OTI Asia Pacific Enters China`s Mass-Transportation Ticketing with an Initial
One Million Card Order from Tsinghua-Tongfang

Beijing and Hong-Kong, Sept. 1st, 2000, OTI Asia Pacific (a joint venture of
OTI and Cheung Kong Infrastructure, Holding, Ltd.) and the People`s
Republic of China High-Tech corporation, Tsinghau-Tongfang (THTF) announce,
today, a cooperation intended for China`s mass-transportation and electronic
payment markers.

The lst smart card operating system approved by the People Bank of China
(PBOC-China standared e-payments) was launched with THTF`s initial order
from OTI Asia Pacific, for one million cards. OTI Asia Pacific and
Tsinghua-Tongfang expect a significantly greater order for their products in
the course of 2001 and 2002.

The combined EYECON-ZTCOS smart card, will allow China`s mass-transportation
a fast, easy and cost effective operation, as well as facilitate access
to additional multi-application projects including citizen cards, loyalty
programs, stored value and credit cards.

THTF will implement the combined solution in several metropolitan projects
including Shenyang, Haerbin and Guilin. The first project implementing this
combined solution is in Shenyang, the biggest city in North-Eastern China,
with a population of over Six Million people. The project will cover buses
and subways, is expected to extend to utility fee collection, and possibly
serve as the basis for the City`s ID card in the future.
