SHANGHAI—China Molybdenum Co., the country's largest producer of molybdenum, said Monday it plans to raise 3.646 billion yuan ($575 million) in an initial public offering in Shanghai to help fund projects to meet the country's rising demand for the strategically important minor metal.
Global demand for molybdenum, which is used to harden steel and as an alloy agent in stainless steel production, hit a record 537.1 million pounds in 2011, with world-wide output for the year also rising to a record, at 534.6 million pounds, according to a report by Platts in June, which cited data from the International Molybdenum Association. The minor metal is also used to manufacture aircraft parts and industrial motors.
China was the world's biggest consumer of molybdenum last year, with consumption increasing to 168 million pounds from 148.5 million pounds in 2010, according to the report.
But analysts say demand for the IPO could be hit by a tepid equities market, with the Shanghai Composite Index down 3.1% so far this year, and waning steel demand stemming from a slowdown in the domestic economy and a capacity overhang in the steel sector.
"I don't expect (the IPO) to attract huge demand because of the weak fundamentals in the sector," said a Shenzhen-based analyst at a major domestic brokerage.
Current supplies of molybdenum, a by-product of copper-molybdenum mines around the world, are also relatively sufficient, the analyst said.
"There might be some speculation due to the fact that new share issues can usually produce high returns in the first few days of trading, but in the medium to long term, I don't think it's going to outperform its peers, which are trading at 20 times their price-to-earnings ratio right now," she said.
The company, which is already listed in Hong Kong, plans to issue up to 542 million A-shares, or up to 10% of its expanded share capital, after receiving regulatory approval from the China Securities Regulatory Commission, the company said in separate statements filed to the Hong Kong and Shanghai stock exchanges. It will start bookbuilding Tuesday to gauge investor demand and plans to announce the pricing of the IPO on Sept. 20.
The company raised US$943 million in its Hong Kong IPO in 2007. Its share price at midday Monday was 3.12 Hong Kong dollars, down from its IPO price of HK$6.80.
The company said it plans to use 1.88 billion yuan of the proceeds from the Shanghai offering to develop a hard alloy project and 1.77 billion yuan to promote its molybdenum and tungsten products.
Essence Securities Co. and BOC International (China) Ltd. will underwrite the deal, said the company.
Despite gains on the Shanghai Stock Exchange on Friday following news of the European Central Bank's bond-buying program and the Chinese government's massive infrastructure investment plans, investor confidence in mainland China remains fragile. Sentiment is being hurt by a series of disappointing economic data and because Beijing is unlikely to oversee a repeat of the stimulus package it introduced during the 2008 global financial crisis at a time of a once-in-a-decade leadership change.
China's steel industry has long been plagued by a capacity overhang despite the boost to demand for ferrous metals caused by the 4 trillion yuan stimulus, the Shenzhen-based analyst said.
"The steel industry will continue to find it difficult to reap profits in the coming months, which is a negative for molybdenum," said the analyst.
Jinduicheng Molybdenum Co. was the first molybdenum producer to be listed on the Shanghai Stock Exchange when it launched a $2 billion IPO in March 2008.

UBS also thinks that the net profit of CMOC will decrease from RMB1.12 billion in 2011 to RMB947 million in 2012 on only little growth in production capacity and weak outlook for moly prices. China Molybdenum said it aimed to sell up to 542 million shares in Shanghai, in a draft IPO prospectus published on the securities regulator's website.
The ultimate size of the IPO will depend on how it manages to price it, but the company said it planned to use the proceeds to finance four projects including processing facilities for tungsten, high-performance alloys and other materials that will cost an estimated 3.65 billion yuan ($577 million).
It will now await approval by the China Securities Regulatory Commission (CSRC), which should soon announce a date for a listing hearing.
China Molybdenum's profit rose 9.6 percent in 2011 to 1.12 billion yuan. Its Hong Kong shares closed at HK$3.61 on Friday. They are up 8.7 percent so far this year.
China Molybdenum's planned Shanghai IPO comes as an improving stock market renews investors' interest in buying into IPOs. Over the past year, some companies have struggled to raise funds in the Hong Kong and mainland equity markets due to the market downturn.
It would also become the latest in a number of Chinese firms to tap mainland Chinese investors for funds after initially going public in Hong Kong, including automaker BYD Co Ltd .

Das geht aus zwei Einkaufsmanagerindizes hervor, die am Sonntag veröffentlicht wurden. Die unerwartet gut ausgefallene amtliche Statistik ist für Volkswirte kein Grund zur Euphorie. Sie verweisen auf saisonale Effekte und halten wegen der an Fahrt verlierenden Konjunktur eine Lockerung der Geldpolitik für wahrscheinlich.
Die Regierung in Peking hatte ihr Ziel für das Wirtschaftswachstum in diesem Jahr zuletzt auf 7,5 Prozent gesenkt. Die große Frage ist, ob es zu einer weichen oder harten Landung kommt. Auch die durchwachsenen Industriedaten liefern dafür keine eindeutigen Hinweise. Mit Spannung warten Analysten daher auf die Zahlen zur Kreditvergabe der Banken im März, die Mitte April anstehen. Sollte es dem Land gelingen, die Bedingungen der Darlehensaufnahme zu verbessern, könnte damit das Wachstum angekurbelt werden, argumentieren Experten. Demnach hätte die chinesische Volkswirtschaft dann im ersten Quartal das Schlimmste hinter sich gebracht. Die Monate Januar bis März dürften das konjunkturell schwächste Vierteljahr seit drei Jahren werden.

Nach dem Winterende fuhren viele Fabriken ihre Produktion wieder kräftig hoch. Daher liefen die Industriegeschäfte im März so gut wie seit elf Monaten nicht mehr, wie der offizielle Einkaufsmanagerindex (PMI) zeigt. Dieser legte auf 53,1 Punkte zu von 51 im Februar. Volkswirte hatten mit einem Rückgang auf 50,5 Punkte gerechnet. Die Umfrage erfasst vor allem große Betriebe. Nomura-Volkswirt Zhang Zhiwei verwies darauf, dass der Geschäftsschub zu Frühlingsbeginn typisch sei. "Aus dieser Perspektive betrachtet ist das noch kein sehr starkes Signal", sagte Zhang. "Der Druck auf die Regierung, die Geldpolitik zu lockern, nimmt weiter zu." Die Inlandsnachfrage müsse durch eine Ausweitung der Kreditvergabe gestärkt werden.
Vor allem kleinere Firmen aus dem Privatsektor haben es deutlich schwerer an Bankdarlehen heranzukommen als die großen Staatsbetriebe. Dies ist auch am endgültigen PMI der Großbank HSBC abzulesen, der auf einer Umfrage unter mittelständischen Fabriken beruht. Nun greift China offenbar zu anderen Mitteln. Das Unternehmen Inner Mongolia Baotou Steel Rare-Earth Group soll einen Monat lang keine Seltenen Erden produzieren. In einer Mitteilung an die Börse in Shanghai teilte Baotou Steel mit, man wolle Produktion und Nachfrage wieder in Einklang bringen, nachdem der Preis für Seltene Erden wegen Unsicherheit über die weitere wirtschaftliche Entwicklung in den USA und in Europa stark gesunken war.
