Special Report] SK Telecom All But Set for IMT-2000
      2000 02/23(¼ö) 17:52
SK has had its share of competition when it was running against the like of Pohang Iron and Steel Co. (POSCO) for the right to operate the nation`s second mobile communications service.
While it was ``forced`` to hand the license back after it won, it did not stop the conglomerate from taking a major stake in SK Telecom, the nation`s first and foremost provider of cellular phone services.
Years have passed since then and personal communications service companies are jamming up the frequency with seemingly disgruntled services but it is now time for IMT-200, the next generation mobile communication service, the license for which should be handed out this year.
And it appears that SK Telecom is all but secured of the license. On Jan. 27, it successfully demonstrated international roaming service using the IMT-2000 technology in a mobile environment at a test conducted in cooperation with Japan`s NTT DoCoMo (Nippon Telegraph and Telephone Mobile Communications Network).
At the demonstration, SK Telecom president and CEO Cho Jung-nam was in a moving van while his Japanese counterpart Keiji Tachikawa, president of NTT DoCoMo, was at a videoconference room in Japan, and they talked to each other via a multimedia call with 128 Kbps in transmission speed. It was the first time that international roaming service has been demonstrated using IMT-2000 service.
``At this speed, we are confident that we can begin offering commercial service in May 2002,`` said Cho. The two companies earlier made an agreement to provide international roaming service between the two countries during the World Cup 2002, and have been cooperating to develop technologies for the service, he said.
SK Telecom, whose shares fetch by far the most in the Korean Stock Exchange, currently has over 10 million subscribers and plans to hold trial service of the IMT-2000 next year.
With the international roaming test, the company confirmed its lead position in the competition for IMT-2000 service but the Korean government is slated to choose three or so companies to give business licenses for the service later this year.
``It has yet to be decided but experts believe that the government should not repeat the mistake that it made in selecting too many PCS service providers,`` one company official said.
As the competition to develop the third-generation mobile technology IMT-2000 heats up over the world, SK Telecom, the world`s first commercial CDMA cellular service provider, announced the plan for R&D investment worth 123.3 billion won to develop a commercial IMT-2000 system jointly with local equipment manufacturers.
SK Telecom unveiled its plan to complete the development of the 2Mbps commercial integrated asynchronous IMT-2000 system by February 2002 to the audience of 100-plus representatives of the equipment manufacturers at the IMT-2000 technology development seminar at its headquarters Oct. 6, 1999.
It said it would continue to work on the so-called ``generation 2.5`` synchronous IS-95C system, which is geared toward bridging the gap between the current second generation mobile phones and the third generation technology IMT-2000.
In doing so, SK Telecom hopes to recreate its phenomenal success of the CDMA technology in IMT-2000 services and take the lead position in the competitive Korean market.
Before going global, the company seeks to enhance the competitiveness of the nation`s telecom equipment industry by growing the local equipment production base for IMT-2000 on the basis of close collaboration with the local equipment makers.
In order to encourage small businesses, the mobile carrier said it would increase outsourcing contracts for R&D forged with small or mid-sized companies, which are facing difficulties in securing stable R&D funding and finding buyers.
For the time being, the mobile telecommunication giant plans to focus its corporate resources on developing a system with high commercial feasibility and efficiency while minimizing trial and error in the course of the system development through close cooperation with equipment manufacturers and service providers.
To that end, it mobilized more than 120 researchers and will make technologies it has developed freely accessible from the equipment manufacturers, including system design, core chips and test equipment, laying the ground to create a ``win-win`` situation.
In addition, SK Telecom is making efforts to foster promising small startups through the IMT-2000 project.
With a view to achieving this objective, the company is trying to lay a firm technical foundation by combining manufacturing techniques of large enterprises and the core technologies of venture businesses, and secure the intellectual property rights for the core technologies and incorporate them into the commercial products.
Also, it continuously adopts these technologies in improving the capabilities of the commercial system and developing new features.
Furthermore, it seeks to create a ``synergy effect`` by maintaining a close link with the commercial system development projects of equipment manufacturers, while incorporating core technologies developed by contractors it certifies, into the commercial system.

SK Telecom, China Unicom sign accord on cooperation
As the barriers surrounding the Chinese telecom market start to fall, a Korean cellular operator is set to enter the market by joining forces with a Chinese company.
SK Telecom (SKT) said yesterday it has signed an agreement on comprehensive business cooperation with China Unicom, China`s second largest telecom operator. The agreement, signed in Beijing yesterday between SKT President Cho Jung-nam and China Unicom Chief Vice President Wang Jian-zhu, calls on the two wireless operators to cooperate in the fields of technology and management, according to SKT.
"The agreement between the two companies comes at a time when the liberalization of the Chinese telecom market is gaining speed and more cooperation between Korea and China can be expected in the information and technology sector," said an SKT official.
The deal allows SKT to tap the huge market potential of the country which recently adopted code division multiple access (CDMA) technology in addition to the global system for mobile communications (GSM) equipment already in use. The Chinese telecom market is expected to have over 150 million wireless subscribers by 2005.
"The agreement is the best possible deal at the moment as there are no other ways of entering the Chinese market," said a member of the Korean operator`s China business team. He added that a more concrete partnership could evolve from the present agreement.
The two companies also agreed to cooperate in exploring foreign markets, particularly those in the Asia-Pacific region, and work together in the development of IMT-2000 technology, a third-generation mobile communication technology.
The areas of cooperation include research and development, international roaming, CDMA network architecture and marketing, according to SKT.

      SK Telecom (17670)
SK Telecom is Korea`s largest wireless telecommunication operator, providing CDMA network, paging and NETSGO (Internet access service). The company was the first commercial CDMA service operator in the world and its subscriber base reached 10 million, giving it an estimated 43 percent market share in Korea as of the end of 1999.
In fiscal year 1999, the company`s revenue is expecting to soar 18 percent to a record high of 4.2 trillion won and net profit is expected to reach 250 billion won, up 60 percent. The sound operating results are due mainly to the huge wireless net subscriber growth, which is estimated at about 4 million for the year. The company`s aggressive marketing strategy, offering the biggest handset subsidies among peer companies and launching the series of new brand products such as "TTL" and "nTOP", has helped the company start to regain market share from the second half of last year.
In 2000, we believe the company will mark the highest-ever bottom line growth with 650 billion won in net profit, an increase of 45 percent. The company`s handset subsidies in 1999 totaled almost 1.2 trillion won, which accounted for 26 percent of total sales. Since subscriber growth is expected to slow in 2000, handset subsidies will drop significantly, becoming the major force to drive earnings growth.
In addition, SKT announced that it has acquired Shinsegi Telecomm, the nation`s third largest mobile phone operator with 3.3 million subscribers and a 14 percent market share. We believe this acquisition brings a great deal of opportunities to SKT which yields not only cost reductions through economies of scale but also places it in the prime position for getting the IMT-2000 license.
The company has also recently launched a wireless data service, "nTOP", which provides exclusive internet contents including general, financial and entertainment information at the rate of 4-15 won per 10 seconds. The company plans to upgrade its network to IS-95C, which enables high-speed Internet access, by the middle of 2000. Since this wireless data service has been emerging as a new trend in the worldwide telecommunications industry, we believe SKT stands at the very forefront of it.

Special Report] SK Telecom gears up for debut of IMT-2000 service in 2002
SK Telecom, the nation`s largest mobile service provider, demonstrated international roaming service using IMT-2000 technology in a mobile environment at a test conducted in cooperation with Japan`s NTT DoCoMo (Nippon Telegraph and Telephone Mobile Communications Network), on Jan. 27.
At the demonstration, SKT President Cho Jung-nam in a moving van and his Japanese counterpart Keiji Tachikawa, president of NTT DoCoMo at a video conference room in Japan, talked to each other via a multimedia call with 128 Kbps in transmission speed. The two companies earlier made an agreement to provide international roaming service between the two countries during the World Cup 2002, and have been cooperating to develop technologies for the service, he said. The company said more field test would follow after the successful demonstration to achieve a transmission speed of 384 Kbps.
The company, which secured over 10 million subscribers as of last month, plans to hold trial service of the IMT-2000 next year. With the international roaming test, the company confirmed its lead position in the competition for IMT-2000 service. The Korean government is slated to choose three or so companies to give business licenses for the service later this year.
As the competition to develop the third-generation mobile technology IMT-2000 is heating up over the world, SK Telecom, the world`s first commercial CDMA cellular service provider, announced the plan for R&D investment worth 123.3 billion won to develop a commercial IMT-2000 system jointly with local equipment manufacturers. The announcement of the plan signals the beginning of the efforts by the Korean telecom industry to develop the system in earnest.

Ties with equipment makers SK Telecom hopes to recreate its phenomenal success in CDMA cellular service in IMT-2000 service and take the lead position in Korea. As a pre-step to going global, the company seeks to enhance the competitiveness of the nation`s telecom equipment industry by growing the local equipment production base for IMT-2000 on the basis of close collaboration with the local equipment makers.
In order to encourage small businesses, the mobile carrier said it would increase outsourcing contracts for R&D forged with small or mid-sized companies, which are facing difficulties in securing stable R&D funding and finding buyers.
SK Telecom operated an organization called "Mobile Telecom Technology Development and Management Division," which played a critical role in commercializing CDMA services. The company intends to develop the new IMT-2000 system based on such experiences and its know-how in network operation, as well as the production capacity of such key equipment as switching facilities for large corporations and the ability to secure new technologies.
The mobile telecommunication company plans to focus its corporate resources on developing a system with high commercial feasibility and efficiency while minimizing trial and error in the course of the system development through close cooperation with equipment manufacturers and service providers.
To that end, it mobilized 120-plus research staff and will make technologies it has developed freely accessible from the equipment manufacturers, including system design, core chips and test equipment, laying the ground to create a "win-win" situation.

Furthermore, it seeks to create a "synergy effect" by maintaining a close link with the commercial system development projects of equipment manufacturers, while incorporating core technologies developed by contractors it certifies, into the commercial system.
Of the equipment to be developed, switches, base stations, base station control systems, terminals and visitor location registers are being developed in collaboration with other large corporations. Small startup companies are major partners of the company in the development of wireless network engineering tools, base station technology and controller technology.
International buyersThe integrated asynchronous IMT-2000 system is a reciprocal complementary model for the synchronous switch network and the asynchronous wireless network. Thus, the system can be used together with existing technologies and facilities, reducing the development costs.
In particular, it is predicted that approximately 80 percent of the world market will adopt the asynchronous system. As a result, the capacity to produce the asynchronous system is expected to put the company at an advantageous position to penetrate into the international market.
