      World Gaming Retains Amtote International as Tote Service Provider in
      Antigua

      ST. JOHNS, Antigua--(BUSINESS WIRE)--January 5, 2000--Starnet Communications International Inc. (NASD OTC-BB: ``SNMM``) (``Starnet``), an online
      provider of interactive media and information systems and the recognized leader in Internet gaming, announced today that its wholly owned subsidiary, World
      Gaming Services Inc., (www.worldgaming.net), has retained AmTote International, Inc. as the company`s tote service provider in the licensed jurisdiction of Antigua.

      With over 65 years experience in the pari-mutuel wagering business, AmTote International, Inc., based in Hunt Valley, Maryland, is a leading designer, supplier and
      operator of on-track and off-track wagering systems. AmTote installed the first electromechanical totalisator system at Arlington Park in 1933, and has since
      continued to exhibit strength in engineering capabilities in the wagering industry.

      Today, AmTote`s Spectrum Systems are configured as regional totalisator systems providing tote service from one central site to a variety of betting locations, and
      thus the means for the expansion of on-track business through simulcast facilities. ``AmTote has invested millions of dollars over the past three years to develop new
      and innovative technologies for the racing industry,`` said AmTote International`s president, Ted Mudge. ``We are very excited to have the opportunity to work with
      the established leader in online gaming systems to implement this new technology.``

      simulcasting operations as we position ourselves to benefit from the strong growth and attractive margins in the online pari-mutuel industry. With an impressive array

      Paul Nyzuk, Starnet`s director of pari-mutuel operations added, ``Knowing that 81% of U.S. thoroughbred racing handle last year came from some form of
      simulcasting, we have carefully developed a strategy that will enable us to rapidly tap into this tremendous market in unique fashion. Not only are the metrics
      attractive, but also the competitive environment. We have found that many emerging Internet gaming companies targeting this market are simply booking wagers on
      worldwide racing events. Not one penny is returned to the host racetrack, it`s horsemen or the state/province, presenting a significant market opportunity for the right
      player.

      ``Starnet`s business model is better designed to capitalize upon the tremendous potential of this market,`` continued Nyzuk. ``Our strategy is to sign the same industry
      standard agreements used to allow tracks and OTB facilities to exchange products/signals and introduce them to our massive online gaming distribution channel. This
      results in a win-win situation for racing. By not accepting wagers from US or Canadian residents on US and Canadian tracks (unless appropriate regulatory approval
      is granted), we are enabling international penetration and incremental revenue without any risk of cannibalizing the tracks` existing markets. As we expand into
      international markets we will follow this same model, allowing the track the choice of blocking wagers from customers in the host`s country or surrounding area.``

      Rollout of this new product is planned as a two-stage process that will allow Starnet`s customers to offer feedback on the racing system before the launch of the
      interactive wagering interface. Starnet`s Website www.worldracetracks.com and all licensee Websites, without the wagering module, can be expected within 60
      days. These sites will include live audio/video coverage, handicapping information, chat functionality, news and weather for all of our racing events. The complete
      system, with the interactive wagering module, is anticipated to be ready for full implementation in spring 2000.
