Panel to consider revised alternative-energy ratios under 2021 plan

The Energy Policy Administration Committee meeting today is expected to consider revising the Alternative Energy Development Plan (2012-2021) to raise the energy proportions derived from solar, wind, garbage and biomass, said a committee source.
The source declined to specify the details but said the overall ratio of alternative energy would maintain the target of 25 per cent out of total energy consumption in 2021, up from 12 per cent last year.

The existing plan calls for the following ratio of alternative energy sources by 2021: solar energy 2,000 megawatts; wind power 1,200MW; biomass 3,630MW; garbage 160MW; biogas 600MW; and hydropower 1,608MW.

The source added that the plan would give more importance to rooftop solar panels on households, factories and office buildings. The Energy Ministry will also propose the meeting consider the proposed 25-year feed-in tariff contracts to those selling solar rooftop power this year and next.
The feed-in rate will be Bt6.69 per unit for household rooftops, Bt6.55 per unit for SMEs that produce between 10 kilowatts and 250kW, and Bt6.16 per unit for mid-sized and large factories that produce over 250kW.

The meeting will also consider ways to allow other firms to jointly use PTT gas pipelines on a Third Party Access basis, and consider the bid result of Independent Power Plant projects won by Gulf Energy Development contracts, each with a capacity of 2,500MW.

The alternative-energy development plan has focused on such strategies as: promotion of public participation in the production and use of alternative energy, the revision of incentives to promote investment in alternative energy, and the improvement of infrastructure such as the power transmission grid.
