Vermutlich liegt die Verzögerung daran, daß der gesamte Telekommunikations- und Fernsehbereich in Israel ein Politikum aller ersten Ranges ist, wie man auch aus dem nachfolgenden Artikel aus der Jerusalem Post von heute erkennen kann. Hintergrund ist die bevorstehende Deregulierung und Öffnung dieser Märkte, die bisher ganz von der staatlichen Bezek (die Telekom Israels) und im TV-Bereich von den drei Cable Companies monopolisiert wurden. Man muß bedenken, daß Israel kein staatliches Fernsehen hat und die drei Kabelunternehmen auch für den Content (das Fernsehprogramm) zuständig sind!

Barak gives A-G a week to prepare for cable Internet license

Prime Minister Ehud Barak yesterday gave Attorney-General Elyakim Rubinstein a week to find a way around existing regulations and pave the way for the Communications Ministry to grant the three cable companies a temporary license to provide domestic telephony services, including high-speed Internet.

Barak`s instructions, issued at a high-level meeting in his office, are likely to bring an end to months of bickering over the cable licenses, and lead to the launching of fast Internet in Israel.

"We must open the telecommunications market within the next few weeks," Barak said at the meeting. "We are in the middle of a worldwide battle for markets, and the competition is not easy.


"I would like, within a week, an answer from the attorney-general on how a short-term domestic telephony license for the cables, granted until the end of their existing agreement, can be made possible," Barak added, according to a Communications Ministry press release.

Barak said the license should be given only on the condition that the cable companies agreed to open access (allowing competitors to use their infrastructure) and to pay the sum eventually decided on for a permanent telephony license.

"Israel is the only country in the world that is preventing itself from using an already developed cable infrastructure," Communications Minister Binyamin Ben-Eliezer said. "This has already caused a grave delay in the development of the telecommunications infrastructure and in the introduction of competition into the telecommunications market."

Last Thursday, Rubinstein asked Ben-Eliezer to help him by defining six points: the period and the type of services the cable companies would provide under the proposed license, the status of the Bezeq law amendment, the obligation of the cable companies to pay for a telephony license once their existing franchise runs out, the implementation of new arrangements ensuring competition in the telecommunications market, and the possibility of eliminating the present monopoly on cable television held by the three existing companies.

Under the terms of the short-term license, Ben-Eliezer answered, cables would provide infrastructure and transmission services, data communications, and telephony only in the areas in which they already operate. The period of extended concessions would depend on the time left on each company`s existing agreement, meaning that for some it would last until 2003, and for others until 2005.

The license only would be granted, Ben-Eliezer said, on condition that the cables agree that it does not exempt them from any future obligations to the state, and only if they drop demands for exclusivity in the multi-channel television market.

As for competition in the telephony market, a source said it would be assured by imposing open access and unbundling on both the cable companies and on Bezeq, ensuring that they would be obligated to allow competitors to use their infrastructure.

So wird gerungen, wenn Monopole und Kartelle im Interesse einer Marktöffnung aufgebrochen werden.

Das entscheidende Bindeglied zu Metabox dürfte der High-Speed-Internetzugang sein, um den es hier u.a. geht. Der ist nämlich in das Interactive TV-Konzept mit eingeplant.

Man muß sich einfach noch ein wenig gedulden.
