Fed changes stance
FOMC abandons fight against inflation; indicates slowing growth a concern
December 19, 2000: 2:22 p.m. ET CNN.com
NEW YORK (CNNfn) - The Federal Reserve held the line on interest rates Tuesday -- but shifted its focus from guarding against accelerating inflation toward protecting against excessive economic weakness, a move that could pave the way for a reduction in interest rates early next year.
The Fed`s policy-making arm, the Federal Open Market Committee, left the funds target for overnight loans between banks at 6.5 percent -- the fifth consecutive meeting over seven months that it has held the benchmark rate at that level. The discount rate -- the rate at which the Fed`s 12 district banks lend directly to member institutions -- remained at 6 percent.
However, FOMC members surprisingly switched off the inflation alarm bells, altering their assessment of the risks to the economy as being slanted toward recession. In their statement, the members acknowledged that rising energy prices, eroding consumer confidence and reports of substantial shortfalls in corporate sales and earnings have slowed the pace of economic activity.
Fed policy-makers began raising rates in June 1999 and pushed up the overnight bank rate by 1.75 percentage points in six steps. The last increase -- a half point -- was in May. Trading in fed funds futures contracts shows investors are looking for two quarter-point reductions in the overnight bank rate by April. Fed policy-makers will meet again in January and March.
The last time the Fed cut rates was in 1998, when a global financial crisis threatened to strangle markets and investor confidence. The current economic situation is "in no way comparable" to that year, when Russia defaulted on its debt and many countries in Asia and Latin America had slipped into recession, Federal Reserve Chairman Alan Greenspan said in a speech earlier this month

@fameda,
