NOOC übernimmt Ölfeldanteile in Nigeria für 2,3 Mrd. USD
Zudem will man das Portfolio geografisch diversifizieren.

China National Offshore Oil Corp (CNOOC), the country's number three oil producer, has taken a step into the retail sector by opening a service station in southern Guangdong province, a company report said.
The Shihuaxi station is the first of 30 planned for the area around Huizhou city, which will ultimately be supplied with fuel from the firm's nearby Huizhou refinery, the company said in a report on its Web site (www.cnooc.com.cn).
CNOOC aims to build a distribution network including 300 petrol stations in Guangdong - China's manufacturing hub, where it will sell most of its production - and a storage centre in Dongguan city to be linked with the new plant via a pipeline.
The 240,000 barrels-per-day refinery, due to come online next year, is slated to produce 3.56 million tonnes of high quality diesel, 1.25 million tonnes of gasoline and 2.1 million tonnes of jet fuel.
Although the auto-loving habits of China's rapidly growing middle-class should make retail a lucrative sector, Beijing often holds state-set domestic fuel prices below international market levels, pushing refiners and retailers into the red.

China National Offshore Oil Corp. (CNOOC), the country's third largest oil company, started trial operations at its first service station late last month, marking the company's official debut into the downstream sector, the company announced today.
The Chinese oil industry is comprised of three firms: PetroChina, CNOOC and Sinopec. CNOOC, Petrochina and Sinopec were created in the early 1980's when the Chinese government split its emergent oil industry into three pieces based on geography: Petrochina in the Northeast, Sinopec in the South and CNOOC for offshore operations. This move by the Chinese government has been explained by the Baker Institute of Energy Studies (pdf warning) as an effort to foster internal competition based on a American model of the oil industry.
According to the Baker Institute of Energy Studies, China fully intends for each of its three oil firms to become "Supermajors" in order to compete successfully internationally. China sees its domestic oil industry mainly responsible for securing oil and natural gas supplies, which is a top concern given China's ravenous appetite for energy. PetroChina can be considered already a Supermajor with a market capitalization of approximately $330Bn and proven oil and gas reserves of over 19 billion BOE, in some degree partially due to PetroChina's ownership of the Daquing oil field in Northern China, which is one of the four largest oil fields in the world. However, PetroChina has also been very successful in developing other domestic Chinese oil and gas fields and has been successful in international oil field development. CNOOC is the smallest in terms of market capitalization of the Big 3 at approximately $US70Bn.
The question comes to mind: Does CNOOC's relatively low market capitalization mean that the firm has the most room to grow in becoming a Supermajor compared to Sinopec and PetroChina? The answer to this question is a qualified "yes," in that, with the lowest reserve base of the Big 3, and with very favorable prospects domestically and internationally (as explored in this article), it is possible that CNOOC's reserve base could increase at the highest rate. Note also that it has been the case in the past that the Chinese government -- which owns the majority of all Big 3 Chinese oil firms -- has given assistance to one of the Big 3 in order to help the firm become a more vigorous competitor to the largest firm, PetroChina. That is to say, based on its intended industry model, China will likely prefer to have three very competitive international supermajors and not just one (PetroChina) in the future.
Two examples come to mind in support of a multi-firm model for the Chinese oil industry: first, the Chinese government is directly paying Sinopec funds in order to offset losses in Sinopec's refining division, as the price of gasoline in China is at low levels, in order to support Sinopec's financial competitiveness. This transfer of funds to Sinopec can be viewed as support of Sinopec's competitive position vis-a-vis PetroChina.
Second, typically only one oil company in China will bid for oversees projects, in order for one Chinese Big 3 firm to not "outbid" another and make the project more expensive than it could be with multiple Chinese firms bidding -- sort of an understood cooperation between the firms -- because the base owner of all firms is the Chinese government. As an example of this understanding, Sinopec was given favor over PetroChina and CNOOC in bidding for the development of onshore Iranian oil fields in 2005 through 2007.
In summary, it is the author's opinion that it is unlikely that PetroChina will win a significant majority of all oversees Chinese projects in the future, as China will most likely want to spread around future oversees projects in order to maintain meaningful competition between its Big 3.
CNOOC Producing Areas
CNOOC mainly operates in offshore exploration and production (upstream operations). CNOOC currently derives approximately 94% of its oil and gas production from domestic (Chinese) offshore production. Going forward, Bohai Bay and oversees areas, mainly Africa and the Middle East (Iran) offer very high potential for reserve increases. The major producing areas are listed as follows:
Bohai Bay in Northern China is CNOOC's largest production area currently, and, over the near term, is the Company's highest priority development area. The area has significant potential, as in March, 2007, PetroChina discovered 7.3 Billion Barrels of Oil equivalent in Bohai Bay, the largest discovery in China over the last 30 years. Note that this discovery was the result of significant exploration activity by PetroChina, as development costs for the exploratory wells totaled $780M for PetroChina(Note also PetroChina's stock moved up 12% with the announcement of the discovery in 3/07). CNOOC has stated that it has several prospects for Bohai Bay going forward, and the majority of CNOOC’s 2007 and 2008 exploration and production budgets have been earmarked for Bohai Bay.
CNOOC has forecasted relatively low production growth in 2007, of between 0% and 5%, as it brings new projects online. 5 projects are forecasted to come online in 2007 and are projected to reach full potential in 2008, with 75% of these projects offshore China. CNOOC has forecasted investment expenses of $US512M development expenses.
Overseas
CNOOC's two most substantial oversees projects are offshore Nigeria and offshore Iran. These two projects are discussed below.
Offshore Nigeria
CNOOC in 2006 purchased 45% of Nigeria's offshore Alcpo Field for $US2.7Bn from the majority owner Nigeria National Oil Corporation (the national oil company of Nigeria). The field is classified as a "giant" field, with 620M barrels of oil proven total and 3.75 tcfe of natural gas (approximately 600MBOE), and oil numbers represent light, sweet oil. The reserve numbers are not consolidated in CNOOC's reserve numbers as the deal was completed in late 2006. The purchase price based on existing reserves represents $4.60 per barrel of equivalent. CNOOC's share of oil is expected to be 79,000 bpd of oil and liquids and 96,000 BOE per day of natural gas, according to PFC Energy. Further, the field has been lightly explored to date so further increases in reserves and production are possible going forward -- CNOOC has expressed the opinion that it is hopeful that oil only reserves will increase higher than 1 billion barrels.
CNOOC can consolidate more 45% of the purchase onto its books which means approximately a 20%-25% increase in overall reserves at the end of 2008 from this deal alone from CNOOC's current reserves base.
Offshore Iran
The project with the most reserve upside for CNOOC is the development of the Pars natural gas field off offshore Iran, which was announced in late 06, amid opposition from the United States (due to sanctions, discussed below). The Pars gas field is the largest single, known natural gas field in the world, with Iranian reserves of an estimated 280 trillion cubic feet of natural gas, and an additional 17 billion barrel of natural gas liquids. The natural gas portion of the field is equivalent to an incredible 46 billion barrels of oil equivalent., which in turn, represents 17.7x total reserves of CNOOC at year end 2006 (!).
Production is slated to start in 8 years (2014-2015), initially producing 20M tons of LNG a year -- equivalent to approximately 433,000 barrels per day. The numbers would presumably (although the author has not seen anything confirming this, the author's opinion only) move higher to the 1 million BOE range, as the field is of supergiant size.
Details of the joint development plan between Iranian National Oil Corporation and CNOOC -- including reserve recognition and income agreements -- were not fully disclosed at the date of this writing, although there have been contradictory reports out of China concerning the details of the agreement -- in late May 07, CNOOC reported that a final agreement was due in August 07, while a few days later, CNOOC denied that the Pars field agreement would be signed then. Most likely, CNOOC is trying to keep a low profile on this project due to the opposition from the US government, which has economic sanctions initiated against Iran. The US, for its part, is holding hearings in the US Congress and Senate to determine if CNOOC should face sanctions for this deal with Iran.
The question that is most important to investors is, will the agreement between Iran and CNOOC move forward? China, with its ravenous appetite for energy, is unlikely to drop the deal with anything less than extreme pressure from the US -- and even with extreme pressure, it is not clear that China will drop this deal. Iran is also not likely to drop the deal with China as it views cooperation with American, and to a lesser extent, European firms as unattractive, given its geopolitical situation. The question therefore becomes, will and can the US bring extraordinary pressure on CNOOC?
Typical pressure includes high level meetings and economic sanctions. It is beyond the scope of this analysis to completely judge if the deal will go forward. At this point, with the limited information available, the odds of the deal are placed at an even 50/50%.
Note however, even if the deal does not go through, more and more Islamic states are looking to cooperate with China verses the West on energy development due to geopolitical concerns, which is a positive for CNOOC and the China

WASHINGTON -(Dow Jones)- Cnooc Ltd. (CEO), China's national offshore oil company, said Tuesday it wasn't seeking any energy assets in the U.S. Gulf of Mexico, instead focusing its attention on the Asia-Pacific region and Africa.
"Cnooc has no interest at all in any reserves and production in the U.S., including the Gulf of Mexico," said Yang Hua, Cnooc's chief financial officer, on the sidelines of a China-U.S. conference.
In 2005, Cnooc retreated from its $18.5 billion bid to acquire U.S. oil producer Unocal Corp. after facing opposition from the U.S. Congress. Chevron Corp. (CVX) later acquired Unocal.
"We would like to build our core business in the Asia-Pacific and Africa" as opposed to the Middle East, Hua said.

UPDATE:
Separately, Hua indicated producing countries need to increase output, as high prices were not causing the demand erosion that many analysts were predicting.
"We are observing the slow down of the economy is not as negative as we expected with such a high oil price," Hua said, indicating demand from consuming countries such as China could be higher than originally forecast.

China's top offshore oil company may list its base services arm in Shanghai next year, its spokesman said yesterday.
"It's true that we are actively studying the option to reshuffle and list our technical and personnel services unit on the stock market, perhaps next year," Liu Junshan, spokesman for China National Offshore Oil Corp (CNOOC), told China Daily yesterday.
The unit, which is known as CNOOC Oil Base Group, will go public through an independent initial public offering rather than being injected into CNOOC's other listed arms, Liu said.
"That's because the unit's focus is not closely related to our core business, which is oil and gas exploration and production," Liu said.

CHINA: CNOOC's Oil Base Group Ltd., China's largest shipping operator by volume, is planning for an initial public offering (IPO) on the A share market in Shanghai, media reports said, quoting reports from the Shanghai Securities News. CNOOC Oil Base Group is a sister company of Hong Kong-listed CNOOC Ltd.
We revise our recommendation to Hold from Buy for the stock of CNOOC Limited (CEO) as a result of the nice positive surprise of intense investor interest in Chinese stocks.
Stock price exceeds estimated net present value [NPV] of $108 a share by more than any normal allowance for uncertainty in our industry estimates. Yet, we are the research source that thinks oil may reach $150 a barrel in 2010 (no guarantees!).
Nonetheless, we take a neutral stance on CEO for now and will see if the McDep Ratio drops back into buy range considering future stock price action and progress in company operations and industry conditions.

CNOOC<883><CEO>, the largest offshore oil company in China, plans to list CNOOC Oil Base Group, its base services arm in Shanghai next year, according to a spokesman on Tuesday.
CNOOC Oil Base Group deviates from the parent company's core business of offshore oil and gas exploration and provide technical, human resource and logistics services. Due to a difference in the nature of business scope, the services unit will be listed through an independent IPO, rather than being integrated into CNOOC's listing subsidiaries.
Established in late 2004, CNOOC Oil Base has a registered capital of RMB 3.78 billion. In 2006, the company earned more than RMB 11 billion worth of sales, increasing by 49% year-on-year. Meanwhile the company's profit grew by 26% year-on-year, totaling at RMB 1.1 billion and accounting for 8% of its parent company's total assets.
Apart from servicing its parent company and its other subsidiaries, CNOOC Oil Base also manages other diversified clients. According to CNOOC, the company is optimistic that its service subsidiary will grow further in the coming years, as it exposes its business unit to more avenues.

Sinopec may fall 2-3% amid expected broad market weakness, also on profit-taking after 9.4% spike to HK$12.76 yesterday on fuel price hike in China. HSBC keeps Sinopec as Overweight, raises target price to HK$14.50 vs HK$12; peers PetroChina , CNOOC kept at Neutral, Overweight respectively, targets lifted to HK$21.30 from HK$16, HK$19.50 from HK$15. Says Chinese oil sector currently trades at average of 16.8X FY08 PER, lower than 30X of MSCI China, HSBC target of 24X for MSCI China; expects valuation gap to narrow. Potential catalysts: strong earnings momentum ahead, potential oil & gas discoveries, acquisition; positive sentiment on potential A-share issue. CNOOC is top sector pick. PetroChina, CNOOC should fall 2-3% as well.(RLI) Contact us in Hong Kong.
Morgan Stanley ups CNOOC's target to HK$17.00 from HK$10.70, based on weighted average of discounted cashflow value HK$14.80, bull-case value HK$19.26, long-term oil price US$77/bbl. House likes CNOOC on higher-than-expected oil selling prices, output CAGR of 11% for 2006-10, steady flow of new projects coming on-stream next few years (which could add 240,000 b/d of output). Keeps on Overweight call, 'CNOOC has strong operational competitiveness and is the largest beneficiary of a spike in oil prices.' Stock off 2.8% at HK$15.92 under active volume HK$898.4 million.
UBS sharply ups CNOOC's target 77% to HK$18.20, or 22X 2008 PER; keeps on Buy call. House believes there's significant oil, gas reserve potential in Bohai Bay, Nigeria; tips double-digit output growth in 2008-10. 'CNOOC's profit is strongly linked to the oil price. The potential listing of A shares should help improve sentiment.' Ups 2007 EPS forecast 8.8% to CNY0.74, ups 2008 forecast 3.7% to CNY0.83. Tips 2010-15 output CAGR at 7% (vs previous estimate 2%).
Also das 4.Quartal wirds zeigen

HONG KONG (XFN-ASIA) -
Standard&Poor's Ratings Services said it has raised its long-term corporate credit rating on China National Offshore Oil Corp (CNOOC Corp) (Nachrichten) to 'A' from 'A-'.
It also raised its long-term corporate credit ratings on CNOOC Ltd, the group's 65.1 pct-owned Hong Kong-listed exploration and production subsidiary, and CNOOC Finance Corp Ltd, a wholly owned finance subsidiary, to 'A' from 'A-'.
The outlook on the ratings of all three firms is positive.
All the ratings were removed from creditwatch, where they had been placed with
positive implications late in July this year.
'The upgrades reflect the continuing robust financial performances of CNOOC Corp and its
subsidiaries in the favorable oil price environment and the implicit support they derive from the
Chinese government,' S&P credit analyst Lawrence Lu said.
The Chinese government recognizes the CNOOC group's strategic importantance in securing energy to meet the country's growing demand for oil and gas, he noted.
'The ratings on CNOOC Corp and its subsidiaries reflect the companies' solid business positions
and strong financial risk profiles,' S&P said.
Although CNOOC Corp's business is cyclical, factors such as competitive costs, a healthy balance sheet, and strong cash flow generation enable it to mitigate volatility in earnings and cash flow, it said.
The company has been in a net cash position since 2000.
'A competitive cost structure and long-life reserves give CNOOC Ltd considerable financial
flexibility to withstand volatile oil prices and the capability to review the potential feasibility of
new capital projects,' S&P said.
It said it is of the view that CNOOC Ltd has the flexibility to pursue its growth strategy while maintaining financial ratios that are appropriate for the revised ratings.
