Suzhou Cable TV Selects Redback SMS Platform for Broadband Service Deployment

SUZHOU, China--(BUSINESS WIRE)--Aug. 20, 2001--Redback Networks Inc. (NASDAQ: RBAK), a leading provider of solutions for next-generation metro broadband and optical networks, announced today that Suzhou Cable TV of China, will deploy a full array of platforms from the SMS(TM) product family, Redback`s industry-leading family of subscriber management systems, to enable its broadband Internet service roll out. The SMS platform will leverage Suzhou CATV`s existing provisioning, accounting and management control systems to manage thousands of broadband subscribers, enabling the company to speed up time-to-market for new revenue-generating connectivity services.

Suzhou will primarily target residential and small office/home office (SOHO) users in the Suzhou Economic Development Zone (EDZ) with the initial roll out, and will work toward migrating major corporate customers, such as the Bank of China and the Transportation Department, from their current ATM networks to the new service. Joint venture companies and multinationals in the Suzhou EDZ are also expected to build corporate intranets on Suzhou CATV`s network with virtual private network (VPN) technology.

According to official estimates, the number of Internet users in Jiangsu grew to 2.2 million by April 2001, making it the second highest Internet subscriber base in China after Beijing. Suzhou is situated in Jiangsu province, one of the key government development zones for information technology in China, with revenues of 2.3 billion Vuan (US$277 million) last year from its software industry alone. Joint ventures with foreign multinationals have been a major force in the development of Jiangsu`s information technology industry. Since 1994, the Jiangsu provincial government has strived to attract foreign high-tech investors to the Suzhou Economic Development Zone by introducing various incentives, such as fast-tracking company incorporation, to one week instead of months, tax exemption for the first two years, and long-term tax breaks.

Managed by the Suzhou Broadcast and Television Bureau, Suzhou Cable TV Network transmits 24 domestic TV channels and 15 international channels including CNN, HBO, NGC, DW of Germany, TV-5 of France, Japan`s NHK, Korean Broadcasting Station, Singapore Television, and Hong Kong Phoenix Television. Since 2000, 100% of Suzhou`s surrounding villages and towns have been connected into Suzhou CATV`s network. Currently cable TV subscribers number over 700,000.
