Will The Australian Basins Drive The Next Shale Oil And Gas Boom?

      By Nathan Kirykos - March 6, 2013
Nathan is a member of The Motley Fool Blog Network -- entries represent the personal opinion of the blogger and are not formally edited.

The advances in the technology for hydraulic fracturing has arguably helped a spectacular rise of shale oil and gas production in North America. After this indisputable oil and gas boom, Australia is poised to commercialize its holdings too. Will Australia replicate North America's success? Will the shale oil and gas production rise in Australia as much as the largest of the kangaroo species, the Red Kangaroo, has been observed jumping?

According to the U.S. Energy Information Administration (EIA), Australia's regions have significant oil and gas potential. In shale oil, the Canning Basin in Western Australia and the Georgina and Amadeus basins in Queensland and the Northern Territory are seen as having oil potential, while the Cooper Basin is seen as the best shale gas target.

Assuming EIA is correct, the thing is which publicly traded North American companies are going to benefit from this huge opportunity. Let's be an early mover then, providing the investors valuable information about all the deals that the US-listed energy companies have completed in Australia so far. These deals are scattered here and there and the summary below will definitely help.

      Australia Is Getting Hot

The latest news come from Chevron Corporation (NYSE: CVX) that pays as much as $349 million to join Beach Energy in an Australian natural gas exploration campaign. This is Chevron's first shale investment in Australia. Chevron will acquire as much as 60% of a permit in South Australia and 36% of a block in Queensland. The blocks cover about 810,000 acres in the Cooper Basin. The Cooper Basin is considered to be one of Australia's best prospects for commercially producing shale gas given its proximity to the country's eastern population centers and export infrastructure at the port of Gladstone.

Few days ago, ConocoPhillips (NYSE: COP) and PetroChina (NYSE: PTR) also teamed up for unconventional natural gas exploration in Australia as PetroChina recognizes the significant resource potential and value of the Australian opportunities. PetroChina will acquire from ConocoPhillips a 20% WI in the Poseidon offshore discovery in the Browse Basin, and a 29% WI in the Goldwyer Shale in the onshore Canning Basin. The Goldwyer Shale runs along the northern edge of Great Sandy Desert and stretches across 45,000 sq km of the onshore basin. ConocoPhillips earned a 75% WI from New Standard Energy in July 2011 in exchange for $A113.5 million. According to an April 2011 report by EIA, the Goldwyer Shale contained 764 tcf of risked gas in place and 229 tcf of risked recoverable gas, the largest estimate for any basin in Australia.

Heritage Oil added few weeks ago on its stake in PetroFrontier Corporation, a Canadian company that holds both conventional and unconventional petroleum assets in Australia's Southern Georgina Basin. PetroFrontier has an approximate 85.5% WI in 14.1 million gross acres and it is one of the first companies to undertake exploration in the Southern Georgina Basin in Australia's Northern Territory. Heritage acquired 1,800,000 common shares of PetroFrontier representing 2.27% of the outstanding Shares. Together with shares already held, Heritage now holds 13,960,467 shares, representing approximately 17.58% of the outstanding Shares of PetroFrontier. Heritage is a Toronto-listed company with producing assets in Nigeria and Russia and exploration assets in Malta, Tanzania, Pakistan and Libya.

      Give Me More Shale Deals

As output from aging fields off Norway’s coast declines, Statoil (NYSE: STO) is another major player who is expanding internationally and into so-called unconventional resources. In June 2012, Statoil acquired 65% of PetroFrontier’s interests in four existing exploration blocks, plus two pending permits in the Southern Georgina Basin, Northern Territory, Australia. The venture may drill as many as 20 wells by 2017 in three phases.

Hess Corporation (NYSE: HES) made a JV agreement with Falcon Oil & Gas that covers significant seismic costs and an option to drill five wells. Falcon holds 100% interest in four exploration permits covering 7 million acres in the Beetaloo Basin of the Northern Territory, Australia. As of August 2012, Hess has deployed two seismic crews in central Australia’s Beetaloo basin and has increased its planned capital expenditure to $57.5 million from $40 million. Hess shot 470 line-km of 2D seismic in 2011. In 2012, Hess also completed the acquisition of seismic data on Exploration Permits 76, 98, and 117 held by Falcon. Following completion of the seismic program, Hess may elect to drill and evaluate five wells to earn a 62.5% WI in the licence area covered by the three permits but excluding the 100,000 acres around the Shenandoah well. Hess has until the 30th June 2013 to make this election.

Rodinia Oil is another Canadian company that holds onshore petroleum and natural gas assets in Australia's Officer Basin. According to the company, the Officer basin is geologically analogous to the vast producing fields in Siberia and Oman that are of equivalent Neoproterozoic age. According to the independent resource-evaluation firm, Ryder Scott Company Consultants Ltd., Rodinia's lands contain prospective (recoverable) un-risked, undiscovered resources totalling 125.7 billion barrels of oil. Rodinia drilled the Mulyawara-1 and Kutjara-1 wells in 2011 and encountered oil and gas shows and excellent Neoproterozoic reservoirs. Although these shows demonstrated an active mature petroleum system capable of generating hydrocarbons, both wells were plugged and abandoned as neither was perceived to be commercial. However, the company continues its efforts to find cash in order to keep drilling and prove its acreage.

      Foolish Round Up

Although large-scale shale production in Australia may take time due to a lack of drilling equipment, higher labor and infrastructure costs, several global energy companies are trying to tap what Australia’s government estimates is 400 tcf of potential shale gas resources. So it seems that the opportunities in Australia are tremendous and this could be the next big thing. It remains to be seen how the things will evolve in 2013 when the first rigs start drilling at the kangaroo continent.

Slugcatcher and the thunder of the oil mob stampeding for Australian shale acreage Monday, 11 March 2013

WATCHING a mob work itself into a frenzy can be either frightening or exhilarating, but never boring. It is why Slugcatcher is getting a buzz watching how some of the world’s biggest oil companies are moving into Australia’s embryonic shale gas sector.

Until a few days ago, the “oil mob” was trying to play down the intensifying interest it has in Australia’s potential to be a world-class producer of oil and gas from unconventional reservoirs.

“Joe Cool” is one way to describe the mood of the majors as they sniffed disdainfully at the antics of junior explorers in the Cooper, Canning, Perth and other sedimentary basins around the country.

Frequently heard explanations for this condescension was that the potential shale-gas producing regions of Australia were too remote and/or too deep. Plus, they suffered from the disadvantages of limited infrastructure services such as suitable drilling equipment and even more limited access to markets because of poor pipeline connections.

But if the appeal of Australian shale is that bad, why is there a queue of wanna-be players forming at the front doors of junior oil and gas companies that have been sufficiently fleet-footed to snatch acreage in the best locations?

The answer is surprisingly simple and has everything to do with the “big oil mob” not wanting to be seen to be moving too quickly in case their rush to strike deals pushes the price too high.

Far better, goes the thinking of anyone buying an asset, to adopt the Joe Cool position and pretend you’re not really interested, though that’s a stance that cannot survive once the mob’s ranks are broken – which is what Chevron did two weeks ago when it offered to spend up to $US349 million on some of the tenements held by Beach Energy in the Cooper Basin.

That deal reverberated around the oil world, flushing out oil majors who thought they had time and balance sheet spending power on their side to quietly pick up shale acreage on their terms, but now realise the Chevron/Beach deal was the equivalent of a shot from a starting pistol.

Suddenly, the spotlight is on BHP Billiton, Royal Dutch Shell, ExxonMobil and the other late-moving majors who have been forced to acknowledge publicly what they must have recognised privately; that the US Geological Survey was correct in putting Australia near the top of its list of countries with big shale-gas potential.

The questions now are: (a) how fast will the majors move?; (b) what “price” will they offer in terms of upfront entry payments and future exploration spending commitments?; And, (c) what vision will they have for monetising discoveries – with LNG for Asia likely to be the preferred route?

The Chevron/Beach deal is the benchmark that other majors must match to strike a deal with a junior such as Buru Energy, which has its foot on a large part of the Canning Basin and already has several big corporates as its partners.

That means there will be little time left for the likes of BHP Billiton to play the “studious” analysis game flagged last week by its petroleum division head, Michael Yeager.

Mustering all the self-confidence for which he is famous, Yeager told a reporter from the Bloomberg news service on the sidelines of an oil conference in Houston that he expected to soon start taking land positions in the Australian shale-gas sector.

“We’re going to be very studious” Yeager said of BHP Billiton’s interest in shale acreage in Australia and Europe. While there’s a lot to be said for being very studious, especially after grossly over-paying for shale-gas acreage in the US two years ago, there is a risk that Yeager and other late arrivals are leaving it too late and playing the Joe Cool role too well.

It is, given how the US shale-gas game moved from slow start to hectic stampede in a matter of months, a case of move quickly or risk being left on the sidelines. The Australian game has picked up speed courtesy of the Chevron/Beach deal and the likely entry of Royal Dutch Shell and other majors keen to not miss out on a chance to play, even if the game peters out later.

There will be much to watch over the next few weeks, especially if the oil mob stampedes and goes into land acquisition overdrive, which can often happen when members of the mob think that someone knows more than they do.

For companies with acreage under their belts, the price of farm-ins has just blown out. For latecomers there will be an added urgency to drop the studious analysis and snatch the best deals on offer.

There will be mixed emotions for Yeager, having overpaid once for acreage in the US. Dare he risk under-offering this time and missing the best acreage, a result that would not please his new boss (and former oilman himself) Andrew Mackenzie.

      Na endlich !!!

Central signs surprise oil field production Agreement with CLC (central land council).
"The Production Licence, when granted (nun wohl nur noch ein formaler Akt vom NT), will be the first such Production Licence granted in the Northern Territory for 31 years".

The big dollars of oil and gas in The Centre

      By ERWIN CHLANDA

There is a lot of oil and gas in Central Australia, so much is clear, but there is usually a massive gap between proven reserves, “where the oil or gas resources have been demonstrated by drilling, and prospective resources, which are undiscovered resources interpreted by industry to exist on the basis of known geology, but which are not demonstrated”. So says Ian Scrimgeour, Executive Director, NT Geological Survey: “These undiscovered resources are widely quoted but are unlikely to be much larger than the resources that are economically recoverable, and need to be treated with caution.” At the moment the most thoroughly explored basin is Amadeus, south and west of Alice Springs.

Resources are quoted in millions of barrels for oil, and billions of standard cubic feet for gas which is roughly the equivalent of the energy measure petajoule (PJ). Mr Scrimgeour says undiscovered prospective resources for the Amadeus basin, “yet to be fully proven,” have been estimated by industry to be in the order of 27 trillion cubic feet of gas. That would be worth a staggering $21600 billion. But Mr Scrimgeour says that includes unconventional or shale gas, which is not yet demonstrated to be viable in the basin, and may require fracking if it was to be extracted.

Industry is not currently exploring for shale gas in the basin and it is unknown how much of this shale gas may be recoverable, if any. A more independent assessment of unconventional gas reserves in the Amadeus Basin, undertaken for the Australian Council of Learned Academies (ACOLA) estimates 16 trillion cubic feet. The industry projection for unconventional oil from oil shale is about 21 billion barrels. At the one year forecast price of $112 a barrel that’s worth $2352 billion. The numbers for proven “contingent” reserves – that is conventional resources that have been defined through drilling – are a lot more sober: for oil in the Amadeus basin it is in the order of 15 million (not billion) barrels – 1400 times less than the prospective resource for shale-hosted oil, giving it a value of $1680 million (not billion) – still an amount not to be sneeze at. That’s the more provable recoverable conventional oil resource, says Mr Scrimgeour. The equivalent for gas is 158 billion cubic feet – or a 170th of the industry projection.

The oil and gas basins in Central Australia are 1000 million years to 300 million years old and contain shales which have high amounts or organic material, providing a source for oil and gas. The heat of the rocks determines the product: at lower temperatures you get oil, at higher temperatures you move towards condensate, and then gas, and if it gets overcooked you lose your hydrocarbons altogether. In the Amadeus basin, the area south of Alice Springs is mainly prospective for gas, whereas further west at Mereenie there is both oil and gas, and further west, at the new Surprise field being opened up by Central Petroleum, the hydrocarbons are entirely oil.

Across the five oil and gas basins in the central Australia region, the Amadeus, the Georgina, the Warburton, Pedirka and Eromanga, the Ngalia and the Wiso Basins, both oil and gas occur. At present all resources that are being, or are proposed to be produced, are extracted by conventional methods, usually piped to the surface aided by pressure underground. The controversial fracking is not being used for oil and gas exploration in the Amadeus Basin, at least not in the near future, although it is possible that some “unconventional” gas reserves in The Centre cannot be accessed without it, says Mr Scrimgeour.

The Wiso basin has no known resource estimates – it is a “completely frontier basin”. Exploration of the Georgina basin is still at a very early stage. There are no reliable estimates but there is an industry estimate just for oil in shales within the Georgina Basin – Georgina is mostly seen as an oil basin – in the order of 1.1 billion barrels. There has not been enough drilling yet to define a proven reserve in the Georgina.

There are no government estimates for any of these basins at this stage. The only resource estimate for the combined Warburton, Pedirka and Eromanga basins is six billion barrels of oil, and there are no reliable gas estimates.

How close are we to production?

Surprise should go into production any time. The only other field close enough for an estimate is the small Dingo gas field south of Alice Springs which has just had a production licence granted. Central Petroleum are looking at a pipeline from the Dingo field to Alice Springs, and are a likely to be in production within a couple of years. That gas is likely to be for domestic or industrial supply in the NT – possibly utilising the Alice to Darwin pipeline. There are no external markets at the moment, says Mr Scrimgeour. The oil from Mereenie and Surprise will go overseas and refined offshore. They are pressured, conventional petroleum resources – just a case of drilling wells and the gas and oil will be naturally flowing out, as in Mereenie and Palm Valley.

Although there is no exploration for unconventional gas or oil in the Amadeus Basin at the moment, companies have said publicly that there is potential for fracking for unconventional shale oil and gas in the future. At the moment there are no plans for that sort of drilling in the next year or so.

“It’s not appropriate for me to speculate what companies may do further down the track,” says Mr Scrimgeour. He says in the Amadeus basin there is very high potential for a lot more to be found in terms of conventional resources. Santos have shot over 1500 kilometres of seismic last year – all targeting these conventional plays right across the Amadeus Basin. There is a very good likelihood that we will see more conventional oil and gas discoveries over the next few years. “That’s what I expect to be the main focus in the Amadeus Basin in the next few years,” says Mr Scrimgeour.

It’s too early to say what will be developed in the Centre’s other basins, as exploration remains at a very early stage. Five vertical wells are planned to be drilled in the Georgina Basin next year will give a guide to future extraction programs, and that’s primarily targeting oil. There is no fracking involved in those five holes.
