The cable companies are expected to appeal to the High Court of Justice to demand that they also receive licenses to provide high-speed Internet, following the expected issuing of a license to Bezeq. Cable company owners were meeting at the time of web-closing to decide on the matter.

Minister of Communications Benjamin Ben-Eliezer is prevented from issuing licenses to the cable companies until after Attorney General Elyakim Rubinstein determines whether the matter falls under the Minister’s jurisdiction. At a discussion on the matter with Prime Minister Ehud Barak on September 17, it was decided that Rubinstein would give his opinion within a week. He has not yet done so.

The cable companies claim that the matter falls under the Minister’s jurisdiction, and is not a matter for the Attorney General. In the past, Ben-Eliezer also claimed that he had the authority to decide on the matter, and that Rubinstein is effectively delaying competition in the communications market.

Discussions between the Ministry of Communications and Bezeq regarding fees for Bezeq’s high-speed Internet service continued today, but have not been concluded. According to assessments by the sector, the Minister of Communications will sign the high-speed Internet license for Bezeq at the start of the Telecom 2000 exhibition, which opens next Monday.
