Delta Petroleum Supports Congressional Compromise on California Oil Leases
DENVER, Feb. 21 /PRNewswire-FirstCall/ -- Delta Petroleum Corporation (Nasdaq: DPTR - news); (Frankfurt: DPE), an independent energy exploration and development company announces its support for a new Senate bill which was introduced by Senators Barbara Boxer of California and Mary Landrieu of Louisiana last Thursday.
The bill promises to solve a decades-long dispute involving undeveloped federal oil leases off the coast of California. ``We applaud this compromise effort by Senators Boxer and Landrieu,`` said Roger Parker, President and CEO of Delta Petroleum Corporation.
The issue involves forty undeveloped federal Outer Continental Shelf leases located several miles off the coast of California. Some of the leases were issued more than twenty years ago but have not been developed because of environmental concerns of the state and local residents. Delta Petroleum Corporation is one of several companies that owns interests in these leases that were sold by the federal government for record high prices with the promise of future oil and gas development.
The legislation, entitled ``California Coastal Protection and Louisiana Energy Enhancement Act`` would eliminate the chance of oil and gas development on the leases in California by compensating the lease holders for their ownership interest and development costs in the leases in the form of monetary credits that could be used for oil and gas development in the Western and Central Gulf of Mexico.
Upon consent of the leaseholders, the proposed legislation would require the Secretary of the Interior to reacquire all of the subject leases in exchange for credits that can be used to pay lease bonus credits in the central and western Gulf of Mexico lease sales and to make royalty payments. As proposed, the lease bonus credits would be in an amount equal to the sum of the total amount that was paid to the Federal Government by the current lease holders and their predecessors for lease bonuses and rentals and the total amount spent by them for exploration costs and related expenses. The total amount claimed by all lessees as damages in their lawsuit is in the same $1.9 billion to $3 billion range referred to by Senator Landrieu in a prior statement. Delta estimates that if the legislation is passed it would receive credits in an amount equal to approximately 12% of the total amount paid to all of the leaseholders.
In other news, Delta has consummated its previously announced transaction to purchase Piper Petroleum Corporation which was valued at approximately $6 million. The acquisition closed on February 19, 2002.
