SIIC Environment’s Net Profit Attributable to Shareholders up 25.9% to RMB190.6 million for 1HFY2016

      12.August 2016
      http://infopub.sgx.com/FileOpen/SIIC%20-%202Q2016%20Press%20…

Outlook Gaining Strong Momentum through Acquisitions and Organic Growth
The scale of the Group’s water treatment facilities increased from 880,000 tons to 7 million tons from 2010 to 2015, a CAGR growth rate of over 40%. To accelerate the pace of business expansion, SIIC Environment strives towards achieving industry leader status by the end of 2020.
Growth through active acquisitions, organic growth in the regional divisions, and low-cost financing remain key strategies for boosting rapid business expansion. The Group places emphasis on the development of a solid long-term strategy, strict selection criteria for projects, and focuses on the franchising of Build Operate Transfer (BOT), Transfer Operate Transfer (TOT), Public Private Partnership (PPP) projects and Operation and Maintenance (O&M) services.
2016 to date, the Group’s newly added and upgrade & expansion water projects total a scale of 312,500 tons per day, involving an investment amount of approximately RMB690 million, including:
      1. ChengNan Wastewater BOT Project in Suizhou City Hunan Province at Grade 1A discharge standard, with a design capacity of 50,000 tons/day
      2. Linghai industrial waste water treatment Phase 2 project in Taizhou City Zhejiang Province at Grade 2 discharge standard, with a design capacity of 12,500 tons/day
      3. Expansion and upgrade of Yinchuan Fifth Wastewater Treatment TOT+BOT Project in Ningxia Autonomous Region, with a design capacity of 100,000 tons/day, from Grade 1B to Grade 1A standard
      4. Upgrade of Weifang High-tech Zone Wastewater Treatment BOT Project in Shandong Province, with a design capacity of 50,000 tons/day, from Grade 1B to Grade 1A standard
      5. BaiHeNan Wastewater Treatment BOT Project in Nanyang City, Henan Province at Grade 1A discharge standard, with a design capacity of 100,000 tons/day

In August 2016, the Group’s subsidiary company, Fudan Water Engineering and Technology Co., Ltd. entered into a capital increase and equity interest subscription agreement with Wulian Xinneng Waste Power Plant Co., Ltd (“Wulian Xinneng Ltd.). Wulian Xinneng Ltd. has a concession agreement with the government of Wulian County on the Wulian Waste Power Plant BOT project. The project is in the process of pre-construction preparation, with a total design capacity of 600 tons/day and waste treatment tariff of RMB88/ton. After the completion of the Project, the total designated capacity of the Group’s waste incineration business is expected to reach 3,800 tons/day.

Expansion and Upgrade largely lifting project tariffs and capacities
As urban wastewater treatment regulations continue to rise in standards, the Group’s ‘Big Cities’ expansion strategy continues to reap benefits, scaling up the Group’s project sizes and increasing the average water tariff.
According to the draft “Urban Wastewater Treatment Plant Pollutant Emission Standards Report” released by China Ministry of Environment Protection in November 2015, newly built urban wastewater treatment facilities will need to conform to Grade 1A discharge standard starting from July 1, 2016. Furthermore, it is planned that by 1 January 2018, the upgrading of current urban sewage treatment facilities in the Sensitive Area to Grade 1A discharge standard will be completed. Timing and geographical scope of the implementation of Special Discharge Standard (quasi Surface Water IV Standard) is determined by the State Council’s Environmental Protection Department or individual municipal governments.

The Group is currently proceeding with reconstruction projects that aim to achieve a total design capacity of 750,000 tons, involving an amount of RMB932 million, including:
      1. Wuhan Hanxi wastewater treatment BOT project in Hubei Province with a design capacity of 600,000 tons/day, upgrading 400,000 tons from Grade 2 to Grade 1B standard and expanding 200,000 tons
      2. Upgrade of Weifang High-tech Zone Wastewater Treatment BOT Project in Shandong Province, with a design capacity of 50,000 tons/day, from Grade 1B to Grade 1A standard
      3. Expansion and upgrade of Yinchuan Fifth Wastewater Treatment TOT+BOT Project in Ningxia Autonomous Region, with a design capacity of 100,000 tons/day, from Grade 1B to Grade 1A standard

In addition to current upgrading projects that are undergoing construction, the Group has approximately 1.5 million tons/day of urban wastewater treatment projects below Grade 1A standards, 500,000 tons/day out of which the Group has begun negotiations with the local governments involving funds of more than RMB1.2 billion.

Capturing New Markets with Sludge Treatment Projects in the Near Term
According to China’s “Action Plan for Water Pollution Prevention released in April 2015, transformation of the existing sludge treatment and disposal facilities shall essentially be completed by end 2017. The harmless treatment and disposal ratio of sludge in prefecture and higher level cities should reach more than 90% by end 2020. In April 2016, China’s Department of Housing and Urban-Rural Development and the Ministry of Environmental Protection jointly issued a “Notice on the Strengthening of Emission Reduction Inspection and Verification of Urban Sewage Treatment Facilities’ Sludge Treatment and Disposal”, which will include sludge treatment and disposal results into the assessment of urban sewage treatment total emission reduction. This heralds major development opportunities in the sludge industry.

The Group is focused on capturing new markets with sludge treatment projects in the near term. For different sludge treatment technique routes, on average, the present construction costs and operating costs are respectively from RMB200,000 to RMB500,000 per ton and from RMB1million to RMB3.5million per ton. Currently, the Group has three sludge disposal projects, with the total design capacity of 935 tons/day:
      1. BOT sludge treatment project with a design capacity of 435 tons/day at the Wuhan Hanxi Wastewater Treatment Plant (under construction and targeted to commence commercial operation at the end of 2016)
      2. BOT sludge treatment project with a design capacity of 300 tons/day in Xinxiang City, Henan Province, China (already in operation)
      3. BOT sludge treatment project with a design capacity of 200 tons/day in Nanyang City, Henan Province, China (awaiting construction)

Mr. Zhou Jun, Executive Chairman of SIIC Environment:
"The structural problems of China’s water shortage have increased the demands of water treatment and processes tremendously. Besides overall demand for increased supply, the Chinese government has introduced more stringent regulations and set new targets in the industry’s regulations on the standards. These developments are favorable to the water industry players with strong fundamentals such as SIIC Environment.
Waste water treatment also involves several downstream products such as reclaimed water and sludge treatment which are worth looking into. In future, we might be venturing into some of the sectors that are responsible for ensuring water supply, such as new technologies to upgrade water supply and desalination.

SIIC Environment Is Awarded Two Build-Operate-Transfer Wastewater Projects in China’s Jiangxi Province

SINGAPORE, 20 October 2017 – SGX Mainboard-listed water treatment and environmental protection company SIIC Environment Holdings Ltd. (“SIIC Environment”, the “Company”, and together with its subsidiaries or collectively as the “Group”), has been awarded two Build-Operate-Transfer (“BOT”) wastewater projects in Jiangxi Province, China.

      SIIC Environment Holdings Ltd. Registration No. 200210042R One Temasek Avenue #37-02 Singapore 039192 Tel: +65 6538 2598 Fax: +65 6538 2896 www.siicenv.com

Given more stringent environmental regulations on industrial wastewater discharge in China, more direct investment in industrial parks’ wastewater treatment facilities are encouraged by local governments. These two new industrial wastewater treatment BOT projects enhance the Group’s current presence in Jiangxi province and illustrate successful business expansion in the industrial water sector after the Group’s acquisition of Ranhill Water (Hong Kong) Ltd. in December 2016.

The above is not expected to have material impact on the net tangible assets per share and earning per share of the Company and the Group for the financial year ending 31 December 2017.

The average wastewater treatment tariff increased to RMB1.10 per tonne from RMB1.01 per tonne, up 9% YOY.

      http://iis.aastocks.com/20200807/9391056-0.PDF

      Outlook
2020 is the final year of China’s 13th Five-Year Plan and also the foundation year of building
a successful launch for the 14th Five-Year Plan. Although all industries have been affected
by the COVID-19 pandemic and experienced business contraction and slowdown to various
extents, Chinese Government remains determined to support the environmental protection
industry and gain victory in the battle of pollution prevention.
Under the 14th Five-Year Plan, the government has clearly stated the guiding principles and
general requirements for its goal of protecting ecological environment, including forming
extensive green production and green lifestyle by 2035, and promoting source treatment,
systematic treatment and general treatment of the ecological environment. In particular,
protecting Yangtze River is related to the nation’s major strategy for the development of an
administration region with Yangtze River Delta region as key national project. The
government not only announced the “Yangtze River Protection Law of the People's Republic
of China”, but it also formulated the “Implementation plan for the development of Yangtze
River Economic Belt under the 14th Five-Year Plan”, which aims to promote the prevention
and treatment of water pollution and enhance the wastewater collection and processing ability
of the urban and rural areas, thus presenting huge development potential. The Company has
established footholds in the Yangtze River Delta region in the early years. With support from
its parent and its regional advantages, it has secured several strategic benchmark projects,
including the Zhejiang Province wastewater treatment plant and artificial wetland O&M project,
Wuxi Huishan project and the Zhejiang Pinghu project, reinforcing its strong strategic
presence in the Yangtze River Delta region.
      4
In addition, the government has continuously stepped up supervision over solid waste. The
new Solid Waste Law, which took effect in the second half of 2020, is expected to bring more
opportunities to professional environmental protection enterprises. The Company will grasp
opportunities presented by national policy and it will strive to construct the solid waste
benchmark project in the Yangtze River Delta region - Shanghai Baoshan Renewable Energy
Utilization Center Project, which is expected to commence operation in 2022, with a total
design capacity of up to 3,800 tonnes per day.
Mr. Yang Jianwei, CEO, said, “2020 has been a challenging year. The pandemic and
flooding have adversely affected our construction projects. Yet thanks to the concerted efforts
of all units of the Company, the operation of projects was fully restored and growth of the
Company’s net profit resumed in the third quarter. Consequently, the Company achieved
good results that will reward its shareholders. In the future, the Company will further
strengthen its internal management, improve management and operation, promote an
employee incentives policy and further improve its financial structure. With the management’s
extensive experience, quality projects with strong potential and the favourable national policy,
the Company will further optimize its strategy for the Yangtze River and Guangdong-Hong
Kong-Macao Greater Bay Area to assure sufficient project resources that will ensure longterm returns. While delivering promising investment returns to shareholders, the Company
will also fulfil its social responsibility in a bid to solidify its leading position in China’s water
      and environmental protection industry.”

      SIIC Environment 1QFY2021
Revenue Climbs 54% Rise to RMB1.62 Billion
Net Profit Attributable to Shareholders Up 23.1% YOY to RMB160 Million
      • The Group’s revenue amounted to RMB1.62 billion, an increase of 54% year-on-year (YOY) in
      1QFY2021
      • The Group’s net profit attributable to shareholders was RMB160 million, an increase of 23.1%
      YOY in 1QFY2021
      • Construction income amounted to RMB571 million in 1QFY2021, a 226.7% increase YOY, owed
to the relatively larger amount of construction activities in progress in the quarter as compared
      to 1QFY2020
      • Operating and maintenance income and financial income from service concession
arrangements amounted to RMB981 million in 1QFY2021, a 19.3% increase YOY, due to the
increase in wastewater treatment volume and average wastewater treatment tariff

DJ Chinese Water Resource Companies May Gain from Policy Tailwinds -- Market Talk
      Dow Jones Global News - 3. Sept. 2021, 02:54

0654 GMT - Chinese water resource companies may benefit from the new water-pricing policies effective in October, China Galaxy International Securities says. Under the new policy, water prices will be pegged to companies' return on invested capital, which should encourage new investment and improve sector profitability, it says. Water suppliers will not be too affected by fluctuating raw-material costs as raw water prices are negligibly low, China Galaxy says. Also, if water costs do rise, these can easily be passed to end-users, it adds. Water-related companies likely to benefit include China Water Affairs, China Lesso, Beijing Enterprises Water, Shanghai Industrial and Wasion, the broker says.
