RARE earth mineral producer Lynas Corporation copped a nasty share market beating on Wednesday after announcing an underwritten share purchase plan to raise at least $30 million and a possible placement of up to $10 million.

Set at a discount of 17.5 per cent to the average share price, a 10 per cent slump on Wednesday to just 13.5c a share took up most of that slack.

It is one of those situations in which the company will look a lot better once it pays off looming debts with the cash raised but it is a bad look needing to raise the money this close to a $35 million repayment in September.

Current shareholders really don’t have much of a choice but to take up some of their entitlements as much as it hurts.

Making a new investment in Lynas is more problematic given that the massive spike in rare earth prices is now well and truly in the past and current prices have not yet risen to what Lynas describes as a “sustainable price zone.’’

In some ways Lynas has done nothing wrong with the fabulously rich Mt Weld mine achieving good productions numbers and the environmentally controversial Malaysian processing facility also ramping up nicely.

Still, the capital raising is a stop gap measure designed to buy time until cash flow ramps up so despite a bargain share price, Lynas remains an avoid until the outlook improves.

Digging deeper to give miner wiggle room

Tim Boreham THE Australian May 07, 2014 12:00AM

      Lynas (LYC) 15c

THE rare-earths producer’s 40,000 retail holders face an invidious decision: throw in more dough at a trashed valuation, or turf the correspondence and miss out on a vaunted production ramp-up and ensuing cashflow.

Lynas is seeking balance-sheet wiggle room with an underwritten share purchase plan to raise a minimum $30 million at a 17.5 per cent discount (with a possible $10m placement).

The hefty SPP component is unusual because SPPs are usually a sop to retail investors on top of a larger institutional placement. But with the fundies scared off some time ago, Lynas’s register is dominated by the small fry. With Lynas expected to pass around the hat, helpful investment bankers have popped in with innovative solutions — usually involving an orgy of short-selling to trash the stock further.

As a rule of thumb, retail holders don’t exactly flock to SPPs. But Lynas investors are a faithful bunch and if each one chipped in only $1000 of the maximum allowable $15,000 subscription, $40m would be raised in a canter.

The raising supports a proposed rejig of $US215m ($231m) of debt owed to Sojitz/JOGMEC. Lynas is due for a $35m repayment in September. After the revamp, all of its total $US440m debt will mature in mid 2016.

This gives Lynas breathing space to improve its production and cashflow. On that note, Lynas says in the current quarter it is on track to achieve the annual output of 11,000 tonnes.

The Malaysian plant, which processes ore from Lynas’s Mount Weld mine in Western Australia, achieved a record 1089 tonnes in the March quarter. The environmentally contentious facility has also faded as a local issue, if only because the pollies are distracted by a lost jet.

Lynas’s production of 709 tonnes for April compares with stated cashflow break-even sales of 750 tonnes a month at current prices. Averaging down may be discredited as an investment tack, but in this case holders should participate. We pray another investment theory — the first owner of a mine never makes the money — doesn’t apply.

Molycorp Reports First Quarter 2014 Financial Results

Greenwood Village, CO US, May 07, 2014 (Filing Services Canada via COMTEX) -- Molycorp, Inc (MCP - New York), Molycorp, Inc. MCP -11.87% ("Molycorp" or the "Company") today announced financial and operating results for the first quarter 2014.

The Company reported first quarter product sales volume of 3,518 metric tons (mt), a 10% increase over the fourth quarter 2013, at an average selling price ("ASP") of $33.69 per kilogram. Net revenues for the first quarter were $118.5 million, a 4% decrease from the fourth quarter 2013.

The Company reported a net loss of $0.40 per share for the quarter. The Company reported a net loss of $0.29 per share for the quarter on an adjusted non-GAAP basis.

Molycorp's Resources segment, comprised of its Mountain Pass, California rare earth mine and processing facility, sold 988 mt of rare earth oxide ("REO") equivalent products for $15.6 million in revenues. ASP for the quarter was $15.75/kg. Production volume for the quarter was 1,111 mt.

The Company's Chemicals and Oxides segment sold 1,926 mt and reported $46.6 million in revenues. The increase in volume was offset by lower ASP due to a product mix with less heavy rare earth materials.

Its Magnetic Materials and Alloys segment sold 1,374 mt of magnetic powders. Revenues for the segment were $55.9 million on ASP of $40.71/kg.

Finally, Molycorp's Rare Metals segment reported sales volume of 101 mt on revenues of $20.4 million. ASP for the segment was $202.21/kg.

The Company reported that its production ramp-up at Mountain Pass is continuing as are process optimization and debottlenecking efforts that are helping to strengthen the system, increase recoveries, and increase throughput.

      FIRST QUARTER 2014 RESULTS

The Company reported consolidated net revenues of $118.5 million, a 4% decrease over the fourth quarter of 2013. The decrease in revenues was largely driven by a shifting product mix, with higher sales volumes from its Chemicals and Oxides segment, offset by softened pricing for rare earths and magnetic powders, and lower sales volumes in its Resources segment.

During the first quarter, the Company sold 3,518 mt of product at an ASP of $33.69 per kilogram, and generated a gross loss of $23.1 million. This compares to sales volumes of 3,201 mt at an ASP of $36.68 per kilogram and a gross loss of $27.0 million during the fourth quarter of 2013. The Company produced 1,111 metric tons of rare earth oxides at its Mountain Pass facility during the first quarter. Actual production was lower than expected as a result of production interruptions while the Company continues to optimize operations, and this lower than expected production has continued through the first two months of 2014.

Molycorp reported a loss attributable to common stockholders of $88.9 million, or $0.40 per share. Adjusted loss per share of $0.29 in the first quarter does not reflect out-of-ordinary business expenses, and certain other non-cash items.

The Company reported negative cash flows from operating activities of $45.8 million during the first quarter, and had $236.1 million in cash and cash equivalents as of March 31, 2014.

During the three months ended March 31, 2014, Molycorp's capital expenditures were $29.8 million on a cash basis.

CONFERENCE CALL TOMORROW AT 9:00 A.M. EASTERN STANDARD TIME

Molycorp will conduct a conference call on Thursday, May 8, 2014 to discuss these results at 9:00 a.m. EST, hosted by Geoff Bedford, President and Chief Executive Officer, and Michael Doolan, Executive Vice President and Chief Financial Officer. Investors interested in participating in the live call from the U.S. should dial +1 (866) 515-2909 and reference passcode number 38305260. Those calling from outside the U.S. should dial +1 (617) 399-5123 and reference the same passcode as above.

      QUARTERLY REPORT

FOR THE PERIOD ENDING 31 MARCH 2014

      __________________________________________________________________________________________________
      HIGHLIGHTS

 During the March 2014 quarter, Lynas made significant progress towards achieving its
targeted 11,000tpa REO production rate. As previously announced, production and sales in
the March quarter increased to record levels, consistent with prior guidance.

 Total tonnes produced for the quarter were 1,089 tonnes, on an REO equivalent basis, a
47% increase on the prior quarter. Total tonnes shipped were 751 tonnes, on an REO
equivalent basis, up 84% on the prior quarter. In addition, production in the month of March
totalled 575 tonnes, 62% higher than the previous monthly record. Timing of customer
delivery accounts for the variance between production and sales volumes.

 The average selling price increased by 5% to US$22.63/kg REO (revenue basis), from
US$21.48/kg REO (revenue basis) in the prior quarter. The Company enjoyed a favourable
product mix in the quarter, resulting in the average selling price representing a premium to
      the market price.

 Lynas has achieved further improvement in performance in all operational areas
subsequent to the end of the quarter. Production in April 2014 is expected to be
approximately 700 tonnes, more than 20% higher than the previous record month in March
2014. Management is confident of achieving the targeted production run rate of 11,000tpa
REO from the LAMP on a sustainable basis during the June 2014 quarter.

 The 12-month rolling Lost Time Injury Frequency Rate as at the end of March 2014 was
      1.1 per million hours worked.

China to appeal WTO rare earth ruling

      BEIJING Thu Apr 17, 2014 2:16am EDT

(Reuters) - China said on Thursday it would appeal against a World Trade Organization (WTO) ruling that found it violated global trade rules with its export limits on rare earth minerals used in defense and technology products.

China lost a WTO dispute in March, handing Europe and the United States a victory over what they see as China's unfair trade practices.

"China will make the utmost efforts in the appeals process," Ministry of Commerce spokesman Shen Danyang told reporters at a monthly briefing.

China produces more than 90 percent of the world's rare earths, key elements in defense industry components and modern technology from iPhones and disk drives to wind turbines.

China imposed strict rare earth export quotas in 2010, saying it was trying to curtail pollution and preserve resources.

"Regardless of the appeal's outcome, China's policy objectives to protect the environment and natural resources will not change," Shen said. "They will also continue to strengthen management of natural resource products in a manner that accords with WTO rules and safeguards fair competition."

Prices of the prized commodities soared by hundreds of percent after China imposed is export quotas, and the United States, European Union and Japan complained that the restrictions gave Chinese companies an unfair competitive edge.

The United States said the export limits allowed China to artificially increase world prices for raw materials crucial for products like hybrid car batteries, wind turbines and energy-efficient lighting, while artificially lowering prices for Chinese producers.

China had been widely expected to lose the case, after a successful challenge two years ago to its export restraints on a different set of raw materials used in the steel, aluminum, and chemicals industries, including bauxite and magnesium.

In that ruling, a WTO panel said China had failed to demonstrate that its export duties were to curtail pollution or conserve resources.

Decades of unrestrained economic growth has hit China's environment hard. Refining rare earths requires large amounts of acid, and also produces low-level radioactive waste.

China has pointed out that other countries, notably the United States, have closed many of their own rare earths refineries, citing pollution concerns.

(Reporting by Aileen Wang and Michael Martina; Editing by Robert Birsel)
