Washington, DC -- The U.S. General Services Administration today awarded its
government-wide Smart Access Common ID contracts to five prime companies all located in
Northern Virginia. The contracts are worth a maximum value of $1.5 billion over 10 years and
have a base period of two years, with two, four-year option periods. These multiple award,
indefinite delivery, indefinite quantity (IDIQ) contracts were awarded to:
KPMG Consulting LLC of McLean, VA
PRC, Inc. of Reston, VA
Electronic Data Systems Corporation (EDS) of Herndon, VA
3-G International, Inc. (3GI) of Springfield, VA
Logicon, Inc. of Falls Church, VA
"These contracts will provide our government partners with a wide range of smart card
applications and functionality," said Sandra N. Bates, Commissioner of GSA`s Federal
Technology Services. "They will greatly enhance the security of government facilities and
systems on a worldwide basis and have the potential of providing millions of federal employees
with a smart card. They will use chip card technology and support many important applications
such as electronic signature, training certification, and e-commerce."
Designed to support the requirements of any federal government agency, these contracts will
provide interoperable, multi-application smart cards that will set the standards for smart card
technology and enable government and industry to grow with electronic commerce.
The contracts provide for a smart card that can be used to provide basic visual identification and
authentication, physical and logical access control, and other value-added features. The
information carried on the chip, Bates said, can be used commonly across multiple applications.
The program is a co-operative effort under GSA`s leadership with a steering committee
composed of representatives from the federal civilian, defense and intelligence communities.
Task Orders issued under these contracts will allow the prime contractors a fair opportunity to
bid on each agency`s requirements. The contracts include provisions for firm fixed price, time
and materials and labor-hour task orders. All GSA regional offices and other federal agencies
will be able to use the contracts.

technologies, such as bar codes or magnetic stripes, depending on the task.
At its Automated Identification Technologies center of excellence in Williamsburg, Va.,
Logicon has developed software for a variety of smart card applications. For MasterCard,
these applications included a secure network logon with a biometric option, secure web
access and property management.
Logicon also has extensive experience in managing diverse ID/IQ contracts with the GSA,
including the ANSWER, Millennia, Safeguard, MOBIS and Schedule 70 contracts.
"In addition to overall management experience and software development expertise,
Logicon is committed to effectively integrating the capabilities of our team to meet the
specific requirements of each task order we receive," said John Gist, program

Macht mit Milchmädchenrechnung 30.000.000,-- für jeden oder auch 20%.
Bei 7,5 Mio wären das dann 25 % für OTI im Konsortium.
Können von mir aus auch 12,5 % von jedem sein.
Und Du glaubst, daß OTI bei beiden das selbe macht und dafür von beiden je 3,75 Mio im Jahr kassiert???
Über die Funktion von OTI in den Konsortien ist auch nichts bekannt.
Die 1,5 Mrd werden mit sicherheit nicht durch 10 geteilt. Der Löwenanteil wird mit sicherheit für den erforderlichen
Feldversuch gebraucht und der ist erstmal noch in weiter Ferne.
Sollte OTI tatsächlich 7,5 Mio im Jahr bekommen, dann können sie gleich damit anfangen die Greencard-Technik unser
Regierung zu übernehmen.
Nochmal für alle zum mitschreiben. Um solche Beträge handeln zu können braucht man das entsprechende Personal.

Meine Schlußfolgerung ist daher, das Unternehmen OTI, das in zwei Konsortien vertreten ist, KANN überhaupt keine Erklärungen bez. Umsatz und dergleichen abgeben. So gesehen ist die Pressemeldung von heute ein Nice-to-have-Meldung, deren Qualität sehr dürftig ist.

Du hast es auf den Punkt gebracht und damit sind wir am Ausgangspunkt der Diskussion um die ad-hoc.
Wie ich bereits am Samstag geschrieben habe:
Wäre es ein Großauftrag oder eine Umsatzrelevante ad-hoc gewesen hätte OTI diese ohne viel blabla
direkt am Freitag veröffentlichen können. Meine Vermutung ging dahin, daß kein Mensch dieser Erde
ein ganzes wochenende braucht um eine inhaltlich gute ad-hoc zu verfassen.
Fazit:
Am Potential für OTI hat sich nichts geändert und die Gewinnreihen sind nach wie vor sehr gut.
Nur das mit der ad-hoc war Schei....
