Ex HSBC Bank exec charged in credit card scheme

NEW YORK, Feb 3 (Reuters) - A former HSBC Bank USA (HBA_pe.N: Quote, Profile, Research) executive and two Canadians have been arrested on charges they were part of a massive telemarketing fraud scheme that stole some $30 million from low-income U.S. residents, federal prosecutors said on Thursday.
Raymond Payne, a former HSBC vice president in Manhattan, was arrested last week by U.S. authorities. Leslie Pinsky and Stephen Clark, both of the Montreal area, were arrested on Thursday by Canadian law enforcement agents. U.S. prosecutors said they would seek their extradition.



All three defendants are charged with one count of conspiracy that carries a maximum sentence of 20 years in prison. The complaints were filed in Manhattan federal court.

The complaint charges that Pinsky and Clark owned a company in Montreal that made unsolicited calls to low-income U.S. residents with poor credit between late 2001 through mid-2003. Telemarketers working for the company offered to sell victims credit cards for $300 each. In order to obtain the cards, victims would give the telemarketers their bank account information that the company then used to make automatic transfers from their banks.

Funds from about 100,000 victims were transferred to an account the company held at HSBC Bank USA in Manhattan.

None of the victims ever received credit cards and were unable to reach anyone at the company to cancel their orders or obtain refunds, prosecutors said.
