Western U.S. Power Prices Double as Heat Seen Boosting Demand

Sacramento, California, July 5 (Bloomberg) -- Electricity prices in the western U.S. more than doubled as new forecasts called for hotter weather, which will increase demand for power to run air conditioners.

Silicon Valley Power in San Jose, California, expects demand in its service area ``to spike with the heat,`` said Saul Lopez, a trader for the municipal utility who was buying extra power in anticipation of increased demand on Monday.

Utilities in the West were buying power in the volatile day- ahead market to add to electricity they generate themselves or purchase under longer-term contracts. Many utilities didn`t need to supplement their supplies earlier this week, as mild weather pushed prices to a five-year low before the July Fourth holiday.

Wholesale electricity for delivery Monday at the California- Oregon border surged to $27 a megawatt-hour from $10.50 on Wednesday, according to Bloomberg data. That`s the biggest one-day gain in almost 21 months. The border price on Wednesday fell to its lowest level since June 1997.

Temperatures in Sacramento, California, will reach 98 degrees Fahrenheit (37 Celsius) Monday, up from 89 degrees today, according to the Weather Channel. That will push air-conditioner use to 30 percent higher than normal levels for this time of year, according to Weather Derivatives of Belton, Missouri.

``It`s going to get hot and humid for a sustained period, and that makes air conditioners work harder and harder to keep buildings cool,`` said Dave Salmon, a forecaster for Weather Derivatives. California ``is going to be hotter than normal during the hottest time of the year.``

Demand Seen Rising

Electricity demand in the state will climb to 39,000 megawatts Monday from a peak of 31,418 megawatts today, said Lorie O`Donley, a spokeswoman for the operator of California`s power- transmission network. The California Independent System Operator may ask power-plant owners to defer maintenance work on Monday to ensure sufficient supplies, she said.

California`s Independent System Operator expects to have enough supplies from the Northwest and power plants operating within the state to avert blackouts, O`Donley said.

Deregulation of U.S. electricity markets allowed energy- trading companies to arrange sales between utilities and power- plant owners, increasing trading activity and volatility.

Besides hotter weather, a decline in power available for import from the Pacific Northwest pushed up prices today, traders said. The Bonneville Power Administration, which sells electricity generated by 30 federal dams in the Northwest, reduced the amount of power available for Monday to 650 megawatts from 1,000 megawatts offered Wednesday.

A megawatt can power 1,000 average homes, according to the U.S. Energy Department.
