Reports: Tesla Giga Battery Factory Site Selection Now a Two-State Solution

Arizona, Nevada, New Mexico and Texas still in contention. California’s Salton Sea also a contender?

Tesla founder and CEO Elon Musk is soon to announce the location of the firm's $5 billion giga factory, the immense complex where the EV maker's next-generation battery packs will be built. We've reported on the deep politics in Texas, Arizona, Nevada and New Mexico as politicians push for the promise of manufacturing jobs.

Musk is naming two sites, according to Bloomberg, saying, "What we’re going to do is move forward with more than one state, at least two, all the way to breaking ground, just in case there’s last-minute issues."

It will leave one state very disappointed when the final decision is made but it's done to "minimize the timing risk," according to Musk. It also maintains leverage on the municipality all the way to ground breaking. This factory will build the battery packs for the company's next-generation, $40,000 price-range vehicle, looking to begin production in 2017.

California didn’t make the short list because of the potential for regulatory and environmental delays. Nevertheless, last week's editorial in California's The Desert Sun quotes Carl Stills, energy manager of the Imperial Irrigation District, saying, ""We just got notified yesterday that Tesla is now back considering Imperial Valley because of the location close to the potential lithium," while he was at the Coachella Valley Economic Forecast last week. Stills speaks of the availability of lithium in the Salton Sea, currently being extracted by Simbol Mining, a startup getting lithium carbonate from geothermal brine at the John Featherstone geothermal plant in the Salton Sea.

      ***

Here's our reporting from earlier this month on the politics of the Tesla factory site selection:

The as-yet-unnamed location of Elon Musk's outrageously ambitious $5 billion Tesla battery factory has been narrowed down to Texas, Arizona, New Mexico or Nevada for a while now. Construction could potentially start this year.

Electric vehicle pioneer Tesla Motors has suggested it will be building 500,000 cars per year by 2020 and hitting a scale that will drive down the cost of its 60 kilowatt-hour battery pack by 30 percent, to about $10,000. The project aims to disrupt battery costs enough to impact the distributed storage industry.

Tesla's Giga factory will sprawl across 500 to 1,000 acres of land situated near highways and rail, with space for a few hundred megawatts of solar panels and some wind turbines.

The state that wins the factory gets billions in direct investment, as well as a potential 6,500 jobs. Politicians in these states are looking to attract the world's largest lithium-ion battery factory with the only tools at their disposal: taxpayer money and promises.

Luring Tesla with incentives at secret meetings

Texas: The San Antonio Express-News reports that unnamed Tesla executives met on Wednesday with the mayor of San Antonio, as well as with "the county's top elected official, economic development folks, and someone from the local utility company."

Despite having banned the direct sales of Tesla vehicles in its state, Texas is a contender in the race for the factory. It appears that the state's leadership might be inclined to change what Governor Rick Perry referred to as "antiquated" car dealer franchise laws in an appearance on Fox Business News.

The city of San Antonio remains under consideration, as does Lubbock, with its access to West Texas wind power, according to numerous reports.

Arizona: Despite opposition from auto dealers, Arizona's state legislature is considering a bill to allow direct sales, according to the Phoenix Business Journal.

Tucson mayor Jonathan Rothschild told the Arizona Daily Star that a potential site has been selected by the city. A state and city tax incentive package will be offered. The same article reported that the city of Mesa's Mayor Scott Smith, now running for Arizona Governor, sent Tesla CEO Elon Musk an invitation to visit.

According to the Phoenix Business Journal, Tesla could benefit from the same state incentives offered to Apple's new plant in Mesa, AZ, namely, "Gov. Jan Brewer and business groups support a new bill that would eliminate taxes on energy used by manufacturers." Arizona’s offer could include a 5 percent property tax rate, as well. "State lawmakers are also considering another new bill that would give income tax breaks for companies whose manufacturing facilities are powered by solar and renewable sources," according to the report.

New Mexico: The Albuquerque Journal reports that New Mexico governor Susana Martinez, a Republican, was "considering a special legislative session to work up an economic package for a possible Tesla factory." According to the report, "Democratic legislative leaders said a special session to woo Tesla would be unprecedented, and appropriate only if New Mexico has evidence that it was Tesla’s pick." In 2007, Albuquerque was close to being chosen as the site of the Tesla Roadster factory.

Nevada: Last month, the Reno Gazette reported that Tesla execs have been looking at sites around the northern part of Nevada. This month, northern Nevada is the "frontrunner," according to the Phoenix Business Journal. The Journal goes on to report that "the Reno area in northern Nevada is the odds-on favorite to land the Tesla plant," citing multiple business and political sources in Phoenix. The Reno-Stead Airport has been suggested as a possible site, with its thousands of acres available for development and ready access to rail transport.

Three reasons why Tesla should choose Texas

As GTM's Katie Tweed has reported, there is a legislative effort in a number of states to shut down Tesla from selling directly to the consumer through its own stores and forcing the company to follow laws that prohibit factory-owned dealerships. New York has agreed to allow the electric vehicle maker to keep its five company-owned outlets open, but permits no further expansion. There's a deal being made in Ohio to limit the number of Tesla outlets to three. There is still an acrimonious conflict ongoing in New Jersey. Tesla has had favorable court decisions in Massachusetts, and the EV pioneer has also won a round of court skirmishes in Minnesota.

If direct sales are banned in a state, customers can visit Tesla "galleries," but they aren't allowed to talk price or take a test drive.

Texas went through a two-month effort to pass bills in its legislature that would allow Tesla Motors to sell electric cars directly to consumers. The effort died last summer after lawmakers failed to vote on the issue before adjourning. The legislature will not meet again until 2015.

Texas Gov. Rick Perry, a recipient of more than $300,000 in traditional car dealer campaign contributions, bucked his donors a bit and said in an interview with the Fox Business channel that "Tesla's a big project." He told Maria Bartiromo, "The cachet of being able to say we put that manufacturing facility in your state is hard to pass up." Perry added that he thinks "the pros of allowing this to happen outweigh the cons," and that doing away with the ban on direct sales is a “conversation that is worth happening.”

      Giga Factory Facts and Figures
      • Tesla announced a $1.6 billion convertible debt offering. Tesla looks to offer $800 million of convertible senior notes due in 2019 and $800 million due in 2021 to build the world's largest battery factory.
      • Elon Musk predicts that the new factory will produce batteries for 500,000 vehicles by 2020.
      • Tesla expects to send the kilowatt-hour price of batteries down by 30 percent.
      • The plan is for construction to start in 2014, with production beginning in 2017.
      • The facility will hold more than 6,000 workers in 10 million square feet of factory space.
      • The plant will provide recycling capability for old battery packs.
      • Musk also said that Panasonic, currently supplying hundreds of millions of cells to Tesla, would likely join in on the new factory, but no commitments have been made.

      Some Q4 Tesla Financials

Tesla had revenues of $615 million at a 25.2 percent gross margin in Q4. The firm sold a record 6,892 Model S vehicles during the period and expects to ship 35,000 Model S units in 2014, representing more than 55 percent growth over 2013. Production is expected to increase from the current level of 600 cars per week to about 1,000 cars per week by the end of the year. First-quarter production is expected to be about 7,400 vehicles. Battery cell supply will continue to constrain production in the first half of the year, but will improve significantly in the second half of 2014.

      Tesla fire inquiry closed

The U.S. National Highway Traffic Safety Administration closed an investigation into fires involving Tesla's Model S that may occur when road debris pierces the battery pack.

The NHTSA report reads, "Tesla's revision of vehicle ride height and addition of increased underbody protection should reduce both the frequency of underbody strikes and the resultant fire risk. A defect trend has not been identified. Accordingly, the investigation is closed."

      from the Tesla news yesterday

I wonder if FCO will give us a update on this ?? JMHO
On Wednesday, Musk announced that Tesla has signed a letter of intent with Panasonic to be a supplier for the gigaplant, and a formal agreement is expected by the end of the year. The two companies have established teams to explore battery production. Musk also said that Tesla has reached out directly to mining companies that would provide materials such as nickel and cobalt for the costly batteries. “They were happy to hear from us,” Musk said. He said he was “highly confident” Tesla would achieve its goal of reducing battery cost by 30 percent per kilowatt hour. “As we explored the cost structure and the supply chain, we found that there’s
really a lot of opportunity for innovation and for cost reduction,” Musk said.

Californien, Texas, Arizona, Nevada und New Mexico

      Idaho Cobalt Project, Idaho, USA

Formation owns 100 percent of the Idaho Cobalt Project in east central Idaho. This site holds high-grade, primary cobalt deposit metallurgically favourable for the production of high purity cobalt metal. This cobalt is suitable for next generation Lithium-Cobalt-Ion rechargeable batteries used in hybrid and electric vehicles and for critical applications in the super-alloy sector such as jet turbine blade production.

Formation estimates that 1,525 tons of cobalt will be produced annually over a minimum ten-year span, feeding 14.9 percent of North America’s cobalt demands. This project received a stimulus fund bond allocation from the state of Idaho. Stage I & II Construction has been completed. The ICP minesite is fundamentally prepared to commence underground development (contingent upon successful conclusion of mine financing.

Still no word from Tesla on which state will win 'giga-factory' sweepstakes
      By Rob Nikolewski

      New Mexico Watchdog

There was speculation that Tesla Motors CEO Elon Musk would announce on Wednesday two potential locations for a $5 billion "giga-factory" that promises to employ 6,500 workers to assemble lithium-ion

      Posted: 05/09/2014 07:31:09 AM MDT

There was speculation that Tesla Motors CEO Elon Musk would announce on Wednesday two potential locations for a $5 billion "giga-factory" that promises to employ 6,500 workers to assemble lithium-ion batteries in the company's electric cars but in an investors call, Musk did not winnow the field of four states - including New Mexico - that are in the running.

In fact, he confirmed reports that California is a fifth state in the running, sort of.

"California is improbable but not impossible," Musk said. California is the home state of Tesla's headquarters but Musk said he's concerned about regulations in California potentially delaying the building of the giga-factory.

"It's not so much the incentives but how fast the site can be completed," Musk said, adding that the company can't afford to wait a year or more for a permit before proceeding.

"In other states, it's much more streamlined," Musk said.

But one thing that did come out of Wednesday's call? A decision is coming very soon.

Last week, Musk said the company will announce two potential sites for the factory to lower the risk that one site may not work out. On Wednesday, Musk said he plans to break ground on the first giga-factory site "next month" and "one to months after that, we'll break ground on the second."

So it's still "hurry up and wait" for government officials in New Mexico - along with Nevada, Texas, Arizona and now, California.

The size of the Tesla project has spurred furious speculation inside the states in contention for the plant, with business insiders handicapping the fiscal strengths and weaknesses of each state and what kind of incentive package they can produce to lure Musk.

Nevada, for example, is considered a strong contender because it has no state income tax, is adjacent to California and is home to a lithium mine.

Among New Mexico's potential advantages? It's the home of Spaceport America, where Musk's SpaceX rocket company already has a lease to flight-test a reusable rocket program. Plus, the state has recently cut the corporate tax rate to go along with New Mexico's renewable energy tax credit.

As for New Mexico's disadvantages? One industry expert pointed out that New Mexico was the only one of the four contenders that is not a right-to-work state- where workers can decided for themselves if they want to join a labor union or not.

"New Mexico would be wise to move in that direction and do what Indiana and Michigan did and become right to a work state," John Boyd Jr., the president of a company in New Jersey that works with companies on site selection, told KOAT-TV.

"States give huge incentives to get this kind of business in their regions," Jakki Mohr, marketing instructor at the University of Montana, told www.marketplace.org earlier this week, and this is a way of "playing one state against another to receive better incentives to locate there."

Back in February when Tesla announced that New Mexico was one of the finalists, New Mexico Economic Development Director Jon Barela said winning the Tesla contract "would be a transformational opportunity for this state" and, "we would covet a project like this."

Barela said he could not reveal any details of what New Mexico might offer to lure Tesla, citing confidentiality provisions in such negotiations.

12.05.2014 „Investitionen in Schwere Seltene Erden bleiben attraktiv“ (H.Weimer, Emuro GmbH)

On Tesla’s earnings call earlier this month, Musk announced that Panasonic has signed a letter of intent to partner with Tesla on the gigafactory and manufacture its battery cells there. But that will be just part of the operation. The idea is to bring in other companies to produce all the necessary battery-pack components at the same facility.

“It’s sort of like an industrial park under one roof,” Musk said. “Tesla’s producing the modules – Tesla’s sort of the overall landlord.”

Tesla also has been approaching mining companies about bulk discounts on the relevant raw materials, such as nickel and cobalt, Musk said.

“It’s kind of funny, in talking to the mining companies, it’s like, nobody ever calls them. … So the mining guys were just super happy to hear from us and have quite good ideas for how to optimize the cost of the materials,” he said.

The concept is reminiscent of Henry Ford’s famous River Rouge complex, which integrated virtually the entire supply chain for vehicle production, observes John Voelcker, editor of Green Car Reports.

“The old saying was that iron ore would go in one end and a Model T would come out the other,” he said.

At the gigafactory, nickel, cobalt and lithium would go in one end, and finished battery packs would come out the other.

Tesla now considers 3-state approach to factory Tucson wants

Tesla Motors Inc., the electric-car maker led by Elon Musk, won’t decide until year end where to build a battery “gigafactory” even as it readies multiple plant sites, the billionaire clarified for investors.

The company first proposed the sprawling battery plant — which Tucson is vying for — in February to supply lower-cost lithium-ion cells for its cars and packs for home-power storage devices. Tesla will soon start preparation in as many as three states “all the way to creating a foundation,” completing plans and gaining local approval, Musk, 42, said Tuesday at Tesla’s annual shareholder meeting in Mountain View, California.

“It might actually be three states that we do it in,” he said. “I would expect that we do a down-select for gigafactory 1 before the end of the year.”

Tesla plans to boost deliveries of its Model S sedan that’s priced from about $71,000 by more than 56 percent this year as sales to China and other international markets expand. Musk has said the Palo Alto, California-based company’s goal of selling lower-priced electric cars within the next three years depends on opening its gigafactory by 2017.

Plans for the plant are “quite advanced” and discussions with Panasonic Corp. (6752), Tesla’s main supplier of battery cells, about its involvement in the project take place daily, Musk said. The proposed plant would eventually cost as much as $5 billion to build and employ as many as 6,500 people, Tesla has said.

The company is studying sites in Arizona, New Mexico, Nevada and Texas. Musk last month said California is also a potential candidate for the factory.

Formation Metals Pursues EV Battery Sector Cobalt Opportunities ;)

VANCOUVER, BRITISH COLUMBIA, Jul 09, 2014 (Marketwired via COMTEX) -- Formation Metals Inc. /quotes/zigman/47322/delayed CA:FCO +17.07% ("Formation" or the "Company") is providing an update to shareholders on recent corporate and cobalt sector developments. Over the last few months, Formation has been actively pursuing several opportunities resulting from the significant increase in long term demand for cobalt from the rechargeable battery sector required for electric vehicles ("EVs") and hybrid electric vehicles ("HEVs") where cobalt is one of the key components.

Technological advancements and increased environmental concerns have changed the long term demand for cobalt especially for materials that are ethically and environmentally sourced. A California based EV manufacturer recently announced its intention to build the world's largest rechargeable battery factory (the "Gigafactory") in the Southwestern United States. This US$5.0 billion Gigafactory is estimated to produce the equivalent of all the electric vehicle and grid storage batteries currently produced worldwide. It will also increase the demand for cobalt by an estimated 20% once targeted commercial production reaches full capacity, commencing in 2017.

The EV manufacturer has publicly stated that it intends to source the required raw materials as locally as possible to reduce the environmental impact with consideration for ethical sourcing. As the EV market continues to rise in popularity and importance, other EV manufacturers have announced plans for new vehicle production. If this growth continues, it is estimated that by the end of the decade sales of electric cars will rise sharply. The Idaho Cobalt Project ("ICP") remains the sole near term, fully permitted cobalt deposit in the United States and as such, is a logical contender as a potential supplier of domestically and ethically sourced cobalt.

The Company has been reviewing options to produce battery grade cobalt chemicals from its ICP at the planned refining Cobalt Production Facility ("CPF") to be located on a railhead, with encouraging initial economic forecasts. The CPF was initially designed to produce high purity cobalt metal suitable for critical applications in the superalloy sector with extensive metallurgical test work confirming the viability of this production scenario. Over the past several months, internal studies indicated the CPF design can be modified to produce cobalt chemicals for the battery sector, such as cobalt sulphate. These changes could result in lower capital expenditures and operating costs for the ICP and are not expected to affect the near term mine production schedule, currently estimated to be within 9 - 14 months upon the successful conclusion of mine financing. Requests for Proposals from third party firms to vet this recent internal engineering work is currently in progress.

DEVELOPING: Reno Locals Claim Workers Laid Off At Top-Secret Site Believed To Be Tesla Gigafactory Site

      JULY 25, 2014

Yesterday, we brought you news that groundworks at a top-secret site allegedly being developed as Tesla’s first Gigafactory battery processing facility was under way in Reno, NV. After hiring what appears to be large numbers of workers to carry out ground work at the Taho-Reno Industrial Centre, work on the site has reportedly been running seven days a week, twenty-four hours a day.
What’s more, said Reno local Bob Tregilus, there was little doubt among people working there that the new project was part of a ‘big battery factory project’ and that the end client was none other than Tesla Motors.

Sources in Reno tell us workers have been laid off from this suspected Telsa Gigafactory site — but why?

,But overnight we’ve received reports from multiple sources in Reno claiming that the site has been either temporarily or indefinitely closed, and the workers laid off.
One woman, who commented to our original story and posted a similar message on her personal Facebook page, says Tesla (TSLA) is the client behind the site.
“My husband, nephew and a couple friends were all working on that project 12hour days 7 days a week for the last month on it,” she told us in an email earlier today. “All the people I know who were working on the project were let go today. I truly wish it wasn’t true, we need those jobs.”
Sources in Reno tell us that it was known that the site was operating behind schedule, alleging that the contractor missed all of the “major milestones” set in place by the unconfirmed client. While this alone does not confirm the validity of the story, the unconfirmed reports of a mass worker layoff does seem plausible if the contractor lost their contract due to being behind schedule.

Earlier this week, work was continuing around the clock at the site, but today says Bob Tregilus, the site is almost deserted.

“There will be some busy work while all the contractors wrap up their books and move equipment, but my hubby says there are now signs on the gate that say “Closed Indefinitely,” our source said. “It was common knowledge among the workers that Tesla was behind the project in some shape or form.”
On hearing the developing news, our correspondent Bob Tregilus went back out to the supposed Gigafactory site at 1am local time to see if he could substantiate the story further. Unlike his last night-time visit where the site was fully illuminated and work was continuing through the night, this time he found a dark, quiet site. In fact, he tells us, the only light he saw was from the lone security guard who turned on his vehicle’s lights as Tregilus approached. Due to the low light levels, Tregilus was unable to confirm the presence of any “closed” signs on the gate.
At this point — especially being early morning local time — we’ve been unable to substantiate this story any further and so must reiterate that it is for now just a rumor. However, we’re working hard clarify the story and of course, we’ve reached out to the relevant bodies for comment.
We’ll be discussing the story further on Today’s Transport Evolved News Panel Show, so be sure to tune in live at 5pm BST for the latest developments in this intriguing story.

As we've established over the last couple posts, Tesla Motors urgently requires a doubling of the worlds lithium-ion battery production capacity. To do so, the company has turned to Panasonic (the agreement isn't finalized) to build a huge battery factory - somewhere. At the same time, Tesla (and Panasonic) have to turn to raw materials suppliers to drastically increase production of the components that go into battery production.

I don't know off-hand what those components are, but the people at mining.com do, and they published an interesting piece giving some details. What follows is a summary.

Flake Graphite: Tesla's plans would require as much as 126,000 tonnes per year of flake graphite. This is a 152% increase over the current demand for flake graphite from battery makers.

China is the leading producer of flake graphite.

Lithium: While we call them lithium-ion batteries, lithium is only one component in the chemical stew. Further, pure lithium is not used, because pure lithium metal is explosive, and we want electric cars whose batteries don't explode. Ahem, Tesla. Anyway, that means the lithium in a lithium-ion battery is ionically bound to other materials, hence the name lithium-ion.

Demand should increase by 25,000 tonnes per year, for a 50% increase over current production.

China is the leading producer of lithium.

Cobalt: This metal is used in lithium-ion battery cathodes. Demand should increase by 17% or 7,000 tonnes per year.

The leading producer of cobalt is the Democratic Republic of Congo. That gives us a sad story, because the cobalt is produced under humanitarially bad conditions. The country has wars going on. There are no other large producers of cobalt, but several countries producing small amounts.

Tesla says that none of its cobalt comes from DR Congo.

Other materials include nickel, bauxite (aluminum) and copper. Tesla does not use any rare earth metals in its cars, because the motors do not have permanent magnets.

Is This the Site of the Tesla Giga Factory in Nevada?

Why were 50 earthmovers grading a massive site near Reno on Sunday?

      Eric Wesoff
      July 23, 2014
It appears that work has already begun on the site of the new $5 billion Tesla Giga factory near Reno, Nevada. It's the planned location of the world's largest lithium-ion battery factory and the potential enabler of lower-cost Tesla electric vehicles.

It's either that or a really big pizza factory.

Yesterday, our unnamed source (Bob Tregilus) hiked a few high-desert ridges in Storey County, Nevada to take pictures of 50 earthmovers moving earth at a site that Tregilus estimated to be large enough to accommodate the proposed 10-million-square-foot factory. Tregilus has also heard whispers about a secret project from construction industry folks and locals.

The site is located at the Reno Tahoe Industrial Center at 2641 Portofino Drive. Here's one of Tregilus' photos:

It's a great photo, but it turns out that last month, the Reno Gazette-Journal reported that "an excavation permit to begin site work for a sizable project has been pulled [on May 22] by the Tahoe-Reno Industrial Center" at 2641 Portofino Drive. The paper notes, "The business park could potentially begin site preparation work before any official contract with Tesla is signed, adding, "In addition to the excavation permit in Storey County, the contractor for the Portofino Drive project has air quality and storm water permits from the state's Environmental Protection Division." There was no confirmation that this is indeed the Tesla site.

According to the TeslaMondo and Tesla's own blogs, the site is also potentially the site of a pizza factory. Tesla is not commenting.

Reno has been considered the front-runner for Tesla's vertically integrated super factory.

In March we covered the deep politics surrounding the Tesla battery Giga factory -- which pitted Texas, Arizona, New Mexico, Nevada and California against each other for the rights to the $5 billion high-tech manufacturing site. Tesla aims to build 500,000 cars per year by 2020 and will need an unprecedented volume of lithium-ion batteries to hit this target.

We recently covered a presentation from Tesla CTO JB Straubel, in which he spoke of attacking the battery's cost with the Giga factory by "doubling the worldwide capacity in a single factory and reinventing the supply chain." A total of 35 gigawatt-hours of cell production from the new plant will be devoted to meeting the needs of the Fremont automotive plant, and 15 gigawatt-hours will be devoted to stationary battery packs. Straubel said that Tesla was "bullish" about the California energy storage mandate. Straubel also said he was bullish that stationary energy storage "can scale faster than automotive."

The project has the potential to provide more than 6,000 jobs. Or millions of pizzas, as the case may be.

Elon Musk, Tesla CEO, is intent on moving forward with two sites, according to Bloomberg, saying in an earlier interview, "What we’re going to do is move forward with more than one state, at least two, all the way to breaking ground, just in case there are last-minute issues."

China’s rare earth exports below quota in first half of year
Posted on July 30, 2014 by Hongpo Shen

China exported 14,061 tons of rare-earth ore, metals and compounds in the first six months of 2014, the exports volume rose 49.47% year-on-year, but which still below the first batch of rare earth export quota of 15,500 tons, according to official data.

During the first half of this year, the total value of China’s exports of the rare earths declined 4.5% to US$203.7 million compared to the same period in 2013, according to data released by the China Customs Statistics Information Center.

In the first six months in 2014, Japan imported 5,579 tons of rare earth from China, surged 91.42% compared to the same period in 2013, making it the top overseas buyer; the U.S. imports increased 43.59%, year on year, to a total of 4,988 tons; Italy’s imports was 723 tons, while China exported 609 tons of rare earth to Germany, reflecting a year-on-year jump of 445.74%; It’s worth noting that Vietnam’s imports of rare earth from China reached 567 tons, which has become the fifth overseas customer.

In June alone, China’s exports of the rare earths fell 3.4% year-on-year to 1,556 tons of rare-earth ore, metals and compounds. The average export price dropped from US$22,874.08 per ton to US$ 16,967.5 per ton, fell 25.8% year on year. While China exported 916 tons of rare earth to Japan and 420 tons of rare earth to the U.S. respectively. Customs data showed.

The figure from the Customs also shows that China’s imports of the rare earths surged 68.82% month on month in June to 87 tons.

The exports of rare earth oxides and related products in 2014 are shown below:

Moreover, Inner Mongolia exported 1,951.4 tons of rare earth during the first six months of the year, up 0.5% from a year earlier, while export value down 37.1% year-on-year to 95.71 million yuan or average export price of rare earth was at 49,000 yuan per ton, according to China’s Huhehaote Customs.

Obviously, current global demand for rare earths is recovering outside of China. However, the problem that China’s rare earth market is still dominated by illegal operations at present, China Mining Association reported on July 29th that current illegal or unlicensed rare earth ore production still reached about 40,000 tons to 50,000 tons in the domestic market. Which resulted in a serious oversupply of rare earth elements in the country and a sluggish rare earths price.

The sell price of the ion-absorbing type rare earths ore is about 90,000 to 130,000 yuan per ton in Chinese black market, however the official price, such as Ganzhou’s official sell price is nearly 190,000 to 200,000 yuan per ton. Affected by the rampant domestic illegal producers and smuggler of rare earth, some Chinese rare earth giants, such as China Minmetals Rare Earth Co Ltd has estimated it would record a net loss of around 40 to 50 million yuan, while Xiamen Tungsten Co Ltd estimated it’s rare earth business would record a net loss of around 17.29 million yuan for the first half of this year.

China is the world’s dominant supplier of rare earths, the country has imposed a quota system to curb production and exports to conserve resources and protect the environment after decades of excessive exploitation. On July 14th, the Ministry of Commerce announced that the second batch of rare earth export quotas for 2014, the export quota includes 13,691 tons for light rare earths and 1,809 tons of medium and heavy rare earths. Therefore the total export quota this year is 31,000 tons, unchanged from last year, which will be shared by 24 companies. Below is the distribution table of the first &second batch of China’s rare earth export quotas in 2014:

The WTO in late March ruled that China’s caps on exports of rare earth elements break global trade rules, while the final ruling report will be issued on August, therefore rare earth metals probably became a hot topic again in the month. Chinese officials have said that if the final ruling upholds the panel report, the country will remove the rare earth export restrictions.

With the government will increase exploration and production quotas for rare earth companies by 10% of light rare earths to set a total quota for production at 105,000 tons this year to bring output in line with the sector’s capacity, Huang Libin, an official at the Ministry of Industry and Information Technology, said that the increase is a response to rapid industrial development in the country.

“Giving more quotas to the large companies will allow them to replace those that have closed. The quotas might grow further as regulation of the industry improves amid growing market demand.” Huang Libin said.

However, North Korea shipped rare-earth minerals worth US$550,000 and US$1.32 million to China in May and June, respectively, which amounted to a total of 62,662 kilograms, according to the Korea International Trade Association based in Seoul. Moreover, China imported 63.1 tons, valued at US$ 32,000 of rare earth minerals from Vietnam, according to the Yunnan Jinping government.

I predicted that China’s rare earth imports will continue to rise, while it will become a new source for the country’s rare earth oversupply.

      „Gigafactory“

Tesla baut riesige Batteriefabrik in Nevada

Tesla also has been approaching mining companies about bulk discounts on the relevant raw materials, such as nickel and cobalt, Musk said.

“It’s kind of funny, in talking to the mining companies, it’s like, nobody ever calls them. … So the mining guys were just super happy to hear from us and have quite good ideas for how to optimize the cost of the materials,” he said.

Philippines trying to ban mineral ore exports
This is where Panasonic get their cobalt for Tesla.

(Reuters) - A Philippine senator has filed a bill urging a halt to exports of unprocessed mineral ores, similar to a ban introduced by Indonesia that led to a sharp spike in nickel prices and cut exports of other ores.

The Philippines, which has vast but largely untapped mineral resources, has been looking at ways to raise the contribution of mining to its economy.

The bill, filed in late August by Senator Paolo Benigno Aquino, a first cousin of President Benigno Aquino, would require domestic processing of all minerals extracted in the country prior to export if passed into law.

This may require nickel miners, for example, to build more smelters to process the ore before shipment. Some ores are shipped directly to China and Japan for processing.

The Philippines currently has two processing plants for nickel both owned by the country's top producer Nickel Asia Corp , two for gold, and one for copper, according to the Mines and Geosciences Bureau.

Paolo Benigno Aquino is one of 24 members of the upper house Senate, which is dominated by allies of the president.

"This measure seeks to generate more domestic income, attract more investments, and lead to more jobs and livelihood for the Filipino people," the bill said in its explanatory note.

Mining contributed less than 1 percent of the Philippines' gross domestic product from 2003 to 2012, the note said.

The proposed legislation comes at a time when the local mining industry faces an uncertain future as the government aims for new tax legislation to boost its share of mining revenues.

Conflicting regulations, such as whether or not to ban open-pit mining, and a strong anti-mining lobby led by the leadership of the local Roman Catholic Church have also deterred investment and hampered projects, such as Glencore Plc's $5.9 billion Tampakan copper-gold mine in southern Philippines.

A similar bill was filed in July in the House of Representatives by Congressman Erlpe John Amante, a copy of which was seen by Reuters.

Mines and Geosciences Bureau head Leo Jasareno told Reuters the state agency had not been consulted prior to the filing of the Senate bill, but was conducting its own study on measures to add value to the country's mineral output.

Asked if the bureau would recommend that the government support the bill, Jasareno told Reuters: "We can't say until we have seen the results of the study."

Jasareno said the study was being done after an executive order issued by President Aquino in 2012 calling for a roadmap for the development of value-adding activities and downstream industries for metallic ores.

The office of Senator Aquino said the bill was filed without any consultation with the government. The Senator hoped state agencies will support the measure once it is discussed by the Senate environment committee.

The timing of any potential ban on exports was unclear.

The Senate bill proposes six- to 12-year imprisonment plus a fine equivalent to twice the value of seized mineral ores for those found guilty of exporting mineral ores. The existing law does not have limits on mineral ore exports.

The bill also seeks to amend certain provisions in the Philippine Mining Act of 1995, which allow 100 percent foreign ownership of mining.

Tesla’s Gigafactory Decision a “Nevada Victory”

Nevada Governor Brian Sandoval speaks at today’s press conference in Carson City

Yesterday’s rumor6 that Tesla Motors (NASDAQ:TSLA7) will be building its planned $5-billion lithium8-ion battery gigafactory in Nevada was confirmed9 late this afternoon at a press conference held in Carson City.

Speaking to attendees, Governor Brian Sandoval said that the “monumental” agreement “will change Nevada forever.”

The figures he cited in his speech make it hard to argue with that statement. An enthused Sandoval said that the gigafactory will immediately create 3,000 construction jobs, and when complete will employ 6,500 people on site. A further 16,000 indirect jobs will be created for a grand total of 22,500 jobs when the facility is up and running.

Altogether, the gigafactory’s economic impact will come to $100 billion over the next 20 years; it will increase the state’s GDP by 4 percent and the region’s by an impressive 20 percent. On a different note, it will also positively impact schools in Nevada — universities will receive research money, while schools operating at the K-to-12 level will receive $35 million.

“This is a Nevada victory,” Sandoval concluded.

Of course, the agreement will also be beneficial for Tesla — perhaps too beneficial, some believe.

Breaking down the tax incentive package that Sandoval used to lure the company, the Reno Gazette-Journal states10 that its overall value ”is estimated to be $1.25 billion over 20 years.” That’s not only “one of the largest [packages] in the country,” but also “more than double the $500 million package” Tesla CEO Elon Musk said his company would require.

Ultimately, it will allow Tesla to operate in Nevada “essentially tax free for 10 years.”

The package is divvied up as follows:

•$725 million in sales tax abatements for more than 20 years.

•$332 million worth of real and personal property tax abatements over 10 years.

•$195 million in transferable tax credits “which other Nevada companies will be able to buy from Tesla in order to reduce their own tax liabilities to the state.”

•$27 million in payroll tax abatements over 10 years.

•$8 million in electricity rate discounts over eight years.

That said, Musk asserted at today’s press conference that Nevada’s incentive package wasn’t the biggest offered to Tesla and thus wasn’t the reason the company decided to build the gigafactory in the state. Instead, he said, the decision was based on the fact that it is a “get things done state” — he’s confident that the facility will be ready by 2017 and believes that it will operate in a cost-efficient manner once it’s up and running.

With the gigafactory’s location now finalized, attention is likely to shift from Tesla itself to companies located in the graphite, lithium and cobalt sectors. While there’s been no official announcement of which such companies will be supplying Tesla, the share prices of a number of Nevada lithium juniors spiked yesterday12, while this past week there’s been much speculation13 about whether Mason Graphite (TSXV:LLG14) could be a potential supplier.

Investors in all three spaces will have to keep an eye out for developments.

Tesla will keine Rohstoffe aus Dritt Länder

SPOTLIGHT ON EBOLA: African Border Controls on Copper and Cobalt

Border controls, the result of Ebola in the DRC, are beginning to affect the metals markets.

Botswana's government has banned anybody from the DRC entering its country. Other countries' authorities have introduced driver health checks at border crossings, and imposed restrictions on their future movements.

      Why does it matter?

The DRC is the world's biggest cobalt producer and the sixth biggest copper producer. The country is expected to produce more than 900,000 tonnes of mined copper in 2014, according to Metal Bulletin Research analysts.

Total mined cobalt production in the DRC grew to an estimated 51,500 tonnes in 2013, up 9% from 2012 and this raw material contributes to 61% of global refined cobalt supply, according to UK-based cobalt trading house Darton Commodities.

The restrictions on driver movements could slow the arrival of copper and cobalt to the market...The scale of any longer-term impact will depend on whether Ebola spreads further. Further cases of the virus within the DRC could prompt further border restrictions. Any potential restriction on the DRC/Zambia border would be particularly worrying, as practically all of the DRC's copper and cobalt crosses this border...

Jinchuan Will Cut Cobalt Metal Supply to Half in September

China's Jinchuan Group will cut its cobalt metal supply to the market by half in September to conduct maintenance works, with the move expected to boost the minor metal's prices.

"We can only supply 200 tonnes of cobalt metal in total this month, excluding exports, and only about 120-140 tonnes can be supplied to the domestic market," a company official said..."We won't be able to satisfy all the buyers," he said, adding, "It is even likely for us to lift prices for the month."

      Cobalt Prices

      Excerpt from the MetalBulletin Article

Cobalt prices drift as anticipated post-summer pick-up disappoints

Cobalt prices drifted lower mid-week, after post-summer spot demand disappointed waiting producers, sources said.

      Good Luck & Greetz

Although Formation expects to be in a position to supply cobalt to customers in a number of markets, including solar energy, the company believes that it will have a particular allure for Tesla as a potential supply partner. "We believe there is an opportunity to develop a very unique synergy, beneficial to both Tesla and Formation, in the procurement of cobalt from our ICP," Honsinger told IM. "Our cobalt will be ethically sourced from an environmentally sound and safe workplace and will contribute to the local economy. It represents near term, secure supply from a politically stable country and complies with Tesla's stated intention to source as many of its raw materials as possible from domestic or nearby sources," he added.

      23.01.2015 | 11:50 Uhr | TORNEY, MARCEL, ROHSTOFFJOURNAL

      http://www.teslamotors.com/de_AT/gigafactory

Vancouver, B.C. April 22, 2015 - Formation Metals Inc. (FCO-TSX) ("Formation" or the "Company") is announcing that positive economics have been reported in a Preliminary Economic Assessment ("PEA") for the Company's Idaho Cobalt Project ("ICP"). The ICP is owned 100% by the Company's wholly owned subsidiary, Formation Capital Corporation, U.S. The PEA was prepared by Samuel Engineering ("SE") of Denver, Colorado in conjunction with Mine Development Associates ("MDA") of Reno, Nevada for an environmentally permitted underground primary cobalt mine with by-product copper and gold located in Idaho, USA. The ICP is comprised of the mine and mill located outside the town of Salmon, in Lemhi County, Idaho, and the Cobalt Production Refining Facility ("CPF") to be located along a railhead in southern Idaho.

Mr. Paul Farquharson, President and C.E.O. of the Company stated "Management is very encouraged with the results of the PEA and looks forward to advancing the ICP towards feasibility. As announced in January 2015, metallurgical test work suitable for a feasibility study has already commenced on samples from the project to characterize the final end products we plan on producing. The Company is optimistic about the future of the cobalt market and believes the ICP will be well positioned to meet the growing demand for battery grade cobalt chemicals in the U.S. The ICP offers a unique near term potential for North American consumers to secure an ethically sourced, environmentally sound supply of battery grade cobalt chemicals, mined safely and responsibly in the United States."

      PEA Description

The PEA is based on an underground mine with a target production rate of 800 tons per day ("tpd") with a weighted average annual production of 2,771,000 lbs of cobalt, 4,533,000 lbs of copper and 3,600 oz of gold over a 12.5 year mine life with an estimated pre-production period of 21 months utilizing a 0.20% cobalt cut-off. The economic model uses a 35% corporate tax rate and an 8.5% discount rate, resulting in an after tax NPV of $113.45M and an IRR of 24.07%.

In July 2007, the Company completed a feasibility level study on the ICP utilizing a previously calculated resource base to produce high purity cobalt metal suitable for critical applications in the aerospace sector. By November 2012, the Company had completed two of three stages of construction at the mine and mill when the property was placed on care and maintenance in May 2013. This current PEA utilizes an updated resource, mine model and mine schedule with intentions to produce cobalt and copper sulfate chemicals and gold at the CPF. Additional information regarding comparisons to previous work on the project can be found in the "Background" section in this news release.

Current plans are for the production of a combined cobalt/copper/gold concentrate from the mine and mill to be shipped to the CPF for hydrometallurgical processing of cobalt and copper bearing sulfides to produce cobalt sulfate heptahydrate utilized in the production of cathodes for the rechargeable battery sector. Other marketable by-products include copper concentrate, copper sulfate pentahydrate and magnesium sulfate used primarily in the agricultural industry, and gold. The substitution of magnesium oxide for lime as a neutralizing agent at the CPF results in the production of agricultural grade magnesium sulfate. Copper in concentrate will initially be scalped from the bulk concentrate at the CPF utilizing a standard froth flotation circuit and free gold will be recovered through a gold carbon in leach circuit producing gold-loaded carbon.

The ICP is 100% owned by Formation and there is no underlying royalty on the property. The PEA has been compiled in accordance with National Instrument 43-101 guidelines and will be made available on SEDAR and on the Company's website within 45 days of this news release. Readers are strongly encouraged to review the final PEA report in its entirety.

      Economic Highlights

A pro forma cash flow was developed using conventional methodology utilizing an 8.5% discount rate, before and after tax determination of project economics, annual cash flows discounted on an end of year basis with costs estimated in Q1 2015 U.S. Dollars. The Company cautions that this PEA is preliminary in nature, and is based on technical and economic assumptions which will be evaluated in further studies. The PEA is based on the current (as at March 10, 2015) ICP estimated resource model, which consists of material in both the measured/indicated and inferred classifications. Inferred mineral resources are considered too speculative geologically to have technical and economic considerations applied to them outside the scope of a PEA. The current basis of project information is not sufficient to convert the mineral resources to mineral reserves, and mineral resources that are not mineral reserves do not have demonstrated economic viability. Accordingly, there can be no certainty that the results estimated in the PEA will be realized.

Contained cobalt in cobalt sulfate heptahydrate trades at a value added premium over the price of cobalt metal. This additional premium has varied widely from approximately 10% to 50%, typically averaging between 20% and 25%. The variances are due primarily to fluctuating cobalt metal prices, as the price for cobalt sulfates has historically been considerably more stable. The pricing for cobalt contained in cobalt sulfate heptahydrate used in this PEA study is based on a 20.9% battery grade content of cobalt. Several factors were reviewed to support a price of cobalt contained in cobalt sulfate heptahydrate of $19.50/lb are summarized as follows:
      Price quotations (March 2015) received from a USA and a Chinese supplier supporting $19.50/lb contained cobalt. The American supplier quoted a price of $4.22/lb for cobalt sulfate, which equates to $20.19/lb of contained cobalt (at 20.9% cobalt content). The Chinese supplier returned a quote of $8,600 per tonne, which equates to $3.90/lb equating to $19.50/lb contained cobalt (at 20% cobalt content);
      Recent research of price quotes by Chinese suppliers range from $8,000 to $10,000 per tonne ($17.28/lb to $21.60/lb) depending on purity levels and cobalt content. Other recent quotes ranged from $6.00 to $10.00/kg, equating to $13.24/lb to $22.06/lb for varying purities and cobalt content sulfates;
The forecast for future cobalt prices is robust. By mid-2016, LME cobalt metal prices are forecast to reach between $17.50 and $18.00/lb. Using a conservative 10% premium and the lower forecast price of $17.50, infers the value of cobalt in sulfate will be $19.52 or US$4.00/lb (after Skybeco Inc. - Cobalt Market Review, February 2015); and
Peer assumption for the pricing of cobalt contained in cobalt sulfate heptahydrate announced in a feasibility study with an effective date of April 2, 2014, utilized $19.04/lb when the price of cobalt metal reported a low of $14.20 and a high of $15.30/lb. Since that time cobalt metal attained a high of $16.00/lb per pound in August 2014 and has since averaged approximately $14.50/lb to the end of February2015. (Metal Bulletin)

Cobalt use in rechargeable battery applications now accounts for 42% of world consumption and is expected to grow 9.2% annually to 2018 (Roskill Information Services, 2014). The compound annual growth rate for cobalt chemicals in batteries has been 7.6 % over the previous 5 years to 2013 (Darton Commodities Limited, 2014). With slowing supply growth (4% in 2015), the supply-demand balance is projected to turn negative in 2016. The market is expected to respond with steady price increases beginning late 2015 and strengthening markets and prices through to 2018. By 2018, cobalt metal prices are forecasted to reach close to $24.00/lb (Skybeco Inc., 2015).

      Mineral Resource

MDA updated the ICP's Ram deposit estimate of cobalt, copper, and gold resources into a three-dimensional block model to be used for mine planning, design, and scheduling forms part of the PEA with an effective date of March 10, 2015. MDA had previously estimated the resources for the Ram deposit. Cobalt, copper, and gold reported resources are shown in the table below. The stated resource is diluted throughout the entire 2 feet by 5 feet by 5 feet blocks that are equal to or above the cutoff grade of 0.2% cobalt. There is approximately 15% dilution in the stope designs. The copper and gold resources are those resources carried within the blocks which attain the cobalt cutoff grade. No metal value is given to the copper or gold in determining the Co resource cutoff. No metal recoveries are applied, as this is an in-situ resource.

For further information refer to the cautionary statement on page three of this news release.

      Mining Methods

The zones of economic mineralization in the Ram deposit range from 1 foot to more than 20 feet in thickness, with an average dip of 55 degrees. Due to this geometry, underground selective mining by cut-and-fill mining methods have been considered the most suitable for the exploitation of the deposit, particularly in the horizons of greatest interest. Mine development and production are based on a mining rate of 800 tpd.

Areas with a horizontal width of 8 feet or greater will be mined by mechanized cut-and-fill using narrow vein jumbo drills and small Load-Haul-Dump ("LHDs") units. In zones where the horizontal width is less than 8 feet, slusher mining and jacklegs will be used for mining to a minimum width of 6 feet. If it is found that the use of mechanized jumbo drills and LHDs require greater than expected operating room, then the minimum horizontal mining width for mechanized equipment will become 10 feet and slusher mining will occur in everything with less than 10 feet of horizontal width.

Approximately 94% of mining will be mechanized. The following table summarizes the tonnage extracted by mining method.

Overall recoveries to products (copper concentrate, sulfate crystals and gold loaded carbon) with respect to mill feed and internal recoveries at the CPF are 90.99% for cobalt, 92.76% for copper and 78.46% for gold. Overall recoveries for copper and gold includes metals contained in the copper concentrate as well as leached products. All magnesium that is input as MgO is recovered in the MgSO4 product in the current model for this study.

      PEA Risks

The most significant potential internal risks associated with the ICP are uncontrolled dilution, lower metal recoveries than those projected, operating and capital cost escalation, unforeseen schedule delays, the potential reduction of mineable reserves after removing inferred material from the model and the ability to raise financing. The reported mineral resources are not mineral reserves and do not have demonstrated economic viability. These risks are common to most mining projects, many of which can be mitigated with adequate engineering, planning and pro-active management.

      Project Opportunities

There are significant opportunities that could improve the economics of the ICP. Excluding those opportunities typical to all mining projects, such as changes in metal prices, exchange rates, etc., there are additional opportunities that exist. For example, the mineral resource has not been fully delineated and there is an excellent opportunity to expand this resource. The addition of marginal mineralized zones that were excluded from the resource and mine plan could also add to resources. In addition, over a dozen potential targets have been identified in the immediate area within the claim block of the ICP. Four of these have been drill tested with several intercepts exceeding the current cut-off grade. There is also potential to add additional resources from the nearby Black Pine property owned by the Company which potentially could provide additional feed for the mill.

There is an opportunity for the mine to produce more tons for short durations on the high tonnage levels of the mine through the optimization of the mine plan and sequence. There also exists the possibility of increasing overall recoveries at the CPF and obtain better shipping and handling terms through formal negotiations in the future and to incorporate offtake and/or streaming agreements on some or all of the products to be produced. In addition, the project has potential to recover both heavy and light rare earth elements previously identified in association with the cobalt mineralization. No metal value is given to the copper or gold in determining the cobalt resource cutoff. With modifications to the processing design incorporating copper and gold values back into the cut-off calculation, an increase in tonnage within the resource would be realized. Further information and assessments are needed before these opportunities should be included in the project economics.

      Background

A feasibility level study was completed on the ICP in 2007 to produce high purity cobalt metal suitable for critical applications in the aerospace sector. Management continues to maintain an extensive metallurgical and engineering database on the manufacture of high purity cobalt metal for future production consideration which is outside the scope of this PEA. The annual production volume from the mine itself has not changed from the originally planned 800 tpd underground operation and consequently all environmental permits remain valid and in place for this operation.

To date, the Company has spent US$65.3M ($50.3M at the mine and mill and $15.0M at the CPF) and completed two phases of the ICP mine and mill construction that commenced in June 2011 and completed was in December 2012. This work was comprised of extensive earthworks including access and haul road, portal bench, mill & concentrator pads and tailing waste storage facility construction. In addition, pre-purchasing of mining equipment, including the ball mill, flotation circuits, grizzlies, hoppers, conveyors, etc., totaling approximately $16.0M has been delivered to a staging area outside the town of Salmon, Idaho, proximal to the mine and mill.

Due to then prevailing weak financial markets and declining commodity prices, the ICP was placed on care and maintenance in May 2013. The current PEA is a culmination of efforts that commenced last year to reevaluate the ICP in response to improving financial markets and the projected bullish long-term demand for cobalt. Cobalt use in rechargeable battery applications is expected to grow 9.2% annually to 2018 (Roskill Information Services, 2014), with overall demand growth in all end uses projected at 7% annually until 2020 (Skybeco Inc., 2015).

Key differences between the 2007 feasibility study and 2015 PEA are summarized in the table below. This table has been prepared with the sole objective of informing our shareholders of the previous results made public in a 2007 technical report on the ICP (amended and restated in June 2008) in relation to the current PEA results made public in this news release. The table below does not represent an economic comparison between the 2007 technical report and the current PEA. Only a pre-tax NPV was calculated for the 2007 feasibility study. Inferred resources and gold credits were included in the 2015 PEA and were not included in the 2007 feasibility study. Results from 5,727.5 feet of additional drilling conducted in 2010 were also incorporated into this PEA. There are certain economic assumptions made in the 2007 technical report that are out of date that include metal price assumptions, plant performance, additional resources and other economic assumptions and as such the 2007 feasibility study should no longer be relied upon. In addition, as more fully disclosed in the cautionary statement made on page three of this news release, the Company cautions that this PEA is conceptual and preliminary in nature, and is based on technical and economic assumptions which will be evaluated in further studies.

This PEA covers the final Stage III of construction involving underground development at the mine and mill and the construction of the new CPF. Changes implemented to improve the economics of the project from the 2007 feasibility study include the following:
      Inclusion of additional resources from a 2010 mine plan optimization drilling program;
      Updating of the mine plan and production schedule from a string mine model to a block mine model;
Flowsheet changes at the CPF to reflect the shift from metal to sulfate production with saleable by-products:
addition of cobalt sulfate production circuits to produce battery grade cobalt chemicals
      addition of copper sulfate production circuits for agricultural and other industrial uses;
      addition of magnesium sulfate production circuits for agricultural and other industrial uses;
      addition of a copper scalping flotation circuit to produce a clean saleable copper concentrate;
      addition of gold leach circuit to extract gold onto carbon to be sold prior to leach residue disposal;
      removal of electrowinning circuits previously required for cobalt metal production;
      removal of electrowinning circuits previously required for copper metal production;
      removal of several cobalt purification circuits required for the production of high purity cobalt metal;
      Relocation of the CPF to a major industrial hub on a rail head in southern Idaho;
      Review of capital cost of equipment, both mine and process;
Review of operating cost estimates, both mine and process; and
      Review of construction cost estimates.
      Conclusions

SE and MDA have concluded that the PEA contains adequate detail and information to support the positive PEA outcome shown for the ICP. Standard industry practices, equipment and design methods were used in the PEA. SE and MDA further concluded that the ICP contains a viable cobalt and base metal resource that can be successfully mined by underground methods and recovered with conventional processing. Using the assumptions contained in the PEA, SE and MDA reports that the project is economic and should proceed to the pre-feasibility or feasibility stage. To date the QPs are not aware of any fatal flaws for the ICP. SE and MDA estimated that a feasibility study, metallurgical testwork and supporting field work would cost approximately US$1.1M. This figure does not include possible additional surface drilling, remodeling of the mine schedule to exclude inferred resources and the cost of additional engineering and supporting consultants. The advancement of the ICP towards feasibility is contingent upon financing and Formation's Board of Directors' approval.

      Moving Forward:

The positive results of the PEA and recommendations from independent engineering consultants have given Formation's Management and Board of Directors a clear mandate to move the ICP towards feasibility. Current quotes are being assessed for project advancement and marketing campaigns are being organized and scheduled. Results from an ongoing metallurgical test work suitable for a feasibility study are expected before the end of the Q2 2015.

      Good Luck!

Ich bleibe aber bei meiner Meinung. Die Nachricht ist gut, nur m. E. kaum kursrelevant.

      http://www.finanzen.net/nachricht/aktien/Grosse-Produktshow-…

      Gigafabrik?

      Nevada?

      Batterien?

As InvestorIntel readers well know, the availability of cobalt for batteries is complicated by
      (a) the looming shortage of the metal and
      (b) the competing demand for it.

While projections for 2018 show that battery chemicals will require 49% of cobalt output,
the metal is also needed for superalloys, hard metals, ceramics and pigments, catalysts,
tyres and paint dryers, electroplating, animal feed, synthetic diamonds and other battery technologies.

The Warrants are subject to an acceleration clause such that, if the closing price of the common shares is equal to or greater than C$1.80 per share for a period of ten consecutive trading days, the Company shall have the option, but not the obligation, to effect for an accelerated expiration date that shall be 20 calendar days from the issuance of a notice of acceleration.

In addition, the Company has granted the Underwriters an option (the "Over-Allotment Option"), to purchase up to 1,950,000 additional Units at the Offering Price for a period of 30 days after and including the closing date. This press release does not constitute an offer to sell the Offered Securities in the United States or to US persons.

The Company intends to use the net proceeds of the Offering for advancing the development of the Company's Idaho Cobalt project and for general working capital purposes.

Was meint der Rest hier?!

eCobalt Management Update on the Idaho Cobalt Project's Marketing, Construction and Project Optimization

      Canada NewsWire

      VANCOUVER, Nov. 15, 2017

VANCOUVER, Nov. 15, 2017 /CNW/ - eCobalt Solutions Inc. (ECS-TSX) ("eCobalt" or the "Company") is pleased to communicate the progress to date on the Idaho Cobalt Project's ("ICP") construction, cobalt marketing and project optimization.

The ICP, located in East Central Idaho, is the only environmentally permitted, primary cobalt project located in the United States. It is 100% owned by the Company's wholly owned subsidiary, Formation Capital Corporation, U.S. Last week, the Company SEDAR filed its recently completed Feasibility Study ("FS") Technical Report in accordance with National Instrument 43-101 (see Company news release dated November 10, 2017). The FS was prepared by Micon International ("MI") in conjunction with SNC Lavalin ("SNC") both of Toronto, Canada. The FS outlines the production and processing feasibility of the ICP as an underground mine and mill, developing the Company's Ram deposit and the Cobalt Production Facility ("CPF"), a hydrometallurgical refining operation located on a railhead in Blackfoot, Idaho. The FS recommends the ICP progress through detailed engineering, procurement and construction phases with consideration of several opportunities to improve the economics of the project.

Mr. Paul Farquharson, President and C.E.O. of the Company commented: "We are pleased to have recently filed a positive Feasibility Study that fundamentally de-risks the project and has also identified opportunities to significantly optimize the project and add additional value in the very short term. We are taking a proactive and strategic approach to optimize these areas including mineral resources, mineral reserves and the flow sheet at the CPF in parallel with detailed engineering. We have recently commissioned a 5,000 foot drill program that is half completed and commissioned a new mine plan to improve detail in the mine design to reduce planned dilution. We have been receiving strong interest for off-take from various parties across the battery supply chain since the release of the economic results of the Feasibility Study in addition to advancing discussions with the parties that we have engaged over the past year. The dynamic electric vehicles and lithium ion batteries market has evolved rapidly during the past few months with the focus of reducing cost per kWh. This has a direct impact on the cobalt supply chain and precursor material production in the Chinese market. Strong demand and changing dynamics has presented us with alternative upstream product opportunities to evaluate that can potentially result in optimization of the flowsheet at the CPF and its operating and capital costs."

      Mineral Resource and Reserves

MI updated the estimate of cobalt, copper, and gold resources in a three-dimensional resource wire frame and block model to be used for mine planning, design, and scheduling as part of the FS. MI utilized the previously estimated resources for the Ram deposit (completed by Mine Development Associates for previously filed Technical Reports) supported by their own geostatistical model and reserve criteria. Working with MI, the potential to increase measured and indicated resources through a focused drilling program was identified. A three hole, 5,000 foot drill program was planned to increase confidence in a zone of high grade inferred resource containing significant high grade mineralization with the intent of converting additional mineralization from inferred to indicated category.

The first drill hole completed has successfully intercepted additional mineralized material within a deeper inferred zone to the South of the deposit with assay results pending. The second of the three planned holes is over 50% complete as of this date. A halo of inferred material exits around the periphery of the known resources as the extent of the Ram deposit has yet to be fully identified.

In addition, there is approximately 34% dilution forecasted in the stope designs of the FS with additional dilution applied, by mining method and stope conditions for over-break, resulting in the unwanted removal of rock. The Company has advanced the mine design using software designed for short term mine planning to increase the level of detail in the design through use of smaller block sizes. The ultimate goal of this effort is to improve the efficiency of the mine design with the objective of reducing dilution and increasing average grades.

      Current Construction Activates

Pre-construction activities continue at the ICP Mine and Mill site. These activities include the procurement of the water treatment plant, installation of the main substation and extension of power lines to the portal bench, the concentrator pad, water retention ponds and control wells. Along with the stockpiling of existing construction aggregate, the mobilization of the crushers to the mill site for early spring resumption of waste pad construction has been completed.

      Product Opportunities

Opportunities for CPF capital and operating cost improvements exist through optimization studies currently underway in response to feedback from potential off-takers and diminishing premiums of cobalt sulphate price. These opportunities will be further evaluated by advancing offtake discussions and detailed CPF design with attention to the production of a clean concentrate products as well as a high purity metal as previously evaluated in previously published studies.

"At August 31, 2017, the Company had working capital of $15,933,160 (February 28, 2017 - $18,142,854). For the six month period ended August 31, 2017, the Company reported a comprehensive loss of $1,708,053 (August 31, 2016 – loss of $699,776) and an accumulated deficit of $123,166,871 (February 28, 2017 - $121,059,833)."

Mesnac to Explore NEV Battery Materials With 20% Stake in Canada’s Ecobalt

(Yicai Global) Feb. 26 -- Mesnac Co., a Chinese rubber equipment systems maker, plans to invest in newly-issued shares of Canadian mine developer Ecobalt Solutions Inc. as it looks to foray into new-energy car battery materials.

Mesnac plans to use cash to buy up to 19.9 percent of the Vancouver-based firm, the Qingdao-based investor said in a statement, adding that it will also provide loans to the target company. The total value of the shares purchased and loans issued will not exceed USD80 million, Mesnac said.

The Chinese firm will seek approval from the local government to sell more than 50 percent of the cobalt that Ecobalt produces each year, with the two companies negotiating prices on an annual basis, the statement said.

Cobalt is essential to the creation of lithium-ion batteries that power new-energy vehicles, a sector in which China excels. The nation sold some 605,500 plug-in passenger cars last year to take a 49-percent of the global NEV market, growing 30 times faster than the worldwide average, data from industry researcher EV Volumes shows.

The pair hasn’t yet decided on a subscription price but plans to conduct the investment via two phases, it added. Mesnac will buy a 9.9-percent stake in the first stage and as much as double that in the second.
