Würde gerne bei National Finance einsteigen, bin mir aber nicht sicher, ob ich noch warten soll. Derzeit steht der Kurs bei 0,22 Euro. Soviel ich weiß gabs die im letzten Jahr auch schon mal billiger. Wäre über ein paar Tipps zu dem Wert dankbar.

Nur ob Du noch tiefere Einstiegskurse bekommst - wer weiß
das schon.
Vielleicht solltest Du noch bis nächste Woche warten, um den Ausgang ( jetzt Freitag ) des Falls Thaksin Shinawatra
abzuwarten. Bei einem positiven Ausgang sollten aller-
dings steigende Kurse zu erwarten sein.

Bangkoks Tuk-Tuk-Taxis bekommen Internetanschluss

Sie sind Thailands mobile Paradiesvögel, klingen wie Trabis, und ihre Fahrer zählen zu den kaltschnäuzigsten der Welt: Kaum ein Tourist, der in Bangkoks Dreirad-Taxis oder `Tuk Tuks` neben ein paar Baht nicht auch Angstschweiß gelassen hat. Nun haben die reich verzierten Zweitakter Anschluss an das Zeitalter globaler Datentechnik gefunden.

Eine Bangkoker Internet-Firma schickte ihre ersten `Dotcom`-Modelle in den halsbrecherischen Verkehr, ausgerüstet mit Laptops und einer Satellitenschüssel. `Als die Leute unsere Tuk-Tuks zum ersten Mal sahen, haben sie schon gelacht`, berichtet der Direktor von tuktuktravel.com, Chusak Voraphitak. Dann aber hätten sie fleißig von der Rückbank aus via Satelliten e-Mails in alle Welt verschickt, erinnert er sich an die ersten Probeläufe. Mit einer Digitalkamera lassen sich zudem in voller Fahrt Fotos schießen und per Knopfdruck absetzen. Bislang gibt es vier der Internet-Tuk Tuks, eine Flotte von neun soll binnen eines Jahres unterwegs sein. Doch angesichts von bereits 6000 der Gefährte in Thailand geizten die Behörden mit Lizenzen, sagt Chusak.

Neben ihrem Einsatz in Bangkok und anderen Teilen des Königreichs sollen die knallbunten und chromblitzenden Dreiräder auch Thailands Ruf als Urlaubsland in alle Welt tragen, denn im Hauptgeschäft ist tuktuktravel.com virtuelles Schaufenster der Reisebranche. So kam Chusak Voraphitak auch auf die Idee mit den Internet-Tuk Tuks: `Alle Ausländer sitzen während ihres Thailand-Besuchs mindestens einmal in einem Tuk Tuk.` Erstmals außerhalb der Landesgrenzen sollen die knatternden High-Tech-Gefährte entsprechend auf der Internationalen Tourismusbörse in Berlin im März vorgestellt werden.

Dabei kommt das mobile Kuriosum aus einem Land, das es Internet-Fans nicht eben leicht macht. Laut Chusak haben gerade einmal ein Prozent der mehr als 60 Millionen Einwohner Zugang zum weltweiten Datennetz, und davon seien auch noch 70 Prozent Studenten. Die Monopolstruktur im Telekommunikations-Markt lasse Wettbewerb nicht zu, entsprechend hoch seien die Preise: Eine feste Datenverbindung koste in Thailand 50 Mal mehr als in den USA, klagt er.

Dafür kommt das Internet-Tuk Tuk als verkehrstauglicher Werbeträger umso billiger. Mit gerade einmal 250.000 Baht (rund 12.500 Mark) schlage das Grundmodell zu Buche, dieselbe Summe fließe dann noch einmal in die Technik, berichtet der Geschäftsführer.

Ähnlich anspruchsvoll wie das elektronische Innenleben ist das Unternehmen derweil bei der Auswahl der Fahrer: Jeder muss einen Universitätsabschluss nachweisen. `Schließlich soll er ja mit einem Computer umgehen und den Passagieren zeigen können, wie man eine e-Mail verschickt`, sagt der Tuktuktravel.com-Chef. Und angesichts von Einstiegsgehältern für thailändische Akademiker von um die 400 Mark pro Monat plagen den Geschäftsführer kaum Personalsorgen.

so schlecht siehts mit dem internettzugang der thais gar nicht aus.die statistik zaehlt anscheinend nur die anzahl der privaten anschluesse.da aber die meisten thais gar keinen computer zuhause stehen haben,sondern zum surfen in ein internet gehen,ist die wirkliche anzahl wesentlich hoeher und nimmt taeglich rasant zu.in bangkok kostet die stunde im cafe 20 baht(1dm).wenn man bedenkt,dass ein compi ungefaer das gleiche kostet wie in deutschland ist es logisch,dass relativ wenige einen haben.wenn ich sehe,dass

Thailand im Plus (update) [23.05.2001 - 12:51]

In Thailand zeigte sich heute der Bankensektor für freundliche Stimmung verantwortlich. Vor allem Unternehmen mit einem hohen Gewinnpotenzial waren heute begehrt.
Das Kabinett stimmte gestern dem Vorschlag des Finanzministers zu, die Einkommenssteuer für gelistete Firmen zu senken, um den gesamten Markt neu zu beleben.
Der Set Index stieg 2,2 Prozent auf 3011,17 Punkte.

Ansonsten hielten sich viele Anleger an Energie und Petrochemietitel, die relativ stabil und im Vergleich zu regionalen Pendants auch billig erscheinen. Besonders langfristig orientierte Investoren griffen hier zu.
Händler sagten, dass viel auch mit illiquiden Werten spekulierten, in der Hoffnung, dass diese bald um eine Erhöhung des Free Float bitten. Die Regierung hat bei der Set nachgefragt, ob diese keine Möglichkeit sähe, den Free Float bei gelisteten Firmen auf 15-20 Prozent zu erhöhen.

Die Bankwerte stiegen heute zusammen 2,6 Prozent. Nächsten Monat soll ein Gesetz in Kraft treten, dass es der Regierung leichter macht faule Kredite in Höhe von 30 Mio. US$ von Banken zu kaufen.
Die Thai Military Bank gewann 3% auf 6,9 Baht, die Bank of Asia avancierte 4,4% auf 7,1 Baht, die Bank of Ayudhya 3% auf 6,8Baht und die Bangkok Bank 2,6% auf 39 Baht.

Auch die Energiewerte glänzten in Erwartung hoher Einnahmen. Investoren waren heute auf der Suche nach Werten mit guten Fundamentaldaten.
PTT, dessen Gewinn im ersten Quartal sich verdreifacht hat, gewann 3,4% auf 121 Baht, die Banpu stieg 4,6% auf 23 Baht.

Aktivste Aktie war die Hana Microelectronics, die 9,6% auf 74,5 baht, nachdem die Aktie als sehr billig erachteten. Seit Ende Februar war der Wert 24 Prozent gefallen.

Bangkoks größter privater Testnetzanbieter TelecomAsia plant mehr als 36 Mio. Baht an inländischen Obligationen zu verkaufen, um Auslandsschuld zurückzuzahlen und stieg 2,6% auf 19,5 Baht.

In der indischen Presse wurde das Vorgehen der Taliban bereits mit dem Judenstern
unter den Nazis in Deutschland verglichen. Das Außenministerium in Neu-Delhi
verurteilte das Kennzeichen als Diskriminierung. Die USA kritisierten die Maßnahme
als "die jüngste in einer Serie von himmelschreienden Unterdrückungen". Hindus
machen weniger als ein Prozent der Bevölkerung Afghanistans aus.

Die Taliban hatten im März trotz weltweiter Proteste die berühmten Buddhastatuen
von Bamiyan zerstört, weil sie "unislamisch" seien. Sie zwingen alle Männer in
Afghanistan, lange Bärte und Turbane zu tragen. Frauen müssen sich mit einem
Umhang über Gesicht und Körper verschleiern, wenn sie das Haus verlassen. Wer
dagegen verstößt, wird von der Religions- und Sittenpolizei auf offener Straße
verprügelt.

Der Fehler war mir aber auch nicht aufgefallen.

Das wäre doch was - oder ???
Manomann, wenn ich mir das vorstelle, wo würde mein Depot

Time to trim budget deficit

THE International Monetary Fund (IMF) has said Thailand must narrow its budget deficit to rein in public debt and keep economic growth on track. It also suggested that Thailand keep interest rates low to support frail economy.

Thailand`s biggest creditor asked the government to cap the budget shortfall at 5 percent of gross domestic product (GDP), Prime Minister Thaksin Shinawatra told reporters after meeting with Yusuke Horiguchi, the IMF`s director for Asia-Pacific.

Horiguchi told reporters the economic review has been aimed at getting to know the new government.

"Whenever a new government takes office the important thing is for the Fund to establish a good working relationship," he said.

The government plans to pour more money into the economy this year to counter slowing exports and boost spending by consumers and companies at home. The economy may grow as little as 2.5 percent this year after expanding 4.3 percent in 2000, according to the central bank.

"The IMF expressed its concern about the government`s widening budget deficit," Thaksin said. "I assured them that the government will keep its deficit below 5 percent of GDP and ensure funds are used efficiently."

Under the proposed budget for the year starting October 1, 2001, the government expects the deficit to widen 90 percent to a record 200 billion baht, equal to 4 percent of GDP. Government debt is equal to almost 60 percent of GDP.

The IMF also weighed into Thailand`s debate on monetary policy yesterday, saying it was important interest rates stayed low to support the country`s flagging economic recovery.

The government appears increasingly uneasy with the Bank of Thailand (BOT)`s policy of keeping interest rates low. Prime Minister Thaksin has told the BOT to review the policy to ensure it is the best option.

But at the end of a two-week review of the Thai economy, the IMF`s mission chief said low interest rates should stay.

"Our view is that monetary policy and interest rates need to continue to stay supportive of economic activity," Reza

Moghadam told a news conference. "That would mean staying within the current range, at current levels."

The government has said higher deposit rates would help consumers and prevent capital outflows. But the IMF said a hike in deposit rates was unlikely to give a major economic boost.

"Higher deposit rates are unlikely to stimulate consumption," Moghadam said, adding capital outflows were not a major concern.

"Capital outflows have declined substantially in the first quarter of this year, he said.

Moghadam said economic growth in 2001 was likely to be at the lower end of the BOT`s 2.5-4 percent forecast range, but growth would pick up in 2002.

"We certainly expect growth to accelerate next year," he said.

Thailand borrowed $14.3 billion from a $17.2 billion IMF-led financial bailout program agreed in 1997 after the collapse of the Thai baht and banking sector plunged the country into recession and helped trigger the Asian economic crisis. The program ended last June. Ð Agencies


PMA calls on govt to bail out property sector

REAL estate businesses and property owners are calling via the Property Management Association for the Thaksin Shinawatra administration to help bail out the industry badly affected by the 1997 economic meltdown.

Prayoon Damrongchitanond, president of the PMA said the real value of real estate properties is still in the doldrums having dropped from five trillion baht to 2.2 trillion baht. He said the current value of real estate properties, including houses and condominiums, stands at about 40 percent of the value quoted before 1997.

Prayoon cautioned the value of houses, townhouses, and condominium units that banks have foreclosed on is dropping day by day because there hasn`t been any concrete measure instituted to restore the industry.

In the light of the imminent establishment of the Thai Asset Management Corporation (TAMC) to solve the nation`s non-performing loans problem, Prayoon suggested there should be structural adjustments to the housing units, and that they should be sold at better prices.

He said the original owners or emerging buyers could purchase the homes, if prices weren`t too high.

Prayoon said the main role of the PMA is not to sell homes, but to take care of the properties taken over by the banks or finance companies.

"We are looking forward to restoring the real estate market from its current low level," he said.

The PMA plans to organise a strategic workshop in order to gather expert views on how to rescue the beleaguered real estate sector.

However, Niwat Lamunphand, a property expert, told Business Day that commercial banks trying to solve their NPLs problems by selling repossessed houses at cut-rate prices is hurting the real estate industry.

He suggested there should be an auction-styled sale for dwellings so that potential buyers could get the necessary information and the right price.

Prayoon added ownership transfer fees should be adjusted for individual home buyers who currently pay higher fees than corporate buyers.

THAKSIN`S TRIAL: NCCC`s Prasit set to take stand

In a looming courtroom showdown, Prime Minister Thaksin Shinawatra`s defence team will tomorrow call National Counter Corruption Commission member Prasit Damrongchai to the witness stand.

It is a highly unusual bid to debunk Thaksin`s graft indictment.

Prasit, considered a member of the prosecution team, has agreed to break ranks and testify in Thaksin`s favour.

Prasit was the lone dissenting voice from the beginning. He spoke against the indictment, arguing that there was not enough evidence to justify bringing Thaksin before a court.

He said he thought it could not be proved that Thaksin intended to mislead when he filed false asset statements.

A member of Thaksin`s defence team, who asked not to be named, said Prasit`s testimony would benefit the public. "The defence team will not impose conditions on what Prasit will say in court. He has full discretion to speak his mind on the matter," the source said.

The defence team would also call three other witnesses to the stand tomorrow, he said.

The three are Securities Companies Association chairman Viroj Nualkhair, stock market chief legal counsellor Sakrin Ruamrangsri, and stockbroker Suwit Mapaisansilp.

Two remaining defence witnesses, Thaksin`s wife Pojamarn and her brother Bannapot Damapong, are scheduled for cross-examination next Thursday.

The source said he expected the trial to end on that day.

Before the verdict is handed down, Thaksin will personally deliver a closing statement - his only appearance during the case.

The defence had no problem with Prasit`s decision to testify, the source said. "But I wonder whether Prasit will have a problem by making such a decision," he said.

Two NCCC members, Wirat Wattanasiritham and Krirk-kiat Pipatseritham, disapprove of Prasit`s decision to testify for the defence. Krirk-kiat said the commission would rapidly approve Prasit`s resignation if he submitted it.

In an unrelated matter, a group of religious followers of the revered monk Luangta Mahabua yesterday threatened to stage a rally next month if the NCCC failed to initiate impeachment motions against former prime minister Chuan Leekpai and former finance minister Tarrin Nimmanahaeminda.

The group accused Chuan and Tarrin of misappropriating a large donation.



Most residents of Bangkok and the nearby provinces surveyed for a poll over the past week rated Prime Minister Thaksin Shinawatra`s performance the `most satisfying` of Cabinet members.

A total of 76.6 per cent of the 1,368 respondents said Thaksin`s performance was the most satisfying, followed by Public Health Minister Sudarat Keyuraphan and Communications Minister Wan Muhammad Noor Matha (66.9 per cent each), according to results of Assumption University`s Abac Poll released yesterday.

The next was Deputy Labour Minister Ladawan Wongsriwong (55.8 per cent), followed by PM`s Office Minister Chaturon Chaisang (53.5), and Deputy Prime Minister Pongpol Adireksarn (53.2).

Defence Minister Chavalit Yongchaiyudh led the list of Cabinet members with the least satisfying performance. Some 51.1 per cent of the respondents said they were unhappy with his performance.

STATE-OWNED BANKS: Viroj to take over at KTB

Viroj Nualkhair, 54, will become the next president of Krung Thai Bank (KTB), the country`s largest state-owned bank.

The news is hardly a surprise - financial pundits have been tipping him for the top job for some time.

Sompol Kiatphaibool, the president of the selection committee that will appoint Viroj, said Viroj was really the only qualified candidate.

One of the candidates was only 40 years old, which failed to meet the age requirement - 45-60 years - set by the selection committee. And the other two candidates did not have enough experience in economic and financial fields. One had 10 years` experience, but was only an assistant branch manager - the other had eight years` experience and headed a unit at the bank for which he worked.

Sompol yesterday said that after five days of consideration, Viroj was considered the front runner - he refused to name the other candidates.

Sompol said Viroj would be interviewed today. The interviewers will seek an outline of his vision of the financial system, his past experiences and his capabilities.

Following the interview, the bank`s board of directors, chaired by Suphachai Pisithavanich, will officially approve him as the bank`s next president. He will succeed Singh Tangtatswas, who resigned last month. The bank`s selection committee consisted of five members: Sompol, Sommai Phasee, Sathit Limpongpan, Areepong Phoocha-um and Suchart Jaovisidha.

Viroj, who reportedly is close to Finance Minister Somkid Jatusripitak, is considered the right man to transform the giant state-run bank into a more competitive commercial bank. KTB`s financial position is improving, it has already transferred more than Bt500 billion in bad loans to its asset-management company.

Singh, who is considered to have performed his duties proficiently, is believed to have been the right man to guide the bank through its transitional phase after the 1997 financial crisis.

TFB targets SMEs

In an effort to capture more corporate clients, Thai Farmers Bank (TFB) has started up Corporate Connect, a service that eases ways for companies to transfer money, manage foreign currency exchange and open accounts for employees.

Teeranun Srihong, TFB`s first senior vice president, said the service geared for small and medium-sized enterprises (SMEs) with Bt100 million of annual revenue.

The bank expects 500 clients to be enrolled in the programme this year.

With online cash management, users can transfer the maximum of Bt10 million per time to their own TFB accounts and the maximum of Bt3 million per time to another TFB clients` accounts.

A trade finance service enables users to open a letter of credit online, make remittances and request loans.

A foreign exchange service allows clients to conduct online currency trading, spot transactions and forward transactions.

The services are offered on a 24-hour basis eliminating the need to visit the bank counter.

"The benefits are that the users to do not have to transact at the bank, save time and cost of hiring new employees, and facilitate the work flow. Everything will be done online," he said.

Corporate Connect currently has four users.

The service entry fee is Bt5,000 in the first year and Bt2,000 in subsequent years.

The new programme is in addition to TFB`s established e-banking services for individual customers via personal computers and handset devices.

Thaksin: My departure would change nothing
Puppet leader could still serve the people

Prime Minister Thaksin Shinawatra says he will stay on in the background, shadowing his successor, if the Constitutional Court finds him guilty of hiding his wealth.


"I will not go anywhere," he said in a special interview.


He was confident the Thai Rak Thai-led coalition would not be affected if he was forced out of office. The political scene would remain much the same.


As for national administration, it would be business as usual, with or without him. His absence, if that was the case, did not mean the absence of effective policy implementation.


The 35 cabinet ministers would continue to do what needed to be done.


"Under the new head, everything will still go as planned," he said. "A new management style has been built."Mr Thaksin will lose the premiership if the court agrees with the National Counter Corruption Commission that he intended to falsely declare his assets by withholding information that he had shares worth billions of baht held in other people`s names.


He would also be barred from political office for five years.


Mr Thaksin said, however, his actual absence from politics would be quite short, since the five-year ban should start from 1997, the year he left office as a deputy prime minister in the Chavalit Yongchaiyudh government.


With his political future hanging in the balance, Mr Thaksin did not seem too worried about the future of his government.


Whatever happened to him could not change the fact that Thai Rak Thai was the ruling party and he was its leader, Mr Thaksin said.


The "replacement prime minister" could possibly be better than he was.


Mr Thaksin did not accept or deny that he would still pull the strings from behind the new prime minister.


"If a puppet does good for the country, nobody should say anything," he said.


The prime minister said he could not tell if the ruling would be in his favour.


The "adversarial system" in which the one who first made the accusations had the edge did not help make the situation look good for him.


One thing was certain-the whole world knew he was not corrupt, he said.


Until the verdict came out, he could only remain optimistic and work to the best of his ability.


He could accept it if the final outcome was unfavourable because he and his government were products of political reform and had full respect for an independent body like the Constitutional Court.

He could accept criticism that he was too busy holding one workshop after another. He had to make sure all sectors were being propelled because the country needed change.


"If the leader does not himself push for things to happen, will it still work?" Mr Thaksin was satisfied with all 35 cabinet ministers. "They all work hard. I don`t smell anything fishy."

Fernsehüberwachung in Pattaya
Die Straßen Pattayas werden mit Kameras überwacht. Diese werden installiert an Hauptverkehrsknotenpunkten und Vergnügungszentren. Die Ziele dieser Überwachung: Lösung der Verkehrsprobleme und Verringerung der Kriminalität. 80% des mit 50 Millionen Baht eingeführten Systems sind schon installiert, in fünf bis sechs Monaten soll es arbeiten. Der stellvertretende Bürgermeister meinte, die Kameras hätten schon viel früher eingeführt werden müssen, denn Pattaya sei ein Urlaubsort – was immer das auch bedeuten soll

Terror!

Bewaffnete Männer, Thais und auch Ausländer, in Militär- bzw. Polizeiuniformen würden Bauunternehmer mit konkurrenzfähigen Preisen zwingen, ihre Angebote bei der Ausschreibung staatlicher Bauprojekte, angefangen bei lokalen Projekten über Autobahnbau bis hin zum Bau des zweiten Bangkoker Flughafens Nong Ngu Hao, zurückzuziehen. Das würde fast in jeder Provinz geschehen. Dies äußerten Sprecher der Industrie am 27. April in einer Eingabe an den Premierminister mit der Bitte, für faire Konkurrenz zu sorgen. Bedrohlich aussehende Männer wohnten jeder öffentlichen Ausschreibung bei, die ehrliche Bieter einschüchtern und verprügeln würden. Die Hintermänner dieses Terrors seien auch unter den Politikern zu suchen. Das sei der Grund, warum die Behörden kaum etwas unternehmen und die Betroffenen wenig Protest wagen würden.

Die Konkurrenz unter den Bauunternehmern wird immer schärfer aufgrund der knappen Budgets. Es bleibt weniger übrig für Korruption. Khun Thaksin ist gefordert. Hier muß man nicht nur markige Worte gegen Ausländer führen, sondern gegen wirklich einflußreiche und mächtige Thais vorgehen, die Thailand mehr schaden als alle Ausländer zusammen


Kein Amnestie-Ersuchen
Khun Veera Musikapong steht im Regen. Er hat sich sehr weit aus dem Fenster gelehnt mit seiner Initiative, 50 000 Unterschriften zu sammeln, die eine Gesetzesänderung verlangt, falls das Verfassungsgericht Premierminister Thaksin Shinawatra der illegalen Verschleierung seiner Vermögensverhältnisse für schuldig befindet und ihn damit für die Dauer von 5 Jahren, vom Tatbeginn an, aller politischen Ämter enthebt. Zuerst haben seine Parteifreunde von der Chavalit-Partei sich distanziert und seine Aktion als persönlich und privat bezeichnet. Jetzt meint auch der Premierminister, daß er keine Vergebung benötige, denn er habe nichts Falsches getan. Darum zu bitten käme einem Schuldeingeständnis gleich.

Khun Veera indessen ging unbeirrt seinen Weg weiter und wollte ihn nur stoppen, wenn der Premier persönlich ihn darum bittet. Dieser ließ wissen, da er bereits dabei sei, die Telefonnummer Khun Veeras ausfindig zu machen. Nachdem er sie dann gefunden und Khun Veera um Abbruch seines Unternehmens gebeten hatte, sagte dieser zwar Gehorsam zu, zierte sich aber noch ein wenig: er brauche etwas Zeit, um sich mit der Öffentlichkeit zu arrangieren.

Die Opposition hingegen ergeht sich in Spekulationen, ob die Aktion Khun Veeras nun pro oder contra Thaksin gerichtet ist. Man vermutet, daß vielleicht die Demontage des Premiers zugunsten eines etwas näherstehenden Politikers betrieben wird…


Opposition:
Thaksin-Aussagen schädlich
Der ehemalige Außenminister Surin Pitsuwan beschuldigte den Premierminister, er und seine Regierung habe Verwirrung unter den ausländischen Investoren gestiftet und die nationale Glaubwürdigkeit herabgesetzt. Seine Aussagen beim Treffen der UN-Organisation Escap würden potentielle Investoren verscheuchen, äußerte er vor Angehörigen der US-Handelskammer am 26. April. Dort rief Khun Thaksin zu einer Prüfung der Akzeptanz westlicher Denk- und Wirtschaftsmaßstäbe auf, die zur Belastung der Armen im Land geführt habe. Man solle die eigene Wirtschaft stärken, anstatt nur den Westen und die Japaner zu kopieren.

Auch die Behauptung des Premiers, Ziel eines Anschlags auf ein Flugzeug gewesen zu sein, widerspreche Forschungsbeweisen und stifte Verwirrung. Die Aktivitäten um den Höhlenschatz des Senators hätten auch nicht zu seinem Ansehen beigetragen.

Kommentar:

Vielleicht hat der Premier gar nicht so unrecht, wenn er in einem Land mit einem Minumum an Demokraten keine westlich-demokratischen Grundregeln und Kontrollen befürwortet. In der Geschichte haben sich viele idealisierende Dogmen als unpraktizierbare Theorie entpuppt. Auch die Demokratie wird wohl in keinem Land voll praktiziert – der Erfolg richtet sich immer nach dem Stand des politischen Bewußtseins der Masse. Es ist eine Frage der Macht und des Augenmaßes, inwieweit die Mächtigen bestehende demokratische Gesetze praktizieren. Solange weitgehende und tiefverwurzelte Korruption und Vetternwirtschaft herrscht, mehr als 75% der Thai-Betriebe Familienbetriebe sind und die nachweisbare Motivation zur Anstrebung einer Position in Politik, Verwaltung, Polizei und Militär hauptsächlich in der Förderung persönlicher Macht- und Finanzinteressen besteht, erzeugen hehre offizielle Bekenntnisse zur Demokratie nur den Drang zum Lachen. Insofern ist die Meinung des Premiers realistisch und in gewisser Weise verständlich. Wenn er in der Praxis dafür sorgt, daß es den Armen im Land wirklich besser geht und daß es den frechsten korruptesten VIP an den Kragen geht, hat er mehr für die echte Demokratie in Thailand getan als alle demokratischen Sprücheklopfer. Aber man darf getrost diesen Erfolg in Frage stellen.

Jetzt sind die Versicherungen dran
Die Rücküberweisung großer Gewinne ausländischer Versicherungen in die Heimat sind den Verantwortlichen in Thailand ein Dorn im Auge. Der Generaldirektor des Versicherungs-Departments will die Gesellschaften dahingehend beeinflussen, ihre Gewinne in Thailand anzulegen und zum Gesunden der Wirtschaft beizutragen. Betroffen von geplanten strengeren Auslegungen der Regeln werden vor allem die American International Assurance (AIA) und die New Hampshire sein. Immerhin wurde von der AIA im Jahr 2000 75,21 Milliarden Baht an Beiträgen eingenommen. 2001 werden 50% Steigerung erwartet. Man beantragte die Rücküberweisung von 6 Milliarden Baht, bekam aber nur 15% genehmigt. Inwieweit das geplante Engagement der Allianz in Thailand von diesen Entwicklungen beeinflußt wird, ist noch nicht vernehmlich



BOI wird auf Vordermann gebracht
Das Board of Investment soll nicht nur Steuerprivilegien an bestimmte Gruppen verteilen, sondern als Vermittler tätig werden und die industrielle Entwicklung des Landes fördern. Das BOI hat einen Monat Zeit, um seine neuen Statuten zu formulieren, die dann in den nächsten 18 Monaten zur Wirkung gebracht werden sollen. Das wurde in einem Workshop, wieder mit dem allgegenwärtigen Premierminister, von den zuständigen Ministern beschlossen. Reformen würden den Investoren genug Zeit geben, sich darauf einzustellen (siehe Dumping bei den Tankstellen).

Nach dem Willen des Premiers soll das BOI dafür sorgen, daß das Investment mit den wirtschaftlichen und Marketinganforderungen korrespondiert, die lokalen Investoren motiviert werden und Informationen für Thai-Investoren im Ausland gestellt werden.

Getreu der zupackenden, direkten Art des Premierministers werden klare Prioritäten gesetzt: arbeitsintensive Betriebe in kleinen bis mittleren Dimensionen, z. B. die lokale Nahrungsmittelproduktion, sollen gefördert werden. Weiterhin stehen auf der Förder-Liste: Autoindustrie, Elektronikindustrie, petrochemische Industrie, Plastik, Textilien, Möbel, Touristik und Schmuck, Software, Biotechnologie und E-Commerce.

Auch die privatwirtschaftlichen Organisationen wie das Board of Trade und die Federation of Thai Industries (FTI) sollen gestärkt werden, damit sie eine wirkungsvollere Rolle in der Wirtschaft spielen.

Allerdings mußte sich Khun Thaksin auch einige Wermutströpfchen von den Industrievertretern einschenken lassen. Der Stellvertreter der FTI bemerkte kritisch die politischen Unsicherheiten, die das Investment beeinflussen.

Um etwas Porzellan zu kitten, welches durch seine kraftvollen Worte bei der Eröffnung der Escap-Tagung zu Bruch gegangen war, kam die konziliante Mitteilung: “Ich möchte die Botschaft verbreiten, daß die Regierung Thailands nicht gegen ausländisches Investment ist. Aber wir müssen das Inland-Investment stärken!” Sein neuer Kurs solle keinesfalls eine Periode der Isolation Thailands einläuten.


Auf Kosten der THAI
Etwa 200 aktive und pensionierte Mitglieder des Aufsichtsrates der THAI International Airways genießen bis heute fast unglaubliche Privilegien. Diese wurden auf Familienangehörige, Freunde und Begleiter ausgedehnt. Auch Journalisten und VIP, speziell Uniformierte, gehörten zu den Auserwählten, denen diese teuren Gefallen gewährt wurden. Freie First-Class-Tickets und beste Bewirtung in den feinsten Hotels und Restaurants gehören zu den Gratisleistungen, die nicht durch irgendwelche verbindliche Beschlüsse oder geschriebene Anweisungen legitimiert worden sind. So wurden “Gold Cards” ausgegeben die den Besitzer berechtigten, für 100 000 Baht pro Anlaß gratis zu dinieren. Einige Aufsichtsratsmitglieder brachten es auf Hunderttausende von Baht monatlich. Zur Ehre einiger VIP muß gesagt werden, daß sie diese Rechte von sich aus nicht in Anspruch nahmen. Deren Aufzählung ist nicht aufwendig: Der Zentralbank-Governor und der Chef des Nationalen Rats für wirtschaftliche und soziale Entwicklung gehören dazu, viel mehr wird man wohl nicht finden.

Den Offiziellen der THAI war die Pervertierung des sozialen Gedankens bekannt und dessen Ausweitung unheimlich, aber aufgrund von Befürchtungen betreffend ihre Karriere sahen sie von Verweigerungen gegenüber hohen Tieren ab.

Premierminister Thaksin Shinawatra forderte die Nivellierung der Privilegien auf ein international vertretbares Maß und eine klare Vorschriftenregelung. Der stellvertretende Transportminister Pracha Maleenond meinte, man solle doch jetzt langsam mal Standards festlegen. Es sei bekannt geworden, daß ein Aufsichtsrat z. B. 50 Freiflüge erster Klasse im Jahr beanspruchte. Dies wurde aber vom THAI-Präsidenten energisch bestritten. Bhisit Kuslasayanon erklärte auch die Freigiebigkeit mit der traditionellen Hilfsbereitschaft der Thais. Es sei eine gute Tradition, wenn man den armen Politikern und VIP helfen könne mit Freiflügen, soweit das der THAI keine Mehrkosten verursache…

Für ihre Upper Class ist den Thais und der THAI nichts zu teuer…

Pantoffelheld oder Ausrede?
Der Thai-Rak-Thai-Abgeordnete Prayuth Mahakitsiri überraschte das Verfassungsgericht und die Antikorruptionsbehörde mit seiner Argumentation zur Erläuterung seiner falschen Vermögensangaben. Politiker sind laut Verfassung verpflichtet, jährlich ihre Vermögensverhältnisse darzulegen. Dabei ist es üblich, ein paar Millionen zu vergessen, wie schon der Premier bewies. Khun Prayuth erklärte dem Gericht, er sei von seiner Ehefrau unterdrückt worden, die das Familienvermögen kontrolliert und ihm Einkommen verschwieg. Die Ehefrau bestätigte dies mit dem Hinweis, das sei zum Wohle der Familie notwendig gewesen. Ihre Mutter lehrte sie, niemals Männern zu trauen. Männer würden ihre Ansichten wechseln, aber die Frauen müßten für die Zukunft der Familie sorgen. Sie äußerte die Ansicht, daß der Rat der Mutter sehr gut war. - Der Abgeordnete vergaß, 400 Millionen Baht an Vermögen anzugeben… Das Gericht ordnete die Vorlage einer korrekten Vermögensaufstellung innerhalb von 14 Tagen an.

Mehr Power fürs Finanzamt
Innenminister Purachai Piemsomboon will den Finanzbehörden mehr Kompetenzen verschaffen bei der Durchsetzung von Steueransprüchen und Verfolgung von Steuersündern. Dies äußerte er bei einem Treffen des Komitees zur Untersuchung der Vermögensverhältnisse von General Sunthorn Konsompong, dessen Nebenfrau ein Vermögen von 4 Milliarden Baht angehäuft haben soll. Das Komitee befragte in diesem Fall 81 Einzelpersonen und 245 Finanz- und andere Institutionen. Auch die Money Loundering Commission soll eingeschaltet werden.

wenn ich dies ausdiskutiert haben ist der apfel faul.

hierzu kann ich nur auf die ganzen encet u. etikkommisionen verweisen,
wo teure proffesoren um runde tische sitzenund bedächtig mit dem kopf wackeln und das alles auf kosten der steuerzahler u. der arbeitenden befölkerung.

Schlussbericht: TelecomAsia legt zu [24.05.2001 - 12:54]

Weiter aufwärts geht es am thailändischen Aktienmarkt. Die hierfür Impulse kommen heute von TelecomAsia und Banpu. Positiv auf die Anlegerstimmung wirken sich Berichte aus, wonach die ausländischen Anleger wieder zu den Nettokäufern gehören. Auch gestern waren bei dieser Anlegergruppe die Aktienkäufe um 623 Mio. Baht über den Verkäufen gelegen. Der SET-Index steigt bei hohen Umsätzen 0,4 % auf 312,27 Zähler

Bei den Anlegern hoch im Kurs stehen die Aktien von Banpu, die heute 5,4 % auf 24,25 Baht zulegen können. Von einigen Analysten gab es diese Woche Kaufempfehlungen für die größte thailändische Zeche. Das Unternehmen soll vom steigenden Kohlepreis profitieren. Der Ausbau der Förderungskapazitäten dürfte sich zudem positiv auf die Gewinnsituation auswirken.

Der größte Festnetzbetreiber in Bangkok, die TelecomAsia, steigt 2,6 % auf 20 Baht. C.P. Orange, ein Mobilfunkanbieter, an dem TelecomAsia 41 % der Anteile übernehmen will, hatte heute Pläne zur Unternehmensstrategie veröffentlicht.
Bis zum vierten Quartal sieht sich das Unternehmen als viertgrößten Mobilfunkanbieter in Thailand. Innerhalb von fünf Jahren soll der Marktanteil dann auf ein Drittel ausgebaut werden. Advanced Info Service kann sich um 1,4 % auf 430 Baht verbessern.

Nach den negativen Vorgaben von der Nasdaq notieren auch die thailändischen Gegenspieler leichter. Zudem verunsichern Berichte, wonach der Umsatz in den USA Fertigungssystemen für die Chipherstellung um 25 % auf 35 Mrd. US$ zurückgehen werde. Hana Micorelectronics sinkt 1,3 % auf 73,50 Baht. Bei Delta Electronics beträgt der Abschlag 1 % auf 204 Baht.

Zeitungsmeldungen wonach Electricity Generating in diesem Quartal mit einem besseren Ergebnis rechnet, verhelfen der Aktie zu einem Plus von 1,6 % auf 31,00 Baht. Schlussbericht: SET-Index dreht ins Minus [25.05.2001 - 13:05]

Freundlich startete heute der thailändische Aktienmarkt in den Handel. Gehalten werden können diese Gewinne jedoch nicht und so dreht der Markt ins Minus. Angeführt werden die Verluste von PTT, National Finance und anderen Werten, die am Anfang der Woche noch für die Zuwächse beim SET-Index verantwortlich waren. Bei hohen Umsätzen verliert der SET-Index 0,37 % auf 311,11 Zähler. Analysten gehen trotzdem davon aus, dass der Index kurzfristig die Marke von 320 Punkten überspringen wird.

PTT Exploration & Production verliert 4,2 % auf 113,00. Nach dem rasanten Kursanstieg vom Dienstag und Montag erscheint die Aktie den Anlegern zu teuer. National Finance verliert 2,2 % auf 8,80 Baht, nachdem der Kurs mit einem Zuwachs von 13 % an den vergangenen drei Tagen ein 3-Monatshoch bei 9 Baht erreicht hatte. Hana Micorelectronics sinkt 1,4 % auf 72,50 Baht. Der Kurs des Chipherstellers hatte sich am Dienstag und Mittwoch 14 % steigern können. TelecomAsia, mit einem Plus von 8 % in den vergangenen drei Tagen ebenfalls gut gelaufen, verliert 3,8 % auf 19,25 Baht.
Positiv auf die Technologiewerte wirkt sich der Anstieg von 1,72 % an der Nasdaq aus. KCE Electronics verbessert sich um 1,6 Baht auf 64 Baht, während sich Cal-Copmp um 4,4 % auf 23,75 Baht steigert.

Optimismus über eine im Jahresverlauf erwartete Steigerung bei den Exportzahlen lassen heute die Kurs von Exportwerten anziehen. Siam Cement legt 5,4 % auf 392 Baht zu, Siam City Cement kann einen Zuwachs von 0,8 % auf 126 Baht verbuchen.

Banpu erreicht mit einem Plus von 1 % auf 24,50 Baht ein 15-Monatshoch. Von zahlreichen Investmentbanken gab es diese Woche Kaufempfehlungen für die größte thailändische Kohlenzeche.

war aber auch eigentlich klar weil der schlusskurs am dienstag und der deutsche kurs am mittwoch schon 30% auseinanderlagen.hat mich nur gewundert,dass es bis 15.55
heut gedauert hat bis es einer gemerkt hat.wuerd jetzt aber nicht mehr reingehen.erst bei 3.20 wieder eventuell nachfassen.

Chatu Mongkol must curb his ego: PM

Prime Minister Thaksin Shinawatra raised the stakes in a heated row with the central bank over monetary policy yesterday, saying its governor was being driven by his own ego.

Thaksin said he thought the Bank of Thailand (BOT) should have an interest rate policy that was designed to deter capital outflows. Bank of Thailand Governor Chatu Mongkol Sonakul has said he thinks rates should be kept low to help the local economy. Asked by reporters why he had told the central bank this week to review its interest rate policy, Thaksin replied: "I`m concerned about capital outflows. We risk having a deficit in our balance of payments."

Asked if he had a problem working with the governor, the prime minister said: "It takes time to be able to work smoothly with people in a new team. I will find time to phone and talk with him. The governor must curb some of his ego and leave out his feelings."

"Whether the central bank agrees or disagrees with the issue that I have raised É it should respond on academic grounds, not feelings," he added.

The difference over interest rate policy has developed into a major row in recent days with a series of contradictory statements by senior Thai official on the issue.

The Thai government earlier this week asked the central bank to raise domestic interest rates to discourage the deposit of money overseas and to boost growth.

Chatu Mongkol said he was not worried by capital outflows and argued adjusting rates would not boost sluggish growth.

"An upward adjustment of interest rates would not help the economy É The government should spend more over the next six to 12 months to boost the economy," the governor told reporters on Wednesday.

Central bank officials and some economists say a recent outflow of capital from Thailand reflects efforts by Thai corporate borrowers to deleverage and refinance foreign debts.

Thaksin, commenting on the governor`s remarks, said:

"[My] suggestion should be considered from the point of view of whether it is beneficial for the economy, and not just on concern that it would add to the burden of the FIDF [Financial Institutions Development Fund]. Other factors must be taken into consideration."

The FIDF is a central bank unit charged with managing the cost for the government to bail out troubled banks and financial institutions in the past four years. Thaksin and his advisers have said raising Thai deposit rates from historically low levels would help boost sluggish consumer spending as it would increase interest revenues for depositors.

The central bank governor said on Wednesday that despite government concerns, the baht was not being hit by unusual capital outflows. He said interest rates would not have an impact on the economy in the current environment. Ð Reuters

DUST-UP DURING ASSETS TRIAL: PM fight: No knockout blow

NCCC commissioners become fierce opponents in courtroom battle over Thaksin`s graft indictment

In a heated courtroom battle yesterday two National Counter Corruption Commission members, one a case prosecutor and the other a star defence witness, aired their conflicting views on Prime Minister Thaksin Shinawatra`s graft indictment.

Both exchanged punches but neither could deliver a knockout blow in the trial that will seal the prime minister`s fate.

Taking the witness stand, NCCC member Prasit Damrongchai vehemently told the court how and why he viewed the Thaksin indictment as a product of hasty and unfair review.

Prasit said he had seen no evidence to indicate Thaksin`s intention to cover up his wealth.

In cross-examination, NCCC secretary-general Klanarong Chantik framed his questions to force Prasit to admit his close relationship with Thaksin and a number of Thai Rak Thai Party members. After the defence called Prasit to the stand, Constitution Court president Prasert Nasakul agreed to allow the witness to testify uninterrupted for almost two hours.

Prasit said he took the stand as a non-partisan witness who had 20 years of experiences in anti-graft work.

He outlined his principles for graft investigation, emphasising the need for a complete review of all pertinent facts and on the fair treatment of all parties, including the accused.

The NCCC investigation of the Thaksin case centred only on share transfers and neglected to cover the entire assets, hence omitting to establish whether Thaksin had been unusually wealthy, he said.

The spirit of the anti-graft law is to uncover and punish office-holders who amass ill-gotten gains, he added.

He said proof of unusual wealth was mandatory to initiate graft proceedings.

He went on to state that he opposed indicting Thaksin because there was no evidence of his intention to withhold information from the NCCC on his shares held by nominees.

It is public knowledge that before entering politics Thaksin made a series of blank transfers of his shares to his wife Pojamarn, who held power of attorney to execute business deals on the Shinawatra family`s behalf, the witness said.

He said he believed that Thaksin, preoccupied with his political responsibilities, had had no knowledge of his wife`s stock transactions.

Thaksin`s failure to declare shares held by nominees he attributed to the "unclear NCCC instruction" on the filing of asset statements rather than any ill intention on Thaksin`s part.

Even some NCCC members have been known to wrongly file asset statements, he said, and the NCCC has been lenient on |mistakes if proven to have occurred in good faith, he said.

Prasit criticised the NCCC for making an assumption of guilt on possible tax evasion and insider trading by Thaksin, saying the NCCC had no jurisdiction to rule on such matters.

In conclusion he expressed suspicion of "a concerted attempt by his colleagues" to put Thaksin on trial.

Firing off more than 45 questions during two hours of cross-examination, Klanarong tried to undermine Prasit`s credibility.

He started off with questions on NCCC work procedures, forcing Prasit to retract his criticism of the NCCC`s for allegedly hastening its review so as to hurry the Thaksin case to court.

The prosecution then asked a series of questions, trying to portray Prasit as being close to Thaksin.

In one question Klanarong described at length an incident in which the then deputy prime minister Thaksin [during the Chavalit administration], who had no jurisdiction over the anti-graft agency, had donated Bt100,000 for the agency`s New Year party when Prasit headed it.

The Klanarong-Prasit verbal duel intensified as the prosecution moved to question the witness` personal conduct, which some might have thought immaterial to the case.

Klanarong brought up a meeting between Prasit and Thai Rak Thai MP Prayuth Mahakitsiri, who is also on trial for graft indictment, and his golfing partners.

Prasit said he had met Prayuth as a former classmate, denying the allegation that he had advised Prayuth on his indictment.

Regarding his golfing partners, he said the brother of a Thai Rak Thai minister had happened to join his golf game by chance. He also denied speculation that Thaksin`s son Panthongtae had once paid him a hospital visit when he was recuperating from a golfing accident.

The witness admitted that he had greeted Thaksin during a chance meeting in the corridors of the NCCC building but insisted he had not discussed the case and said that Thaksin had been waiting to meet the NCCC member in charge of his case.

Commission hurt by Klanarong and Prasit trading blows: analysts

The National Counter Corruption Commis-sion became an unlikely victim in the Prime Minister`s Constitution Court trial yesterday, having its credibility questioned for the first time by one from its own ranks.

Yesterday`s courtroom confrontation between NCCC secretary-general Klanarong Chantik and commission member Prasit Damrongchai dealt a blow to the NCCC`s reputation, a number of legislators and legal pundits said.

"Members of a respected institution, like the NCCC, should solve their conflict internally and not air their dispute in public," Senator Thongbai Thongpao said.

Klanarong and Prasit traded punches over Prime Minister Thaksin Shinawatra`s graft indictment, as both zealously tried to defend their respective stands. Both failed to claim victory.

At times their verbal duel degenerated into personal vendettas, and were seen hitting "below-the-belt" punches. Each claimed to uphold the NCCC`s integrity, but they failed to see that their verbal assaults had indirectly put their office on trial.

Prasit, in his capacity as a defence witness, opened with a salvo, accusing his NCCC colleagues of handing down unjudicious indictment against Thaksin.

Klanarong, also case prosecutor, chose to portray Prasit as unreliable witness, instead of refuting his claim. The NCCC suffered a double blow as a consequence of the pair`s bickering. It is now laden with the accusation of acting unjudiciously and having at least one unreliable commissioner in its fold.

As veteran anti-graft officials, Klanarong and Prasit have a history of office rivalry dating back more than two decades.

At the start of their career, Klanarong outranked Prasit in seniority but the latter managed to outpace him and take the post of anti-graft secretary-general. When Klanarong was finally appointed anti-graft chief, Prasit won a coveted commissioner`s seat, considered a step ahead of his rival.

Yesterday, with Klanarong prosecuting the Thaksin case, Prasit again stood in the way - as a star witness for the defence.

In court, Klanarong and Prasit dug deep for information and used their intimate knowledge of anti-graft proceedings to back up their conflicting views and undermine the other.

The presiding judges objected to several questions during the cross-examination which they saw having no merit to the case. But the two seemed to slide into character attacks rather than focusing on the legal issues.

Prasit, billed himself as a non-partisan witness, proceeding to vouch for Thaksin`s innocence and blame his colleagues for their `poor performance in upholding justice`.

Klanarong cited several innuendos on Prasit`s partiality towards Thaksin. The court had to issue several warnings for the two to stay focused on the trial.

Commenting on the Klanarong-Prasit clash, Senator Maleerat Kaewka said Prasit needed to back up his accusation against the NCCC with evidence.

"Prasit might be sincere in trying to improve the NCCC but he also needs to state clearly in what aspect the NCCC failed to be transparent," she said. Maleerat said that in her opinion, the NCCC had conducted a fair review of Thaksin`s case.

However, Prasit`s testimony was beneficial to the public, she said, because it raised awareness that legislators might need to impose certain standards for independent organisations, such as the NCCC.

Speaking after the court hearing, Prasit denied the allegation he was partial to or had close contacts with Thai Rak Thai Party members.

MERRILL LYNCH: Still up and running in Thailand

Cutbacks just part of group`s overall efforts to trim operating costs

Merrill Lynch Phatra Securities (MLP) yesterday announced that it was cutting its registered capital as part of a downsizing operation, which added to rumours that it might leave Thailand.

The company said its shareholders had passed a special resolution to reduce the company`s registered capital by Bt812.5 million, from Bt2.5 billion to Bt1.68 billion, by reducing the par value from Bt10 to Bt6.75.

However, Raymundo Yu, Merrill Lynch`s chairman for the Asia Pacific, emphasised in a statement that the firm was fully committed to its joint venture Merrill Lynch Phatra Securities and to the Thai market.

There has been no change in the shareholding structure. Merrill Lynch Holdings and Thai Farmers Bank remain the two shareholders of the company, holding 51 per cent and 49 per cent respectively.

"This exercise was a matter of managing the relatively large share capital more efficiently. The reduced capital will provide a sufficient level of operating capital for the company to fully support business growth, including expected underwriting business, in the future," the statement said.

The capital reduction will downsize the local MLP company, as Merrill Lynch has estimated that the unit has too much capital for the current volume of its business, said a high-ranking MLP source.

"We have too much capital, as we previously thought that we needed it to manage investment portfolios transferred from the finance side after splitting the business. However, it was not in fact transferred to us, meaning our company has relatively low returns on equity," the source said.

On Monday, a local newspaper reported that Merrill Lynch might leave its Thai unit by selling its 51-per-cent shareholding to Thai Framers Bank, as it was not worth the giant US brokerage investing in the Thai stock market, which is tiny in foreign-investment terms.

Certainly, if Merrill Lynch left Thailand, the confidence of foreign investors here would deteriorate.

Viroj Nualkhair, chairman of an advisory team to MLP`s board of directors, said that the capital write-down was to pay excess money back to shareholders, since the company had surplus capital of as much as Bt800 million.

He reiterated that the capital reduction was not a sign that Merrill Lynch was paying less attention to the Thai stock market.

A Thai Farmers Bank source said that Merrill Lynch did not want to see the company`s money frozen, as it was uncertain when the economy would recover.

Ich hoffe nur, das die Investments jetzt nicht wieder alle an den Emerging Markets vorbei in die Nasdaq und den Dow fließen.

Wer es seriös meint, weiß, daß man die Börse nicht exakt
vorraussagen kann.
Dafür spielen zu viele unbekannte Faktoren eine Rolle.

Ich kann Dir aber meine Hoffnung in einem Zeitrahmen äußern,
wo wir diese Kurse wiedersehen könnten.
Und den sehe ich bei 6 - 18 Monaten.
Zumindest habe ich mich darauf eingestellt.
Ob es so kommt, weiß natürlich niemand.

Wäre mal interessant, wenn ihr auch Eure persönliche Annahme
( Hoffnung ) hier reinstellen würdet.

Daraus könnte man dann einen Querschnitt des thail. Anleger-

PrimeMinister Thaksin Shinawatra`s Thai Rak Thai is the first political party to win a sweeping mandate in a general election, held under the new constitution.

He has ventured into populist promises that other political parties would not dare make.

His management style is different.

Some say it is too early to assess the performance of the new administration, but there is no doubt that the spotlight remains _ both within and outside the country _ on the government and its leader, the high-profile telecommunications tycoon-turned-politician.

The honeymoon period has not been without its controversies.

The explosion of the Thai Airways International plane Mr Thaksin was supposed to board is a case in point. His political future remains under a cloud as the Constitutional Court deliberates his assets declaration case.

auch keine news gefunden.verfolge die nur weil ich da schon seit jahren drin bin,mal mehr mal weniger.die sache find ich nur sehr interresant.ballardpower und nanopierce und
nanophase und ein paar andere wissenschaftliche bereiche
hab ich immer.wenn man sie hat,dann beschaeftigt man sich automatisch immer mit den speziellen wissenschaftlichen themen und bleibt als nebeneffekt technisch auf der hoehe der zeit.nur auf die renditen zu schauen kanns ja auch nicht sein.meistens sind aber die kleinen technologiepioniere ein recht teures hobby.wenn man dafuer
aber nur einen kleinen teil des depots reserviert gehts eigentlich langfristig plus minus null aus.man hat die kohle gleichmaessig auf 10 verteilt.9 gehen pleite und einer macht 1000%.dann stimmts nach ein paar jahren wieder.
wer in dieser sparte spekuliert hat meist nicht lang spass an seinem geld.da sollte man doch lieber gleich in die spielbank gehen.

Thaksin: Nachfolger
Premierminister Thaksin Shinawatra wird einen Nachfolger aus Thai-Rak-Thai-Kreisen benennen, falls das Verfassungsgericht ihn der Verschleierung seiner Vermögensverhältnisse für schuldig befindet und ihn damit für 5 Jahre vom Tatbeginn an von allen politischen Ämtern ausschließt. Die Regierung würde in diesem Fall ganz normal weiterarbeiten, meinte der Premier. Er verlangte eine möglichst schnelle Entscheidung des Gerichts, denn die böse Presse mit ihren Spekulationen über den Fall habe falsche Impulse ins Ausland gesendet. Er selbst fühle sich aber unschuldig und habe Vertrauen in die Souveränität des Verfassungsgerichts…

In einem Interview mit dem Nachrichtensender CNN meinte er, daß sich sein Familienbesitz in den letzten Jahren um die Hälfte verringert habe. Das Magazin Forbes schätzte dies 1994 auf etwa 2 Milliarden Dollar. Seit der Bahtabwertung um 50% schätzt der Premier den Familienbesitz einschließlich dem seines volljährigen Sohnes, der nicht angabepflichtig ist, auf etwa 1 Milliarde Dollar.


Der König als Erfinder
Er ist nicht nur der dienstälteste Monarch der Welt, sondern wohl auch der experimentierfreudigste. Der 73jährige thailändische König Bhumibol Adulyadej hat nach offiziellen Angaben eine Formel für einen ökologischen Treibstoff unter Verwendung von Palmöl entwickelt. Für seine Formel, bei der keine Veränderungen am Motor und zusätzliche Filter nötig sind, hat König Bhumibol bereits ein Patent angemeldet.

Den Angaben zufolge könnte der Einsatz des königlichen Treibstoffes bei der Treibstoff-Knappheit bieten. "Dies wird eine große Hilfe für unser Land sein", sagte der Chef des Patentamts. Zwar sei der Gedanke, Palmöl als Treibstoff zu verwenden, nicht so ganz neu. "Viele Leute haben schon davon geredet, Tests gemacht, und sind dann gescheitert. Aber die Formel des Königs, die er selbst ausprobiert und für gut befunden hat, funktioniert.”

Das Finanzministerium überlegt sich indessen Maßnahmen zur Unterstützung der Produktion von Bio-Diesel. Man zieht in Erwägung, daß sauberer Diesel billiger gemacht werden solle als normaler Dieseltreibstoff.



Partei: nur ein Name
Das Rennen der Parteien um den fähigen Generalsekretär der Chart Pattana Party, Suwat Liptapanlop, zeigt wieder einmal, daß Parteien in Thailand wie Hemden gewechselt werden und kaum für ein Programm stehen. Aufstiegschancen in der Parteihierarchie sowie Posten und Pfründe motivieren die Politiker zum Verbleib oder Wechsel. Khun Suwat soll von den Demokraten und der Chart Thai Party als Kandidat für den Macher-Posten des Generalsekretärs ausersehen worden sein. Man erwartet, daß die Chart Pattana, gegründet vor 9 Jahren durch den verstorbenen Ex-Premier Chatichai Choonhavan (Mr. No-Problem), aufgelöst wird, nachdem sein Nachfolger im Parteivorsitz, sein Neffe Korn Dabbaransi, seinen Rücktritt für nächstes Jahr angesagt hat. Chatichai fühlte sich nach einem kurzen Auslandsaufenthalt, bedingt durch einen kleinen Militärputsch, in seiner Chart Thai Party nicht mehr wohl aufgrund der Kooperation seines Nachfolgers Banharn Silapa-archa mit den Machthabern und Verfassungsverbiegern unter Suchinda Kraprayoong. Er gründete dann die Chart Pattana, die er ab dem Zeitpunkt prägte.

Khun Suwat soll dem Vernehmen nach einen Führungswechsel bei den Demokraten von Chuan Leekpai zu Supachai Panitchpakdi, der während der Regierungszeit der Demokraten als Handels- und stellv. Premierminister mit dem damaligen Finanzminister Tarrin Nimmanhaeminda in Fehde lag und für die Wähler frei von Abnutzungserscheinungen aus dieser Zeit erscheint. Khun Chuan soll seinen Rücktritt innerhalb der nächsten zwei Jahre angeboten haben.

Allgemein kann man den Trend der kleinen Parteien zur Auflösung bzw. Vereinigung mit den beiden Riesen Demokraten und Thai Rak Thai feststellen. Dort scheint es augenblicklich am wärmsten zu sein…


BOI wird auf Vordermann gebracht
Das Board of Investment soll nicht nur Steuerprivilegien an bestimmte Gruppen verteilen, sondern als Vermittler tätig werden und die industrielle Entwicklung des Landes fördern. Das BOI hat einen Monat Zeit, um seine neuen Statuten zu formulieren, die dann in den nächsten 18 Monaten zur Wirkung gebracht werden sollen. Das wurde in einem Workshop, wieder mit dem allgegenwärtigen Premierminister, von den zuständigen Ministern beschlossen. Reformen würden den Investoren genug Zeit geben, sich darauf einzustellen (siehe Dumping bei den Tankstellen).

Nach dem Willen des Premiers soll das BOI dafür sorgen, daß das Investment mit den wirtschaftlichen und Marketinganforderungen korrespondiert, die lokalen Investoren motiviert werden und Informationen für Thai-Investoren im Ausland gestellt werden.

Getreu der zupackenden, direkten Art des Premierministers werden klare Prioritäten gesetzt: arbeitsintensive Betriebe in kleinen bis mittleren Dimensionen, z. B. die lokale Nahrungsmittelproduktion, sollen gefördert werden. Weiterhin stehen auf der Förder-Liste: Autoindustrie, Elektronikindustrie, petrochemische Industrie, Plastik, Textilien, Möbel, Touristik und Schmuck, Software, Biotechnologie und E-Commerce.

Auch die privatwirtschaftlichen Organisationen wie das Board of Trade und die Federation of Thai Industries (FTI) sollen gestärkt werden, damit sie eine wirkungsvollere Rolle in der Wirtschaft spielen.

Allerdings mußte sich Khun Thaksin auch einige Wermutströpfchen von den Industrievertretern einschenken lassen. Der Stellvertreter der FTI bemerkte kritisch die politischen Unsicherheiten, die das Investment beeinflussen.

Um etwas Porzellan zu kitten, welches durch seine kraftvollen Worte bei der Eröffnung der Escap-Tagung zu Bruch gegangen war, kam die konziliante Mitteilung: “Ich möchte die Botschaft verbreiten, daß die Regierung Thailands nicht gegen ausländisches Investment ist. Aber wir müssen das Inland-Investment stärken!” Sein neuer Kurs solle keinesfalls eine Periode der Isolation Thailands einläuten.


Jetzt sind die Versicherungen dran
Die Rücküberweisung großer Gewinne ausländischer Versicherungen in die Heimat sind den Verantwortlichen in Thailand ein Dorn im Auge. Der Generaldirektor des Versicherungs-Departments will die Gesellschaften dahingehend beeinflussen, ihre Gewinne in Thailand anzulegen und zum Gesunden der Wirtschaft beizutragen. Betroffen von geplanten strengeren Auslegungen der Regeln werden vor allem die American International Assurance (AIA) und die New Hampshire sein. Immerhin wurde von der AIA im Jahr 2000 75,21 Milliarden Baht an Beiträgen eingenommen. 2001 werden 50% Steigerung erwartet. Man beantragte die Rücküberweisung von 6 Milliarden Baht, bekam aber nur 15% genehmigt. Inwieweit das geplante Engagement der Allianz in Thailand von diesen Entwicklungen beeinflußt wird, ist noch nicht vernehmlich.

Wie Ausländer kaufen.

Frage: Wie steht es mit der
Kapitalrückführung von Gewinnen von Ausländern an der Thai-Börse?

Antwort: Wenn Sie korrekt Devisen einführen zum Zweck des
Aktienkaufs am SET, können Sie diese sowie ggf. alle damit
zusammenhängenden Gewinne auch wieder ausführen. Beachten Sie
aber: Führen Sie das benötigte Kapital nicht über eine normale
Thai-Bank ein! Zwingend notwendig ist hier eine Thai-Broker-Bank. Nur
dann sind die entsprechenden Beträge für Ausländer erlaubtes
Einkommen in Thailand und dürfen ohne Verzögerung wieder ausgeführt
werden.

Wenn Sie das Kapital durch eine normale Thai-Bank einführen und dann
an die Broker-Bank überweisen, hat diese nicht die nötigen Beweise,
daß das Kapital aus dem Ausland stammt. Der Erhalt dieses
Nachweises ist umständlich und problembeladen. Der direkte Weg zur
Broker-Bank ist deshalb empfehlenswert.

Natürlich müssen Sie vorher die Konditionen mit dieser Bank
ausmachen. Dabei ist zu beachten, daß manche Broker-Banken keine
ausländischen Konten führen, und wenn Ihr Geld eintrifft, wird das
behandelt wie ein normaler Eingang – ohne die Ausstellung der nötigen
Formulare und Registrierungen. Merke: Nicht erlaubt ist freier
Geldtransfer nach Ihren Wünschen, wenn das
Investitionskapital in Thailand generiert wurde. Alle nachweislich
eingeführten Devisen dürfen auch wieder ausgeführt werden, sogar mit steuerfreien Gewinnen, wenn
diese an der Thai-Börse gemacht worden sind.

Es besteht noch eine 10%ige Quellensteuer auf Dividende. Dieser Satz wird reduziert bzw.
aufgehoben, wenn die betreffende Firma BOI-Protection hat. Auf normale Bankzinsen wird eine
15%ige Quellensteuer erhoben.

Frage: Welcher Ausländer hat das
Recht, ein Bankkonto in Thailand zu
führen? Gibt es dort Unterschieden?
In der Vergangenheit ist viel
Verwirrung über diese einfache, aber
sehr wichtige Frage entstanden.

Antwort: Für ausländische Besucher
und ausländische Residenten
werden verschiedene Bankkonten
ausgestellt. Wenn Sie das Geld im
Land belassen bzw. ausgeben
wollen, ist es ratsam, ein
Resident-Konto anzustreben. Für
alle Konten von Nichtresidenten
müssen die Thai-Banken bei der
Zentralbank eine grosse Reserve
hinterlegen. Darum ist der Zinssatz sehr niedrig, oft 0,5% und darunter, verglichen mit 2% bei
Resident-Konten.

Nach dem freundlichen Start kann sich der SET-Index bis zum Handelsschluß im grünen Bereich behaupten und schließt mit einem Plus von 1,8 Prozent bei 316,88 Zählern.
Analysten sehen im Markt einen Widerstand bei der Marke von 317 Zählern und eine Unterstützung bei 308 bzw. 305 Punkten. Somit ist der Index relativ nahe an oberen Widerstand herangekommen.

Im Finanzsektor gewann die Bank von Ayudhya 3 Prozent auf 6,90 Baht und die Bangkok Bank erhöhte sich um 0,7 Prozent auf 38,75 Baht. Die Bangkok Bank PcI steigerte sich um 1 Baht oder 2,6 Prozent auf 39,5 Baht. Thai Farmers Bank PcI steigerte sich um 0,5 Baht oder 2,27 Prozent, auf 22,5 Baht.

PTT Exploration & Production gewann 2,6 % auf 116,00 Baht. Die Aktie, die seit dem 15. Mai stark angestiegen ist, kann somit ihren Höhenflug fortsetzen, da der Verbrauch von Gas zugenommen hat. Delta Electronics stieg um 4 Baht oder 2 Prozent auf 206 Baht. Das Unternehmen gab bekannt, dass der Gewinn im ersten Quartal bei 1,68 Milliarden lag, wegen der wachsenden Anzahl von Kaufaufträgen für Stromversorgungsbauteile.

TelecomAsia, mit einem Plus von 8 % in den vergangenen drei Tagen ebenfalls gut gelaufen, gewinnt 2,6 % auf 19,75 Baht. Bei Siam Cement kommt es zu Gewinnmitnahmen und der Kurs fiel um 6 Baht auf 386 Baht, da sich die Kaufaufträge reduziert haben. TPI Polene PcI verliert 0,25 Baht oder 2,2 Prozent auf 11,25 Baht.

Thai firms under pressure to free float

About a quarter of firms listed on the Stock Exchange of Thailand (SET) are under pressure to offer more shares to the public or face eventual delisting, as the stock exchange strives to boost liquidity and improve overall market attractiveness.

Analysts said some big-cap stocks like Thai Airways International may have to speed up their privatisation plans to increase free float, while state-run banks like Krung Thai Bank and BankThai would have to offer shares to the public.

Surat Palalikit, executive vice president of the SET, said last week the exchange had given listed firms a June 30 deadline to meet a requirement of having at least 10 percent of their shares in free float.

Under Thai regulations, listed firms are required to have at least 150 retail shareholders, with a combined holding of at least 10 percent of paid-up capital, or annual share trade of least 10 percent of paid-up capital for two consecutive years.

But the rules have not previously been strictly enforced, and currently more than 80 firms fail to comply with the rules.

Surat said the SET will not delist those firms immediately, but will give them a grace period from June for adjustment.

"The SET will consider the time available for listed firms to follow through with this regulation. If the company is unable to comply, the SET will proceed accordingly," Surat said.

From July 1, the SET will post a notice pending (NP) sign against stocks with free floats of less than 10 percent.

If no plans are put forward by these firms to increase their free float above 10 percent, then the exchange will suspend the shares from trade and eventually delist them.

However, no timeframe has been announced for companies to increase their free float.

Analysts said major shareholders would be forced to reduce their holdings to increase free float of stocks, while those who did not want to dilute their control could resort to a voluntary delisting.

"We may see increased tenders and voluntary delisting of small-cap stocks," said a dealer at a European broking house.

Chittima Sawadirot, strategist at Seamico Securities, said there had been speculative buying of small stocks with little free-float in the hope they may be forced to delist if they fail to comply with the new regulations.

Among them were Singer (Thailand), Berli Jucker and Serm Suk.

Analysts have said the lack of liquidity of many stocks, and a 49 percent limit on foreign ownership of Thai companies make Thai stocks less attractive to foreign investors.

The tightening on free float rule came after a stock market investigation into wide price fluctuations recently in BankThai. Less than 1 percent of BankThai`s shares are freely traded, which analysts say leaves its share price open to manipulation.

"The increase in free float will help reflect more a real picture of the market. This should expand investment opportunities for a wider base of investors," said Sukit Udomsirikul at Capital Nomura Securities.

Sukit said the move was in line with changes to influential Morgan Stanley Capital International indices to reflect the extent of free float for shares.

The Thai stock market has been one of the best performers in southeast Asia this year, with the composite SET index up 16 percent compared with a 44 percent decline in 2000. Ð Reuters

Thaksin pleased with policy progress

Prime Minister Thaksin Shinawatra, speaking on the performance of his three-month-old government, said that his cabinet has been working diligently and that his government has fulfilled campaign promises designed to help the poor.

He was quick to highlight his debt moratorium for farmers, which started on April 1, for which over one million farmers have registered, taking advantage of three-year debt holiday, during which the government will carry interest burden.

"I have worked harder in the last three months than I have in my whole life," Thaksin said.

He said the health care plan is moving forward as the government has implemented the program in nine provinces for a trial period and will extend to 15 more provinces beginning at Chiang Mai in June.

Thaksin said the government will begin distributing money from a fund that will provide one million baht to each of Thailand`s 70,000 villages in July and will start providing small, low-interest loans to individuals with low incomes by June 25.

Thaksin was credited by the business community for his speed in creating the Thai Asset Management Corporation (TAMC), which will buy the huge bad debts currently afflicting the banking system in an effort to spur lending. The TAMC is expected to begin operating in early June.

"Economic growth is slowing, making banks more reluctant to lend. Stricter supervision by the Bank of Thailand is also affecting banks` willingness to lend. I have asked state-owned banks to take the lead in lending to help revive the economy," he said.

On the planned sale of shares in state companies, Thaksin insisted that he will never sell state enterprises or national assets in fire sales. "Business is business. We have to negotiate to get the right price," he said.

On the impact of a potential guilty verdict by the Constitutional Court Thaksin said he was not worried about it and ready to accept the decision.

"I would like to assure the international community that whatever the outcome of the court case, this government will maintain the same policies," he said.

Analysten warnten aber, dies brächte zwar Vorteile für die Einkommen der Bevölkerung, die steigenden Kosten könnte aber die Probleme einer Firmen bei der Rückzahlung von Krediten gefährlich verstärken. Chatu Mongol wollte die Zinsen niedrig lassen, um die wirtschaftliche Erholung nicht zu gefährden. In einer E-Mail bat er Analysten und Wirtschaftsfachleute um ihre Meinung. Dieses Vorgehen kritisierte Thaksin deutlich.

Schlussbericht: Thailand bricht ein. Präsident der Bank of Thailand gefeuert [29.05.2001 - 12:52]

Ein Rauswurf belastete heute den thailändischen Aktienmarkt. So wurde heute in einer Kabinettssitzung beschlossen, den Präsidenten der Bank of Thailand, Chatu Mongol wegen Unstimmigkeiten bei der Zinsspolitik, gegen Pridiyathorn Devakula, Kopf der thailändischen Export-Import Bank, auszutauschen.
Wieder ein Indiz für die Anleger, dass die Politik sich doch nicht wie erwartet bzw. wie von Premier Thaksin Shinawatra versprochen, entwickelt.
So fiel der Set Index 2,3% auf 309,47 Punkte, was dem höchsten Verlust seit zwei Wochen entspricht.

So wundert es nicht, dass der Subindex der Bankwerte erst einmal 4,6% fiel. Es fördert nicht gerade das Vertrauen, wenn ein Mann entlassen wird, von dem man annahm dass er sein Bestes tat, um den Bankensektor zu reformieren, so Händler.
Die Bangkok Bank brach 3,2% auf 38,25 Baht ein, die Thai Farmers Bank 4,4% auf 21,5 Baht und die Thai Military Bank verlor 2,8% auf 6,9 Baht. Die National Finance stürzte 4,3% auf 9 Baht nach unten.

Auch Werte mit großem Marktvolumen mussten sich heute mit kleinen Gewinnen begnügen.
Das staatlich kontrollierte Gas- und Ölunternehmen PTT verlor 1,7% auf 114 Baht, Thailands größter privater Festnetzanbieter TelecomAsia taumelte 3,8% auf 19 Baht nach unten und die Siam Cement, Thailands größte Industriegruppe, verlor 1,6% auf 380 Baht.
Die Phoenix Pulp & Paper dagegen stemmte sich trotzig gegen den Trend und avancierte 2,5% auf 41,75 Baht, nachdem Gerüchte laut wurden, wonach die Siam Cement ein Angebot gemacht haben soll, alle Phoenix Aktien zum Höchstpreis zu kaufen.

Werte mit geringer Marktkapitalisierung gewannen aufgrund von Spekulationen, wonach die Hauptanteilseigner der einzelnen Unternehmen ein Angebot gemacht hätten, um den Rest der Aktien von der Öffentlichkeit zu kaufen- und zwar zu einem höheren Preis als der Marktpreis- bevor diese Firmen privatisiert werden.
Die Saha Union schoss daher 8,2% auf 13,25 Baht nach oben und die Berli Jucker, eine Einheit der Fist Pacific (HongKong), avancierte 4,2% auf 30,75 Baht.

Die Entlassung des Präsidenten der BOT ist nicht schön und der Grund zeugt davon, dass Thaksin von gesamtwirtschaftlichen Zusammenhängen wenig Ahnung hat.
Trotzdem wird er die Zinsen nicht so massiv erhöhen, das die thailändische Wirtschaft in die Knie geht. Meiner Ansicht nach wird Thaksin die Märkte in Kürze mit einem Statement beruhigen, die Zinsen werden leicht steigen, so dass es niemanden wirklich weh tut, ein neuer BOT-Präsident wird ernannt werden, Thaskin hat das Gesicht gewahrt und der Set wandert wieder nach Norden.

Fazit: Dont Panic.

ich bin mir da nicht so sicher, ob die Sache wieder schnell
vom Tisch sein wird. Chatu Mongkol war auch im Ausland sehr
angesehen.Sein Studium hat er in Harvard and Cambridge
abgeschlossen. Zustimmung für seinen Kurs fand er auch im Ausland. Zinserhöhungen beleben nicht die Wirtschaft.
Auch die Art und Weise, wie er ihn abgekanzelt hat, zeugt nicht von sehr viel Fingerspitzengefühl.
Gerade in Asien bedeutet das einen sehr großen Gesichtsverlust für Chatu Mongkol.

Soll sich jeder selber ein Urteil darüber bilden.

Chatu Mongkol dismissed

THE government has fired Bank of Thailand (BOT) governor MR Chatu Mongkol Sonakul, after saying his policy of keeping interest rates at 30-year lows, welcomed by foreign investors, was hurting local depositors and the baht.

The outspoken Chatu Mongkol, who also had a rocky relationship with the previous government, had no comment.

"They no longer pay my salary," he said. "So what do you expect me to say?"

Pridiyathorn Devakula, president of the Export-Import Bank of Thailand, was named governor. He said his "first job" will be to replace some of the nine-member Monetary Policy Board, which has held rates low to spur economic growth.

Prime Minister Thaksin Shinawatra said low rates failed to revive economic growth and prompted depositors to seek better returns overseas, fueling a 16 percent slump in the baht in the past year. The challenge to the central bank`s independence may dent investors` confidence in Thailand, which sparked the Asian financial crisis in 1997 when it devalued the baht.

Chatu Mongkol, 57, took the BOT`s helm in 1998 after the baht`s devaluation plunged the country into its worst recession in decades. He guided borrowing costs lower to spur lending and investment in an economy that`s still sputtering. The BOT`s benchmark 14-day repurchase rate has been at 1.5 percent for the past year.

Thaksin`s three-month-old government has publicly questioned the BOT`s low rates, calling last week for a review of the policy. That prompted the BOT`s investor relations department to send an e-mail to bankers, analysts and journalists last week defending the policy and asking for their views.

"I am confident Pridiyathorn can better cooperate with the government," Thaksin said after a weekly cabinet meeting, where the change was announced. While he said interest rates should stay low, he said "there are different levels Ð very low, somewhat low and less low. We have to study the appropriate level."

Chatu Mongkol, a graduate of Harvard and Cambridge, has won investor support with his policy of low borrowing costs.

The International Monetary Fund`s Asia-Pacific division chief, Reza Moghadam, last week urged Thailand to keep rates where they are, saying higher deposit rates "are unlikely to stimulate consumption."

Inflation isn`t a concern in Thailand. Consumer price rose 1.1 percent in the first four months of this year from a year ago, well within the government`s 2 percent to 2.5 percent target for the year.

The decision to fire Chatu Mongkol may sap confidence in Thaksin`s government and the BOT`s ability to set policy, some analysts said.

"It doesn`t reinforce investors` confidence when you go and replace a governor who seems to be doing his best in terms of corporate restructuring and banking-sector reforms," said Song Seng Wun, an economist at GK Goh Research in Singapore. "If the independence of the central bank is in question, then certainly that would worry investors."

The ousting is hardly unprecedented. Pridiyathorn will be the fifth Bank of Thailand governor in as many years, and Thailand has had the same number of finance ministers during the period.

The BOT governor reports directly to the finance minister and serves no set term, though Chatu Mongkol proposed a four-year term, saying it would boost the bank`s independence.

Chatu Mongkol, a 26-year veteran of the Finance Ministry, was hand-picked by then-Finance Minister Tarrin Nimmanahaeminda to lead the BOT in 1998 after the bank took the blame for the failed defense of the baht and the devaluation that followed.

Pridiyathorn, 53, will take up his post at the BOT later this week. He spent 20 years with Thai Farmers Bank, in which his family is a leading shareholder. He quit in 1990 to become government spokesman for an administration later toppled by a coup.

Pridiyathorn, who holds a business degree from the University of Pennsylvania`s Wharton School, was named the first president of the Export-Import Bank when it was established in 1993, after serving as the main economic adviser to a short-lived military government in 1992. He is also the president of the state-owned Asset Management Corp.

Like Chatu Mongkol, Pridiyathorn holds the royal title Mom Rajawong, signifying that he`s the descendant of a Thai King. Ð Bloomberg

Die Zinsen werden meine Ansicht nach niedrig bleiben, ein neuer Präsident der BOT muss nicht schlechter sein als der alte.

Ein anderes Problem sind wahrscheinlich (hoffentlich kurzfristig) die SUNW-Zahlen aus den USA in Verbindung mit besseren Konjunktuaussichten und kleineren Spielraum für die nächste Zinssenkung.

Das sehe ich auch so,zumal gestern keine positiven Vorgaben
aus USA,sowie aus EU vorlagen,weshalb westl.Indizes auch
deutlich sanken,teilweise mehr als der SET.
Wäre die Mehrheit von einem unfähigen Nachfolger überzeugt,
hätte es viel mehr gekracht.
Ich bin daher abwartend bis leicht optimistisch.

was eine gewisse Unsicherheit bringt.

Schlusbericht: Thailand im Plus, Thai Petrochemical avanciert 19% (update) [30.05.2001 - 12:46]

Nach den Querelen um den neuen Präsidenten der Zentralbank gestern, befand sich der thailändische Aktienmarkt im frühen Handel wieder auf Erholungskurs und wurde vor allem von der TPI Polene gestützt. Auch die Banken waren heute auf der Gewinnerseite, nachdem die Regierung gestern den ehemaligen Chef gefeuert hatte, mit der Begründung seine Politik die Zinsen niedrig zu halten, würde lokale Kreditgeber und den Baht schwächen.
Doch auch hier wurden die Gewinne von der nachbörslich ausgesprochenen Gewinnwarnung Sun Microsystems getrübt.
Der Set Index konnte 0,2 Prozent auf 31018 Stellen zulegen.

Der gestern ins Amt berufene neue Präsident der Zentralbank Pridiyathorn Devakula nahm schon jetzt Stellung und sagte, er sehe nach Gesprächen mit Exporteuren in einem weiter fallenden Baht keine Garantie auf steigende Exporte. Sein Vorgänger Chatmongkol Sonakul wurde gestern wegen Dissensen in der Zinspolitik entlassen.
Der Baht fiel zum US-Dollar 0,1% auf 45,46, dieses Jahr ging die Währung insgesamt 4,6% nach unten.

Die TPI Polene, Thailands drittgrößter Zementhersteller, avancierte gigantische 16% auf 13 Baht. Holderbank plant vielleicht durch seine lokale Einheit, die Siam City Cement, neue Altien zu kaufen.
Die Thai Petrochemical Industry, die selber ihren 49 prozentigen Antiel an der TPI verkaufen will, um Schulden zurückzahlen zu können, sprang 19% auf 3,1 Baht nach oben. Die meisten Investoren sind sich sicher, dass bald eine Käufer gefunden sein wird.

Die Banken mussten ihre Verluste ausbauen und fielen zusammen 4,6 Prozent. Hier überwogen die Sorgen, dass man die Kreditzinsen erhöhen müsse und dadurch die Gewinne verwässerten.
Die Bangkok Bank verlor 3,3% auf 37 Baht, die Thai Farmers Bank 3,5% auf 20,75 Baht und die National Finance 1,1% auf 8,9 Baht.

Weniger erbaulich präsentieren sich auch die Computerwerte – kein Wunder nach der Gewinnwarnung von Sun Microsystems.

in der Summe negativ, aber wohl keine Katastrophe, denn:

- Grund ist in erster Linie Thaksins Anspruch , "Thailands "CEO" zu sein.

- Chatu Mongkol hat sich auch mit der alten Regierung immer angelegt,scheint also eigenwilliger Typus zu sein.

- Bank of Thailand kann die Deposit Rates der Banken nicht beeinflussen, denn sie bestimmt nur die Overnight-Refi-Rate, diese nutzen die Banken aber praktisch nie, da der Liquiditaetsueberhang aus massiven Guthaben der sparenden Massen besteht, und die Banken zahlen aufgrund des Ueberhangs nur Mini-Zinsen und werden dies auch weiter tun.

- nur sehr drastische Schritte wuerden die Liquiditaet so weit verringern, dass die Banken knappheitsbedingt hoehere Deposit-Rates zahlen muessten. Diese wurden aber bereits vom neuen BoT-Gouverneur abgelehnt.

- dennoch moegen ausl. Investoren ein solches Absetzen nicht, und Thaksins Aussagen, dass man sich hoehere Deposit Rates wuenscht, sind eher negativ, auch wenn es nicht zu hoeheren Rates kommt.

Der Markt hat dementsprechend nur mit einem leichten Kursrueckgang geantwortet, der nur einen kleinen Teil der Minirallye wieder weggenommen hat

New BOT governor to push for higher interbank rates

NEW Bank of Thailand (BOT) governor Pridiyathorn Devakula said he will push interbank rates up to curb capital outflow, a move that will end a three-year policy of low rates to boost economic growth.

Interbank rates, which banks charge when they borrow from each other, rose from 2 percent to 3.25 percent after the government fired MR Chatu Mongkol Sonakul, Pridiyathorn`s predecessor. That compares with the 3.25 percent Bangkok Bank pays for three-and six-month term deposits, the 3 percent it pays for one-year deposits and the 3.5 percent it pays for two-year deposits. Bangkok Bank`s lending rate to its best corporate customers is 7.25 percent.

Pridiyathorn said he will raise it halfway between the savings and prime lending rates. Although he has no exact figure in mind, the new rate is expected to be between 3.5-4.5 percent

"In the past two years, interbank rates have been below saving rates and that is not right," he said.

"Raising interbank rates will encourage banks to lend to other banks and financial institutions, and eventually narrow the gap between deposit and lending rates," he added.

Pridiyathorn said he would raise interest rates himself, thereby effectively stripping the BOT`s nine-member Monetary Policy Board of that responsibility.

But the main concern right now is the persistent outflow of funds as reflected in the narrowing current account surplus, Pridiyathorn said during his first press conference since being appointed.

"Our new policy is to stem the outflow by discouraging undue repayment of foreign loans by companies," he added.

While economists have questioned the logic of imposing higher rates, the BOT is hoping the rates will deter companies from repaying overseas loans before they`re due as they try to clear debt from their balance sheets.

TelecomAsia said on May 22 that it planned to sell as much as 36 billion baht ($793.5 million) of local-currency bonds to help it repay foreign-currency debts. Siam Panich Leasing, Expressway & Rapid Transit Authority of Thailand and Total Access Communication have also sold baht bonds this year.

Almost $2.4 billion left Thailand in the first quarter as companies took advantage of low local interest rates to borrow domestically and repay foreign loans, the governor said.

If nothing is done, capital flight could strain the country`s $32 billion in foreign exchange reserves as falling exports deplete the current account surplus, Pridiyathorn said.

The surplus narrowed to $151 million in April from $282 million in March and $559 million in April 2000. Last year, the surplus narrowed by 26 percent from a year earlier to $9.21 billion, and the net outflow of funds rose by 24 percent to $9.8 billion

Chaturon: NESDB must be flexible and realistic

THE government has requested the National Economic and Social Development Board (NESDB) to revise its Ninth National Economic and Social Development Plan (2002-2006), PM`s Office Minister Chaturon Chaisaeng said yesterday.

He added that the NESDB should also be more realistic when it comes to projecting economic figures.

Chaturon also said the government wants the NESDB to have a clearer focus on what steps the country must take in order to improve the economy.

He said one priority should be devising ways to tackle the increasing public debt.

"During a recent meeting with the NESDB, everyone agreed to adopt His Majesty The King`s self-reliance economic philosophy and use it as the basis for coming up with a national development plan," he said.

"The plan will have to emphasize on economic stabilisation and strengthen the domestic economic structure, specifically in the grassroots level," he added.

"It should also ensure national competitiveness, especially in science and information technology," Chaturon said.

Finance Minister Somkid Jatusripitak commented that the previous projection of Thailand being able to attain an economic growth rate of 5-6 percent should be revised to a more realistic figure, given the global economic slowdown.

"It is important for the NESDB to be realistic and to take into consideration other external factors before making a projection," he said.

"The economic problems faced by the US and Japan will definitely affect the Thai economy, whose growth rate in the next two years might not go beyond 5 percent," Somkid added.

"This year`s growth rate should be between 2.5-3.5 percent," Somkid said.

Somkid also said it was agreed that the NESDB`s revised plan should concentrate more on economic recovery and be flexible enough to adjust to certain situations in the future.

"I also reminded the NESDB about the importance of conceptualising programs that will focus on national infrastructure management, human resource development, and bureaucratic management," Somkid added.

Prime Minister Thaksin Shinawatra said the Ninth National Economic and Social Development Plan will be the linchpin of the government`s efforts to improve the economy.

The NESDB is expected to submit the revised plan to the National Economic and Social Advisory Council, which will be established in August.

If the plan is approved by the Advisory Council, it will be passed to the Cabinet for approval.

von koh chang wuerde ich abraten.bekannten waren vor 2 monaten da und berichteten,wie auch andere leute,die ich getroffen hab,dass sich da eine ziemlich abgezockte einheimische sippe festgesetzt hat die die backpacker da ziemlich abzieht.zb mopedverleiher,die keine helme haben und ein bulle der 300m weiter dafuer abkassiert.total ueberzogene getraenke-un essenspreise,mangels alternative.eigentlich untypische erscheinungen,die man eher aus spanien und italien kennt,aber in koh chang anscheinend stark vertreten.landschaftlich ist die insel natuerlich traumhaft.

schau ich mal bei der cycos aktionaersversammlung rein.hoffentlich gibts wenigstens ein paar anstaendige haeppchen.ist im eurogress aachen.da lassen sie sich meist nicht lumpen.meine nachbarin ist in dem laden taetig.der kurs ist unter aller sau.mal sehen was die jetzt vorhaben.
ist praktisch,dass es in aachen soviele ags gibt,die auch alle ihre versammlungen hier machen,da brauch ich ein paar mal im jahr kein kaffee kochen und das mittagessen ist auch gesichert.bei cycos lohnt sich das richtig immer eine aktie im depot zu halten.fuer 3.90 euro ist das ein billiges mahl.

SET a mine of undervalued opportunities say analysts

Thailand`s beleaguered stock market, deserted by most foreign investors, is full of undervalued companies with potential, fund managers say.

Political risk across Southeast Asia, worries about the outlook for the Thai economy, interest rate uncertainty and high levels of bad loans have kept the Stock Exchange of Thailand (SET) in the doldrums for much of the last four years.

The SET composite index, at 311 points yesterday, has risen 15.9 percent this year but fell 44 percent in 2000 and is still way below its peak of 1,789 seen in 1994.

This has left many shares cheap, despite yields that are very high by international standards.

"A lot of the market is outstandingly cheap in many respects," said Douglas Cairns, chief investment officer at fund manager Schroder Asset Management, which looks after US$250 million worth of Thai assets.

"There are potentially a lot of high-dividend yielding stocks with prospects of earnings growth," he added.

Analysts say recent worries over the prospect of narrower lending margins for banks and last year`s rout of technology stocks have also encouraged many local investors to look at small-capitalisation stocks with good prospects.

They note a trend towards value-driven investments and away from the traditional targets of day traders such as banks and finance companies.

Previously illiquid small-caps are the new winners, with investors attracted by their often high yields and improving capital gains.

"Interest in small-cap stocks was triggered initially by corporate activity but retail investors are jumping on the bandwagon," Cairns said.

One example of a small but growing company paying high dividends is ceiling fan manufacturer Compass East Industries, analysts say.

"Compass East has done very well after being taken over by a US company, Hunter Corp, which is a subsidiary of General Electric, and the biggest buyer of its product," said Maria Lapiz, an analyst at SG Securities.

"They had a big expansion plan, and Hunter saw it as a good opportunity to source products from a cheaper source," she said.

Yesterday, Compass East was trading at 147 baht having dropped nine baht since going ex-dividend on Tuesday, as investors sold having assured themselves a dividend of nine baht per share for the first half of the year.

After this fall, Compass East had still gained 22.5 percent since a trough in mid-April.

Analysts said some of the best defensive plays Ð stocks that are less affected by economic downturns Ð are food exporters taking advantage of the baht`s downward slide.

Asia`s largest canned tuna producer Thai Union Frozen Products, and Seafresh Industries are among firms making hay while the baht declines.

"Food and agri-business companies have got potential and their stock prices are still very low," said Chittima Sawadirot, strategist at Seamico Securities.

Yesterday, Seafresh Industries stood at 90.50 baht, up 50.8 percent this year.

Thai Union Frozen was at 70.50 baht, up 73 percent this year.

This year the food and beverage sector has gained 21.5 percent, outperforming the benchmark Stock Exchange of Thailand (SET) index, which has risen 15.9 percent.

Analysts say investors will not return to high-beta banks and finance companies until they are sure the government is not engineering a deposit rate rise.

Prime Minister Thaksin Shinawatra is believed to want higher deposit rates to boost consumption and limit capital outflows.

Last week`s sacking of Chatu Mongol Sonakul from the post of central bank governor, signalling a change in a policy of very low interest rates, has led to bank stocks losing 5 percent in value.

On Monday new Bank of Thailand Governor Pridiyathorn Devakula said the central bank would not directly interfere with bank deposit rates, but would raise interbank rates.

Analysts said this was preparing the ground for higher deposit rates, squeezing margins and jeopardising banks` profits.

BOT axes plan to impose new rules curbing baht speculation

The Bank of Thailand (BOT) has indefinitely withdrawn its plan to impose stricter forex rules to prevent non-residents from speculating on the baht, saying that banks may not be ready to conform.

The move came a day after MR Pridiyathorn Devakula officially replaced MR Chatu Mongkol Sonakul as the BOT`s governor.

The BOT last month announced that beginning July 2 it wanted banks to report baht transactions involving swaps, derivatives and trades between nonresidents.

"We will study if the additional banks` reports are too much for them to file," said Bandid Nijathaworn, BOT assistant governor.

The new rule would have increased the amount of documentation banks have to provide to the BOT to explain the underlying transaction requiring baht sales.

Analysts said government`s intervention in the foreign exchange market will deter foreign capital inflows, stalling Thailand`s economic recovery.

"These kinds of manipulations and controls on exchange rates tend to deter capital flows," an analyst said. "It`s going to be more difficult for Thailand to attract foreign investment."

In addition, some analysts are not convinced the new rules will help the baht for long. The BOT`s decision on Tuesday to focus monetary policy on helping the currency, abandoning a policy intended to help the economy, may deter foreign investors and ultimately weaken the currency, they said.

Following the BOT`s announcement, the baht reversed the early trend, weakening 0.4 percent to 45.28 against the dollar, having earlier risen to a two-month high on expectation the tighter rules would deter speculation against the currency.

"The currency will continue to weaken as the market will be very nervous," said Andrew Lush, an analyst at Worldsec International in Bangkok. "The currency, equity and debt markets will all react negatively to this environment of policies on the hoof. It`s an absolute fiasco."

Before the announcement, the baht extended gains, rising to its highest level in more than two months as investors bet the stricter foreign-exchange rules from the central bank will deter speculation against the currency.

PM Thaksin says he won`t face court

Prime Minister Thaksin Shinawatra said yesterday he would not appear in person at the closing hearing of his trial on June 18 and would travel to Cambodia instead.

"I have decided that there is no need for me to go to the court because I have been told that my appearance will not affect the case," Thaksin told reporters.

Thaksin`s announcement ends speculation over whether he would front up before the Constitutional Court, which will soon decide whether he is guilty of deliberately concealing part of his huge fortune.

A guilty verdict could see Thaksin banned from politics for five years.

Thaksin said he would instead follow through with a planned tour of Cambodia, Laos and Myanmar.

"I have a plan to visit Laos from June 13th to 14th and Cambodia from June 18th to 19th. There is no date set yet for a visit to Myanmar," he said.

The billionaire politician earlier dismissed suggestions that the planned trips around the time of the hearing were aimed at giving him some breathing space as the trial reached its conclusion.

"My plans to go abroad are not linked with this issue," he insisted.

The Constitutional Court has given Thaksin`s lawyers and the prosecution team from the National Counter Corruption Commission 20 minutes each to sum up their case on June 18.

Thaksin has insisted the errors in the official assets declaration that he filed while serving as deputy premier in 1997 are the result of honest mistakes by his secretaries.

Another campaign to show broad-based support for Prime Minister Thaksin Shinawatra remaining in office is being kicked off today - this time by a businessman.

Wasant Phopimpanon, the owner of Benz Thonglor Co, yesterday urged motorists to start flying a yellow flag on their vehicles today, and people to wear a yellow sticker on their shirtfront to publicise a demand that the Constitution Court postpone its ruling on Thaksin`s assets case for a year.

Several senators and a drafter of the current Constitution criticised the movement as another in a series of attempts to interfere with the due process of the Constitution Court.

Wasant said he had bought 5,000 small yellow flags, usually used in Buddhist merit-making ceremonies, and prepared yellow stickers for free distribution to the public at all five branches of his new-car dealership.

The campaign will start today and last until June 18, when the Thaksin defence delivers its closing statement in the trial, Wasant said.

Thaksin is accused of deliberately omitting some of his shareholdings in his wealth declaration filed in 1998, a year after he finished serving as a minister in the Chavalit Yongchaiyudh government. A guilty verdict would bar him from holding political office for five years.

Wasant said he did not intend to interfere with or put pressure on the Constitution Court, but would like it to take time to consider the effect its ruling would have on the country`s economy.

"If the court is not sure about the consequences, it should delay the ruling for a year," he said.

"The Constitution Court judges should not base their deliberation on just politics or legal principles, but should take the country`s interests into account. The judges should consider what will happen if Thaksin is declared guilty or is acquitted."

Bright yellow flags were spotted fluttering on several cars yesterday. A public-relations representative at the company yesterday said some 100 flags had already been given away at the head office.

Wasant`s campaign follows in the footsteps of similar attempts.

A campaign initiated by the deputy leader of the New Aspiration Party, part of the coalition government, for voters to sign an appeal for Parliament to grant amnesty to Thaksin, was brought to a halt by the premier himself.

Social critic Prawase Wasi has called on Thais to support Thaksin`s continuing to serve as the prime minister so that he can see the implementation his populist policies through. His call followed that of former public health minister Sem Pringpuankaew, who is rounding up sympathisers for a mail-in to show public support for Thaksin to remain as head of state.

At the same time, Thai Rak Thai MP Charnchai Chairung has been quietly lobbying a quarter of his MP colleagues to support the submission of 160,000 signatures to the Senate to start a purge of the National Counter Corruption Commission.

Meanwhile, Constitution drafter Decho Sawananon, said delaying the ruling would not solve anything and would only pose an image problem for the court.

Senator Chirmsak Pinthong said it was irreverent to use the Buddhist symbol of a yellow flag as part of the campaign.

Senator Sak Korsaengruang said the Constitution Court should be allowed to make its judgement free from any form of external pressure.

Thaksin said the people had the right to express concern for himself and the country, but he did not think the judges would bend to the public clamour.

Constitution Court Judge Preecha Chalermwanit said he did not feel pressured by any Thaksin support group. "I can still sleep well and eat well," he said.

Another judge, who asked not to be named, said that when all the Constitution Court judges got together, they studiously refrained from discussing any campaign to support the defendant.

The source said the court might consider Thaksin`s case together with that of former NCCC member Preeya Kasemsant - who was allegedly not qualified for NCCC membership - and another case wherein Thai Rak Thai party-list MP Prayuth Mahakijsiri has been accused of intending to conceal his wealth in his declaration.

The proposed merger of Thai Rak Thai and New Aspiration parties is the answer to the people`s desire for leadership with a sound political base, Thaksin Shinawatra said yesterday.


The two parties had discussed a tentative consolidation plan, said the premier and Thai Rak Thai leader.


The people were eager for political stability. A merger would ensure uninterrupted efforts to solve national problems. His party was already in the process of merging with Seritham and would also welcome other parties.


He was not aware of the legal process involved or how long it would take. The premier said he was not forcing or influencing New Aspiration to merge with Thai Rak Thai.


There seemed to be no opposition in New Aspiration to the merger, he said. Even Chalerm Yubamroong-the deputy party leader visibly displeased with Thai Rak Thai over the earlier allocation of cabinet seats-had not raised any objection.


If the merger went ahead there would be changes in the Thai Rak Thai executive line-up. There have been reports Mr Thaksin wants Wan Muhamad Nor Matha, the New Aspiration secretary-general, to serve as Thai Rak Thai secretary-general.


Mr Thaksin downplayed fears the merger-aimed at giving Thai Rak Thai over 300 MPs in the 500-seat lower house-could create conditions for a parliamentary dictatorship.


Chavalit Yongchaiyudh, the New Aspiration leader, said Mr Thaksin had "whispered" his consolidation plans to him many times. For this to materialise, questions of legality and common political ideology must be dealt with first.


New Aspiration`s executives and four million members would have to be consulted first, Gen Chavalit said.


It was reported Mr Thaksin wants New Aspiration`s answer by July 14, but Gen Chavalit said the deadline had not been brought to his attention.


The merger plan has irked New Aspiration`s rank and file, who say their party can function effectively on its own.


Premsak Piayura, a Khon Kaen MP, said the party`s MPs were elected because they subscribed to the policies of New Aspiration. To group them under a new banner would shatter their political credibility.


Pichet Sathirachawal, deputy industry minister and a New Aspiration member, said this was Mr Premsak`s personal view and insisted most of the party membership approved of a merger.


In practice, the two parties were as one in a coalition pact.


Chart Pattana also appeared enthusiastic about Thai Rak Thai`s "open arms" policy yesterday.


Suwat Liptapanlop, the secretary-general, said big parties had the political upper hand in managing national policies and were more popular with voters. Small parties would fizzle out as people sought a united rather than fractious and loosely grouped government.

Cabinet approves TAMC operations to start in July

The cabinet yesterday formally approved a plan setting up a new state-owned asset management unit to oversee 1.37 trillion baht in bad loans purchased from local banks.


Finance Minister Somkid Jatusripitak said the Thai Asset Management Corp would begin operations in July.


The TAMC framework would be issued as an executive decree.


The new law will go into effect after formal Royal approval. The government will introduce the decree for a hand vote in Parliament at the end of the month.


No amendments are permitted at the vote. In the unlikely event the lower house rejects the decree, the government would be forced to resign or dissolve Parliament.


Of the 1.37 trillion baht in assets to be purchased by the TAMC, 250 billion will come from private banks, with losses split under a loss-sharing formula.


Loan assets would be purchased using 10-year bonds issued by the TAMC. To expedite restructuring, the agency will have sweeping legal powers to push borrowers to a settlement.


Assets transferred must involve debt over five million baht owned by at least two creditors.


Under the final framework, the TAMC can release claims over guarantors after at least two-thirds of outstanding debt is paid, instead of the 50% minimum set under previous drafts.


Foreign institutions can bid to be restructuring advisers, although priority would be given to Thai firms.


M.R. Pridiyathorn Devakula, the central bank governor, is expected to serve as executive chairman for the TAMC until a suitable candidate is found. Yodchai Chusri is expected to be the new TAMC managing director.


Lt Yodchai, who oversees the central bank`s debt restructuring group, said the TAMC executive board would include representatives from banks, the Federation of Thai Industries and the Thai Chamber of Commerce.


The Corporate Debt Restructuring Advisory Committee would remain in operation for at least another six months to oversee loans not qualified to enter the TAMC. The committee has 103 cases pending, involving loans of around 30 billion baht.


Dr Thanong Bidaya, chairman of the TAMC drafting committee, said the loss-sharing scheme for private bank assets would limit taxpayer risks.


Having bad loans transferred at net book value meant the banks had already absorbed half of the potential losses, he said. The formula was based on an assumption of a 30% recovery rate.

Foreign Shareholder Limits & NVDR
Under the current situation, shareholding limit for non-Thai investors
is restricted up to 49% of registered capital of the company. Where
the investment of non-Thai shareholders in the company exceeds the
shareholding limit, dividend and right entitlements will not be
received.

In order to allow non-Thai investors to receive said dividend and right
entitlements, an investment alternative in form of security so-called
Non-Voting Depository Receipt (NVDR), authorised by Securities &
Exchange Commission (SEC) , will be issued by Thai NVDR Co., Ltd.
Number of NVDR will be issued in the same numbers of underlying
local (L) shares purchased and the purchase price for one NVDR will
also be equal to the price of one local share purchased from the
Exchange.

With effective as of 11 June 2001, non-Thai investors can request
their brokers by specifying trading orders for NVDRs of any local
shares trading on the Exchange with the same procedure as normal
trading activities.

During the first 3 months of NVDR implementation, local share
holdings in accounts with Deutsche Bank AG, Bangkok can be
arranged for conversion into NVDRs

New central bank chief changes monetary policy

New central bank governor M.R. Pridiyathorn Devakula flagged a change in monetary policy. The main thrust of Bank of Thailand (BOT) policy in the short term would be to increase both interbank rates and foreign reserves to reduce rate distortions and deter capital outflows.

On his first day in office, the Kingdom`s 20th Bank of Thailand governor said the bank would intervene on the interbank market. The BOT would move to force up rate, which were currently lower than deposit rates, and that in effect would narrow the spread between lending rates and deposit rates. Once banks had the opportunity to make greater profits from interbank lending, either loan rates would be relaxed or deposit rates jacked up.

Absorbing liquidity from the interbank market was being cited as a way to raise interbank rates, and Pridiyathorn argued that would not damage the economy because the excess liquidity, Baht 600 billion to Baht 700 billion, was well beyond borrowers` reach.

Deposit rates are currently 2 to 3 per cent, while lending rates are 7 to 8 pr cent. Pridiyathorn said the BOT`s new policy would increase interbank rates to somewhere between the deposit and lending rates and that would ease money-market distortions.

Pridiyathorn said the BOT`s main objective at the moment was to maintain healthy foreign reserves because that would create the right climate for a stable baht. To that end the central bank would allow the baht to appreciate gradually, partly to discourage premature foreign loan repayments and also to create a more favourable foreign investment environment.

Pridiyathorn said foreign reserves, currently about US$ 32 billion, were still strong but the deteriorating current account and continuing capital outflow could begin to erode them if the current monetary policy was maintained.

In relation to the marked shift from a monetary policy that had been in place for three years, Pridiyathorn said the change in monetary policies would ensure that foreign reserves won`t be affected, and the outflows would be halted.

Fuel and power lift CPI in May

According to Upsorn Reongvan, deputy director-general of the Internal Trade Department, Expensive fuel prices and electricity bills drove the headline consumer price index up by 2.8 per cent year-on-year in May, compared with 2.6 per cent in April, while core inflation in the month rose to 1.5 per cent year-on-year.

The department attributed the rise mainly to the continuing surge in the non-food sector which rose 3.7 per cent year-on-year, from 3.5 per cent in the previous month. Energy prices posted the greatest gain, increasing 15.7 per cent from the same month last year. Prices in the food sector increased by 1.3 per cent year-on-year and by 0.1 per cent from March. Officials cited the rising prices of meat products such as pork and chicken.

The weak baht also pushed up the cost of imported skimmed milk, which led to adjustments in the price of condensed milk. The department was also monitoring the weak baht to see if it would affect the cost of production essentials such as fertilizer and insecticides, and medicines, before permitting any price increases.

Ninth development plan seeks to alleviate proverty

The ninth national development plan would aim at reducing the proportion of poor people to less than 10 per cent of the population, from the current 15.9 per cent. While sustaining economic growth. The goals for the plan, which would run for five years starting on October 1, were set at a meeting between the cabinet and the National Economic and Social Development Board (NESDB).

At present, there are about 10 million people in Thailand with a monthly income less than the official poverty line of 886 baht.

In addition to reducing the poverty problem and promoting sustainable economic growth, the ninth plan would also promote self-reliance and a more efficient development system for all levels of society.

While seeking to reduce the proportion of poor people to 10 per cent by 2006, the NESDB aimed to increase the level of compulsory education to the secondary school level, set average annual economic growth at 5-6 per cent, and create 300,000 new jobs a year while maintaining an annual inflation rate below 3.5 per cent.

gewuenschte Dinge aus Deutschland mitbringt,die da schwer oder teuer kaufen sind.alles was man fuer den urlaub da normalerweise braucht passt ins Handgepaeck.mein letztes persoenliches gepaeck wog 500gramm und passte in einen Turnbeutel.wo kann man in der welt hinreisen mit sowenig belastung?
Damit dies funktioniert,muss man aber ein paar tips haben.
Also lasst uns mal eine kleine tipsammlung von thaierfahrenen in einem zusaetzlichen forum anfangen.

Hab vor vier Wochen TEAM und BROOK-W1 empfohlen.
Beide laufen sehr gut
Brook-W1 von 0,14 auf 0,21 gleich 33%
Team von 1,65 auf 2,00 plus eine Gratis Aktie plus 12%Dividende.
Bin fest von überzeugt ,dass wie auch damals
( Empfehlung TFB 0,38 Euro, NFS 0,12 Euro )
(Bis auf Jomtien )nicht ein einziger eingestiegen ist.
Aus diesem Grunde macht ein Tread wenig Sinn,da damit
wenn man es korekt macht (keine Kopien)es ein sehr
arbeitsintensiver Job ist.

z.B.Wenn man bei Watcher ein Investment in Aktien
anspricht läuft man Gefahr als unhaltbarer Elfmeter
in die nächste Zeitzone befördert zu werden.

Mein Wissen über Thai Aktien ist zu dem begrenzt.

Irrtum, haben NFS mit 0,14 am heftigsten verbilligt von allen Thai.-Werten, die ich habe. Aber so richtig glücklich bin ich bisher nicht mit dem Papier. Alein an der Delta El. Dividende kassierte ich bisher schon mehr. Aber wir sehen es ja langfristig, u.a. weil wir es nebenbei machen.

Deine Emailadresse ist leider mit der Festplatte vor 4 Wochen ca gestorben. Vielleicht kannst Du sie mir nochmal per Boardmail zukommen lassen.
Kann sehr hilfreich sein, so jemanden zu haben, der da direkt am Schirm sitzt, obwohl mittlerweile auch verdammt viel von hier aus möglich ist.
Vorletzten Freitag rief ich bei der Wertpapierabteilung meiner Bank an, fragte nach TACC.Si, bekam dann Montag meine Lokalshares, sowas hätten wir früher nur von geträumt.
Als der Deal in trockenen Tüchern war rief mich der Mitrabeiter der Wertpapierabteilung an, fragte, wie ich denn darauf gekommen war. Nachdem ich ihm berichtete,(Er ist auch bei mir Kunde)mußten wir doch erst mal herzhaft lachen: Sitzen wir in Deutschland, kaufen ein thailändisches Papier in Singapur, welches nur dort in US-Dollar gehandelt wird und das, als ob wir hier in D handeln würden.

TFB hab ich da letzte mal bei 0,51€ zu gelangt, bleibt jetzt liegen. Auch damit bin ich nicht so glücklich, gefällt mir die koreanische Kookmin Bank besser, obwohl deren Kurs in den letzten Monaten erheblich unter die Räder kam und die letzte Dividende schon was her ist. Bis Anfang/mitte 02 gab es bei denen regelmäßig Gratisstücke und ne Bardividende, womit ich bei 130% + lag, ausgehend vom Einstiegskurs damals noch in Housing Com. Bk. Na ja, hab ich sie dann letzte Woche auch noch mal verbilligt, weil der Kim Yong II wohl doch nach gibt. Somit sehe ich in Korea die heftigsten Kurssteigerungen, wenn der Spuk mit dem Norden vorbei ist.
Im Grunde genommen haben die Nordkoreaner, in meinen Augen, keine andere Chance. Man kriegt zwar nicht sehr viel raus, aber was man raus kriegt reicht, um zu der Meinung zu kommen, das das kommunistische System dort kurz vorm kollabieren steht. Sie brauchen dringend Cash und Material in allen Bereichen, was sie mit Hilfe von Südkorea und China nur kriegen können.

Im Gegensatz dazu haben sich die beiden Thai-Werte bisher zu ihren Shareholdern doch sehr stiefmütterlich verhalten, muß man auch mal sagen.:O

The Siam Commercial Bank PCL announces the preliminary results of operation for the first
quarter of 2003, before review by the independent auditor. As a result of lower loan loss
provision, net profit significantly improved to Baht 3,077 million from Baht 327 million in
the first quarter of 2002 and a net loss of 13,533 million in the fourth quarter of 2002. Net

Dr. Vichit Suraphongchai, Chairman of the Executive Committee said, "Having set aside
sufficient loan loss provision to fully accommodate potential deterioration of existing
problem classified loans in the last quarter, the Bank"s marked improvement in net profit this
quarter truly reflects its strong operating performance. With significant progress in
reorganizing internal systems and procedures under the "Change Program" to create a strong
foundation, the Bank is ready to move forward. Khunying Jada Wattanasiritham, President
and CEO of the Bank added, "At the Annual General Meeting of Shareholders on April 9,
2003, the Bank"s shareholders approved the use of legal reserves, other reserves, and share
capital premium to wipe out retained losses outstanding at end December 2002. This will
enable the Bank to pay dividends in the near future. From 2003, the Bank"s balance sheet
will show positive retained earnings from January 1, 2003 without the effect of accumulated
retained losses."

Significant items of operating results in first quarter of 2003 are as follows:

1. Net interest and dividend income
Net interest and dividend income was Baht 4,647 million, up from Baht 4,138 million in the
previous quarter and Baht 4,412 million a year earlier. Net interest margin slightly improved
from 2.54% in the previous quarter to 2.67% in this quarter. The improvement was due
primarily to interest rate cut in October 2002 and increased dividend income from the
investment portfolio.

2. Non-interest income
Non-interest income totaled Baht 2,179 million, a decrease of Baht 285 million from Baht
2,465 million in the same quarter of last year. The decrease is attributed to :
- Smaller investment gains, down from Baht 549 million to Baht 41 million, due
to lower securities sales.
- An increase of Baht 113 million in income from subsidiary and associated
companies as no additional provisions were made in this quarter whereas certain
companies made significant loan loss provision in the corresponding period last
year.
- Baht 51 million increase in foreign exchange gain from increased business
transactions.

3. Non-interest expenses
Total operating expenses were Baht 3,149 million, a decrease from Baht 3,177 million and
Baht 3,493 million in the first quarter and the fourth quarter of 2002, respectively. The Bank
was able to reduce its operating cost to income ratio to 47.8%, down from 53.3% in the same
quarter of last year.

4. Loan loss provision
After a one-time loan loss provision in 2002 to cover possible asset quality deterioration, the
Bank"s policy is to make a general provision of Baht 600 million quarterly until it reaches
2% of normal loans. At the end of the first quarter of 2003, loan loss provision totaled Baht
79,850 million.

Balance sheet as at March 31, 2003.

As at March 31, 2003, total loans outstanding before allowance for doubtful accounts were
Baht 481,875 million, a decrease of Baht 3,236 million or 0.7% from the end of last year as
loan repayment outpaced new loans.

Total deposits stood at Baht 591,927 million, an increase of Baht 23,325 million or 4.1%
from the end of last year as a result of increased liquidity.

Shareholders" equity stood at Baht 54,899 million, an increase of Baht 2,781 million from
the end of last year, mainly due to profits for the period. Due to the elimination of retained
losses by use of legal reserve, other reserves, and share premium as approved by the
shareholders, the bank shown retained earnings started in this period at the amount of Baht
3,077 million.

Total capital funds (tier 1 and tier 2) were Baht 60,101 million or approximately 13.2% of
total risk assets, of which 7.9% was tier 1 capital.

Problem Classified Loans (PCLs)

The Bank"s problem classified loans (sub-standard and lower) including accrued interest
receivables, other assets and loans to financial institutions as at March 31, 2003, were Baht
120,231 million or 24.6% of total loans, compared with Baht 120,088 million or 24.4% of
total loan at the end of last year. As at March 31, 2003, non-performing loans (NPLs)
according to the Bank of Thailand"s new definition were Baht 118,753 million or 24.5%.

Comparing with loan loss provision, the Bank"s problem classified loan"s coverage ratio
stood at 66.4% at the end of the first quarter of 2003.

`Security guard outside the House took money from 4 rapists and left`

A Hong Kong reporter was raped by four men in front of Parliament after taking a tuk-tuk on Tuesday night, according to formal complaints filed by the woman yesterday.

A security officer at the gate of Parliament refused to help her but took money from the rapists before leaving the scene, the woman said in her statement to woman`s foundation head and Chat Pattana Party MP Paveena Hongsakul.

The reporter, whose name was withheld, told Paveena that she took the tuk-tuk in front of Big C on Rajdamri Road at 10pm Tuesday and asked the driver to take her to Sukhumvit Road.

She dozed off and woke up to find herself flanked by three other men along with the tuk-tuk driver. One of the men could speak Cantonese, so she understood what he was saying.

She said the man on her left took out a knife and pointed it at her waist, while the man on her right pointed a knife at her neck and hit her neck with his hand before hitting her left temple.

The reporter said she begged for her life, telling the men she was a foreigner. She offered them money and other valuables in exchange for her freedom but they ignored her.

She said the tuk-tuk later parked beside the footpath opposite from the gates of Parliament and the men forced her to give them money. She said she gave them Bt10,000 in the hope that they would let her go, but instead the men took turns to rape her on the tuk-tuk and then on the footpath.

She said while she was being raped, a man dressed like a policeman who was standing at the gates of Parliament, walked over to take a look. One of the rapists gave him money, and he walked away after giving the man a tap on the shoulder.

The reporter said the driver`s friends initially wanted to kill her but the driver prevented them from harming her.

She said the driver took her back to the spot he picked her up and the Chinese-speaking man threatened to kill her if she filed complaints with police.

After she got out of the tuk-tuk, she said a man stomped on her foot, causing her to fall down while her attackers fled in the tuk-tuk.

She ran for help from two reporter friends, who were staying in the Anoma Hotel. They went to file complaints at Lumpini police station and she was taken for a medical check and to point out the spot where she was raped.

Yesterday she went to meet Paveena to seek help.

The reporter had not expected to be harmed while taking a vacation in Thailand, and said she cried throughout the night.

Paveena yesterday called Metropolitan Police Commissioner Lt-General Damrongsak Nilkuha to inform him of the incident. Damrongsak pledged that police would help the victim.

Paveena said police would make sketches of the rapists` faces and the victim would be moved from her hotel to another location for safety.

Police would extend the reporter`s visa so that she could stay until the four men are brought to justice, the MP said.

Paveena later took the woman to file complaints at Dusit police station, as the incident occurred in its jurisdiction. Police at the station asked for the results of the medical check-up she took after filing complaints with Lumpini police.

Police were yesterday sent to check the roster of security officers at the gates of Parliament to try to locate the officer who ignored the attack.

Parliament security officers said yesterday that they did not know about the incident. They said security officers were stationed inside the compound and did not go out at night so it was possible the security officer came from another place or belonged to another agency.

US-Thai immunity pact `flouts sovereignty`

A planned agreement with the United States giving US citizens here immunity from international prosecution offends Thai sovereignty and democratic principles, a Senate source has said.

The Senate Committee for Foreign Affairs is scheduled to issue a statement today expressing concern at Prime Minister Thaksin Shinawatra`s plan to sign an agreement during his working visit to the US next week.

The proposed agreement would protect US citizens from prosecution by the International Criminal Court (ICC).

The Senate panel is expected to say that as a signatory to the ICC convention, any action connected to the convention must be approved by Parliament. Thailand signed the ICC convention during the Chuan administration and the current government has said it would ratify it.

Under the proposed agreement, Thailand and the US would not surrender each other`s nationals to third parties without consent when the purpose is to put them in the jurisdiction of the ICC.

Thaksin is set to visit the US from Monday to June 14 at the invitation of the US-Asean Business Council, and is scheduled to meet US President George W Bush during the visit.

The Senate committee source said that the statement would express concern that giving extra-territorial jurisdiction to US citizens by signing the agreement is contrary to the principle of sovereignty.

The Senate views the agreement as opening the door to the return to Thailand of US military forces, which withdrew in 1975.

Washington has opposed the international criminal court, fearing it will be used to prosecute members of its military, civilian contractors and former officials.

The US has waged a worldwide campaign to sign immunity deals and has been successful with 34 countries. The Philippines recently became the first Association of Southeast Asian Nations member to sign the pact, known as an Article 98 agreement.

Others signatories include Afghanistan, Azerbaijan, Bahrain, Bhutan, Bosnia-Herzegovina, Congo, East Timor, El Salvador, Gabon, The Gambia, India, Israel, Madagascar, Nepal, Palau, Romania, Rwanda, Sierra Leone, Sri Lanka, Tajikistan, Tonga, Tuvalu and Uzbekistan.

Defence Minister Gen Chavalit Yongchaiyudh said both the US and Thailand would benefit from signing the agreement. He said approval was given to the prime minister to ratify the agreement by the Cabinet at its weekly meeting on Tuesday.

Foreign Ministry spokesman Sihasak Puangketkaew dismissed a news report that Thailand would sign an agreement with the US in return for Washington`s recognition of Thailand as a major non-Nato ally.

The spokesman said it`s up to the US Congress to decide on the matter.

Environment Ministry follows up on allegation that forest free-for-all was accelerated by govt`s asset-conversion plan

The Natural Resources and Environment Ministry has deployed 100 officials to investigate encroachment on a forest reserve in Chachoengsao province following allegations by a Democrat Party MP.

Minister Prapat Panyachatraksa said the National Parks Department had sent 100 officials to survey the Kwai Rabom See Yad Forest Reserve.

Prapat was speaking to reporters after meeting with Plodprasop Suraswadi, the permanent secretary, and Somchai Piansathaporn, director-general of the National Parks Department.

On Sunday, Democrat MP Alongkorn Pollabutr said the government`s asset-conversion plan was accelerating encroachment on the Kwai Rabom See Yad Forest Reserve.

He said the land grab involved forestry officials, police officers, and local and national politicians.

Prapat said he would wait for information from Alongkorn as to where the encroachments had taken place and then crosscheck it against information gathered by the 100 officials.

Prapat said Plodprasop and Somchai had told him that 540,000 rai of land from the reserve were given to the Land Reform Office to allocate to landless farmers, but that the Land Reform Office had returned 210,000 rai to the Forestry Department.

Prapat said the returned 210,000 rai were not in the same area, but were scattered around the reserve.

Sakda Wichiansilp, director of the forestry and parks division, said the area Alongkorn visited over the weekend was no longer part of the forest reserve, but was had been allocated for land-reform purposes.

Plodprasop said the area in question did not belong to the forest reserve.

Meanwhile, deputy House speaker Suchart Tancharoen yesterday challenged Alongkorn to name those he had accused of encroaching on the forest reserve.

Suchart said Alongkorn should have named the culprits instead of giving only the initials of S and W.

Suchart`s father is Wichian Tancharoen.

"I categorically deny that my family has encroached on the forest reserve," Suchart said.

"I and my father don`t have any land in the forest area. This is a political game."

Suchart said that, if Alongkorn knew who had committed the wrongdoing, he should have filed complaints with police to seek legal action against them.

He also hit back at Alongkorn, saying his home province of Phet-chaburi also had forest encroachment - in Kaeng Krachan National Park.

UNEDITED CUTS: Thai film goes to Hollywood

Is it a good or bad idea for Hollywood to remake a Thai box-office hit? It doesn`t necessarily mean the original film is not up to par with what`s coming out of the US – in fact it could be considered a compliment that the film is so good that Hollywood wants to remake it in English.

Rumour has it that “The Eye”, the work of Thai-based Hong Kong director Oxide Pang, is currently a hot topic on the Hollywood party circuit. They are saying that super star Tom Cruise is showing a keen interest in buying the horror script for a remake.

The good news for Thailand and the Thai film industry is that the distribution rights have been sold to at least 20 countries. The movie was a box-office hit in Hong Kong and Singapore.

Over to you, Oxide, make a sequel of “The Eye”.

“Hello there, Ken, I`m already writing the script for the sequel," whispered Oxide. Did I hear that or was it just my imagination?


q John McTiernan (“Die Hard” and “The Hunt for Red October”") is set to direct a US$45 million (about Bt189 billion) action adventure, “Murder In Canton”, based on the Judge Dee mystery novel series, which Samuel and Victor Hadida’s Davis Films and Peter Loehr’s Ming Productions will co-produce with backing from TF1.

"This project has a bit of everything," said Hadida. "The basic story is a murder mystery but with adventure, fantasy, romance and martial arts."

Production is scheduled to start by the end of the year in New Zealand and China. The character of Judge Dee will be played by a Chinese actor with a Westerner as his sidekick.

The Judge Dee novels, written by Robert Van Gulik, the Dutch Ambassador to Japan in the 1950s, follow the exploits of a Tang Dynasty magistrate who travelled throughout China solving mysteries at the Empress’s behest.

Davis, French production house, D+ and Ming own rights to the entire series of more than 20 novels, which they plan to turn into a major franchise.

The film is one of the first works to emerge from Loehr’s new production outfit Ming Productions, which is based in LA and Beijing.

The American-born producer previously headed Beijing-based Imar Films, where he oversaw a string of low-budget successes, before moving on to work on bigger and more ambitious films.

SPECIAL: A Long Walk Home

The Mon in Kanchanaburi’s Sangkhla Buri district have been there for decades, long enough for these refugees from Burma to have assimilated into the local community.

Every morning, visitors to Kanchanaburi`s Sangkhla Buri district can see hundreds of Mon leaving their community and cross the Samprasop River on longest wooden bridge in the country on their way to work in downtown Sangkhla Buri or elsewhere.

The men and women carry their lunch boxes, while some of the women, clad in their traditional longyis, also carry an umbrella.

For decades, the 850-metre-long Uttamanusorn Bridge, also known to locals as the Mon Bridge, has linked the Mon Community in the compound of Wangkawiwekaram Temple with other residents of Sangkhla Buri district. The Mon can leave their neighbourhood by several other routes, but many still opt to use the bridge.

Not far from the bridge is the point where three rivers - the Rantee, Songkalia and Bikhlee - merge to form the Samprasop (Junction of Three) River.

The Mon have been here since 1977, when the Wangkawiwekaram Temple, founded by a revered Mon monk known as Luang Pho Uttama, now 93, and the Mon community were relocated from nearby after the Electricity Generating Authority of Thailand decided to build Khao Laem, or the Vajiralongkorn Dam.

At that time the community comprised around 400 households. Officials of the Pattanarak Foundation, which does healthcare work in the community, say the number grew to 600 by last year and 800 this year. Most residents, however, do not have Thai nationality.

While the Mon men blend in with other rural villagers, the women stand out because of their unique attire and hairstyle.

"We love Thailand. We want to stay here, and at the same time contribute to the Thai economy," said Fah, a Mon native whose family fled the civil strife in Burma and moved to Thai soil.

Although displaced from their native "Monland" in Burma, residents of the Mon community have striven to maintain their cultural identity.

Ork Pung, 42, a former soldier of the Mon army, leads the effort through the Mon Culture and Literature Survival Project (MCL).

In a bid to preserve their history and language, Ork Pung began to collect and transcribe old Mon palm-leaf manuscripts in 1993.

He has developed Mon computer fonts for both Mac and Microsoft, which allow him to preserve and publish the historical Mon texts he has collected.

Ork Pung says he has already transcribed about 60 palm-leaf manuscripts, which is only one-third of his collection. The topics of the manuscripts range from history and legends to medicine, poetry, religion, proverbs and music.

It`s not just the Mon who are helping preserve their culture, Ork Pung said. Among the 12 people who run the MCL project are Thais, Swiss and Americans.

EDITORIAL I: Move carefully on the illegal lottery

It`s looking as though the government has found a way to tap into the lucrative world of the underground lottery. The newly-begun crackdown on that vast unlawful network has been supplemented by the issuance of new government lottery tickets allowing Thais to bet on the two-digit and three-digit categories. Whether this apparently smart move will work in the long run remains to be seen, though, as the illegal lottery is a deep-rooted industry which, according to research, involves tens of thousands of agents, sub-agents, and "messengers", not to mention more than 20 million customers.

A top expert on the underground economy, Sangsit Piriyarangsan of Chulalongkorn University, has warned that taking on an industry this big would have a domino effect both on the mainstream economic structure and the way of life of many people. He also pointed out that only a few big-name operators fit into the "mafia" category, while the rest of the industry consists of simple ordinary citizens.

The government`s motive is obvious. Revenue officials took one look at the annual profits of several hundred billion baht and decided that the money should go into the state`s coffers. The size of the market is estimated through researchers` information that about 51 per cent of Thais aged 15 and above, or 23.7 million people, are regular or occasional customers of underground lottery agents.

Obviously, any government would want to get its hands on this market. The question is whether the administration can simply step in and effectively fill the role of tens of thousands of agents.

The charm of the underground lottery comes from the bet-first-pay-later tradition and the convenience in placing bets. A couple of phone calls and the deal is done. And where there`s no phone, there are always messengers around.

There`s also the communal nature of the industry. It binds people together and makes groceries and fresh markets nice places to visit. Much of this socialising will disappear when the government becomes the one and only bookie.

The four million messengers - the link between agents and customers - will likely be forced into other, perhaps less salient, corners of the black economy.

While it makes sense for a cash-strapped government to take over such a huge underground economy, Sangsit`s warning and subsequent proposal need to be heeded. The financial and economic significance of the agents, sub-agents and messengers cannot be overlooked since, although they earn their money illegally, they are also part of the mainstream economic structure.

Many messengers are low-paid workers or unemployed who rely heavily on commissions from agents. Many agents, whose "torch" has been passed from generation to generation, have no other source of income.

Sangsit proposed the registration of agents, who could be given licences through a bidding system to bring them into the legitimate economy. He appears to disagree with the idea of a total government takeover, which would basically shift enormous sums of money from the pockets of a large number of Thai citizens to the state coffers.

Nationalisation is harsh punishment for an industry which, while unlawful, has long been a virtual national tradition. The harmful effects of the illegal lottery are undeniable, and surely it`s time for someone to do something about it, but this is an issue that is far more delicate than it seems. A gradual transformation looks to be the better option - trying to change the entire illegal lottery overnight is a very big gamble.

CRACKDOWN IN BURMA: EU, UN set to turn up heat on junta

Representatives say treatment of Suu Kyi unacceptable, urge immediate release

International agencies, including the United Nations, the European Union and Friends of Burma, have agreed unanimously that they need to coordinate and step up pressure on the Burmese military junta, according to diplomatic sources.

The news comes a week after Aung San Suu Kyi was detained by the Burmese military junta.

At a special meeting called by assistant secretary-general for political affairs Daniel Turk on Wednesday at the UN Headquarters in New York, UN members concurred that the regime`s treatment of Suu Kyi was unacceptable and that she must be released immediately, diplomatic sources said.

The UN meeting agreed that the UN special envoy to Burma, Ismail Razali, must have access to Suu Kyi during his visit to Burma beginning today. "Otherwise, the Burmese regime could blame him for failure to follow up on the dialogue," said a Western diplomat who was present.

The UN members attending the meeting expressed concern that the opposition National League for Democracy was no longer operational because all its branch offices had been closed and its leaders were under arrest.

Meanwhile, at a meeting in Bangkok on Tuesday, diplomats said they needed to further assess the political situation inside Burma following recent clashes between opposition supporters and the regime, with some disagreeing on how best to respond to the current political crisis.

The stand-off was on whether the international community should further isolate Burma with additional sanctions or engage the junta by maintaining humanitarian assistance.

Diplomats from the US, Britain and Denmark were most vocal in calling for harsher measures to punish the junta leaders who have detained Suu Kyi for the past six days.

Sources who attended the meeting said that the US position was by far the strongest, calling for tougher sanction measures against the regime.

Washington DC has imposed an investment ban on Burma since 1998, and the US Congress is considering whether to adopt comprehensive trade sanctions against the regime.

Leading US lawmakers of both houses have called on Congress to consider legislation banning Burmese imports to the US.

Senator John McCain, chairman of Senate Foreign Affairs Committee and Congressman Tom Lantos, a member of the House International Relations Committee have urged the Bush administration to freeze US assets of Burmese leaders and expand the visa ban against Burmese officials.

Suu Kyi was released last year from 19 months of house arrest, leading to international optimism that the reconciliation process could proceed. Instead, the junta refused to enter into political dialogue with Suu Kyi.

Meanwhile, her popularity increases. During the month-long tour of provincial areas that culminated in her arrest, thousands of people showed up to listen to her speeches.

Suu Kyi has irked the junta with her repeated recent calls that her 1990 election victory be recognised and that the Burmese people be returned their freedoms. Non-voice services to be sold via Bt119 cards

Advanced Info Service (AIS) will re-launch its non-voice mobileLIFE service next week in the form of low-cost cards, a company executive said yesterday.

AIS has been providing the mobileLIFE service for around two years, but this is the first time it has offered its non-voice services together in the form of a card.

The move is aimed at offsetting declining handset profit margins.

Suvit Arayavilaipong, AIS assistant vice president (non-voice services), said the package would stimulate demand for non-voice services on the AIS network, and boost the revenue of its content partners.

"Most of the revenue from the cards will go to our content partners," Suvit said.

The country`s largest cell-phone operator will sell the cards via its dealer outlets and share revenues with them.

"We also plan to distribute the cards through non-telecom channels to increase sales," Suvit said.

MobileLIFE will come in two packages - Basic and Plus.

Basic will cost Bt119, and provide unlimited downloads of ring-tones, logos, picture messages, and joke messages for one month at Bt3 per download.

Usually AIS users pay Bt10 or higher per download.

The Plus package also costs Bt119 and allows 10 downloads of multimedia messaging content and video clips per month at Bt 10 per download.

Suvit said that while the service was only available to AIS users, it would also be possible to send the content to cell-phone users on other networks.

"We project we will have 60,000 users within three months," Suvit said.

Escap gives Thailand mixed grades

Thailand has done a good job of reducing poverty, child mortality rates and gender inequalities, according to the latest UN regional report on millennium development goals (MDGs) released yesterday.

The figures for HIV/Aids and environmental sustainability are less encouraging, however, the report said.

Speaking at the report`s launch yesterday, Kim Hak-Su, executive secretary of the UN`s Economic and Social Commission for Asia and the Pacific (Escap), put Thailand on a list of the countries that have been particularly successful at reducing extreme poverty and hunger - along with China, Indonesia, Malaysia and Vietnam.

He referred to the report`s finding that the proportion of the Thai population earning below US$1 (Bt42) a day had been reduced from 12.5 per cent in the early 1990s to 5.2 per cent by the late 1990s.

The reduction is ahead of an original MDG to reduce the proportion to 6.3 per cent by 2015, he said.

According to the report, Thailand might be able to reduce the proportion of the population earning less than $1 a day to 0.6 per cent by 2015.

The MDGs were agreed to by 191 nations at the UN General Assembly in 2000, and comprise eight goals that all signatories have committed to achieve by 2015.

Besides eradicating extreme poverty and hunger, the other seven goals include achieving universal primary education, promoting gender equality and empowering women, reducing child mortality, combating HIV/Aids and other diseases, and ensuring environmental sustainability.

The report, a joint effort by Escap and the United Nations Development Programme, complements the Kingdom for having made significant progress in promoting child healthcare and reducing child malnutrition.

However, while it identifies the region as having achieved "one of the largest decreases in mass poverty in human history", huge challenges still exist in the fields of basic education, gender equality and child health.

The report voices concern that many countries in the region may meet none of the goals at all by 2015. Sri Lanka and the Russian Federation, for example, might not meet the target of reducing the percentage of the population that earn less than $1 a day, with the percentage increasing by 6.6 per cent over the past decade in Sri Lanka and by 7.1 per cent in Russia.

The report identifies slow economic growth and declining official development assistance as among the key obstacles to poverty reduction and other regional MDGs. In addition, it calls for international trade reforms aimed at helping the poorest countries.

How we fare in comparison

Here are some interesting comparisons between the various development indicators of Thailand and other Asia-Pacific nations.

- The proportion of population earning below one US dollar (Bt41.3) per day.

In Thailand this decreased from an average of 12.5 per cent in 1990-1996 to 5.2 per cent in the late 1990s, and is predicted to drop to a mere 0.6 per cent by 2015. In Laos the figures were 53 per cent, 34.6 per cent and 15.3 per cent for 2015. China`s figure is expected to drop to 4.7 per cent by 2015 from 15.3 per cent in the late 1990s.

- The percentage of children below five who are moderately or severely underweight.

In Thailand this figure was 26 per cent for the mid-1990s period and dropped to 19 per cent in the period between 1995 and 2001. In Bangladesh, it reduced from 67 per cent to 48 per cent.

- The proportion of seats held by women in national parliament.

In Thailand this increased from 3 per cent in the early 1990s to 9 per cent in the early 2000s. In Laos it increased from 6 per cent to 21 per cent, from 18 per cent to 26 per cent in Vietnam and from 6 per cent to 25 per cent in Australia.

- The number of children orphaned by HIV/Aids.

In Thailand the number increased from 48,000 at the end of 1997 to 290,000 by the end of 2001. In China, the number shot up from 720 to 76,000 in the same period. The Philippines succeeded in restricting it to only 4,100 from 480 at the end of 1997.

- The proportion of land area covered by forest.

Thailand saw its forests decrease from 31.1 per cent of its land area in 1990 to 28.9 per cent in 2000. Burma also saw a decrease - from 60.2 per cent to 52.3 per cent. Japan managed to increase its forest area from 63.8 per cent to 64 per cent.

Event switching to Thailand after 80 years in Germany

After an 80-year run, the world`s biggest professional food show will be leaving Germany for Thailand next year.

Koelnmesse GmBH, one of the world`s largest trade-fair organisers and the force behind the Anuga and Anuga FoodTec shows in Cologne, will stage the "World of Food Thailand 2004 - Powered by Anuga" at the Impact Arena in Muang Thong Thani from March 3-6.

The food fair will be the first to incorporate all food-industry segments under one roof - exports, catering, food technology, hospitality services, and retail and franchising services including international supermarket chains.

About 300 exhibitors from 20 countries will present their wares on 10,000 square metres of space "at the largest exhibition of its kind in Thailand, with the ratio split 50-50 between Thai and overseas participants", Michael Dreyer, managing director of Koelnmesse, said yesterday.

Preparations for business plans and feasibility studies have been going on well over a year. Around 100 people will work at the show, which has a promotional budget of US$1.5 million (Bt62 million), Dreyer said.

"It took quite a long time to convince our head office in Cologne to hold this food show outside Germany. Selecting Thailand was a significant decision and a benchmark of recognition of the Kingdom`s stability, dynamic and most diversified economic growth and vibrant export industries," he said.

"Asia currently is the most promising business region in the world, and the Afta (Asean Free Trade Area) region is one of the single largest markets in the world, posting a trade volume of over US$700 billion. Thailand`s location in the heart of this economic area is a tremendous advantage, as it is easy to reach for exhibitors and buyers.

"What`s more, Thailand is one of the largest producers of both Asian and Western food items. An increasing number of global players are establishing manufacturing locations here. Add to this the high quality of work, the skills and knowledge of employees and the favourable production costs. That has attracted Koelnmesse to stage the `World of Food Thailand 2004` here."

Koelnmesse has implemented strategic measures to promote the internationalisation of its trade fair business.

16-year-old dies after student fires on classmate; shooter has history of troublesome behaviour, say police

A high-school student who tried to shoot a classmate ended up killing a female student and injuring five others in a hail of bullets, police said yesterday.

The shooting took place at Pakpanang School in Nakhon Si Thammarat after assembly and the 8am playing of the national anthem.

"Nung" had stolen a 9-millimetre pistol from his father, hiding it in his pocket, but his father came to the school to warn teachers that his son had a gun.

His father and a Pakpanang teacher approached Nung in the school grounds, asking him to go inside so they could search him.

Nung followed them but later ran back into the school grounds, taking aim at 17-year-old Sicharat Kumsuk, his classmate, and firing six rounds at him.

Sixteen-year old Wanida Klaewbang, a Mathayom 5 student, died after one bullet passed through her ribs and another her left hip.

The five injured students were Mathayom 5 students Yodrak Paentao, 16, Wuthidet Promthong, 17, Sricharat, Kanokwan Mokthong, 17, and Krison Kanchanadul, 17, who was admitted to Maharat Hospital with a serious head injury.

Police charged Nung with premeditated murder, attempted murder, physical assault, and carrying arms in a public place without a permit.

During his interrogation, Nung was calm even when informed that a student was dead. His father, however, was distraught.

Nung confessed to the charges and was taken to re-enact the crime at the school. The re-enactment was carried out under a blanket of security, as police feared he would be lynched by students gathered nearby. Some female students broke into tears after seeing the crime re-played.

Sricharat said he had fought with Nung on Thursday and that his friendhad threatened to kill him, but he did not think he meant it.

Colonel Suthat Chansawat, superintendent of Pakpanang District police station, said that Nung confessed that he had earlier brawled with Sricharat during a sports match, saying he was kicked in the face by Sricharat.

Suthat added that teachers had put Nung on parole with police because of his wayward behaviour.

A source at the school said Sricharat and Nung had been fighting over a female student.

General Education Department director-general Paitoon Jaisin said he had requested local police cooperation to provide security at the school for a month and had asked teachers to teach students to build good relationships and avoid violence.

"If the violence repeats itself, the police will be asked to stay one year," he said.

Meanwhile, Education Minister Pongpol Adireksarn said parents and not teachers were to blame for the incident.

"This incident is not a copycat of the rash of school shootings in the United States, but reflects that the Thai people are under great mental stress and society is in disorder," he said.

Assoc Prof Dr Sompong Chitradab of Chulalongkorn University`s Faculty of Education expressed concern that other students would copy Nung in dealing with their problems.

"Thai teenagers are more aggressive and expressive. They resort to violence as a means of solving [problems over] love affairs,`` he said.

Analysts recommend investing in alternative vehicles such as mutual funds

With the Bank of Asia dropping interest rates on savings accounts to 1 per cent yesterday, analysts are recommending that people with such accounts shift some of their money to other types of investments.

Financial-planning experts suggested that with savings rates at a new low, depositors should increase their investment ratio and put some savings into mutual funds, particularly equity or flexible funds.

By dropping savings rates by one quarter of a percentage point to just 1 per cent, the Bank of Asia has made savings accounts even less attractive, while experts also warn that bonds are also offering unattractive returns.

Depositors previously wary of the stock market should reconsider investing in shares, said National Securities managing director Suvabha Charoenying.

"The stock market has surged significantly in the past few weeks, so people should start buying stocks," she said.

The Thai stock market has risen 10 per cent in the past 14 trading days. While some analysts were optimistic that stock market gains still have an upside, others believe stocks are overbought and investors should be cautious.

Retirees and people approaching retirement should focus on bank accounts despite the historically low interest rates, some planners advised, but added that such people should also set aside a smaller portion of their money to buy stocks providing high-dividend yields.

The savings rate offered by the Bank of Asia is now 1 per cent, while its 3- and 6-month time deposit account rates are at the single rate of 1.25 per cent per annum.

Suvabha recommended that those who had just begun their working lives buy cars and property for investment purposes. Any money left over from their living expenses and savings could be invested in the stock market, she said.

She said that those new to the stock market should channel their money to the market through equity or flexible funds unless they were prepared to take high risks directly.

Thanawat Patchimkul, head of research for DBS Vickers Securities (Thailand), said that the new round of interest rate cuts raised the profile of mutual funds.

"The rate cut will not trigger a big flow from banks` deposit accounts to the equity market. However, more depositors will allocate some of their money in the market in the next few years," he said.

Thanawat suggested that workers put money in retirement mutual funds (RMFs), which are tax-deductible, and in insurance policies, which provide returns in the event of an accident or death.

He also recommended that retirees keep most of their money in savings accounts, while investing 10 to 20 per cent of their savings in guaranteed funds or property funds.

The very wealthy could invest up to 50 per cent of their worth, he said.

One Asset Management managing director Wiwan Tharahirunchote said young people could afford to risk up to 50 per cent of their savings.

"They should ask themselves before making an investment decision how much risk they can take to map out their investment portfolio," she said.

Wiwan said those who could afford the risk should put half of their money in stocks, warrants, equity fund and flexible fund unit trusts; another 20 per cent in fixed-income funds and bonds; another 20 per cent in property; and the final 10 per cent in bank accounts.

Her recommended breakdown for those not planning to buy property and willing to take only moderate risk was 40 per cent in stocks, equity funds and flexible funds; 30 per cent in fixed-income and corporate bonds; and the remainder in savings.

For the extremely risk-averse she advised 20 per cent in stocks, equity funds and flexible funds; 50 per cent in bonds and fixed-income funds and the rest in the bank.

Senior citizens complain that rate cuts hit them hard

With Bank of Asia savings and deposit interest rates hitting an historic low and other banks expected to follow suit, senior citizens and retirees yesterday complained that income-earners were ingrates for leaving them struggling to get by.

"I made many contributions in my working life. Now in my retirement I have been forced to make further sacrifices and make do with falling interest earnings," said retiree Phenkhae Surachot, 61.

Phenkhae was commenting on the news that the Bank of Asia cut its savings and deposit interest rates yesterday to 1 per cent.

She said it was unfair that retirees like herself had to bear the brunt of an economic malaise that they had not created.

"Look at me. At my age I am not in a position to make a new career start. Young people should not solve their problems by taking away part of my retirement income," she said.

Retired teacher Pimpa Hemabutr, 67, said she and many retirees could not afford to build up an investment portfolio as a shield against the lowering of deposit rates.

"I`ve worked as a teacher all my life, and I have to live on a fixed pension that is not big enough to spin-off into many investment opportunities. I depend entirely on my interest earnings," she said.

Meanwhile senior citizen Thamma Chinkatham, 74, expressed doubt that he would have sufficient earnings to see out the rest of his days. "What shall I do?" he asked, adding that he had no idea how he could survive with his money dwindling so quickly.

Ninth Thai Sars case confirmed

Another case of Sars was reported in Thailand yesterday, bringing the total confirmed cases to nine, the Disease Control Department said.

The victim is a 38-year-old woman who lived and worked in Hualien, Taiwan, before returning to Thailand on May 22 to escape the Sars crisis there, said Dr Charal Trinwuthiphong, the head of the Disease Control Department.

Five days after returning to her hometown of Khon Kaen she fell ill with Sars-like symptoms. Two days later, after being admitted to a local hospital, the Sars Operation Centre in Bangkok was notified about the suspected case, Charal said.

After closely monitoring the woman`s condition, a panel of Sars experts agreed that the woman was the country`s ninth Sars case, he said.

The confirmation had prompted health authorities to quarantine seven hospital personnel, four of the woman`s family members and eight other relatives for 10 days, Charal said.

He said that so far there were no reports of anyone who had come into contact with the woman falling ill.

The patient is recovering but is still in an isolation ward, Charal said.

According to Dr Wittaya Charupoonpol, director-general of the Khon Kaen Centre Hospital where the woman is being treated, the patient will have stay in hospital for a further 10 days in order to recover fully and pose no risk of infecting others.

TUK-TUK GANG RAPE: I rode with accused, says witness

Vendor claims she was in Thongbai`s vehicle on Tuesday night at the time he was alleged to have sexually assaulted a Hong Kong reporter

A woman revealed yesterday that she was riding in Thongbai Umahia`s tuk-tuk at the same time he was allegedly involved in the gang rape of a Hong Kong tourist and freelance reporter.

Thongbai, 27, was arrested on Wednesday on charges of conspiring with three other men to commit robbery and sexual assault on the 29-year-old reporter, So (not her real name).

The incident took place after 10pm on Tuesday.

Thongbai has denied the charges, saying that from 9pm until midnight on Tuesday he had taken a woman from the Bang-lampu area to Mahanak Market; then picked up another fare to Sala Namron Market. He said both were regular passengers during those hours.

The Nation yesterday spoke to one of the passengers, Rossarin sae Tang, 48, a vendor at Tang Hua Seng Market.

"On Tuesday, Thongbai picked me up at about 8.30pm. Then he drove me and my niece to Mahanak Market. He took us back to my shop at about 10pm," she said.

Thongbai mentioned that he would pick up a palm fruit trader at Mahanak Market later, she said.

Thongbai had taken her in his tuk-tuk every night this week until he was arrested, she said.

She said she had used Thongbai`s tuk-tuk services for about a year.

Theera sae Tang, 51, the owner of the tuk-tuk Thongbai rents, said that he was a "good man" and could never imagine that he was a rapist.

Thongbai said that he was being used as a scapegoat and would do anything to show his innocence.

"I`m willing to undergo a physical examination and a lie detector test.

"I believe the truth will come out and help me."

Thongbai is scheduled to take a polygraph test next Tuesday, while the result of his DNA test will be released next week, police said.

Maj-General Theerasak Nguanbanjong, commander of Metropolitan Police Command 1, said that So was may have confused about the details of that night, and still in shock.

Her Thai boyfriend-whom she had met three months ago-told police he had sexual intercourse with her shortly before the alleged gang rape.

"Now we have to wait for the test results from the Forensic Institute to see whether the semen traces from So belong to her boyfriend or to Thongbai," Thee-rasak said.

Yesterday police arrested a second suspect, Dee Promsanan, 31. He was working as a tuk-tuk driver at the same depot as Thongbai, but disappeared soon after the alleged gang rape and returned to his home in Roi Et, where he was arrested.

Dee claimed that he was innocent. He would cooperate with police to prove it, he said.

He told police he left Bangkok because he wanted to visit his parents.

Harassment case sparks public anger

Most people are convinced that a police general made unwanted sexual advances towards a female reporter, and the majority want Prime Minister Thaksin Shinawatra to intervene in the much-publicised case, a Suan Dusit poll revealed yesterday.

The survey of 1,491 people found that 61.98 per cent believed the claim of sexual harassment of the reporter. Another 44.69 per cent said Thaksin and relevant agencies should tackle the problem.

The Rajabhat Institute Suan Dusit poll questioned 882 men and 669 women on Thursday and yesterday.

The respondents considered sexual harassment by police a grave offence, unethical, and abusive of women.

Meanwhile a source close to the broadcast reporter - who reportedly faced sexual advances while covering two mobile meetings in Ubon Ratchathani and Phuket - said she was stressed and wanted the case to end quickly.

After the reporter lodged a complaint with the Thai Journalists` Association, National Police Chief General Sant Sarutanond ordered investigation of the case and that the victim be identified. The latter order caused a furore among female reporters

Southern firms back special economic zone

The Pattani provincial Chamber of Commerce yesterday backed a suggestion by Deputy Prime Minister Chavalit Yongchaiyudh to designate three predominately Muslim provinces a special economic zone.

Damrong Chaiwanont, president of the chamber encompassing Pattani, Yala and Narathiwat provinces, said the area had huge potential for investment but fears of local unrest deterred investors from pouring capital into the region.

The provinces are in the Board of Investment`s zone three, which offers a number of incentives including tax exemption for investors, but it was never taken advantage of, he said.

Chavalit`s move is more likely to attract attention and restore investors` confidence, Damrong added.

The chamber will shortly be submitting a proposal for investment incentives to the government, he said.

"We need a comprehensive plan covering both production and marketing. Until now the government has only provided backing for production, though local producers are mostly farmers and have no idea about where to sell their products," Damrong said.

The proposal will be passed to Deputy Prime Minister Korn Dabaransri while he is in Narathiwat for a meeting of the Indonesia Malaysia Thailand Growth Triangle (IMT-GT) later this month, he said.

In a related development, a local business council has proposed that southern provinces be promoted as tourist destinations on an IMT-GT website to boost tourism in the region.

Chairman of the Business Council for the Southern Border Olarn Uyakul yesterday said he would propose the idea to Deputy Prime Minister Pongpol Adireksarn on June 21.

"It should help, because 56 per cent of tourists from Europe surf the Internet when planning their vacations," he said.

The tourism industry in the South has been hit by the Severe Acute Respiratory Syndrome (Sars) epidemic, which has slashed the number of Malaysian tourists by 60 per cent.

Olarn said he had already discussed the proposal with the National Economic and Social Development Board (NESDB) as well as representatives from the private sector.

He expects Pongpol to raise the issue at the IMT-GT meeting.

`Suriyothai` set to open in US

A re-edited version of the most expensive Thai movie ever, "The Legend of Suriyothai", will open in 69 theatres throughout the United States on June 20.

Francis Ford Coppola`s trimming of director Suriyothai MC Chatrichalerm Yugala`s epic will premiere in Thailand on August 8.

The international edition of the Bt400-million film will be subtitled in English. Coppola, director of critical hits in the 1970s and 80s such as the "Godfather" trilogy, "Apocalypse Now" and "The Cotton Club", also oversaw the editing of the subtitles.

Producers expect the new version`s run to last from four to nine weeks in selected theatres. If "Suriyothai" proves a hit in the US, Chatrichalerm expects to follow up with runs in Australia and Europe. Distributors in about 10 countries have contacted him about the film, he said at a press conference following his return from a promotional trip to the US.

He believes Thai residents in the US will flock to the film and could push it over the top. "The first two weeks will tell whether we are successful or not. If we are, the number of theatres will certainly be increased.

"And the large number of Thais there will help bring more audiences and that will increase the possibility of success."

Chatrichalerm is hoping to gross US$50 million (Bt2.1 billion), while distributor Sony Classic anticipates more than $130 million, the gross revenue earned in its distribution of "Crouching Tiger and Hidden Dragon" three years ago.

"Sony expects more than I do because the budget for promoting the movie as well as the number of the theatres is a lot higher than for `Crouching Tiger`," Chatrichalerm said.

Sony Classic will receive 25 per cent of gross revenues and the rest will go to Chatrichalerm and his wife Kamala Yugala, the film`s costume designer.

The director said he would donate any money he received to the Arts and Crafts Support Foundation under Her Majesty The Queen`s Royal Patronage.

"For me, how much I might earn from the ticketing revenue in the US is just a second thought. My concern was for Thai movies to sell internationally and if this becomes a success, it will make a path for the next group of Thai movies to go further," he said.

Chatrichalerm spent recent weeks giving interviews to journalists from US newspapers such as The New York Times, The Washington Post, and the Chicago Tribune who attended a preview.

"They liked the movie and wondered whether our present Royal Family members still wear the same old styles of dress shown in the movie," he said, grinning.

Chatrichalerm said his daughter MR Pattamanadda Yugala had worked with Coppola on the re-edit to preserve the film`s original viewpoint. Coppola was more of a supervisor, he added.

He said the new version was more dramatic than the original, with fewer sub-plots to keep the running time down.

Last year, the original "Suriyothai" was shown at the Sundance, San Francisco and Tribecca film festivals. Chatrichalerm discovered there were certain fans of the film he had not expected.

"I was astonished that our neighbours the Burmese and the Laotians saw my movie and had positive feedback. They came up to me and shook my hand when the movie ended."

The people of Khon Kaen had a long wait before they got a chance to host an international event, but the Asia Pacific Economic Cooperation (Apec) forum trade ministers` gathering that ended last Tuesday turned out to be a disappointment for many.

It had been touted as a grand and extravagant event, but the reality contrasted significantly with what the municipality had anticipated.

"The Thai Silk Road Fair was almost empty," complained Somchit Prachankrasem, owner of Khanthong Thai Silk. The fair, held from May 21 to June 3, was a 45-minute drive from the conference venue.

The owner of the Nantipa Thai Silk shop said traditional Thai cultural performances took place daily at the fair - much to the enjoyment of the local folks who made up most, if not all, of the audiences.

A number of entertainment spots sat right next to the Sofitel Raja Orchid where the conference was held, but their employees said the presence of a so police scared away many customers and their income plummeted.

Those involved with the One-Tambon, One-Product Fair near the meeting venue said sales were lower than expected.

Perhaps it came as little surprise that the one type of business that did manage to reap some benefit from the event was "traditional" Thai massage.

A masseur at the Mue Thai massage parlour said her shop had quite a number of customers from the Apec meeting, especially those wearing the green badge indicating they were Apec staff.

Media types wearing yellow badges also visited, she said, while the delegates who indulged themselves opted to phone the parlour for massage service in their hotel rooms.

"One shouldn`t think of the short-term benefits alone," Khon Kaen deputy governor Khanpetch Chuanrungsi suggested. "This was a good chance for Khon Kaen to catch the attention of the world."

Gangs steal more weapons in South

Gangs yesterday stole weapons belonging to village militias in the southern province of Narathiwat, police said.

Five shotguns were stolen in the province, said Provincial deputy commander Lt-Colonel Chumpol Piyawanitchapong, adding that the incidents were probably linked.

He said that the robbers stole the weapons from three villages in Sungai Padi District: Ban Ai-yuku, Thu Kho and Ban Ru Kae.

A similar incident took place on Wednesday in Ba Joh district.

Deputy Prime Minister Chavalit Yongchaiyudh said the parties behind it were part of the same network. The network seemed to move between Narathiwat and Yala, police said.

Yala provincial police commander Colonel Naret Intara-phrom said intelligence reports indicated that the militant groups Barisan Revolusi Nasional and Bursatu were behind the theft.

Yala Governor Kitti Kittichok-wattana said he had ordered all shotguns that had been given to village headmen and militia - known as Village Protection Volunteers - to be kept at police stations in each district to prevent further theft.

Seize assets quickly, says Pongthep

Justice Minister Pongthep Thepkanchana yesterday instructed relevant authorities to speed up the freezing of the assets of 18 suspected drug kingpins who have escaped prosecution due to lack of evidence.

Under the money-laundering law, the burden of proof rests with the defence in blocking asset seizures.

Pongthep also told drug-suppression officials to fully enforce pertinent laws, including tax and anti-money-laundering provisions, to combat the illegal drug trade.

"Authorities have traced and seized drug money totalling some Bt700 million, but I am sure that huge drug earnings still remain to be uncovered," he said.

Commenting on the revelation that a chief prison warden suspected of involvement in the drug trade had Bt10 million in a bank account, the justice minister said the government had plans to amend the anti-graft law so that every civil servant would be required to declare assets.

In another development, Interior Minister Wan Muhamad Noor Matha called for increased vigilance after receiving reports that illicit drug-smuggling along the borders was rising.

Traffickers seem to be trying to restart their criminal activities since the end of the three-month anti-drug campaign, Wan Noor said.

"Starting this month, concerned government agencies will meet every month to review the impact of drug-suppression measures, and we will conduct a major review every three months," he said.

The interior minister said the government would be conducting a simultaneous war on dual targets, drug traffickers and influential figures for the rest of the year.

DRUG REHABILITATION: The monks at a temple in Kanchanaburi are helping drug dealers and drug addicts on their way to a new life

`I want to do good deeds to pay for my past sins,`` Somsak, 44, a former amphetamine dealer in Tambon Thamakham, Muang district, Kanchanaburi confidently told Perspective.

``When I think of my past, I know I`ve made mistakes,`` he said during a thod pha pa ceremony (leaving offerings for the monks) at the Nong Sam Pran Temple in Kanchanaburi. A group of former drug dealers and addicts known as ``Fa Fuen`` (recovering sky) was holding the ceremony to collect money for the temple`s drug rehabilitation programmes.

Thirty-four former drug dealers who passed the temple`s rehabilitation programme formed the ``Fa Fuen``. Their group grew to include a network of other drug addicts and drug dealers who completed the rehab programme at Nong Sam Pran Temple. Their mission is to keep an eye on drug-related activities within their own communities. They call themselves `` a group of former bad guys who do not want others to repeat their errors.``

More communities are coming under their watchful eyes. The group wants to organise similar networks in 50 villages and plans to evaluate their operation in the next six months.

``We want to take care of our families and communities. We will ask drug users and pushers to abandon what they are doing,`` said Somsak, who is a member of Fa Fuen.

``If this is successful in my village, I will move on to other villages,`` he added.

Somsak is one of the 54 drug dealers who participated in a five-day training session which was organised by the Nong Sam Pran Temple and conducted from March 31 - April 4 . This was after Prime Minister Thaksin Shinawatra announced a general pardon this year to all drug dealers who voluntarily surrendered to the government during its three-month nationwide war against drugs. Somsak was one of those who turned himself in.

Actually, Somsak quit the amphetamine trade in 1998 upon the request of his daughter. However, his name appeared on the police blacklist of suspected drug dealers. When police ordered him to join the training, he could only comply. But in fact he didn`t mind going through the training programme.

``When the premier announced the general amnesty for drug dealers, I thought myself so lucky that the premier himself pardoned me.`` said Somsak.

He said that he spent most of the lucrative, easy-come easy-go cashflow he had grown accustomed to as a drug merchant on a luxurious lifestyle and entertainment.

``My craving for money and my passion for expensive Rado watches, good cars, and fat gold necklaces tempted me so much that I found it very difficult to stop selling drugs,`` he said.

Somsak never tried amphetamines himself, but he knows well how destructive they are. Many drug dealers have become drug addicts. Despite the legal penalties for selling illicit drugs, he was not deterred because ``the lure of money is stronger``. Fortunately for him and his family, however, it wasn`t stronger than the love he had for his daughter.

Although Somsak quit trading in illegal substances five years ago, the rules of karma seemed to hound him. A year later, Somsak`s son became an amphetamine addict. Police arrested his son and tested his urine: it turned violet, indicating positive. Somsak was shocked.

He blamed himself. His son knew he had been a drug pusher. He also blamed himself for not spending enough time with his children. He took his son to the rehabilitation course at the Nong Sam Pran Temple.

Today, Somsak`s son is 19 years old and rehabilitated.

The former drug dealer is now struggling to remain a good man. He assists at the temple`s rehabilitation programmes for drug addicts and HIV-infected persons. Sometimes he just comes to chat with the monks. But he still feels the guilt from his former life.

``Even now, I don`t believe the public will ever forgive me,`` he said.

LITTLE MONEY, BUT LOTS OF SUCCESS

The temple`s drug rehabilitation centre is called Buddharaksa , or Buddhism Rehabilitation Centre. Of the 15 staff at the rehab centre, three are monks.

Nong Sam Pran Temple was an early pioneer in drug rehab, starting in 1992. They reopened in 2001 after closing in 1999 due to a lack of money. The centre uses the Buddhist concept of Dharma and herbs to rehabilitate addicts and dealers. There are two programmes available: a 60-day program and a five-day program.

Phra Kru Panyakanjanakij, the abbot of the temple, leads the drug rehabilitation and also the HIV programmes.

In 2001, the Office of the Narcotics Control Board, the Secretariat of the Sangha Supreme Council and the Department of Medical Services of the Ministry of Public Health formally agreed to allow temples to run drug rehabilitation centres. After the state anti-drugs campaign began last February, the stream of those wanting to be rehabilitated grew.

Phra Kru said the government`s war on drugs sent a very clear message to drug addicts.

``During that period, drug addicts feared police arrest. They flocked to the temple for rehabilitation, but most were not serious about it,`` he said.

The monk said the success or failure of the drug war depends on the police. ``If the police take it seriously, the problem can be solved,`` he said.

Kanchanaburi is where the Thai judicial system first gave drug addicts the option for rehabilitation instead of jail time. Of the 130 drug addicts who have attended the 60-day program since 2001, 120 finished. Of the 753 who attended the five-day program, 667 completed it..

The 60-day program has two phases: the first 30 days is for physical rehabilitation and the second 30 days is for mental rehabilitation. Each programme can accommodate about 50 participants.

The Rajabhat Institute in Kanchanaburi studied the 120 participants who passed the programme after they returned to their villages. They found them all to be completely off drugs. There are currently 19 drug addicts being rehabilitated at the temple.

Talks between the Kanchanaburi temple and the Bangkok Metropolitan Administration (BMA) are ongoing over plans to accept drug addicts from Bangkok. But despite the official recognition of the temple`s good work, the temple`s rehabilitation budget continues to be severely strained. For instance, money from the Narcotics Control Board arrived only after three programmes were completed. The temple continues to struggle to find money.

``In the bureaucratic system, a budget is approved only after a a long time, but our work must go on. We can`t work only when the money comes in. The problem is here, it is happening now,`` said Phra Kru. The monk even had to sell his car to help run the programme.

Upon hearing that the temple was short of budget, the Fa Fuen group organised the thod pha paceremony to collect money for the temple`s rehabilitation programmes.

HEALING THE MIND

Why are monks effective in rehabilitating drug dealers? How does studying Dharma heal a drug addict?

``Dharma and meditation soothe the mind. Drug addiction is a form of mental disorder, which cannot be healed by using other drugs. Encouraging the patients to have spiritual thoughts and offering them Dharma is a successful way to heal their minds.,`` said the abbot.

``Physically rehabilitated, mentally developed, and socially integrated`` was the motto of Nong Sam Pran Temple when it launched the drug rehabilitation programme. The drug addicts have to rise at 5 a.m. to pray. In the afternoons they study basic Dharma. They pray again in the evenings and meditate at night.

In the 60-day rehabilitation course, the center provides drug addicts with a secret herbal infusion created from plants native to Kanchanaburi. After drinking the potion, most fall asleep and wake up very hungry.

``So the temple has to provide food at night, despite the budget shortage,`` said Phra Kru.

After three days of herbal infusions, the heroine addict will not feel a craving for heroin, said the monk. Opium addicts require five days of herbal infusions. Amphetamine addicts require only two days.

``But not craving the drug doesn`t mean that they are not addicted anymore,`` said the monk.

``It takes 25 days for the participants to recover physically. Most gain about five kilogrammes in weight. Sometimes the mothers who come to visit cannot recognise their children,`` the monk laughed.

Phra Kru Panyakanjanakij said drug addicts need training to acquire discipline. They are given new habits at the temple: morning exercises and prayers in the morning and evening.

``Parents also play an important role in rehabilitating the minds of the drug addict,`` the monk said.

``So the temple allows parents to come on Sundays. We stress the role of the family.

``Most drug addicts began walking the wrong path when they were young,`` he pointed out. ``They are not bad people. They are people who want to be good but they had no alternative. Being a drug addict is one way to feel that you are number one. We all want to be number one because we`re taught to compete with each other,`` said the monk.

After completing the 60-day rehabilitation program, participants are prepared to return to society. The temple offers vocational training for those want to return home. Those who want to become monks and are qualified are sent to ordain at another temple.

At least 49 graduates of the rehabilitation programmes have sought a new life in the monkhood.

``When we take these new monks on a pilgrimage in the forest, they observe the disciplines so strictly that we can hardly believe it ourselves,`` said Phra Kru.

The temple also cares for the HIV-infected. Although there are three specific zones laid out for the living areas for monks, HIV-infected persons, and drug addicts, they coexist without discrimination. No one looks down on anyone and they help each other in whatever they do.

Since its opening in 1992, the Buddharaksa HIV Centre has admitted over 6,000 HIV-infected persons from all over the country.

Phra Kru Panyakanjanakij said that each month about four people die from Aids at the temple.

Because of his belief that Dharma is an alternative cure for the ills of society, the monk would like to see Thai people pay more attention to Dharma.

``How can we make people interested in Dharma or in going to temple? How can we help those with the same ideals to meet each other? Thais are Buddhist only in their house registration,`` said the monk.

Looking at the forgotten products of modern society who end up at the temple _ the drug addicts and the HIV-infected _ the monk said: ``Society is walking towards the civilisation of technology in the belief that it will bring happiness. But, that kind of happiness is short-lived. The Dharma of the Lord Buddha is the only sustainable happiness.``
