      Chevron LNG workers in Australia vote to allow unions to call strikes
      SYDNEY, Aug 24 (Reuters) - Workers at Chevron's (CVX.N) Gorgon and Wheatstone liquefied natural gas (LNG) facilities on Thursday voted to allow unions to call for a strike if necessary, raising the possibility of production shutdowns even as both parties continue to negotiate over pay and conditions.

      The Offshore Alliance, which combines the Maritime Union of Australia and Australian Workers' Union, now has the discretion, but not the obligation, to call a variety of strike action but must give Chevron seven working days' notice beforehand.

      More than 99% of the 433 workers that voted were in favour of taking action, which could range from refusing to load tankers or vessels with LNG to complete work stoppages, according to a statement from the union on Thursday.

      Results of another strike ballot for workers at a separate Wheatstone facility are due on Monday afternoon.

      The escalation comes the same day as the unions reached an in-principle agreement with Woodside Energy (WDS.AX) in a similar workplace dispute at its Northwest Shelf LNG facility. Members will vote on whether to accept the deal, and therefore bring an end to the risk of strike action, at 7:30pm (1130 GMT).

      WHY DOES AUSTRALIAN LNG MATTER?

      Australia has kept its crown as the world’s largest LNG producer, exporting 80.9 million metric tons (MT) in 2022 compared to 79 MT in 2021, according to data from International Gas Union.

      The country's share of the global LNG market is estimated at 20.2%.

      WHO BUYS AUSTRALIAN LNG?

      Roughly three quarters of Australia's LNG exports go to four Asian buyers: China, Japan, South Korea and India, mostly under long-term contracts, and almost none to Europe.

      Consultancy Rystad Energy estimates that China and Japan combined purchased about 26 million metric tons of Australian LNG, more than 60% of the country’s exports, in the first half of 2023.

      Big Oil offers big returns but keeps spending tight
      The West's energy giants are set to return a record $30 billion to investors after reporting bumper profits in the second quarter of the year following a surge in energy prices.

      But the top five Western oil and gas companies have shied away from investing more of their combined record profits of nearly $60 billion in new production as they weigh the impact of recession and climate change on future fossil fuel demand.

      The reluctance to spend may exacerbate an energy supply crunch that has driven inflation to multi-decade highs and ignited calls from consumers and opposition leaders for governments to increase tax on energy companies.

      The spending approach contrasts with previous cycles of high oil and gas prices, such as the boom of the late 2000s that spurred rapid spending to boost production.

      "Given all the uncertainty in the world, now is not the time to lose discipline," BP Chief Executive Bernard Looney told Reuters after reporting BP's highest profit in 14 years.

      The combined oil and gas output of BP, Shell, TotalEnergies, Chevron and Exxon in the first half of 2022 reached 14.6 million barrels of oil equivalent per day (boed), some 10% below its pre-pandemic levels, according to Reuters calculations.

      Although some of the companies modestly increased 2022 spending plans in recent days, they remain within previous target spending ranges. Most of the extra funds are focused on projects that can start producing in a short timeframe or to accelerate starting dates for projects already under way.

      Within the group of leading energy companies, there has been a clear divergence as Exxon, Chevron and TotalEnergies plan to expand output in the coming years, while BP and Shell aim to keep production largely flat.

      Exxon expects its 2022 production to remain unchanged from a year earlier at 3.8 million boed, but plans to grow its output to 4.2 million boed by 2027, with most of the growth coming from U.S. shale and Guyana.

      Chevron, which is investing heavily in the U.S. Permian basin and Kazakhstan, plans an annual growth of 3% over the next 5 years to reach over 3.5 million boed from 2.9 million boed today.

      This year's surge in energy prices is in part the result of years of underinvestment, which meant that when demand recovered from pandemic lockdowns, energy markets were very tight even before the disruption caused by war in Ukraine.

      Shortly after Russia began the invasion it terms a "special military operation" on Feb. 24, gas prices in Europe touched record highs and international benchmark crude reached 14 year-highs.

      The record shareholder returns of $30 billion compare to quarterly pre-pandemic returns of between $16-$20 billion - and they are set to increase again in the third quarter, mainly in the form of buybacks

      To be fair, that doesn’t mean companies aren’t investing in growth at all. But they will “focus only on low risk, high return assets” such as shale or expanding offshore fields near existing operations, according to Kenney.

      Exxon and Chevron, for instance, are spending aggressively to grow production in the U.S.’s Permian Basin, the world largest shale oil region, with planned growth rates of 25% and 15%, respectively. BP is boosting investment in U.S. shale, but the company won’t be able to ramp up Permian production until it finishes building two large gathering systems at the end of the year.

      However, most Permian growth will largely offset declines from elsewhere in the U.S. supermajors’ global portfolio, rather than adding to total barrels. Exxon’s first quarter production of 3.7 million barrels per day was the lowest since its merger with Mobil in the late 1990s. Together Exxon and Chevron plan to spend more on buybacks and dividends this year than they do on production.

      “For so long the industry has been told by investors and politicians we need less oil and executives remember that,” said Barrett of Janus Henderson. “If the world needs an extra million barrels a day to ease prices, I’m not sure where it will come from.”
