Telenor`s last minute withdrawal of its own bid in favor of a combined bid with Posten SDS, DNB and Andersen Consulting left only IBM as a competitor to the state cartel, and this was too small a field to meet competition regulations. IBM was not pleased with the decision, saying they had followed the rules all the way and delivered a good bid, and felt they were now suffering because of the irregular move from the competition.
