Der Kurs liegt aktuell bei 0,19 Euro. Das Unternehmen operiert überwiegend in der Ukraine, hat seinen Sitz aber in Großbritannien. Erster Handelstag 18.2.2006 Einstiegskurs war 0,45€.

Am erstaunlichsten finde ich, dass bis zu 50% und sogar 100% net working und operating interest das Papier charakterisieren. Seid Börsenbeginn hat Cardinal nur Prügel bezogen jetzt hat die Aktie aber Bodenkontakt und steigt auf Grund guter News erstmals leicht. Wahrscheinlich ist nun genau der richtige Zeitpunkt einzusteigen.

ist aber nach meiner einschätzung eine untentdeckte perle und bietet einen günstigen einstieg.
sieh dir mal die volumina an...und das bei diesen projekten! die hängen fast überall zu mindestens 50-100% in den beteiligungen - wahnsinn oder?...schätze, dass cardinal früher oder später von der masse entdeckt wird... jiam

Background
The Board takes shareholders’ views seriously. Cardinal makes regular announcements to the market to update shareholders and, since IPO in April 2005, has had an active programme of meetings with existing and potential shareholders on the basis of this public information.
QVT first notified Cardinal (in the name Deutsche Bank AG and subsidiary companies) on 23 January 2006 that it had become a Cardinal shareholder and this was announced by Cardinal on 25 January 2006. QVT’s share purchase followed announcement of the Silver Point financing in December 2005 (which financing terms QVT now seeks to criticise). Cardinal last met with QVT in August 2006 and has been in contact with QVT via its advisers, as recently as last Friday 24 November 2006, to request a meeting tomorrow in New York. It is disappointing that QVT has refused to meet and has instead chosen to conduct a campaign of misinformation via the press.
Cardinal was floated on AIM in April 2005 with a fully funded business plan for its existing assets but with many further development opportunities in Ukraine including a right, subject to finance, to re-instate it’s net profit interest in the Rudivsko-Chernovozavodske (“RC”) Field back up to 45% (from 14.9%) by settling the capital expenditure account of Cardinal’s Joint Activity Agreement (“JAA”) with JSC Ukrnafta (the “RC re-instatement”). On 30 September 2005 the Company announced the acquisition of Rudis Drilling Company (“Rudis”), a complementary oil and gas exploration and production company also based in Ukraine which almost doubled the Company’s reserves. Rudis has attractive properties now controlled and operated by Cardinal.
Following IPO, Cardinal met with existing large and prospective shareholders to try to raise further equity finance to this end and explored a wide range of available funding alternatives. Conventional bank debt is not yet available to Cardinal because the Company is still in a pre-profit asset workover phase. Conventional equity could not have been issued at a price approaching the IPO placing price. Rather than dilute shareholders, the Board chose to finance its business with an issue of PIK Notes and this transaction was announced in full on 23 December 2005. The warrants attached to the PIK Notes had a subscription price of 27.5p, which price was at a significant premium to the then share price and consequently far less dilutive to asset values than any equity issue that would have been possible at a further discounted price. Cardinal’s share price today is 14p.
In the spring of this year, the politics of Ukraine changed and the Company has, as yet, been unable to consummate the RC re-instatement. In the absence of an ability to progress the RC re-instatement, the Company has used much of the PIK Note funds raised in December 2005 to begin development of the Rudis assets for the benefit of Cardinal shareholders. The Company is now approaching the point where, if it is to be able to both fund the RC re-instatement and obtain the full benefit of the Rudis development for shareholders, it will need access to further funds. QVT are aware of this requirement. The Board had been hopeful, after dialogue with QVT and its advisers, that a constructive proposal to fund Cardinal, perhaps by way of a rights issue underwritten by QVT, would be forthcoming. To date no such proposal has been received from QVT (or any other shareholder) and the company is therefore contemplating the issue of further PIK Notes shortly.
QVT and their advisers may not appreciate the present sensitivity surrounding negotiations for the RC re-instatement and their interference may be detrimental. The Company expresses the hope that Prime Minister Yanukovich will take the opportunity to send a strong message in advance of his visit to the United States next week to show support for the Ukraine rule of law by supporting Cardinal with its plans to improve domestic gas production in Ukraine. Cardinal plans to pursue all available options and remedies to enforce its contract for the RC re-instatement. If plans for the RC re-instatement are successful, Cardinal believes that the RC re-instatement will greatly benefit Cardinal shareholders.
Cardinal hopes to avoid the diversion of management time and expense of the Extraordinary General Meeting that QVT plan to request. Cardinal reiterates its offer of a meeting with QVT at the earliest opportunity and is hopeful of a more constructive dialogue for the benefit of all shareholders to help fund its exciting development plans in Ukraine.

Cardinal was floated on AIM in April 2005 with a fully funded business plan for its existing assets but with many further development opportunities in Ukraine including a right, subject to finance, to re-instate it’s net profit interest in the Rudivsko-Chernovozavodske (“RC”) Field back up to 45% (from 14.9%) by settling the capital expenditure account of Cardinal’s Joint Activity Agreement (“JAA”) with JSC Ukrnafta (the “RC re-instatement”). On 30 September 2005 the Company announced the acquisition of Rudis Drilling Company (“Rudis”), a complementary oil and gas exploration and production company also based in Ukraine which almost doubled the Company’s reserves. Rudis has attractive properties now controlled and operated by Cardinal.
Following IPO, Cardinal met with existing large and prospective shareholders to try to raise further equity finance to this end and explored a wide range of available funding alternatives. Conventional bank debt is not yet available to Cardinal because the Company is still in a pre-profit asset workover phase. Conventional equity could not have been issued at a price approaching the IPO placing price. Rather than dilute shareholders, the Board chose to finance its business with an issue of PIK Notes and this transaction was announced in full on 23 December 2005. The warrants attached to the PIK Notes had a subscription price of 27.5p, which price was at a significant premium to the then share price and consequently far less dilutive to asset values than any equity issue that would have been possible at a further discounted price. Cardinal’s share price today is 14p.
In the spring of this year, the politics of Ukraine changed and the Company has, as yet, been unable to consummate the RC re-instatement. In the absence of an ability to progress the RC re-instatement, the Company has used much of the PIK Note funds raised in December 2005 to begin development of the Rudis assets for the benefit of Cardinal shareholders. The Company is now approaching the point where, if it is to be able to both fund the RC re-instatement and obtain the full benefit of the Rudis development for shareholders, it will need access to further funds. QVT are aware of this requirement. The Board had been hopeful, after dialogue with QVT and its advisers, that a constructive proposal to fund Cardinal, perhaps by way of a rights issue underwritten by QVT, would be forthcoming. To date no such proposal has been received from QVT (or any other shareholder) and the company is therefore contemplating the issue of further PIK Notes shortly.
QVT and their advisers may not appreciate the present sensitivity surrounding negotiations for the RC re-instatement and their interference may be detrimental. The Company expresses the hope that Prime Minister Yanukovich will take the opportunity to send a strong message in advance of his visit to the United States next week to show support for the Ukraine rule of law by supporting Cardinal with its plans to improve domestic gas production in Ukraine. Cardinal plans to pursue all available options and remedies to enforce its contract for the RC re-instatement. If plans for the RC re-instatement are successful, Cardinal believes that the RC re-instatement will greatly benefit Cardinal shareholders.
Cardinal hopes to avoid the diversion of management time and expense of the Extraordinary General Meeting that QVT plan to request. Cardinal reiterates its offer of a meeting with QVT at the earliest opportunity and is hopeful of a more constructive dialogue for the benefit of all shareholders to help fund its exciting development plans in Ukraine.

China startet einen Grossangriff auf den maroden Dollar. Ich gebe hier neben eigenen Einschätzungen eine frei übersetzte Zusammenfassung eines Beitrages auf www.halturnershow.com
Nachdem bekannt wurde, dass China sich entschlossen hat, sich von grossen Mengen seiner Dollar-Reserven zu trennen, reiste in der vergangenen Woche eine hochrangige US-Delegation nach Peking, um zu retten, was noch zu retten war. Unter Führung von FED-Chef Ben Bernanke und dem Chef des Schatzamtes Henry Paulson konferierte die Delegation am 14. und 15. Dezember in Peking mit einer chinesischen Abordnung, offenbar mit der Absicht, die Chinesen von ihrem Vorhaben abzubringen, am kommenden Montag, dem 18. Dezember, sage und schreibe eine „Trillion“ US-Dollars (das ist mit unserer europäischen Schreibweise eine Billion, also eintausend Milliarden oder eine Million Millionen; tst) aus ihren Devisenvorräten zu lösen.
Doch die Chinesen liessen die US-Unterhändler abblitzen.
Was wird nun geschehen?
Für ihre Absicht, sich von erheblichen Teilen ihrer Dollarvorräte zu trennen, führten sie folgende Gründe an:
1. Nachdem die Federal Reserve Bank im vergangenen März ihre Berichte über die umlaufende Geldmenge M3 eingestellt hat, sei es für niemanden mehr möglich einzuschätzen, wie viel neues Geld gedruckt worden sei.
2. Der US-Dollar hat in jüngster Vergangenheit gegenüber anderen Währungen bis zu 30 Prozent seines Werts eingebüsst. Das bedeutet, dass China 300 Milliarden US-Dollar allein dadurch verloren hat, dass es diesen Betrag in seinen Währungsreserven hielt.
3. Die USA besitzen keinerlei Pläne zur Reduzierung ihres Haushaltsdefizits oder zur Begleichung ihrer Schulden – ausser, dies mit frisch gedrucktem Geld zu tun.
Deshalb habe China entschieden, sich von grossen Mengen seiner Dollar-Reserven zu trennen, bevor andere Staaten damit beginnen. Wie berichtet wird, sagte man der US-Delegation: „Wir sind die grössten Halter von US-Währung, und wenn der Rest der Welt ihre Reserven abwirft, bevor wir es tun, stehen wir ohne Hemd da.“

PRODUCTION PROFILE

At present, the Company has three workover and 9 development locations identified for drilling immediately in the Bilousivsko-Chornukhinska (BC) and North Yablunivska (NY) licence areas which Cardinal owns and operates with a 100% working interest. In addition, Cardinal is conducting two 3-D seismic surveys covering a total of 100 km sq on the BC and NY licence areas. The Company anticipates that the current seismic programme together with the previously acquired Dubrivska (DB) 25 km sq 3-D seismic survey will substantially increase the quality of known locations and increase the probability of an additional 10-16 drilling locations.
JAA GAS SALES
In January 2007, a resolution of The Cabinet of Ministers of Ukraine amended an existing regulation on fixed pricing of gas sales by Naftogaz, Ukrnafta, and Nak Nadra that extended the scope of the regulation to potentially include Joint Activity Agreements with those entities. Cardinal has been informed twice by the Ministry of Fuel and Energy that its net portion of JAA production will not be affected. The Company is still seeking clarification on the actual implementation of this resolution and, as a precaution, has elected with its partner Ukrnafta to transfer all JAA associated gas production to storage. At present this represents approximately 20% of Cardinal’s oil and gas production by volume.
Cardinal expects no material impact or re-classification of reserves reported in its 15 May 2006 reserve report, although the net present value of reserves could be affected if fixed prices were to be applied. Sales, profits and cash flow could be adversely affected if sales are not resumed or stocks remain unsold at free market prices before the current quarter’s profit distribution becomes due.
Cardinal will continue to concentrate its present development efforts and current production increase programme on licences that it owns 100% and operates.
LICENCES EXTENDED ON BC, NY AND DB
The Bilousivsko-Chornukhinska (BC), North Yablunivska (NY), and Dubrivska (DB) Exploration and Pilot Production licences were extended for a five year period from November 2006 until November 2011. Cardinal operates and owns a 100% interest in the BC, NY and the DB licences. Four wells in the NY license area are covered by the Joint Activity Agreement (JAA) #429 with Ukraz and Cardinal has a 50% interest in these wells.
BILOUSIVSKO-CHORNUKHINSKA (BC) LICENCE AREA
In October 2006 Cardinal announced the completion of the Bilousivsko #3A well. The well flow-tested at a calculated rate of 4.05 million cubic feet of gas per day (“MMcfg/d”) on a 9mm choke, or 675 barrels of oil equivalent per day (BOEPD). The BC #3A well is ready to be tied into the BC gas gathering and separation facility upon its completion.
Construction activities on the gas gathering and separation facility continue and the commencement of operations is expected during the second quarter of 2007, as originally projected.
The well design for the Bilousivsko #13A well has been completed and preparations for drilling are due to start upon finalisation of land allocations, expected in this quarter. The Company expects to have suitable equipment in place in the second half of 2007.
With the installation of plunger lift equipment on the BC #110, #111 and #13 wells, the workovers will be successfully completed and ready to tie into the gas gathering and separation facility on its completion. The installation of plunger lift equipment for the #13 and #111 wells is underway and will be completed by mid March 2007. The Company is awaiting delivery of the equipment for the #110 well which is expected within the next two months.
The workover of BC wells #7, #17, and #9 are in the final planning stage with outstanding land use agreements expected to clear in the first quarter of 2007, and will be completed sequentially as the two workover rigs complete the plunger lift installations.
The planned drilling programme on the BC #116A well will be resumed after the completion of interpretation of the 3-D seismic survey over approximately 65 km sq of the BC licence area. The survey is scheduled to begin in April 2007 with the field work and processing completed in four months. The results of the survey will improve both the delineation of reservoirs associated with existing planned locations, including the #116A, and aid the identification of additional potential drilling locations in the licence area.
NORTH YABLUNIVSKA (NY) LICENCE AREA
The NY #4 well is suspended at 1,800 meters inside casing. The well now awaits completion of a 35 km sq 3-D seismic survey over the NY licence area. The 3-D survey will confirm the bottom hole location for the #4 well, further delineate six existing 2P locations and likely identify additional potential drilling locations. The survey is expected to commence in the second half of 2007 and take approximately four months to complete. The workover on the NY #203 well is in process within JAA #429.
DUBRIVSKA (DB) LICENCE
A 25 km sq 3-D seismic survey, which was completed in the fourth quarter, has already identified one side track opportunity and two additional potential well locations in the area. Drilling operations are expected to begin in 2008.
RC REINSTATEMENT
Cardinal, through a subsidiary, currently holds a 14.9% interest in the Rudivsko-Chernovozavodske (“RC”) Field pursuant to a Joint Activity Agreement (the “RC Field JAA”) with JSC Ukrnafta. Cardinal is seeking to increase that interest back up to 45% by increasing its investment in the Joint Activity of the RC Field and settling the capital expenditure account under the RC Field JAA (the “RC reinstatement”). This RC reinstatement would bring the Company back closer to the original 50/50 investment balance between the parties in the Joint Activity.
Ukrnafta has previously acknowledged that this right to RC reinstatement exists under the RC Field JAA, and Cardinal has been pursuing its right to undertake such RC reinstatement, and has access to the additional capital necessary to fund such reinstatement. However, implementation of the RC reinstatement has been hampered by upheavals in the political situation in Ukraine, and by various shifts in position on this issue within Ukranafta.
Cardinal continues to press for consummation of the RC reinstatement, and is exploring all legal avenues available to the Company to ensure that its contractual right to implement such RC reinstatement is respected.

BUSINESS PERFORMANCE
Q1 What has been achieved since the IPO in April 2005? What are your targets for 2007?
Cardinal has substantially developed the business. Rudis Drilling Company has been acquired and successfully integrated increasing Cardinal’s reserves and production base. Following successful completion of the Rudis workovers, the new gas processing facility and tie in of wells to existing Ukrainian pipelines, Cardinal expects to increase production to a run rate of approximately 3,000 BOEPD by the end of the year, on the bases and assumptions set out in note 6 below which compares with 670 boepd at the time of the IPO.
Analysis of data from one completed and two planned 3D seismic surveys covering about 125km² in total of the Rudis licence areas are expected to increase the quality of known locations and increase the probability of identifying an additional 10-16 drilling locations.
Q2 Are you on plan?
Whilst the political situation in Ukraine has had a significant impact on the company’s ability to reinstate its interest in the Rudivsko-Chernovozavodske (“RC”) Field, Cardinal has addressed this issue and adjusted its short-term goals by focusing on fully developing the largely 100% owned Rudis assets and we are delivering on this plan. Cardinal’s goal to reinstate its interest in RC Field remains unchanged.

These funds remain committed under the terms of the Silver Point financing, but undrawn. Should the opportunity arise to reinstate the interest Cardinal is financially capable of doing so.
FINANCING STRUCTURE
Q5 Why did Cardinal have to raise money within the 12-month post IPO phase and then again one year on?
Cardinal was floated on AIM in April 2005 with a fully funded business plan for its existing assets but with many further development opportunities in Ukraine including a right, subject to finance, to re-instate its net profit interest in the RC Field back up to 45% (from 14.9%).
In the Autumn of 2005 Cardinal was called on by the parties with whom it had been negotiating to demonstrate that it had sufficient funds to finance this right. On 23 December 2005 Cardinal announced that it had secured a US$38 million financing facility from Silver Point in order to finance the exercise of its re-instatement right on terms to be agreed by Cardinal and its local joint venture partner, JSC Ukrnafta.
On 30 September 2005 Cardinal announced the acquisition of Rudis consisting of three 100% owned and operated license areas and seven 50% JAA #429 wells in Ukraine. In the absence of the ability to progress the RC re-instatement, Cardinal has focused on fully developing the Rudis assets and has made significant progress.
On 22 December 2006 Cardinal announced additional financing to enable the Company to progress the Rudis workovers and drilling programme together with the tie in of the new and renewed wells to the new gas facility and existing Ukrainian pipeline by the end of 2007.
Q6 Why did Cardinal create the subsidiary company Cardinal Finance at the time the company entered onto the 2005 Silver Point financing agreement ("Bridge PIK Notes")?
The Cardinal Finance structure enabled the necessary funds to be raised quickly. Conventional bank debt was not yet available to Cardinal at the time of the PIK Note financing because the Company is still in a pre-profit asset workover phase.
Conventional equity could not have been issued at a price approaching the IPO placing price. Notwithstanding this, on 23 December 2005 Cardinal announced that shareholder and regulatory approval would be sought for Cardinal Finance warrants issued with the PIK Notes to be cancelled and reissued as warrants in Cardinal Resources plc.
On 22 December 2006 when Cardinal issued further PIK Notes and Cardinal Finance warrants, Cardinal restated the intention to seek shareholder and regulatory approval for the Cardinal Finance warrants to be cancelled and reissued as warrants in Cardinal Resources plc.
If this is done before 31 July 2007, this will save the increase in PIK Note coupon of 5% or more which will otherwise apply. Cardinal will only seek such consent if it is sure that the expense of a Circular seeking approval will not be wasted. To date QVT have not indicated their support.
Q7 What is Cardinal doing to address G&A costs?
Cardinal has committed to reduce G&A costs in 2007 by $1.5 to $2.0 million from actual 2006 levels. Cardinal operates offices in London, Ukraine and Houston. The London office serves to centralise finance and accounting functions in order to achieve the standards required of an AIM-listed company.
In Ukraine Cardinal employs 30 people who provide all operational support and local accounting, tax, and statutory compliance. Cardinal also maintains a small office with a monthly premise rental of $2,000, for one employee in Houston to handle tax and statutory reporting as well as geophysical analysis.
QVT AND PROPOSED RESOLUTIONS
Q8 Who is QVT and what plans have they presented to Cardinal regarding financing and future strategic direction of the Company?
QVT is a US-based hedge fund. QVT has not presented any constructive proposals with regards to the future financing or strategic direction to the Board or the management of the company.
The Board of Cardinal is open and interested in meeting with QVT, and other shareholders, to discuss any relevant matters. At its own initiative, the Company has met with QVT on several occasions in QVT’s offices in New York over the past 12 months and spent considerable time in telephone conversations with a representative of QVT in an attempt to address QVT’s concerns.
The Company has invited QVT to visit its offices in London and Kiev to meet the entire management team and gain a more detailed understanding of the Company’s operations and strategy. QVT has declined these invitations.
Cardinal is committed to clearly communicating all aspects of the Company’s performance to the shareholders as well as new potential investors to achieve its goal to cultivate strong and lasting relationships.
Q9 Who is Igor Effimoff and what is his relevant experience in the region?
Igor Effimoff is unknown to the Board of Directors of Cardinal. In particular, the Directors of Cardinal are unaware of any experience that Mr Effimoff has in Ukraine related to the oil and gas industry.
Q10 What is Mr Bensh’s experience?
Since joining the company in December 2000, Mr Bensh and key members of the management team have been instrumental in reorganising and recapitalising what was then a distressed business, rapidly delivering results to significantly increase production and reserves and developing a longer term overall strategy to maximise shareholder value.
Mr Bensh has over 12 years’ experience in the oil and gas industry and is supported by a strong team of geologists, petroleum engineers, operational engineers and technical engineers, both in Ukraine and elsewhere.
Q11 What impact would a change of Chief Executive Officer at Cardinal have on the future development of the business?
The business relationships that Mr Bensh has developed within Ukraine, his in-depth understanding of the region and the oil and gas business there as well as the support of the management team he has assembled are the crucial assets to Cardinal.

BUSINESS PERFORMANCE
Q1 What has been achieved since the IPO in April 2005? What are your targets for 2007?
Cardinal has substantially developed the business. Rudis Drilling Company has been acquired and successfully integrated increasing Cardinal’s reserves and production base. Following successful completion of the Rudis workovers, the new gas processing facility and tie in of wells to existing Ukrainian pipelines, Cardinal expects to increase production to a run rate of approximately 3,000 BOEPD by the end of the year, on the bases and assumptions set out in note 6 below which compares with 670 boepd at the time of the IPO.
Analysis of data from one completed and two planned 3D seismic surveys covering about 125km² in total of the Rudis licence areas are expected to increase the quality of known locations and increase the probability of identifying an additional 10-16 drilling locations.
Q2 Are you on plan?
Whilst the political situation in Ukraine has had a significant impact on the company’s ability to reinstate its interest in the Rudivsko-Chernovozavodske (“RC”) Field, Cardinal has addressed this issue and adjusted its short-term goals by focusing on fully developing the largely 100% owned Rudis assets and we are delivering on this plan. Cardinal’s goal to reinstate its interest in RC Field remains unchanged.
RC REINSTATEMENT
Q3 What is happening with the reinstatement of the RC participation? What other options do you have here?
Cardinal continues to press for consummation of the RC reinstatement, and is exploring all legal avenues available to the Company to ensure that its contractual right to implement such RC reinstatement is respected.
Q4 Will the funds for the RC Reinstatement still be available should you be able to execute this or would you have to arrange a new facility?
These funds remain committed under the terms of the Silver Point financing, but undrawn. Should the opportunity arise to reinstate the interest Cardinal is financially capable of doing so.
FINANCING STRUCTURE
Q5 Why did Cardinal have to raise money within the 12-month post IPO phase and then again one year on?
Cardinal was floated on AIM in April 2005 with a fully funded business plan for its existing assets but with many further development opportunities in Ukraine including a right, subject to finance, to re-instate its net profit interest in the RC Field back up to 45% (from 14.9%).
In the Autumn of 2005 Cardinal was called on by the parties with whom it had been negotiating to demonstrate that it had sufficient funds to finance this right. On 23 December 2005 Cardinal announced that it had secured a US$38 million financing facility from Silver Point in order to finance the exercise of its re-instatement right on terms to be agreed by Cardinal and its local joint venture partner, JSC Ukrnafta.
On 30 September 2005 Cardinal announced the acquisition of Rudis consisting of three 100% owned and operated license areas and seven 50% JAA #429 wells in Ukraine. In the absence of the ability to progress the RC re-instatement, Cardinal has focused on fully developing the Rudis assets and has made significant progress.
On 22 December 2006 Cardinal announced additional financing to enable the Company to progress the Rudis workovers and drilling programme together with the tie in of the new and renewed wells to the new gas facility and existing Ukrainian pipeline by the end of 2007.
Q6 Why did Cardinal create the subsidiary company Cardinal Finance at the time the company entered onto the 2005 Silver Point financing agreement ("Bridge PIK Notes")?
The Cardinal Finance structure enabled the necessary funds to be raised quickly. Conventional bank debt was not yet available to Cardinal at the time of the PIK Note financing because the Company is still in a pre-profit asset workover phase.
Conventional equity could not have been issued at a price approaching the IPO placing price. Notwithstanding this, on 23 December 2005 Cardinal announced that shareholder and regulatory approval would be sought for Cardinal Finance warrants issued with the PIK Notes to be cancelled and reissued as warrants in Cardinal Resources plc.
On 22 December 2006 when Cardinal issued further PIK Notes and Cardinal Finance warrants, Cardinal restated the intention to seek shareholder and regulatory approval for the Cardinal Finance warrants to be cancelled and reissued as warrants in Cardinal Resources plc.
If this is done before 31 July 2007, this will save the increase in PIK Note coupon of 5% or more which will otherwise apply. Cardinal will only seek such consent if it is sure that the expense of a Circular seeking approval will not be wasted. To date QVT have not indicated their support.
Q7 What is Cardinal doing to address G&A costs?
Cardinal has committed to reduce G&A costs in 2007 by $1.5 to $2.0 million from actual 2006 levels. Cardinal operates offices in London, Ukraine and Houston. The London office serves to centralise finance and accounting functions in order to achieve the standards required of an AIM-listed company.
In Ukraine Cardinal employs 30 people who provide all operational support and local accounting, tax, and statutory compliance. Cardinal also maintains a small office with a monthly premise rental of $2,000, for one employee in Houston to handle tax and statutory reporting as well as geophysical analysis.
QVT AND PROPOSED RESOLUTIONS
Q8 Who is QVT and what plans have they presented to Cardinal regarding financing and future strategic direction of the Company?
QVT is a US-based hedge fund. QVT has not presented any constructive proposals with regards to the future financing or strategic direction to the Board or the management of the company.
The Board of Cardinal is open and interested in meeting with QVT, and other shareholders, to discuss any relevant matters. At its own initiative, the Company has met with QVT on several occasions in QVT’s offices in New York over the past 12 months and spent considerable time in telephone conversations with a representative of QVT in an attempt to address QVT’s concerns.
The Company has invited QVT to visit its offices in London and Kiev to meet the entire management team and gain a more detailed understanding of the Company’s operations and strategy. QVT has declined these invitations.
Cardinal is committed to clearly communicating all aspects of the Company’s performance to the shareholders as well as new potential investors to achieve its goal to cultivate strong and lasting relationships.
Q9 Who is Igor Effimoff and what is his relevant experience in the region?
Igor Effimoff is unknown to the Board of Directors of Cardinal. In particular, the Directors of Cardinal are unaware of any experience that Mr Effimoff has in Ukraine related to the oil and gas industry.
Q10 What is Mr Bensh’s experience?
Since joining the company in December 2000, Mr Bensh and key members of the management team have been instrumental in reorganising and recapitalising what was then a distressed business, rapidly delivering results to significantly increase production and reserves and developing a longer term overall strategy to maximise shareholder value.
Mr Bensh has over 12 years’ experience in the oil and gas industry and is supported by a strong team of geologists, petroleum engineers, operational engineers and technical engineers, both in Ukraine and elsewhere.
Q11 What impact would a change of Chief Executive Officer at Cardinal have on the future development of the business?
The business relationships that Mr Bensh has developed within Ukraine, his in-depth understanding of the region and the oil and gas business there as well as the support of the management team he has assembled are the crucial assets to Cardinal.
The political situation is complex in Ukraine The Board believes that any change in the management structure of Cardinal at this critical point as the Company executes on its strategy would prove detrimental to the business and shareholder value.

Der hatte auch kurz ne Taxe 0,04 0,06 drinnen, als ich dann eine order zu 0,06 aufegegeben hatte, wurde sofort auf 0,22 0,27 hochgetaxt

Februar festgestellt hat, dass die Internationale Atomenergiebehörde "den zivilen Charakter des iranischen Atomprogramms nicht bestätigen kann", gebe es bei den Vorbereitungen auf diesen Schlag kein Zurück mehr, heißt es in dem Beitrag.
Die Attacke solle 12 Stunden lang, von vier Uhr morgens bis 16 Uhr (Ortszeit), dauern. Bei der Operation, die die Kodebezeichnung "Bite" (Biss) bekommen hat, werden rund 20 Objekte angegriffen, u. a. Urananreicherungszentrifugen sowie Forschungszentren und -labors, so das Blatt.
Der erste Reaktorblock in Bushehr, an dem russische Fachleute bauen, solle dabei verschont bleiben. Es sollen das Luftabwehrsystem bekämpft, mehrere iranische Kriegsschiffe im Persischen Golf versenkt und die wichtigsten Führungsstellen der iranischen Streitkräfte vernichtet werden.
Die Schläge sollen u. a. von der im Indischen Ozean gelegenen Insel Diego Garcia aus geführt werden: Von dort sollen B-52-Bombenflugzeuge mit Flügelraketen starten. Darüber hinaus sollen sich die Fliegerkräfte von den Flugzeugträgern an dem Angriff beteiligen, die sich derzeit im Persischen Golf befinden bzw. zur im Mittelmeer stationierten 6. US-Flotte gehören. Weitere Flügelraketen sollen von U-Booten abgeschossen werden, die im Stillen Ozean und vor der Küste der Arabischen Halbinsel kreuzen.
Mit diesem Schlag solle Irans Nuklearprogramm gleich um mehrere Jahre zurück versetzt werden. Eine logische Folge davon wäre ein Anstieg der Ölpreise auf 75 bis 80 Dollar pro Barrel, und zwar für eine längere Zeit.
Über die neue Iran-Resolution, deren Entwurf von allen ständigen Mitgliedsländern des UN-Sicherheitsrates sowie von Deutschland gebilligt wurde, soll indessen im Sicherheitsrat noch in dieser Woche abgestimmt werden. Das Dokument sieht Sanktionen gegen zehn staatliche iranische Unternehmen und drei weitere Unternehmen vor, die von den Wächtern der Islamischen Revolution verwaltet werden - einer Elitetruppe, die unmittelbar dem religiösen Führer Irans, Ayatollah Ali Chamenei, unterstellt ist.

Well # 7 Land permit allocation has been delayed due to a recent land decree² The land permit allocation is expected to be granted before the year end.
EXPECTED PRODUCTION PROFILE
As stated on 20 March 2007, the Company expects net production to increase from approximately 800 boepd to a run rate of approximately 3,000 boepd by the end of 2007. This is now subject partially to availability of sufficient funds for 3 workovers planned in the second half of the year from the recommencement of JAA gas sales².
3D SEISMIC SURVEYS
The 25km² 3D seismic survey on the DB licence area was completed within the budget in terms of both cost and time and identified one side track opportunity and two additional potential well locations in the area.
The 3D seismic survey over approximately 65 km² of the BC licence area has begun as scheduled in April 2007. The field work and processing is expected to be completed in four months. The acquisition of a 3D seismic survey over the proposed area will not only assist in exploitation efforts but also the refinement of future development drilling locations. It will:
* enhance the ability to direct development wells to the optimal subsurface locations;
* guide the efforts to expand the development potential of the area by substantially increasing the quality of known locations and the probability of identifying additional locations.
The Company is also considering a 35 km² 3D survey on the NY licence area for the third quarter and completion by the year end.
OIL AND CONDENSATE SALES
Oil and condensate sales and production volumes for the first quarter were both above the budget. Prices were at and above those internally projected and not subject to any restrictions.
JAA GAS SALES
As announced in a press release dated 13 February 2007, a resolution of The Cabinet of Ministers of Ukraine had amended an existing regulation on fixed pricing of gas sales by state-owned companies to extend the scope of the regulation to potentially include Joint Activity Agreements with those entities. As previously announced - the Ministry of Fuel and Energy has verbally informed the Company that its net portion of JAA production will not be affected but Cardinal has sought further written clarification on the actual implementation of the resolution and, as a precaution, has elected with its partner Ukrnafta to transfer all JAA associated gas production to storage for future sales at higher prices. Free market prices are approximately 2 to 3 times those of controlled prices
No further written clarification has been received regarding the near term effect of proposed new legislation. Cardinal has therefore also elected with its other JAA partner Ukrgaz to transfer all production on JAA 429 on the BC Field to storage. 58,542 boe of Cardinal’s share of JAA gas produced in the first quarter of 2007 from both the RC Field and the BC Field JAA 429 has been placed in storage for future sale and Cardinal will continue to store all JAA gas produced until satisfactory clarification is received.
To resolve the current issue Cardinal is:
* negotiating its own direct marketing arrangements for RC Field JAA gas sales and BC Field JAA 429; and
* continues to seek clarification on implementation of the amended regulation.
Following the announcement of possible renewed elections in Ukraine further delays may now be encountered before further clarification is received.
Now that all of Cardinal’s JAA production is being placed in storage, this affects approximately 80%† of Cardinal’s current oil and gas production by volume.Monthly sales and EBITDA/cash flow have been reduced by approximately US$450,000 and $360,000 respectively‡. However sales may be made at any time at controlled prices.
Cardinal believes that the decision to store JAA gas production, although impacting on cash flow and working capital in the short term, will be of benefit to the Company once clarification is received and arrangements are made to sell the gas at the higher free market price.
Although storage of JAA gas has an adverse effect on the cash flow at present, this should be offset by the increase in production from the BC licence area upon completion of the gas gathering and separation facility at the end of the second quarter. All projected production enhancements in non-JAA portion of the BC licence area which are enabled by the completion of the gas facility will be free from such price restrictions and are expected to be sold at free market prices.
Cardinal will continue to concentrate its present development efforts and current production increase programme on licences that it owns 100% and operates, until the economics of JAA well activities are clarified.
Silver Point Capital has granted a waiver to covenants to reflect the present shortfall in cash flow due to the suspension of JAA gas sales.
GAS GATHERING AND SEPARATION FACILITY
Construction activities on the gas gathering and separation facility continue with operations expected to commence by the end of the second quarter of 2007 as originally projected.
The status of work to date on the project is as follows:
* Process area equipment and piping; 90% complete
* Civil works; 95% complete
* Electrical and Instrumentation works; 40% complete
* Overall; 80% complete.

Der pro-westliche Juschtschenko sitzt aber weniger sicher im Sattel, als bisher angenommen, hoffentlich geht das gut! Ich warte noch mit Nachlegen.
