WASHINGTON, April 29 /PRNewswire/ -- In a unanimous vote, the Ohio legislature has passed a new bill requiring 12.5% of Ohio's energy be generated from renewable sources like wind and solar. Ohio now becomes the 26th state, including California, New York and Texas, to adopt renewable energy portfolio standards (RPS) -- tough new laws which are creating one of the most dramatic shifts in the delivery of energy to American consumers ever.

Dozens of planned coal, natural gas and diesel fired power plants have been cancelled across the country. Instead, 60-gigawatts of wind and solar power (enough energy to serve 20 million American homes) will be constructed, according to a new study by the Lawrence Berkeley National Laboratory.

WASHINGTON, April 22 /PRNewswire/ -- Once home to America's largest concentration of pump-jacks and oil derricks, Texas is now the best region in the country to install wind turbines. According to a new report by the Global Wind Energy Council, at 4,356-megawatts (MW), the Lone Star State has nearly twice the wind power capacity of nearest rival California (2,439 MW).

West Texas in particular has seen the most growth. Experts point to almost constant wind, flat range land and an extensive network of high voltage lines as the main catalysts. In the last 120 days alone, new West Texas wind power projects worth more than half a billion dollars have been announced.

NACEL Energy (OTC Bulletin Board: NCEN) unveiled two West Texas wind farms totaling 40 MW -- Blue Creek located north of Amarillo and Channing Flats in Moore County. NACEL is one of the only pure wind power generators in the country and went public last December. CNBC guest analyst and IPO expert Francis Gaskins has a $4 target on NACEL.

With 640 MW of generating capacity now in the development phase, NACEL Energy is currently working to accomplish two new objectives: 1000 MW of new wind energy projects underway by 2010 and the listing of its shares on the American Stock Exchange (AMEX).

To achieve its two newly stated goals, Mr. Dan Leach has been promoted from Managing Director of Operations to President. Prior to joining NACEL Energy, Mr. Leach served as a senior wind energy development consultant for Duke Energy Generation Services Wind LLC, a subsidiary of Duke Energy Corporation of Charlotte, NC. Since 1995, Mr. Leach has participated in all phases of the development and construction of 21 Greenfield utility class wind power generation facilities.

NACEL Energy currently has 40 MW of domestic utility class wind power under development in Texas with its Blue Creek and Channing Flats projects. NACEL Energy has also teamed with established infrastructure financier Ridge Partners, LLC to construct 600 MW of new wind projects in the Caribbean and Latin America. To further accelerate growth, NACEL Energy is augmenting its 3 person Operations Team reporting to Mr. Leach, to include an additional wind energy field developer focused on U.S., Latin American and Caribbean regions. The Company expects to announce the appointment in the near term.

      Nacel Ridge
      600 Megawatt Windpower Project
      Dominican Republic

      Slide 2

      Nacel Ridge

      ·
Nacel Ridge is a joint venture between Ridge Partners Dominicano (Norte), S.A. and Nacel Energy Corporation.

      ·
Nacel Energy Corporation (NCEN.OB) was founded as private company in February 2006. At the end of 2007 we successfully completed our IPO. The stock is OTC but quoted by the NASDAQ system and also trades in Europe on the Frankfurt Stock Exchange (Frankfurt: "4FC"). Our business office is located in Cody, Wyoming. Nacel is currently planning and developing wind energy projects in Texas, Kansas, Ohio and the Dominican Republic. Nacel CEO Dan Leach has participated in the development of 21 utility class wind power projects.

      ·
Ridge Partners Dominicano (Norte) S.A. is a Dominican corporation that has entered into a large land lease agreement with Instituto Agrario Dominicano for the purpose of growing the bio-energy crop Jatropha. Ridge will grow the crop only on fallow fields and will not displace any food crops. The wind turbines will be erected on fields that are controlled and planted by Ridge, with no negative impact on growth or the ecology

      Slide 3

      Executive Summary

      ·
Nacel Ridge will develop wind power projects in the Dominican Republic in three phases with a total capacity at build out of 600 megawatts of electrical production. The land on which this project is to be located is described in a lease between the Instituto Agrario Dominicano (IAD) and Ridge Partners Dominicano (Norte), S.A.

      ·
These lands are going to be used for the cultivation of Jatropha Curcas from which, vegetable oil will be extracted for biodiesel production.

      ·
The addition of wind turbines to these sites is complimentary to the production of Jatropha Curcas and will maximize the productivity of green energy for the total project.

      ·
The 600 megawatt project is planned for three phases of 200 megawatts per phase, each phase is comprised of four 50 megawatt clusters

      ·
This project will require more than 330 turbines

      ·
Nacel Ridge intends to complete the three phases of the project in 5-6 years

      Slide 4

      Capital Investment

In order to fully implement the project, Nacel Ridge will be required to invest 1.8-2.0 million dollars per megawatt of capital for a total cost of more than 1.14 billion dollars at build out.

      Slide 5

      Potential Economic Impact

      ·
Wind power projects have a positive economic impact on the economy of the area in which they are located.

      ·
Construction impacts are for the development period of the project and will be spread out over the duration of the construction of the project

      ·
Operations and Maintenance impact is reoccurring and estimated annually

      ·
The following estimates exclude the economic impact that will be created by the electrical power and its stimulation to the economy through the formation of new businesses, general commerce and industry

      ·
The following estimates were created using typical industry methodology provided by the NREL in their JEDI model

      Thank you for your attention

The Jobs and Economic Development Impact (JEDI) Model was developed in 2002 to demonstrate the economic benefits associated with developing wind power plants in the United States. The primary goal in developing the initial state level model was to provide a tool for wind developers, renewable energy advocates, government officials, decision makers and other potential users, to easily identify the local economic impacts associated with constructing and operating wind power plants. The second goal was to facilitate broad access and usage of the model by making it adaptable to a web based application that can be put on
      a web site.

Consistent with these goals, a strong emphasis was placed on designing the model in a user-friendly format that could be easily modified - reflecting different levels of project specific information and user skill. This insures the greatest flexibility for inexperienced spreadsheet users, those unfamiliar with economic impact analysis, and more experienced and knowledgeable users who have a need for this specific type of analysis.

Weiste was ich meine.

      wünsche dir was, schönes Wochenende.

      Renewable Energy a 'Finance-driven' Industry
      by Stephen Lacey, Staff Writer
      New York, United States [RenewableEnergyWorld.com]

Although the renewable energy industry saw over US $100 billion in global market activity, 14 percent of global venture capital investment and accounted for roughly one-third of new U.S. electrical generation capacity last year, the industry is still very far from maturation. But America's financial leaders are helping change that.

"It is clear that we are now a finance driven industry...as we move forward there will be big successes and failures and only the strong will survive."

-- Michael Eckhart, President of the American Council on Renewable Energy
One thing was clear at last week's Renewable Energy Finance Forum (REFF) in New York City: This budding industry is still a very risky one for investment. That reality has been illustrated by Congress' failure to extend the Investment (ITC) and Production Tax Credits (PTC); a situation that has spooked some investors and is starting to cause a shift of capital to other countries and other industries.

“If you don't like policy risk, you don't belong in this market,” said Rhone Resch, President of the Solar Energy Industries Association, in a speech to attendees. “But if you are willing to get into that risk, you belong in this business.”

All risks considered, the world's leading investors are recognizing that a transition to a clean energy economy is the single biggest economic opportunity of the 21st century — and possibly the biggest economic opportunity ever. The U.S. represents one of the largest renewable energy markets, so merchant bankers, private equity firms and venture capitalists are all educating themselves about how to navigate this immature yet promising marketplace and make the right decisions to drive the industry forward. REFF is an event designed to give financiers the tools to invest in this increasingly complicated space.

“It is clear that we are now a finance-driven industry. All of you here are in the right place at the right time,” said Michael Eckhart, President of the American Council on Renewable Energy (ACORE). “However, as we move forward there will be big successes and failures and only the strong will survive.”

Along with understanding policy risk, many investors want to know if the “clean energy revolution” is another bubble or just a replay of the short-lived enthusiasm for renewables during the oil shock of the 1970's. That's not the case, said conference speakers. The political and economic landscape is now perfect for strong, sustainable industry growth: The scientific debate over climate change is over; the price of oil will probably not fall dramatically, if it falls at all; developing countries like China and India are emerging as major energy consumers, increasing the demand for all types of energy; and despite the short-term political stalemate in Washington, there is bipartisan recognition that renewable energy is an economic driver and a necessary part of national security strategy.

“There are so many factors converging at once. It really is a perfect storm,” said David Sandalow, Senior Fellow at the Brookings Institution. “I just don't see this as another repeat of what happened in the 70's. This is the real thing.”

Although the expectations for growth are very high, the industry is still in its infancy. Renewables account for only 3.4 percent of total global power generation. The International Energy Agency recently issued a report estimating that in order to reduce greenhouse gas emissions 50% by 2050, global investment in renewable energy, energy efficiency and carbon sequestration will need to reach roughly US $45 trillion dollars by that date. That's the conservative estimate. Some analysts have said the figure could be much higher.

As the renewable energy industry works to put meaningful amounts of capacity online, the market remains very volatile for investors, especially in the U.S. However, the industry is finally approaching the form that it will eventually take on a larger scale, making the market a bit more clear for investors, said Michael Liebreich, CEO of New Energy Finance.

“We went through a number of years where people were waking up to renewable energy and energy efficiency, but they didn't know quite what that meant in terms of how they would integrate into the energy infrastructure,” Liebreich said. “We're now starting to get more clarity on how that will work.”

Liebreich and others point to the growing size of installations, increased consolidation of the industry and refined promotion policies as the factors creating this clarity. As a result of this continued “shake out,” the ability of firms to see how and where to invest their capital is continually improving.

All of this bodes well for the long-term picture. But in the short-term, there is a lot of concern about the U.S. market and what will happen over the next year if the ITC and PTC are not extended or are extended late in the year. By many estimates, if something is not passed in the next 30 days, there will be a significant derailment of investment with the U.S. wind and solar markets.

To raise more awareness about the issue, GE Financial Services and ACORE released a report at the event weighing the long-term economic impact of wind development with the up-front cost of the production tax credit. The report found that the net present value of 2007 U.S. wind development is worth US $250 million more than the price tag for the tax credits, which was about US $9 billion last year. According to the report, the tax credit pays for itself because of federal tax revenue received from wind projects, worker wages and property taxes.

“This study needs to be combined with the other area we've been discussing, which is the dire impact it will have on the industry if we don't extend the tax credits and lose jobs and squander the opportunity to create a domestic, clean power source,” said Kevin Walsh, Managing Director of Renewable Energy at GE Financial Services.

According to another widely cited report from Navigant Consulting, the wind industry could see the loss of 76,800 jobs and US $11.5 billion dollars in economic activity. Many in the industry estimate that up to 6 gigawatts (GW) worth of projects could be derailed at the end of 2008 and throughout 2009. In addition, the solar industry could see a 465-megawatt (MW) reduction in demand for PV modules if they do not get an ITC extension. Navigant estimates that around 39,400 jobs and US $8 billion in economic activity would be lost.

Almost everyone at REFF was hopeful that the credits would be extended by December. But even if that happens, there could still be a significant slowdown in the market as tax equity investors hesitate to make new deals in the second half of the year.

Due to the precarious situation in Congress, the talk at REFF was centered around policy as much as investment strategy and development figures. Due to the industry's infancy, it's very difficult to talk about renewable energy without talking about policy. Once the PTC and ITC issues are behind the industry, the next big battle on Capitol Hill will be over a carbon-weighted policy like cap and trade, according to presenters.

Most of the speakers had the same thing to say: Renewables can and will thrive without subsidies once the social and environmental costs of fossil energies are properly valued by a carbon-weighted policy. However, that will be a difficult piece of legislation to craft and one that could take years to become law. For the time being, many businesses in the industry are pushing ahead in spite of the politicking in Washington over incentives.

“We simply need more energy. We're not waiting around for governments to craft the perfect policies,” said Vivienne Cox, Executive Vice President of BP's alternative energy business. “This is an important market, and we're going to build a business around it.”

US Rep. Inslee Introduces Renewable Energy Pricing Legislation
Bill Tackles Viability of Federal Pricing Head-On
      by Jim Pierobon, Contributing Writer
      Washington, DC, United States [RenewableEnergyWorld.com]

U.S. Representative Jay Inslee (D-WA) on Wednesday tackled head-on the question of whether Congress can mandate electricity prices with the introduction of legislation that would set "feed-in" tariffs to motivate the development and purchase of more renewable sources of electric power.

"Everyone wins with a performance-based incentive. We just need to make sure that we reward the correct activity."

-- Matt Ferguson, head of Renewable Energy Practice, Reznick Group

Inslee's "Renewable Energy Jobs and Security Act" has three main tenets: a guarantee to interconnect renewables to the grid with uniform standards; a mandatory purchase requirement through long-term contracts with fixed tariffs; and rate-recovery through a regional cost-sharing and systems benefit charge.

By making these guarantees, Inslee said, "We can give homeowners, farmers and communities across America investment security that they can take to the bank. We know from experience in Germany, Spain and dozens of other countries around the world that this policy approach spurs unparalleled and affordable renewable-energy development."

Whether the proposal, which one informed observer called a "shot across the bow" of the utilities, even stands a chance in a future Congress remains to be seen. More practically, renewable energy suppliers and utilities will likely be watching how this proposal could shift the debate around renewables and alternatively help secure other policy approaches to renewables such as a national renewable portfolio standards (RPS), which would, in effect, apply to states that do not already have one. Twenty-six states currently have an RPS.

"Any process that prevents Congress from holding renewable energy development hostage — as we're seeing with the debate over the tax credits — deserves support," said Matt Ferguson, head of the Renewable Energy Practice at the Reznick Group. "Everyone wins with a performance-based incentive. We just need to make sure that we reward the correct activity."

Scott Sklar, a long-time advocate of renewable energy said, "This is an important bill because of how feed-in tariffs are working in Germany. It sets a marker to utilities that renewable energy pricing needs to be addressed."

Inslee's legislation would require utilities — at the request of any new renewable energy facility owner — to enter into a 20-year fixed-rate power purchase agreement. Uniform national "renewable energy payment" rates would be set by the Federal Energy Regulatory Commission at levels that would provide a 10% internal rate of return on investment for available commercialized technologies in regions constituting the top 30th percentile of renewable energy resource potential in the U.S.

A quick survey of electricity policy analysts pointed to challenges Inslee and his allies will have finding a way to pay for the rate-recovery mechanism. The bill would facilitate cost recovery through a new private — and independent — utility organization called "RenewCorps," which would be subject to FERC oversight. Utilities would be reimbursed by this organization for the additional cost of their power purchases, plus all costs associated with interconnection and network upgrades needed to accommodate the new renewable sources.

How all those costs are determined adds layers of complexity to an already complicated legislative proposal. Among the possibilities being tossed around are revenues from auctioning carbon credits in a future carbon cap and trade law.

At the start, Inslee — who represents Seattle — had secured three co-sponsors: Rep. William Delahunt (D-MA), James McDermott (D-MA) and Michael Honda (D-CA).

Six states have introduced feed-in tariff legislation for their own purposes: California, Illinois, Michigan, Minnesota, Rhode Island and Hawaii. Eight other states have begun considering some type of feed-in tariff or incentive pricing plan: New York, Massachusetts, Oregon, Wisconsin, Florida, New Jersey, Maine and Vermont. Together, they demonstrate that at least the concept of feed-in tariffs is not going to fade away any time soon and may, in fact, gain support in the next Congress and with the next President.

Under the German feed-in tariff, renewable energy technologies are guaranteed interconnection with the grid and are paid a premium rate that is designed to generate a reasonable profit for investors over a 20-year term. There are different rates for different types of renewables depending on what the law's authors thought were necessary to develop them profitably. Germany's tariffs decrease each year.

Although often linked to the infamous U.S. Public Utilities Regulatory Policy Act (PURPA), Germany's feed-in tariffs do not peg long-term contracts to the cost of avoiding conventional fuels, which was one of PURPA's objectives. As a result, those tariffs have avoided the contentious debate over those "avoided costs," which could differ region by region under PURPA.

Inslee's proposal would differentiate renewable energy payments by technology type, size of the system and the year it was placed in service. Simple and principled enough to lay the foundation for serious consideration in the 111th Congress? Stay tuned.

NCEN müsste ja da zur Finanzierung was bringen.

The letter requested that the Company voluntarily produce to the SEC certain documents and information relating primarily to certain of the Company’s public statements and SEC filings, as well as third-party research reports about the Company. The letter also requests information relating to the Company’s financial condition, its financing efforts and certain corporate matters.

The letter indicates that the inquiry is non-public and should not be construed as an indication that the SEC or its staff believes that any violation has occurred, nor should the Company consider the letter as an adverse reflection upon any person, entity or security.

Although the nature of the SEC’s inquiry is presently unclear, the Company has retained counsel and intends to cooperate fully with the staff’s inquiry. The Board of Directors has authorized an internal review under the direction of the Company’s new President and Director, Dan Leach, of the matters set forth in the SEC’s request and such matters as may be relevant to such inquiry and has retained counsel to assist in this review. As part of this process, the Company will review its previous public disclosures to determine what further action, if any, is required. Consequently, the filing of the Company’s Form 10-KSB for the fiscal year ending March 31, 2008 will be delayed at least until this process has been completed.

As that investigation has not yet been completed, the Company is not filing today its annual report on Form 10-KSB for the fiscal year ended March 31, 2008, with extension, due today. The Company intends to file this 10-KSB as soon as practicable following completion of this process.

      SPEKULATION
      US-Börsenaufsicht greift gegen Phantom-Handel durch

      Von Marc Pitzke, New York

Börsianer in New York: "Windhandel" belastet Märkte

NOTE: The company's failure to file its Form 10-KSB on time could result in a de-listing of the stock from the bulletin boards. Watch for an "E" to be appended to the stock symbol which alerts investors that, if the deficiency is not corrected within 30 days, the stock is subject removal to the Pink Sheets. For more information on this, visit http://www.otcbb.com or http://www.sec.gov

Nacel Energy Corp. (NCEN.OB) Reaches Wind Energy Development Goals Ahead of Schedule, Expanding Programs toward 1,000 Megawatts

No one source of energy will solve the power needs of the world today. A solution will entail the efficient use of many types of power generation. Unfortunately, there are many issues to solve before individual energy projects can come online. The technical progress needed to make energy programs feasible is moving forward nicely, but political will is lacking in most instances. In this sense, management needs to be up to the task at hand to make their individual energy programs work.

Since many of the needed energy programs being developed have made it past initial technological steps, finding an energy producer that has a solid management team in place to cope and drive their programs forward is the best way to find a solid and sustainable profit in an alternative energy provider.

Nacel Energy Corp., a wind energy producer, works to provide wind energy to local communities through community-oriented power sharing and ownership programs. The company is currently developing projects in Texas and Kansas through an increasingly common community-oriented business model.

Nacel Energy is quickly establishing itself as a mid-range wind energy provider. Although the market for wind energy in the US is a relatively new one, the company has set its goals toward providing 1,000 megawatts of power to local communities by 2010. The sizing of a wind power company is currently a developing measure, but by most comparisons this goal would place the company toward the lower end of a mid-sized community wind power generating company. To further put the company’s goals in perspective, a single community wind energy project generally provides 30-40 megawatts of power depending upon wind conditions and number of households served – 25,000 households are an average.

Oddly enough, the build-out of wind energy projects is the least of the issues that a wind energy company needs to deal with as they go about adding megawatts to their growth programs. Technology and cost reductions are improving at a rapid pace, but local and federal issues are not. Following a community-based business model for wind power has been a successful approach but opens the door for all community members to voice their opinions and vote, sometimes generating issues where there are none. Federal tax issues also provide problems for accessing supposedly easy-to-obtain tax benefits.

In the case of wind, the tax benefits are available but there are few ways to actually take advantage of them. Ultimately, these issues end up requiring a wind energy provider to have a solid management structure in place that has experience dealing with such issues. With its CEO having a solid wind power background at Duke Energy, the company has apparently solved this dilemma.

Nacel Energy is a wind energy provider on the rise. It has its development projects under control and is moving forward with them at a rapid pace. International expansion is also planned for the company with a solid profit potential likely for the company, in all its programs, in the very near future.

Obama Stimulus Package to Include $25 Billion for Renewable Energy

WASHINGTON, Jan. 15 /PRNewswire/ -- Congressional leaders together with Barack Obama's new Cabinet are planning a $25 Billion stimulus package in order to meet the President-elect's goal of doubling renewable energy production in the next three years, according to a report in Sunday's Washington Post.

President-elect Obama's Cabinet favors an $8.6 billion extension of the Federal Production Tax Credit, a program that speeds-up the building of new wind power generation projects. In addition, a bi-partisan initiative first backed by Rep. Chris Van Hollen (D-MD) and Rep. Zach Wamp (R-TN) for a National Clean Energy Lending Authority, is likely to be approved by the Obama team. The new agency could receive as much as $10 billion to extend low-interest loans, grants or guarantees to wind, solar and other renewable energy projects.

In the wind sector, most turbine manufacturers are foreign owned and not likely to qualify for stimulus dollars. Analysts expect U.S. based wind power project builders, to be big winners.

New Jersey's NRG Energy (NYSE: NRG) which just completed its second wind project in the Texas Panhandle, has received a buy recommendation from UBS.

Another wind power company with two projects underway in the Texas Panhandle is Denver based Nacel Energy (OTC Bulletin Board: NCEN). CNBC guest analyst Francis Gaskins has a $4 price target on the company. Nacel Energy closed yesterday at $1.15.

NACEL Energy Announces 20MW Swisher County Wind Farm - Company's Third Texas Power Project
DENVER, Jan. 21 /PRNewswire-FirstCall/ -- NACEL Energy Corporation (OTC Bulletin Board: NCEN) (FRANKFURT: '4FC') ('NACEL Energy'), a wind power company in business to generate clean, renewable energy, today confirmed it has entered into two long term wind development rights agreements covering an aggregate of 1573 acres of farm land located in Swisher County, Texas. Swisher is the Company's third Texas wind energy project located in the Panhandle. At project build-out, NACEL Energy anticipates 20 MW, or more, of power generating capacity from Swisher.

Collection of site specific wind data has commenced at Swisher with the installation of a 60 meter (200 ft.) NRG Systems meteorological tower transmitting data back to NACEL Energy, via an Iridium satellite uplink. While wind data is collected, additional important development milestones including, without limitation, interconnection engineering, turbine engineering and obtaining turbine debt financing, must be completed by the Company. Accordingly, NACEL Energy cautions that project commissioning (completion) at Swisher is not expected until at least the end of the Company's fiscal 2009-10 year, or later depending upon future events.

NACEL Energy's three domestic wind power projects, Swisher, Blue Creek and Channing Flats, are all located in the Texas Panhandle, believed to be among the nation's premier wind energy corridors. According to the Texas State Energy Conservation Office (SECO), the Panhandle contains the State's 'greatest expanse of high quality winds.' SECO's research indicates that while Class 4 wind locations such as Swisher, Blue Creek and Channing Flats comprise just 4.38% of the land area of Texas, these lands, in their aggregate, could supply 100% of the State's (1995) electric power consumption. (Source: SECO website, 'The Energy Report 2008' Chapter 11 (Wind Energy), Exhibit 11-9)

NACEL Energy Chief Executive Officer, Brian Lavery, stated:

'Swisher is our third wind power project in the Texas Panhandle. We anticipate generating a total of 70 MW of clean, renewable power upon build-out of our three projects - enough energy to meet the daily requirements of an estimated 20,000 average American homes.'

About NACEL Energy Corporation (OTC BB: NCEN)

NACEL Energy is one of the first publicly-traded companies in America exclusively developing utility class wind power generation projects. NACEL Energy has commenced work at its Swisher, Blue Creek and Channing Flats projects, all located in Texas, and currently anticipates 70 MW of new wind power upon their completion. Internationally, NACEL Energy is pursuing development of a three phase 600 MW wind power generation project in the Dominican Republic which, if successful, could supply clean, renewable, wind energy to a region which relies predominantly on fossil-fuels. NACEL Energy was founded in 2006 and successfully completed its IPO in December of 2007.
