Says forecast capacity growth rate lowest among rivals due to Huaneng's large base, decline in utilization rate (1Q down 10.6% on year) steeper than national average of 6.1%, 1Q unit fuel cost +9.2% was also higher than management's earlier guidance of 5% rise. Adds parent has ruled out possibility of whole group listing with Huaneng Power as vehicle. Keeps Underweight call, targets HK$5.84.
