWh on Spain's wholesale market.

      Spanish lobby groups have said that the modified cap does not go far enough as it will be absorbed by solar plants which are already under construction but cannot be finished by the Sept. 29 deadline for current subsidies.

      The government, however, says solar power has grown at an unsustainable rate and has already exceeded by four times targets it had originally set for 2010.

      It hopes to have 10,000 MW installed by 2020, in line with European Union plans to derive 20 percent of all energy from renewable sources.

      The government is also under pressure to cut a ballooning 'tariff deficit', from forcing utilities to sell electricity at below cost. The estimated deficit for this year is 4.85 billion euros.

      Spain now has about 1,500 MW of solar power plants, a jump from 470 at the end of 2007 amid a race to lock in generous subsidies. It expects to have 1,800 MW by the end of this year.
