There are currently two systems for determining location for E911 calls. One solution is network based and uses the existing cellular network to determine location. The other uses the GPS system to locate the coordinates of the signal. Recently The Stategis Group (www.stategisgroup.com), a top telecommunications consulting firm, indicated that carriers were leaning more towards a handset-based solution. And judging by QCOM`s purchase for a cool $1 billion dollars of SnapTrack, a company involved in precision location services using the GPS system, looks like QCOM is falling right in line with what was predicted by the Strategis Group. Right now there may be many companies, some of them major corporations, that are infringing on Paradigm`s patent. Licencing these companies will undoubtably generate an excellent and continued revenue stream for Paradigm and its shareholders well into the year 2011 when the patent expires.

Paradigm shares are currently way below the market average and we see opportunity for investors to profit from. By comparison Paradigm with approx 30,000,000 shares outstanding should be trading at $16.40 range. There has been much talk about a GPS related patent for which PRAV has exclusive
worldwide agency rights. What has not been mentioned is exactly why this patent has
enormous implications.
The federal law, E911, will require by 2001 that all emergency calls made from a cellular
telephone must be traceable within so many feet. You`ve probably heard about emergency
calls being made from cell phones where the location could not be determined. E911 will

Cell phone carriers can choose from two differnet solutions, neither which is perfect. GPS is
one solution and the other is a network-based solution.
GPS is generally more accurate and less costly to the carriers to implement. Network-based
solutions get a fix on the cell phone location by analyzing data from a few nearby cell
stations. Another proposed solution actually
uses both the handset and network solutions. Recently The Stategis Group
(www.stategisgroup.com), a top telecommunications consulting firm, indicated that carriers
were leaning more towards a handset-based solution.
The way the handset solution would work is that it would contain GPS capability. Like all
GPS units, you would be able to determine your exact coordinates via the Global
Positioning Satellite system. However, if you
are in a dangerous situation and unable to tell 911 where you are located it won`t do much
good. That`s where E911 and PRAV`s patent rights come to the rescue.
PRAV has exclusive agency rights to the patent (US#5043736) which covers the
transmission of the cell phone signal to the cell station, giving your GPS
determined location. This is a process patent. Apparently several legal experts have
analyzed the patent and determined that it was written very well and does cover the process
quite thoroughly.
Right now there may be over 50 companies, some of them huge corporations, that are
infringing on the patent.
One method of determining a good tech stock to invest in is to check how often their patents
have been referenced (there`s a little more to it than that). The patent for which PRAV has

According to PRAV numerous companies are infringing on this patent. Several months ago
PRAV engaged a top legal expert in licensing. Negotiations have been ongoing and it
appears that agreements are imminennt.
Although PRAV will not speculate regarding the revenues from licensing, the potential may
be enormous considering the number of cell phones which are produced annually, not to
mention existing cell phones which may be
retrofitted.
The above, coupled with progress in PRAV`s video compression/surveillance/internet
technologies, seems to indicate that PRAV`s stock could be a bargain at current prices.

The Reason PRAV Could Rocket....E911 by : Rev.bigD post # 81
There has been much talk about a GPS related patent for which PRAV has exclusive
worldwide agency rights. What has not been mentioned is exactly why this patent has
enormous implications.
The federal law, E911, will require by 2001 that all emergency calls made from a cellular
telephone must be traceable within so many feet. You`ve probably heard about emergency
calls being made from cell phones where the location could not be determined. E911 will

Cell phone carriers can choose from two differnet solutions, neither which is perfect. GPS is
one solution and the other is a network-based solution.
GPS is generally more accurate and less costly to the carriers to implement. Network-based
solutions get a fix on the cell phone location by analyzing data from a few nearby cell
stations. Another proposed solution actually
uses both the handset and network solutions. Recently The Stategis Group
(www.stategisgroup.com), a top telecommunications consulting firm, indicated that carriers
were leaning more towards a handset-based solution.
The way the handset solution would work is that it would contain GPS capability. Like all
GPS units, you would be able to determine your exact coordinates via the Global
Positioning Satellite system. However, if you
are in a dangerous situation and unable to tell 911 where you are located it won`t do much
good. That`s where E911 and PRAV`s patent rights come to the rescue.
PRAV has exclusive agency rights to the patent (US#5043736) which covers the
transmission of the cell phone signal to the cell station, giving your GPS
determined location. This is a process patent. Apparently several legal experts have
analyzed the patent and determined that it was written very well and does cover the process
quite thoroughly.
Right now there may be over 50 companies, some of them huge corporations, that are
infringing on the patent.
One method of determining a good tech stock to invest in is to check how often their patents
have been referenced (there`s a little more to it than that). The patent for which PRAV has

According to PRAV numerous companies are infringing on this patent. Several months ago
PRAV engaged a top legal expert in licensing. Negotiations have been ongoing and it
appears that agreements are imminennt.
Although PRAV will not speculate regarding the revenues from licensing, the potential may
be enormous considering the number of cell phones which are produced annually, not to
mention existing cell phones which may be
retrofitted.
The above, coupled with progress in PRAV`s video compression/surveillance/internet
technologies, seems to indicate that PRAV`s stock could be a bargain at current prices.

When the Clinton administration lifted all barriers to commercializing the Pentagon`s Global Positioning System, it said the move would create 100,000 new high-tech jobs by 2000.
Industry officials aren`t so sure, but they did say the move will likely prevent creation of rival GPS networks by foreign nations.
President Bill Clinton`s April 1 decision ensures the GPS network will be free for all users and it upgrades the accuracy of the commercial-grade signals from 100 meters to 10 meters by 2005.
The resulting worldwide reliance on the U.S. network will boost GPS-related sales by U.S. companies, said Mike Swiek, executive director of the Washington-based U.S. GPS Industry Council.
The GPS receivers could be built into cars, cellular phones, trucks, boats any other devices, allowing U.S. companies to sell roughly $8.5 billion of GPS gear in 2000. In 1994, U.S. companies sold less than $1 billion in GPS equipment.
The GPS network of 24 satellites broadcast accurate navigation signals and timing data to hand-held receivers costing as little as $175. By listening to the GPS signals, military-grade receivers can determine locations to within a few meters, but commercial receivers can determine positions to within 100 meters. However, commercial GPS providers have for years offered GPS with software algorithms that improve commercial accuracy -- to the relatively few customers who need such highly accurate information.
Vice President Al Gore emphasized the policy`s effect on job growth in California, whose votes are needed for Clinton`s re-election. "This new approach... will help the emerging GPS business literally burgeon with jobs and explode into an $8 billion industry by the end of the century.... It will create some 100,000 new high-tech jobs, the majority of them in California," he said.
In the past, industry officials made similar predictions, but Clinton`s announcement made the forecasts "more realistic and reliable," said Swiek.
"The 100,000 jobs must be looked at from a total economic value standpoint," said Charlie Trimble, president of Trimble Navigation Ltd., Sunnyvale, Calif.
Roughly one-third of the 100,000 jobs will be in the manufacturing area, and two-thirds will be in the support industries and marketing, said Swiek.
Clinton`s decision should boost the industry`s revenues by "another billion -- nobody really knows," said Len Jacobson, a GPS consultant and president of Global Systems & Marketing Inc., Long Beach, Calif.
And if the Clinton administration boosts the GPS industry`s growth, "they really do deserve more votes," Trimble said.
But first, the White House must begin negotiations between U.S., Japanese and European officials to help build accurate, ground-based adjuncts to the GPS satellite network, said Trimble. The ground-based adjuncts, known as differential GPS, will allow aircraft to land automatically at airports, despite bad weather.
Critics said the administration`s plan to upgrade the system`s accuracy to 10 meters by 2005 would allow countries such as China and Iraq to guide their missiles with commercial GPS technology. To prevent danger, the Pentagon launched a new Navigation Warfare program to develop technology that would deny commercial-grade signals to an enemy during wartime. The program office is based in the U.S. Air Force`s Space and Missile Systems Center in Los Angeles.

The resulting worldwide reliance on the U.S. network will boost GPS-related sales by U.S. companies, said Mike Swiek, executive director of the Washington-based U.S. GPS Industry Council.
The GPS receivers could be built into cars, cellular phones, trucks, boats any other devices, allowing U.S. companies to sell roughly $8.5 billion of GPS gear in 2000. In 1994, U.S. companies sold less than $1 billion in GPS equipment.
The GPS network of 24 satellites broadcast accurate navigation signals and timing data to hand-held receivers costing as little as $175. By listening to the GPS signals, military-grade receivers can determine locations to within a few meters, but commercial receivers can determine positions to within 100 meters. However, commercial GPS providers have for years offered GPS with software algorithms that improve commercial accuracy -- to the relatively few customers who need such highly accurate information.
Vice President Al Gore emphasized the policy`s effect on job growth in California, whose votes are needed for Clinton`s re-election. "This new approach... will help the emerging GPS business literally burgeon with jobs and explode into an $8 billion industry by the end of the century.... It will create some 100,000 new high-tech jobs, the majority of them in California," he said.
In the past, industry officials made similar predictions, but Clinton`s announcement made the forecasts "more realistic and reliable," said Swiek.
"The 100,000 jobs must be looked at from a total economic value standpoint," said Charlie Trimble, president of Trimble Navigation Ltd., Sunnyvale, Calif.
Roughly one-third of the 100,000 jobs will be in the manufacturing area, and two-thirds will be in the support industries and marketing, said Swiek.
Clinton`s decision should boost the industry`s revenues by "another billion -- nobody really knows," said Len Jacobson, a GPS consultant and president of Global Systems & Marketing Inc., Long Beach, Calif.
And if the Clinton administration boosts the GPS industry`s growth, "they really do deserve more votes," Trimble said.
But first, the White House must begin negotiations between U.S., Japanese and European officials to help build accurate, ground-based adjuncts to the GPS satellite network, said Trimble. The ground-based adjuncts, known as differential GPS, will allow aircraft to land automatically at airports, despite bad weather.
Critics said the administration`s plan to upgrade the system`s accuracy to 10 meters by 2005 would allow countries such as China and Iraq to guide their missiles with commercial GPS technology. To prevent danger, the Pentagon launched a new Navigation Warfare program to develop technology that would deny commercial-grade signals to an enemy during wartime. The program office is based in the U.S. Air Force`s Space and Missile Systems Center in Los Angeles.
