China Goes Smartcard Crazy

NEW YORK - China wants to keep better track of its 1.26 billion citizens, and thinks that smartcards are the answer.
The country`s state council has approved a plan that calls for issuing plastic identification cards with embedded microchips, commonly known as smartcards, to all of its citizens over the next five years. The new cards would replace plastic-coated ID cards that are fairly easy to counterfeit.
For China to buy more than a billion smartcards would more than double the size of the global market. Market research firm Gartner Dataquest said that last year`s market for smartcards totaled only 628 million units.
Smart cards are basically tiny computers that can store all kinds of personal and financial information. And there`s basically two kinds of them--one a lot more complicated and expensive than the other.
Memory cards basically store information that can be viewed when the card is connected to a computer, and cost between 20 cents to 30 cents to manufacture. They`re typically used for identification or for storing health insurance information.
Microprocessor cards, on the other hand, can not only store data but can make changes to it by running programs stored on the chip. They can also cost $10 or more to manufacture, says industry analyst Shalini Chowdhary of Frost and Sullivan, a market research firm in San Jose, Calif. Around the world--including the U.S.--they`re typically used in global-system-for-mobile-communications-based mobile phones (GSM--the dominant standard for mobile telephones around the world) and TV set-top boxes, as well as for credit cards and computer network security.
It`s not clear which type of card China intends to use, but if they`re only for ID purposes, then the cheaper memory cards would be most likely.
Smartcard players have been hoping for the Chinese government to announce plans like this for a long time. Market leaders like Gemplus (nasdaq: GEMP - news - people) and Schlumberger (nyse: SLB - news - people) will be among those angling to make the cards, along with privately held firms like Oberthur of France, and two German companies, Giesecke & Devrient and Orga.
Vying for the business of making the chips that go into the cards will be semiconductor companies like Hitachi (nyse: HIT - news - people) of Japan, Infineon (nyse: IFX - news - people) of Germany, Swizterland-based STMicroelectronics (nyse: STM - news - people) and Atmel (nasdaq: ATML - news - people). The market for smartcard chips was worth about $1.2 billion last year according to a study by UBS Warburg.
Chowdhary says Schlumberger and Orga are likely favorites to supply the cards, while Hitachi probably has the inside trade to supply the chips. All three have been putting a lot of effort into wooing the Chinese market. Hitachi was the number-three supplier of smartcard chips last year, behind Infineon and STMicro.
The smartcard industry could use a jolt. Gemplus, for example, warned on June 6 that sales for its fiscal second quarter would fall by about 4% from the same quarter a year ago. It blamed slowing GSM mobile-phone sales, which accounts for about half of its business, and an inventory correction that should last into the fourth quarter. Schlumberger has also complained about slowing smartcard revenues recently.
But there`s plenty of business to go around, even for those who don`t win the government contract. Smartcards are already commonly used for pay telephones in China, and once the government makes the cards the standard form of ID, cards for other uses will be easy to introduce--as the infrastructure to support the cards will already be widespread.
"This goes beyond just the 1.2 billion cards the government is talking about," Chowdhary says.

Old ID cards will remain valid until the switch is complete.
The current cards have an ID number, and the holder`s photograph, name, sex and birth date.

Die machen es uns schon heute vor wie es in Deutschland sein KÖNNTE.
Ob Hong Kong oder Shanghai, ohne Smartcard läuft dort (fast) nix mehr....ob Fähre, Strassenbahn, Bus, Mini-Bus, U-Bahn oder S-Bahn. Bezahlen, einkaufen, öffentliche Verkehsmittel.....alles mit ein und derselben Smartcard und nun das ID Projekt der chinesischen Regierung.
Ich glaube weiter an OTI
