Growing competition and declining revenues in India [ Images ] have prompted state-run Mahanagar Telephone Nigam Ltd [ Get Quote ] to revive plans to enter overseas markets.

This move comes after the appointment of the company's new chairman and managing director Kuldip Singh.

The telecom company's former chairman R S P Sinha, who stepped down earlier this month, had publicly stated that the company had put its acquisition plans on hold. Singh was previously MTNL's director (technical) and has been appointed CMD for three months.

An MTNL official said the company hopes to enter Africa by acquiring a new licence or buying an operator.

Last year, the telecom operator had earmarked Rs 500 crore (Rs 5 billion) for overseas acquisitions. It had prequalified for Nigeria's firm Nigeria Telecommunications Ltd, and an official confirmed that MTNL will submit a bid on February 15.

On Friday, Nigeria postponed the bid deadline for Nitel to February 15 from January 22, after the 14 suitors for the fixed line operator and its subsidiaries asked for more time to submit their bids.

The Nigerian government had invited expressions of interest in July for a minimum 75 per cent stake in Nitel and each of its units, which include mobile arm MTEL, the South Atlantic Terminal Underwater cable and analogue cellular subsidiaries STAC and CDMA.

Apart from MTNL, the 14 pre-qualified investors include the Nigerian arms of South Africa's [ Images ] MTN Group and Emirates Telecommunications Corp (Etisalat), a group involving Spain's Telefonica and local firm Globacom.

MTNL already runs services in Mauritius and operates in Nepal via a joint venture, UTL.

Five billion people to use mobile phones in 2010: UN
      15 Feb 2010, 1836 hrs IST, AGENCIES

BARCELONA: The ranks of cell phone subscribers will swell to five billion people this year thanks to the growth of smartphones in developed
nations and mobile services in poor nations, a UN agency said on Monday.

The International Telecommunication Union (ITU) also said the number of mobile broadband subscriptions would exceed one billion this year after reaching 600 million in 2009.

"Even during an economic crisis, we have seen no drop in the demand for communications services," ITU Secretary-General Hamadoun Toure said in a statement at the Mobile World Congress in Barcelona, Spain, the industry's biggest trade show.

The number of mobile subscribers had reached 4.6 billion people last year.

"I am confident that we will continue to see a rapid uptake in mobile cellular services in particular in 2010, with many more people using their phones to access the Internet," Toure said

In the developing world, the growth has been driven by the use of phones for mobile banking and health services, the ITU said.

"Good examples include sending reminder messages to patient's phones when they have a medical appointment, or need a pre-natal check-up," Toure said.

"Or using SMS messages to deliver instructions on when and how to take complex medication such as anti-retrovirals or vaccines," he said, adding that such uses can save millions of dollars and lives.

People with no bank accounts but mobile subscriptions are also increasingly able to do financial transactions with their phones in developing countries, he said.

      Millionen leben praktisch isoliert,

      was liegt dann näher,

      Rajesh S Kurup / Mumbai July 21, 2009, 0:30 IST

A merger between state-run telecom firms Bharat Sanchar Nigam Ltd (BSNL) and Mahanagar Telephone Nigam Ltd (MTNL) is the best option because it would create the country’s largest telecom company, said Kuldeep Goyal chairman and managing director of BSNL.

“The merger would also help synergise operations of both the telecom companies,” Goyal said in an interview to Business Standard.

Goyal, however, said the preference for a merger was his personal view. The Department of Telecommunications and boards of both companies had discussed the issue many times, but never come to a conclusion.

He added that he was not worried if the merger did not take place. “We have initiated plans to create synergy between both the companies, like joint go-to-market procedures,” he said.

A merger would create a behemoth with a turnover of over Rs 39,000 crore, higher than its nearest rival Bharti Airtel at around Rs 37,000 crore. It would, however, have around 52 million subscribers compared to Bharti Airtel’s over 100 million.

In the decades before telecom services were liberalised, the government provided all-India services through the department of telecom. MTNL was spun off as a separate entity in 1986 to focus on the fast-growing cities of Mumbai and Delhi.

In 2000, the government decided that BSNL would offer pan-India telecom services, except in Delhi and Mumbai. This has created issues for both companies. MTNL, for instance, finds itself restricted to two major cities, with limited scope for expansion. It has a 1.3 per cent market share of mobile GSM services, the fastest-growing segment of the telecom market.

BSNL, on the other hand, has been considering an initial public offer to raise over Rs 10,000 crore to fund its GSM expansion, a move its unions have opposed. Its alternative is to find a global investor for a strategic minority stake.

BSNL’s revenues fell 21 per cent in 2008-09 to Rs 11,505 crore from Rs 14,499 crore recorded in the previous year, according to a statement made by Minister of State for Communications and IT Gurudas Kamat in the Rajya Sabha.

Goyal conceded that revenues have fallen but said it was taking key initiatives to arrest the fall.

The plan includes sharing towers and the optical fibre backbone with competitors, venturing into new businesses like managed networks and providing IT services like security (firewalls) and managed network services to other companies. BSNL is also venturing into Virtual Private Network (VPN) operations for which it is tying up with international companies like Cable&Wireless, British Telecom, BCCW Hong Kong and NTT DoCoMo.

On the question of offering a voluntary retirement scheme (VRS) to reduce its workforce of 2,79,000 employees, Goyal said at the moment there are “no active proposals under consideration”, but the company might looking at staffing after the restructuring exercise is over. “If there is a need for VRS, we will come out with one and talk to the employees,” he added.

BSNL-MTNL merger only after BSNL listing: Govt
Tags: State for Communications and Information Technology Gurudas Kamat, BSNL, Mahanagar Telephone Nigam Ltd, New York Stock Exchange, MTNL

The telecom ministry will decide on the merger between the state-owned telecom companies, Bharat Sanchar Nigam Ltd and Mahanagar Telephone Nigam Ltd [ Get Quote ], only after the listing of the former.

"MTNL is a New York Stock Exchange- listed company, and a merger would not be possible without the listing of BSNL. We will first look at listing BSNL and then will decide on the merger," Union Minister of State for Communications and Information Technology Gurudas Kamat [ Images ] said.

The merger was on the agenda of the government and was discussed many times with the board of the companies. However, a concrete decision was not reached at. Apart from the NYSE listing, MTNL is also listed on Indian bourses.

When asked about the employee union's concerns of BSNL's Initial Public Offering, the minister said the government would discuss the issue with the unions. "We will address it," he added.

He said BSNL has been making profits, and that steps have been taken to improve the PSU's profits. On the allocation of 3G and WiMax spectrum, the minister said allocation would start by the end of this year

BSNL selloff likely soon, no BSNL-MTNL merger: Pitroda
      8 Jan 2010, 2010 hrs IST, PTI

NEW DELHI: The Prime Minister's IT advisor Sam Pitroda said on Friday the Government is not planning to merge BSNL and MTNL, but efforts are on
      to sell stake in BSNL.

"There is no move to merge BSNL and MTNL", he told reporters here today, however, adding the Government is considering selling a part of its stakes in BSNL and will move in "quickly" in that direction.

A high-level review meeting chaired by Prime Minister Manmohan Singh earlier this week had agreed to consider a suggestion for immediate sale of 10 per cent Government equity in BSNL.

Pitroda, who is also coordinating the release of spectrum by the Defence forces for the upcoming 3G auction, is learnt to have called for an immediate disinvestment of 10 per cent Government equity in BSNL, a proposal that is expected to be considered at the top most level of the Government soon.

The review assumes importance in the wake of the deteriorating revenues of the telecom PSUs, particularly BSNL, which is also confronting a controversy over a Rs 35,000-crore expansion plan. He said there is no plan to come out with a follow-on-public offer of MTNL.

It can be recalled that the Government had earlier contemplated to merge BSNL and MTNL thinking the move would help synergise operations of both the state-owned telcos.

The DoT and boards of both companies had discussed the issue many times, but never came to a conclusion due to various issues like MTNL's listing, BSNL's huge workforce, employees' objection among others.

BSNL is 100 per cent owned by the Government while in MTNL it holds 56.25 per cent stake. BSNL operates all over the country except in Delhi and Mumbai, while MTNL operates only in these two metros.

BSNLTelecom major Bharat Sanchar Nigam Ltd has finalised a war chest of Rs 14,000 crore (Rs 140 billion), one of the largest investments by the corporation in a single financial year, to defend its market share.

Half the money, to be invested over the next 12 months, will be used to expand its mobile network.

This includes creating capacity for 20 million additional customers, doubling third generation service coverage from 366 to 760 cities by the end of the next financial year and creating capacity to almost double its broadband subscriber base from 3.5 million to 7.5 million in the same period.

BSNL is India's [ Images ] fourth largest mobile service company in terms of number of subscribers with a 12 per cent market share. In broadband, it is the undisputed leader with a 60 per cent market share.

"Our main aim is to maintain our market share in the mobile space especially as there are now 13 or 14 players in the market," BSNL chairman Kuldeep Goel told Business Standard.

"We are concentrating on the domestic market, which is why we have also decided to go slow on our plans to go global."

The corporation recently exited a consortium set up to bid for the African assets of Kuwait's Zain Telecom. Last week, the west Asian company signed a deal with Bharti for its assets in 15 African countries.

Goel has also drawn up an aggressive 3G roll out strategy to leverage its first-mover advantage. The company, together with Mahanagar Telephone Nigam Ltd [ Get Quote ], state-owned telecom service provider for Mumbai [ Images ] and Delhi [ Images ], was given spectrum for 3G services over a year ago. Auctions for 3G for the private sector will begin in April and spectrum will be given to them in September.

"We have 1.5 million 3G customers out of our total subscriber base of 60 million. Our target is to get 5 million 3G customers by the end of the next financial year. We expect 5 per cent of our total user base to come from 3G initially. This percentage may go up to 10 per cent later," he added.

Asked how BSNL would raise resources for such a large investment, Goel said: "We are a debt-free company with reserves of over Rs 35,000 crore (Rs 350 billion)."

It also plans to contain costs by making a fundamental shift in its procurement policy. Instead of following the decades-old system of ordering and buying a fixed number of mobile lines, BSNL recently floated a request for proposal for a 'managed capacity' model, which means outsourcing its network operations and management like private competitors do.

The new contracts will be for a duration of two to three years.

The change has been prompted by recommendations from the Sam Pitroda [ Images ] committee to scrap a 93 million line GSM order due to various controversies.

The BSNL board has accepted the recommendation.

Ahead of the new contract, the company has also prepared a contingency plan to meet its immediate need for new capacity.

It will issue an additional order of 5-10 million lines to Ericsson, its current vendor, which has supplied equipment in the north and east. In the south and west, the company has 20 million lines under installation, which is considered sufficient to meet demand for the next 12 months.

Goel admitted, however, that the company might slip into the red this year on account of arrears on wages that have been raised.

"We had a net profit of Rs 175 crore (Rs 1.75 billion) for the half-year ended December this year and were expecting profits of Rs 200 crore (Rs 2 billion) to Rs 300 crore (Rs 3 billion) at the end of the financial year. If we have to pay arrears on wages, which comes to around Rs 3,700 crore (Rs 37 billion), we will surely make a loss this year."

He also admitted that profits have been impacted by a drop in wireline revenues.

The rupee appreciated 3.6% since December 31 to 44.92 per dollar at the close of trade on Wednesday. That’s the second-best performer among Asian currencies after Malaysia’s ringgit. The currency, which climbed 0.4% on Wednesday, touched 44.88 on Tuesday - the highest level since September 10, 2008.

Offshore contracts indicate bets the rupee will trade at 44.97 to the dollar in a month, compared with expectations of 45.14 on Tuesday.

Currency option prices signal investors are more optimistic on the rupee. One-month implied volatility, a measure of expectations for rupee price movements, averaged 7.8% on Wednesday, down from 9.8% a month ago. The gauge of expected currency swings is quoted by traders as part of option prices.

      Richtung Norden gehen.

[i]BSNL, MTNL to make big gains from intra-circle roaming pacts
      25 May 2010, 0133 hrs IST,Joji Thomas Philip,ET Bureau

NEW DELHI: The absence of a pan-India 3G licence winner may spell good news for state-owned telcos BSNL and MTNL as private operators will have to approach them for intra-circle roaming agreements in regions where they themselves failed to win 3G airwaves. Executives of several telcos said they were exploring an alliance with BSNL that has 3G airwaves in all circles as it would be a single step solution as against stitching alliances with several firms across the country. MTNL has 3G airwaves for Delhi and Mumbai.

“This could open a new revenue stream for us,” Kuldeep Goyal, chairman and managing director of BSNL told ET. He did not reveal the names of firms that have so far sought out intra-circle deals with BSNL but said the telco was open to sharing its passive infrastructure (excluding spectrum) that it had built for 3G services with private operators.

The top two mobile firms, Bharti Airtel and Reliance Communications (RCOM), each won third generation airwaves in 13 of the 22 telecom zones on offer while other major operators Aircel, Vodafone Essar, Idea Cellular and Tata won a total of 13, nine, eleven and nine circles, respectively.

The alliance for 3G services would be similar to intra-circle roaming for voice telephony. If Bharti Airtel wants to offer 3G services to its customers in Maharashtra, where it has not bagged airwaves for the high-end services, it can enter into an intra-circle roaming agreement with BSNL or any other telco that holds 3G airwaves for that region.

This will allow Bharti Airtel to offer 3G services such as high-speed internet, ultra fast downloads and video conference on mobiles to its customers in Maharashtra at a premium, using the state-owned telco’s technology platform. It will also allow Bharti Airtel or any other private telco striking such alliances, to retain their top-end users yearning for high-speed data services, who might otherwise switch to services of another 3G operator. This will be significant since mobile users are likely to have access to number portability, allowing consumers to change the telecom operator while retaining the phone number, before the launch of 3G services, due for the year-end or early next year.

“Given the fluid Indian telecom environment, we would not rule out the possibility that a few operators could agree on 3G roaming agreement with other operators. This could be a result of either bilateral swaps or could even be due to prodding of regulator,” research analysts Bhuvnesh Singh, Sunil Tirumalai and Sagar Rastogi with Credit Suisse said in a note last week after the completion of the 3G auctions. Romal Shetty telecom vertical head at KPMG, says a significant amount of fee the subscriber shells out will go to the state-owned operator under the intra-circle roaming deals. “Everybody will have to get into intra-circle roaming pacts, that is definite,” he says.
