China Moves Forward On Massive ID Card Project

The government of China appears poised to move forward with what would be the world’s largest smart card project, a chip-based national ID card for at least 700 million Chinese adults. Officials from the Ministry of Public Security described their plans to the recent Smart Card China conference in Beijing. They say China’s "second-generation national ID card" will be a contactless smart card. Pilots could start late this year or early next year, with a nationwide rollout likely to take three to five years, says an industry executive. He says Chinese government officials have been visiting card factories around the country to assess China’s capacity to produce the smart cards required for the ID card initiative. China has been discussing a chip-based ID card for several years, but observers say it appears the central government now has given the go-ahead. (6-25)
