Philippines Province to Make Australian Miner Resubmit Proposal
BAYOMBONG, Dec 7 Asia Pulse - Regional development council officials in the Philippines Milagros province has ruled that Australian-owned Climax Arimco Mining Corp (CAMC) will have to resubmit a modified applicatios for a project in the mountains here after environmental concerns were raised about its expanded plans.
Regional director Milagros Rimando of the National Economic and Development Authority (NEDA) and the acting chair of the Regional Development Council in Region 2 (RDC2) said the gold and copper miner will have to secure a new environmental compliance certificate (ECC) if it has to revise its work plan.

After the Department of Environment and Natural Resources (DENR) granted the company its ECC in 1999, CAMC pushed to start a large scale mining operations in barangay Didipio in Kasibu town.

The barangay residents and civil groups, however, opposed the project, citing environmental and health hazards the mining operations may bring to the indigeneous community.

Rimando said the company, in its revised mining plan, intend to use cut-and-fill method instead of the open pit mining, a shortened drainage tunnel and a trimmed down tailings dam.

The mining company submitted a copy of the revised plan to the RDC for its endorsement.

Earlier, the RDC denied the company`s application for endorsement because it found out that Didipio, the site of the operation is well within the critical watershed being the lifeblood of the Addalam irrigation project in Quirino province.

With the ECC, the mining firm will also have to secure prior endorsement from the barangay, municipal and provincial development councils in Quirino and Nueva Vizcaya.

With the prolonged delay in its operation, the company incurred losses of about 50 million US dollars.

Despite the losses, the company is pressing for its mining operations at Dinkidi Hill which reportedly stores an estimated four million ounces of gold and 1.5 billion pound of copper resources, all worth 2.2 billion US dollars.
