Der zuständige Minister im Kabinett von Tony Blair will die Namen säumiger Alimentezahler künftig online nennen lassen. Sogar über elektronische Fußfesseln für Schuldner, Ausgangssperren und das Einbehalten von Reisepässen denkt der Minister nach.
Einen "mächtigen Denkzettel" wolle er abwesenden Eltern verpassen, die "dem Rest von uns den Stinkefinger zeigen, indem sie nicht bezahlen", sagte John Hutton laut der britischen Zeitung "Daily Telegraph". Der Minister für Arbeit und Renten will Beamten, die solche säumigen Zahler verfolgen, das Recht zur öffentlichen Anprangerung geben.

Im Laufe der Woche, so der "Daily Telegraph", werde Hutton einen Entwurf zur Abschaffung der sogenannten Child Support Agency (CSA) vorlegen. Diese Behörde ist seit 1993 für das Eintreiben von nicht geleisteten Unterhaltszahlungen zuständig, gilt aber als ineffizient.
Hutton will nun eine neue, schlankere Behörde schaffen, die sich nur noch um besonders schwere Fälle kümmern soll. Bis dahin sollen die Möglichkeiten der bisherigen CSA erweitert werden. Hartnäckige Nicht-Zahler könnten zum Beispiel auch "elektronisch markiert" oder mit Ausgangssperren belegt werden, so der "Daily Telegraph". Sogar das Einbehalten von Reisepässen wird demnach erwogen. Hutton sagte auch, man werde unter Umständen Geld direkt von den Konten der Übeltäter einziehen.
"Das Leben ungemütlich machen"
"Wir müssen das Leben für abwesende Eltern, die nicht für ihre Kinder bezahlen, ungemütlich machen", so der Minister.
Während sein Amtsvorgänger den Plan als "brilliant" begrüßte, ist die Opposition im britischen Parlament nicht von Huttons Vorschlägen begeistert. Sein Tory-Widerpart Philip Hammond sagte dem "Daily Telegraph", Hutton werbe für "Gimmicks", anstatt die eigentlichen Probleme der Behörde anzugehen. Eine Sprecherin der Liberaldemokraten sagte, der Plan könne auch nach hinten losgehen: "Eine Liste mit Namen von Leuten wäre vermutlich völlig ineffektiv und würde womöglich von so Manchem eher als Ehrenabzeichen betrachtet."

John Hutton, the Work and Pensions Secretary, said yesterday that he is ready to "come down like a ton of bricks" on absentee parents who are "holding two fingers up to the rest of us by not paying".
Offenders with a record of non-payment could also be fitted with electronic tags, subjected to curfews or have their passports withheld, he said.
He confirmed that ministers were looking at giving enforcement officers the right to take money direct from errant parents' bank accounts.
Mr Hutton will announce plans in a White Paper this week to abolish the Child Support Agency which has failed to collect more than £3..5 billion of unpaid maintenance since it was established in 1993.
It will be replaced, within two years, by a slimmed down version which will no longer seek to monitor every maintenance deal but concentrate instead on a hard core of the worst cases.
In the interim its enforcement powers will be beefed up.
"We've got to get tougher in the meantime — we've got to come down like a ton of bricks on those parents who are not meeting their responsibilities to their families," said Mr Hutton.
"Although relationships end, responsibilities to your kids don't. We've got to make life uncomfortable for the non-resident parents who aren't paying for their kids," he told BBC1's Sunday AM programme.

Mr Hutton, who has four children and was divorced three years ago, said most parents who were separated wanted to do their best for their children. "It is a fundamentally important thing in our society that our laws and our policies and everything else support family life. The people who suffer the most when this fails are the kids and that is simply not right — they are not to blame."
The CSA had failed partly because it had been dealing with "some very chaotic families."
But he conceded it had been wrong for successive Tory and Labour ministers to have thought it was "the business of government to police every single child maintenance arrangement."
The replacement body, the Child Maintenance and Enforcement Commission, would encourage and "incentivise" parents to set up their own private maintenance arrangements.
Ministers will also end the requirement that all lone parents must submit a claim to receive their payments.
Frank Field, the former welfare minister, described the plan to shame offenders on the internet as "brilliant" but questioned whether the CSA, which has been dogged by bureaucratic and other problems, should be given responsibility for posting the names until its successor is created, given its record.
Philip Hammond, the shadow work and pensions secretary, accused Mr Hutton of promoting gimmicks that would not address the core of the problem.
"What families need, and what we've been urging the Government to address, is getting the assessment part of the system right."
David Laws, the Liberal Democrat spokesman, said the internet plan could even backfire. "Listing people's names on a website is likely to be totally ineffective and could be seen by some people more as a badge of pride than a badge of shame."
Official figures show that it cost the taxpayer 70p for every £1 of unpaid maintenance recovered by the CSA.
