WASHINGTON -- The Federal Reserve cut short-term interest rates by a quarter point Tuesday continuing the central bank`s dramatic campaign to jump-start the economy.
The move put the central bank`s target for the federal-funds rate -- which banks use to lend to each other overnight -- at 3.5%, its lowest level in seven years. The target stood at 6.5% at the beginning of this year.
While Fed policy makers have made it clear they still see broad weakness in the economy, they have slowed their easing campaign. Tuesday`s move, which was widely expected, and a quarter-point cut on June 27 followed five half-point cuts earlier this year.
The Fed`s most recent beige-book report on regional economic activity found that weakness in the manufacturing sector appears to be spreading to other parts of the economy. Retail spending was soft in many areas, though overall consumer spending -- which makes up two thirds of gross domestic product -- continues to eke out slight gains.
Perhaps most worrisome, business investment plunged 13.6% in the second quarter, its steepest drop in 19 years. Such investment is a key worry for Fed officials because it amounts to 12% of GDP.
What`s more, exports and imports are falling as the global economy deteriorates.
The result is that the Commerce Department is generally expected next week to trim its second-quarter growth calculation to around zero from its original estimate of a 0.7% annual rate.
Recent consumer-price data, meanwhile, have indicated that inflation remains largely in check, giving the Fed plenty of room to stimulate growth without worrying that prices will move dangerously higher.
Nevertheless, the central bank`s rate cuts can take several months to have an effect, and there are some signs the economy might still have some strength left in it.
Economists point out that the unemployment rate held steady at 4.5% in June. Though that represents an increase from the 4% rate logged for most of last year, it remains low by historical standards.
And on Monday, a key gauge of future economic activity rose, suggesting the economy may improve sooner rather than later. The Conference Board said its composite index of leading indicators increased by 0.3% in July, its fourth consecutive monthly increase.
The Fed`s next meeting is Oct. 2.

"Nevertheless, the central bank`s rate cuts can take several months to have an effect, and there are some signs the economy might still have some strength left in it."
