High hopes for set-top boxes prompt speculation on acceptance
Devices’ makers try to beat PC makers at their own game
By David Pringle
THE WALL STREET JOURNAL
Oct. 10 — Can consumer electronics companies beat personal computer makers at their own game? The next generation of set-top boxes, set to make their global debut in Europe this week, will closely resemble PCs and will be far more than dumb conduits for digital television. Cable company United Pan-Europe Communications NV will launch its provocatively named Set-Top Computer on Thursday in the Netherlands.
THE SET-TOP BOX’s hard disk drive and powerful processor could be used for storing movies and home-shopping catalogues, handling e-mail, transmitting digital photographs and playing sophisticated games. U.S. telecom company AT&T Corp., U.K. television operator British Sky Broadcasting PLC and French broadcaster Canal Plus SA all plan to launch similar devices next year; AT&T said that it has already ordered several million of the advanced boxes.
The growing importance of the set-top box was underlined last week by U.S. regulators’ decision to extend their review of the proposed merger between America Online Inc. and Time Warner Inc., a major cable operator, to cover these devices. Major manufacturers of the boxes, which include Philips Electronics NV of the Netherlands, Matsushita Electric Industrial Co. of Japan and Motorola Inc. of the U.S., tout them as “home gateways” that will eventually provide a variety of entertainment and information services.
Despite their promise, the set-top boxes face a tough challenge in gaining market acceptance. The advanced boxes now cost between 400 euros and 500 euros to manufacture, and industry analysts warn that prices need to come down substantially to attract a mass-market audience. Moreover, the computer industry is seeking to capture some of the digital-television business by designing software that can decode digital-TV signals.
Undaunted, UPC says it hopes to ship 30,000 of its new set-top boxes by the end of the year. The Amsterdam-based cable company is expected to subsidize some of the boxes’ cost, but won’t say what percentage, so it’s not yet clear how much UPC’s cable subscribers will have to pay.
Although BSkyB, which is controlled by Rupert Murdoch’s News Corp., subsidizes its current set-top boxes — it faces fierce competition for digital subscribers from a service called OnDigital — the company says that the advanced model it plans to launch in the first quarter of 2001 will be an “unsubsidized premium product,” expected to cost up to 400 pounds (670 euros or $580). U.K. company Pace Micro Technology PLC will make the box, which has a 40-gigabyte hard disk capable of storing up to 40 hours of programming.
Therese Torris, research director at Forrester Research in Amsterdam, believes that, like BSkyB, other cable and satellite TV operators will be reluctant to absorb the cost of these new boxes. “There is a huge difference between subsidizing $100 and subsidizing $400,” she says. As a result, Paul O’Donovan, a London-based analyst with the Gartner Group, expects many digital television viewers to opt for a low-end machine for some time to come.
Seeking to address the price issue, Pace is developing an adapter for its existing low-cost set-top box that communicates wirelessly with a variety of devices including cordless phones and handheld computers. The adapter, expected to retail for less than 100 pounds, uses a technology called DECT, or digital enhanced cordless telecommunications.
Pace is also developing a handheld device, dubbed Shopping Mate, that will link with the adapter so consumers can make shopping lists and place orders through the set-top box without interrupting other family members watching TV. Although DECT isn’t fast enough for high-quality video, Pace says it is sufficient to transmit Web pages at high speed.
Manufacturers of the advanced boxes claim that they will, over time, generate far more revenue for television operators; the hard disks can store movies, games, electronic shopping catalogues and advertisements, which consumers can view at their leisure. Forrester Research forecasts that Europe’s television industry will be able to generate 10 billion euros annually from additional pay-per-view sales and from commissions on retail sales by 2005.
“If the box brings a lot more revenue to the operator then he is going to increase his subsidy,” says Marc Valentin, head of Thomson Multimedia SA’s set-top business in Paris. “The box can go down to zero — not only the cost, but the subscription also.”
He acknowledges, however, that it will be at least several years before set-top boxes become an electronic hub for the home. “What is still under major development is the connections with the rest of the house,” says Mr. Valentin, adding that consumers want a single device that can work throughout the home without unsightly wires. Current technology for linking devices wirelessly can’t carry data fast enough to transmit high-quality video pictures, so the industry is now working on an emerging wireless technology called hiperLAN2 that’s expected to become cost-effective in about two years.
For their part, the computer and software industries aren’t about to sit still and let digital-TV operators invade their turf.
Microsoft Corp. says that a version of its Windows operating system to be released next year will be able to decode digital television signals, allowing a PC to act as a set-top box. PC makers are also beginning to produce machines focused on entertainment. Fujitsu Siemens Computers, a joint venture between Germany’s Siemens AG and Japan’s Fujitsu Ltd., has just launched a Windows-powered device that combines into a single unit a DVD player, CD player, MP3 music player, Internet access, games console and telephone functionality. Its retail price in Germany, the launch market, is about 1,300 euros.

Makers will miss digital deadline
By JANE SCHULZE
Wednesday 11 October 2000
Set-top box manufacturers yesterday maintained they were unable to produce the boxes for the start of digital TV on January 1, despite a move by the free-to-air industry to accelerate the roll-out by underwriting the first order.
The Nine, Ten and Seven Networks have called for expressions of interest for the manufacture of the boxes, with open-access systems also able to provide Internet access and decode digital TV signals.
That would enable TV viewers to access the Internet and view datacasting and enhanced services such as multi-view camera angles.
An inability to source boxes will mean the networks will be broadcasting high-definition (cinema quality) TV signals and other services without anyone able to view them.
Sony Australia`s product manager for TV and home video, Alex Streeter, said Sony was unable to fulfil the networks` request by January 1.
He expected to be retailing boxes for about $1499 within the first half of 2001, but decisions must still be made on box standards before manufacturing could proceed.
"Until that`s there and we have the final specifications confirmed we can`t give an exact date, but we are still targeting the first half of next year," he said.
The Australian and New Zealand manager of Nokia Multi-Media terminals, Bruce Webb, also said his company would not have boxes available by January.
"Depending on what the specification is, we can come up with a time frame for when we can supply boxes, but we wouldn`t be in a position to supply them on January 1," he said.
But he was pleased the networks said they wanted the boxes to provide Internet access.
"That will really differentiate digital TV from analog, giving it something to hang its hat on," he said.
Panasonic general manager Ross Henderson did not believe it would produce any boxes, and its first offering would instead be an analogue TV with digital decoding equipment integrated within the television set.
"They won`t be getting them (boxes) from us," he said.
Apart from the standards issue, he said there were legal questions surrounding the downloading of software to boxes.
He also doubted that there were any reasons for consumers to buy a box.
"The subscription operators have a subsidised box (business) model so they can get it into the home because if the consumer has to pay for it they won`t buy it," he said.
Mr Henderson said Panasonic was likely to have the integrated digital TV sets in the market by June next year.
A Philips spokesman would say only that it had indicated an interest in filling the order.

Kabelfernsehen, 90 Prozent aller verkabelten
geschaffen. Wer sein Kabel-TV nicht von Urbana
bekommt, bleibt vorerst außen vor. „Infocity ist für
unseren eigenen Kundenstamm aufgelegt“, sagt
Geschäftsführer Frank Brokmann. Die anderen können
über ihren herkömmlichen Online-Anschluss unter der
Adresse www.rostock.infocity.de zumindest das
eigene Rostock-Portal des Dienstes mit
Veranstaltungstipps, Adressen, Stadtmagazin und Chat
anklicken.
vier Millionen Mark. „1998 besaßen laut einer
Befragung 25 Prozent aller Rostocker Haushalte einen
Computer, zehn Prozent waren online“, so Schütte.
Die Kampagne einer Rostocker Werbeagentur soll
infocity publik machen. Die Mieter der
infocity-tauglichen Wohnungen werden Türanhänger
mit Informationen über den Dienst finden. Fürs Kino
wurde ein Werbespot produziert. Im Südstadtcenter
können Internauten das neue System
testen – Anmeldung und Infos unter Tel.:

UPC to use Liberate, Wind River software
AMSTERDAM, Oct 12 (Reuters) - Cable operator UPC said on Thursday set-top boxes being launched in the Netherlands would in the future use software from Liberate and Wind River Systems as well as from Microsoft.
Earlier this year, United Pan-Europe Communications NV (UPC) was forced to delay the launch of digital interactive TV with e-mail, Internet, e-commerce and video-on-demand after Microsoft failed to deliver its software on time.
Dutch-based UPC, which offers telephony, Internet and television on its cable network, said it planned to launch 30,000 set-top boxes made by Philips Electronics and Motorola in Amsterdam by the end of the year.
Initially the boxes will offer digital television, near video-on-demand and an electronic programme guide. Following a remote software upgrade planned for early next year, services will be expanded to include e-mail and Internet services.
The future generations of software will include Wind River`s VxWorks operating system and associated middleware from Liberate next to Microsoft`s WinCE and MSTV products, UPC said.
Europe`s largest cable operator in terms of number of customers, UPC is 51 percent owned by UnitedGlobalCom Microsoft Corp owns eight percent of UPC`s shares.

UPC ANNOUNCES EUROPE’S FIRST COMMERCIAL LAUNCH OF THE TELEVISION SET TOP COMPUTER IN AMSTERDAM
Amsterdam October 12, 2000 United Pan-Europe Communications N.V. announced today Europe’s first commercial launch of the television Set Top Computer in Amsterdam.
The City of Amsterdam, home to the Company’s headquarters since 1995, is witnessing a premiere of working television Set Top Computers (STCs) which are capable of Digital Television, Near-Video-On-Demand and an Electronic Programme Guide, and within a few months, hosting a fully functional high-speed cable-internet modem. Through a subsequent remote software upgrade planned early next year, these STCs will add e-mail, internet and walled garden services on the television.
The commercial launch of the STC is a major step in the execution of the UPC ‘triple-play’ strategy, providing digital television, internet and telephony services to its customers throughout Europe.
UPC has selected Motorola’s DVB-compliant MediaCipher® conditional access system for all UPC broadband systems. MediaCipher will offer UPC proven security and the features and scaling necessary to offer broadcast and interactive services to millions of subscribers across Europe.
Pursuant to its ‘dual-vendor’ strategy, UPC will work with these two key suppliers for its hardware solutions. In addition to the existing relationship with Philips, UPC has therefore selected Motorola to provide it with the additional generations of the STC through its roll-out in Europe. Future generations of software will include the VxWorks operating system and associated middleware from Liberate next to the planned Microsoft WinCE and MSTV products.
UPC is scheduled to launch 30,000 STCs in Amsterdam by the end of this year. The initial launch of Philips STCs will come with the Cryptoworks conditional access system. Philips will then be fully licensed to use the Mediacipher conditional access system. The initial STCs supplied by Philips have a proprietary operating system (PSOS) and an electronic program guide (E4TV). UPC continues to work with strategic partners to develop rich middleware and application services that will support a more complete suite of interactive services on the TV.
These advanced Set Top Computers will enable UPC to offer a comprehensive range of interactive services to their subscribers, including expanded channel capacity, video-on-demand, virtual channels, high-speed Internet access, e-commerce, and hyper linking services. UPC has just started the introduction of these Set Top Computers in the Dutch market.
“I am extremely proud of the people in this company and all our business partners who have made this launch possible. This is a major achievement which now sets the benchmark for the rest of the industry to follow” said Mark Schneider, CEO and Chairman of UPC. “We are confident that this launch is creating a strong momentum for the acceleration of technology developments in this sector. ”
“Motorola and Philips are leading companies in the broadband convergence, and can deliver true ‘triple-play’. By providing their advanced interactive digital, cable modem, and IP telephony technology solutions for us, we know that they are important partners as we move to provide our customers with next-generation interactive services In addition, their strong commitment to the European market and the DVB-compliant platforms convinced UPC that we would receive all of the support we needed in this endeavor.”

UPC opens Digital Media Centre and launches Set Top Computer
Amsterdam – October 12th 2000 – This morning, United Pan-Europe Communications N.V. officially marked the start of a new digital media era by opening the Digital Media Centre in Amsterdam. The Digital Media Centre is the most advanced centre for the distribution of video services in Europe. UPC will use the centre for the distribution of a number of new interactive television and internet services. The Digital Media Centre is an essential link in UPC’s introduction of the Set Top Computer. This will give consumers access to high-quality digital television, Near-Video-On-Demand, a large choice in digital television and radio channels and later on, email, internet and interactive television.
UPC develops these new digital interactive television together with its subsidiaries. These services, distributed as UPC Digital, are available in addition to the current basic package. The existing package will continue to be transmitted via analogue lines to prevent problems with extra television sets in the house or the recording of programmes. Consumers can use all television sets to watch the same programmes as they used to do before the introduction of digital television.
The Set Top Computer has the size of a video recorder and will be connected to the television set. It gives customers access to the following digital package:
· Eurosport, four UPCtv channels (Sport1, Film1, Innergy, Expo 24*7) and ‘on demand’ a package of foreign public channels, including Rai Uno, TVE and WDR
· 40 digital music channels: non-stop music via radio or tv
· access to Near-Video-On-Demand: order a movie at home
· an Electronic Programme Guide (EPG): look for favourite channels or movies.
The introduction price of the above mentioned package is NLG 9.95 per month. When email and interactive services will become available, the price will amount to NLG 14.95 per month. Both prices include NLG 3 for the rent of the Set Top Computer and the remote control.
In addition to the digital package, customers can chose from various theme packages (news, documentaries or entertainment) and premium channels. More theme and film channels are planned by the end of the first quarter of 2001. By the beginning of the second quarter of 2001, email and interactive services are planned to be available for customers. During the second quarter, enhanced tv (interactive tv programmes) and e-commerce will be added.
As of the first of November 2000, the Set Top Computer will be available for inhabitants in the part of Amsterdam where the network is ready for digital services. The grid change in the rest of Amsterdam will be taking place in phases between October 16th and November 20th 2000. After this date, all neighbourhoods in which the grid changes already have taken place are ready for digital services.
UPC Digital will then be introduced in other regions in the Netherlands.

UPC AND LIBERATE TO BRING INTERACTIVE SERVICES
TO SUBSCRIBERS IN AUSTRIA
Liberate consolidates its position as the leading
provider of software for digital, interactive cable
services in Europe
IBC - Amsterdam - September 9, 2000 -- Liberate
Technologies (Nasdaq:LBRT), a leading provider of software
for the delivery of enhanced television content, has agreed to
terms with UPC, Europe`s largest network operator with 9.5
million homes passed and more than 6.3 million cable
subscribers, to deploy digital interactive services to its cable
television subscribers, starting with UPC`s operation in
Vienna, Austria. These services will include the use of
applications such as e-mail, walled garden content, chat,
e-commerce and banking. Parties expect to sign final
documentation shortly.
Gene Musselman, COO of UPC commented: "Selecting the
Liberate software platform as part of our multi-vendor strategy
is a natural step given the fact that it has already been
deployed, and it will give our subscribers a compelling choice
of interactive services. The addition of Liberate`s middleware
fulfills all our requirements, including its open architecture."
Liberate has managed an aggressive expansion into the
European market with a technology platform based on an
open architecture, which has been fundamental in the
successful deployment of interactive services to cable
subscribers in Europe. The company now has agreements
with Ono in Spain, and NTL, Telewest and CWC (now owned
by NTL) in the UK.
UPC may license the Liberate TV PlatformTM software, which
enables cable, satellite and telecommunication companies to
deliver applications that integrate the Web`s interactivity with
the richness of TV-based content.
Mitchell Kertzman, president and CEO, Liberate
Technologies, said: "UPC has constantly been a front-runner
in the development of innovative broadband services to its
customers, and we will help them deliver the kinds of services
that will give them a real competitive edge in this market."
Liberate has established a proven record of success with
leading cable, telecommunications, satellite and Internet
service provider companies. The Liberate TV Platform
provides enhanced TV capabilities that offer maximum
flexibility and a broad array of applications. As the leading
Internet-based platform for interactive television, providing
HTML and JavaScript support, Liberate continues to drive
open standards. Liberate is a founder of ATVEF (Advanced
Television Enhancement Forum), and a member of ATSC
(Advanced Television Systems Committee), Digital Video
Broadcasting (DVB) project, ATV Forum, OpenCard, W3C
(Worldwide Web Coalition), as well as OpenCable.
The Liberate TV Platform software consists of the Liberate TV
NavigatorTM client software and Liberate ConnectTM server
software. Liberate TV Navigator lets network operators deliver
applications on set-top boxes that integrate the Web`s
interactivity with the richness of TV-based content. Liberate
Connect offers a services management platform to deploy
applications that deliver a unique interface to the service and
enable the cable operator to integrate the service with its
