Will Congress Extend Solar and Wind Tax Credits?
TEMPE, Ariz.--(BUSINESS WIRE)--Evolution Solar Corp.'s (OTC: EVSO) CEO, Robert Kaapke expects 2008 to be a record setting year for both solar and wind. With the tax credits set to expire at the end of 2008, "(Solar installers) don't want to go beyond the December 31st deadline, so everybody's trying to jam-pack their orders in before the end of the year," said Kenedi of Sharp Electronics, the largest U.S. producer of solar panels.
"From the manufacturing perspective, we're sold out," said Tom Mueller, a spokesman for BP Solar (NYSE:BP) in Houston.
Tucson-based Technicians for Sustainability buys solar from Schott Solar Inc. and Sun Power Corp. (NASDAQ:SPWR). Both makers have told company president Kevin Koch that he will likely not be able to get any more panels this year.
The solar tax credit covers 30% of a system's cost, but it will drop to 10% Jan. 1 2009 if Congress doesn't act after it returned Monday.
The likelihood of taking on a new job right now is low, said Tom Dyer, senior vice president of marketing and government affairs at Scottsdale-based Kyocera Solar Inc. (NYSE:KYO).
“The historical growth within the solar industry is creating a huge demand on suppliers and manufacturers in the market. Silicon prices have gone through the roof and there is a very limited supply of panels," stated Robert Kaapke, CEO of Evolution Solar.
Some think the U.S. could be generating 10% of its electricity from the sun within 10-15 years, and Scientific American published a scheme last year for drawing almost 70% of our power using solar by 2050. Merrill Lynch's Mark Heller noted that solar startups raised more money in 2007-8 than Internet stocks did in their 1998 heyday. (..)

MADRID (Reuters) - España ha decidido aliviar el recorte previsto para las subvenciones de nuevas instalaciones fotovoltáicas, dijo el martes el secretario de Estado de Energía, Pedro Marín.
Marín dijo a periodistas que se implantará en 2009 un límite de 500 megawatios para nuevas instalaciones, por encima de la propuesta inicial de 300 megawatios.
'Se han aprobado 200 MW adicionales a (las previstas en) suelo para amortiguar el cambio', dijo Marín.
Esta subvención irá destinada a las instalaciones situadas en cubiertas, fachadas y construcciones fijas, a diferencia de las subvenciones destinadas a instalaciones a suelo de hasta 300 MW.
El techo propuesto por el Gobierno sería aún así menos de la mitad de los 1.200 MW del límite de capacidad de producción actual con derecho a prima, recordó recientemente la Asociación de la Industria Fotovoltaica (ASIF), añadiendo que sólo los proyectos actualmente en desarrollo podrán beneficiarse del límite de 500 MW, por lo que no se fomentará la construcción de nuevas instalaciones solares en 2009.
Después del anunció efectuado por Marín, Solaria invirtió la tendencia y a las 14.58 GMT avanzaba un 4,96% a 4,23.
Varios analistas dijeron que si bien el límite de 500 MW del actual borrador ya se conocía, el anuncio de Marín podría haberle dado una mayor visibilidad y haber alimentado la perspectiva del mercado de que el borrador se apruebe finalmente en el Consejo de Ministros de este viernes.
Esto eliminaría la incertidumbre que rodea al valor a la espera de los cambios regulatorios, explicaron los expertos.

Sept. 23 (Bloomberg) -- The Senate appeared poised to pass a $17 billion energy tax measure that gives an unprecedented boost to the solar-power industry and extends tax credits for wind as well as for refineries that process heavy oil.
The energy measure is part of a tax bill pegged at more than $100 billion. The energy portion of the bill failed eight times in the Senate and has faced opposition in the House because portions of the legislation haven't been paid for with offsetting revenue.
``It is the most significant legislation ever introduced in Congress for solar,'' said Rhone Resch, president of the Solar Energy Industries Association. ``It will provide a stable market for businesses to grow over the next 10 years.''
First Solar Inc., Suntech Power Holdings Co. Ltd., Sunpower Corp. and other companies would create 441,000 permanent jobs and inject $232 billion in new spending into the economy by 2016 because of the tax credits, according to a study commissioned by Resch's group.
The measure will extend through 2016 an investment-tax credit for solar projects. A narrower version of the credit has been in effect for three years, and with other renewable electricity tax breaks, is set to expire this year.
It will extend by one year a tax break for wind-power production and by two years for other renewable sources such as geothermal and biomass electricity. It also includes credits for coal projects that mitigate carbon emissions and for advanced cars such as plug-in hybrids.

Lawmakers broke a logjam and paved the way for today's expected passage last week with a two-year extension of a tax break that goes to refineries retooled to handle heavier fuels, such as from Canadian oil sands production. The measure also would send money to 29 Texas counties to respond to the effects of Hurricane Ike, which hit the state's coast on Sept. 13.
Senate Majority Leader Harry Reid, a Nevada Democrat, said the bill would go to the House for a possible vote tomorrow and asked lawmakers in that chamber not to alter the Senate bill.
``Don't send us back something else,'' Reid said in comments on the Senate floor today addressed to the House. ``It will not pass. If they try to mess with our package, it will die.''
The revenue-generating provisions include curtailing a tax break oil companies get for job creation and for overseas production and ending the ability of hedge-fund managers to defer taxes on profits earned in offshore funds.
The White House Office of Management and Budget issued a statement today saying the administration opposes the new taxes, but that the president would sign the bill.
``These provisions will increase the costs of American oil production, will give further advantages to foreign suppliers, and will likely result in higher prices at the pump,'' the office said.
The agreement would extend the alternative-minimum tax relief without revenue increases. The other so-called tax ``extenders'' in the bill, such as the research credit, will be ``substantially paid for,'' said Senator Max Baucus, the Finance Committee Chairman.

Al Gore sieht Finanzkrise als Chance für alternative Energien
Der frührere US-Vizepräsident Al Gore hat die derzeitige Finanzkrise in den USA als eine Chance für die Umwelt bezeichnet. Die Krise sei eine gute Gelegenheit, umzudenken und mit Investitionen in alternative Energien „die Wirtschaft wieder anzukurbeln“, sagte Gore am Donnerstag auf einer Pressekonferenz in Bombay zum Start des „Live Earth India“-Konzerts. Die Welt sei an einem Wendepunkt angekommen, mahnte der per Satellit zugeschaltete Friedensnobelpreisträger weiter.
Allein die USA hätten mit dem Kauf von fremdem Erdöl riesige Schulden angehäuft. Als Konsequenz der derzeitigen Krise sollten sie nun die „teuren und schmutzigen“ Energiequellen Öl und Kohle durch erneuerbare Energien ersetzen. Investitionen in Projekte beispielsweise zur Gewinnung von Sonnen- oder Windenergie würden neue Arbeitsplätze schaffen und die „Wirtschaft auf gute Weise stimulieren“, sagte der Umweltaktivist weiter.

Weltgrößtes Solarglaswerk in Thalheim geplant
Die Solarbranche in Sachsen-Anhalt wächst weiter. Das norwegische Unternehmen Vetro Solar will zwischen Sandersdorf und Thalheim im Landkreis Anhalt-Bitterfeld für etwa 400 Millionen Euro das größte Solarglaswerk der Welt bauen, teilte das Unternehmen auf seiner Homepage mit. Das Wirtschaftsministerium in Magdeburg bestätigte Berichte, nach denen es mit dem Unternehmen verhandele.

500 neue Arbeitsplätze
In dem Werk sollen täglich etwa 1.300 Tonnen Flachglas produziert werden. Dafür sollen mindestens 500 Arbeitsplätze entstehen. "Wir hoffen auf einen erfolgreichen Abschluss", sagte Wirtschaftsminister Reiner Haseloff (CDU) nach Angaben eines Sprechers in Magdeburg. Mit Hinweis auf die laufenden Gespräche wurden keine näheren Details genannt.
Zehn Solarunternehmen in Sachsen-Anhalt
Nach Angaben des Ministeriums ist die Region, das sogenannte Solarvalley, bereits weltweit führend in der Branche. Die dort ansässigen Firmen produzieren 80 Prozent der deutschen und 16 Prozent der weltweit hergestellten Solarzellen. Kern der Region ist der Raum Halle-Bitterfeld, wo auch der größte Solarzellen-Produzent der Welt, die Q-Cells AG, seinen Sitz hat. Den Angaben zufolge gab es Ende 2007 zehn Solarunternehmen mit etwa 3.000 Beschäftigten in Sachsen-Anhalt.
40 Millionen Euro für die Forschung
Die Initiative "Solarvalley Mitteldeutschland" war Anfang September zu einem der fünf Gewinner im bundesweiten Spitzenclusterwettbewerb ernannt worden. Diese Auszeichnung bringt der Forschung der regionalen Solarindustrie in den kommenden fünf Jahren 40 Millionen Euro Zuschuss. Außerdem übergab Haseloff in der vergangenen Woche einen Fördermittelbescheid in Höhe von 52,5 Millionen Euro aus EU- und Landesmitteln zum Aufbau eines 60 Millionen Euro teuren Fraunhofer-Centers für Silizium-Photovoltaik CSP.
