Laidlaw Energy Converts Old Paper Mill Into 65MW Biomass Plant

      Biofuels News
      February 21, 2008

(Biopact) - Renewable energy is often said to be costly compared with fossil fuels. But with record energy prices, this is changing rapidly. What is more, now that an almost level playing field is emerging, the many potential social benefits of renewable energy projects become apparent. Renewables are job generating machines.

Given their decentralisable nature, green energy projects can often revive the economies of regions that are facing economic hardship. An interesting example comes from Northern New Hampshire. There, Laidlaw Berlin, LLC, an affiliate of Laidlaw Energy group, Inc., has agreed to acquire the former Fraser Paper Mill located in Berlin, with the objective of converting and upgrading the facility infrastructure in order to construct a 65 megawatt biomass-energy power plant.

The Northern region of New Hampshire where the facility is situated has experienced significant economic hardship over the last few years, due to the closure of several pulp and paper mills resulting in the loss of approximately 1,000 jobs. The pulp and paper mill closures have resulted not only in the loss of direct jobs but also in a substantial reduction of biomass consumption, thus having a significant adverse effect on the regional economy. The Berlin Project will help to reverse this trend by investing over US$20 million per annum into the regional economy for biomass fuel purchases.

By reclaiming the old infrastructure and turning it into a renewable energy power plant, direct jobs are created at the biomass plant, and approximately 500 indirect jobs emerge in the feedstock supply sector. Since the plant will utilize both forestry residues and recycled wood, employment is generated in these segments of the local economy. Further opportunities arise in the transport and infrastructure sector needed to make the plant work.

The Berlin biomass-energy project will be one of the largest and most environmentally sound biomass-energy facilities in the United States. It is expected to utilize in excess of 700,000 tons of clean whole tree wood chips per year in order to generate approximately 65 megawatts of green electricity. The fuel source for the Berlin Project will be whole tree wood chips and other low-grade wood, which are the byproducts of the local forest products industry and land management practices. Generally, whole tree chips are produced from trees unsuitable for use in lumber or paper mills, or from the tops and branches of trees harvested for lumber. Other clean wood products, such as wood residue from sawmills, is also suitable for fuel. Biomass fuel will be trucked to the facility in 20 ton live bottom trailers. The Facility also has rail access which may offer opportunities for cheap fuel from other regions (e.g., storm debris from the Southern U.S.).

Among the key assets to be acquired by Laidlaw is the facility's Babcock & Wilcox boiler, which was installed in 1993 at a cost of nearly $100 million. The B&W boiler, with a steam capacity of about 600,000 lbs per hour after biomass conversion, will be converted for Laidlaw by B&W pursuant to a fixed price contact with standard and customary completion and performance guarantees.

B&W intends to install a bubbling fluidized bed in the boiler, which represents the current state-of-the-art in low admission, advanced biomass combustion. B&W has completed a feasibility study confirming this approach. B&W is also expected to provide and guarantee the back-end emissions controls for the boiler to ensure compliance with New Hampshire Renewable Portfolio Standards, thus ensuring the Berlin Project's ability to sell its renewable attributes, known as "RECs".

The existing infrastructure at the old mill provides a significant advantage in terms of the work involved in the construction of the the Berlin project as compared with a "Greenfield" project - a new power plant built from scratch. The key elements of the upgrades required to be made to the facility are (1) the installation of the bubbling fluidized bed in the existing B&W boiler, (2) the installation of the back-end emissions equipment for RPS compliance, (3) the construction of a turbine building and installation of the steam turbine generator, and (4) the construction of the fuel yard and installation of wood handling equipment (some of which already exists at the facility).

In 2007, New Hampshire signed into law a state Renewable Portfolio Standard ("RPS"), which requires that utilities obtain 25% of their energy supply from renewable resources by 2025, with an annually increasing minimum requirements starting in 2008 until the 25% requirement is met in 2025. Utilities meet their legislative mandate by purchasing RECs from renewable generators or by paying into the state-established Renewable Energy Fund at a default rate per megawatt hour known as the "Alternative Compliance Payment". Laidlaw is currently at an advanced stage of negotiations with a local utility concerning a 15 - 20 year power purchase agreement for 100% of the Berlin project's power output, RECs and capacity.

Laidlaw announced today that it has filed an application with the operator of the New England power grid, ISO New England, for the interconnection the bienergy project. This is a significant milestone in the development process of the project.

Separately, Laidlaw announced that the 30 day appeal period in connection with the January 10, 2008, unanimous approval for the subdivision of the former Fraser pulp mill site in Berlin to be acquired by Laidlaw has expired without any appeals. This paves the way for the imminent closing of acquisition and related financing. Laidlaw is currently in the process of finalizing these arrangements.

Laidlaw has a vision to take things further: ultimately, the old industrial site should become a 'Bioenergy Commerce' park, where bioproducts manufacturers and researchers can come together and integrate their activities in a 'cascading' resource model. In such a model, waste from one renewable products process becomes feedstock for another process.

simple, he really hasn't posted anything that isn't in print. Read the last Berlin, NH local newspaper article, it backs up the $80M financing that's on the way. Isn't that enough proof?
This stock moves on low volume, that's a good thing. Didn't take us much to get to .0024, probably take less volume next time on the news release. This should pop right thru .003 and with additional releases could go further if they are put out every other day or so. Selling should dry up, when the volume stagnates for an hour it usually makes a turn up or down. I'm guessing up since the company is supposed to report on the deal any day now. GL

      Biomasse: Definition und Potenzial

      Definition

We are in a perfect position to make a fortune. OPEC is pumping up oil prices, unrest in South America contributing to high oil prices. Our company is a small part of moving away from importing oil and gas. Crude oil is in an ever increasing demand in China and that makes our process for generating electric more politically favorable.

      Berlin Visioning Session Commentary...

I would like to thank Jon Edwards for providing the following thoughtful and insightful commentary on last evening's local Berlin Planning Board Visioning Session (Jon responded to my request for an update on the meeting and posted the commentary on his Byte & Chew blog):

      --------------------------------------------------------------

Approximately 75 or so attended, Tom. Many of the same people that attended the first session who stand out as leaders and or business people within the community.

The focus was entirely on the Burgess Mill Site. The mayor began by reading a statement from Laidlaw's, Louis Bravakis. Those who attended were broken down into four groups, and asked to complete comments to questions in written form and then for group discussion. The moderators then took the gathered information back to where the meeting began, to summarize group comments in front of everyone.

General consensus seemed to focus around mixed use, green space, river usage, aesthetically pleasing, possible camouflage where necessary.

Given a preference, I think the general consensus might have been that this group preferred light industrial, but there is a heavy industrial boiler sitting there obviously. This was not set up as a forum to debate pro or con biomass; rather the forum focused on all uses with and without biomass and I believe everyone present respected that plan.

The topics of discussion were not geared towards getting any sort of feeling or reading from the citizens as to their stand on biomass. If biomass was part of the 122 acre future use, there was much discussion as regards its appearance not deterring from all else, and its potential to provide back to the community. Other possibilities were dreamed up. In general, a dreaming session backed by very little educational background to begin a visioning process.

Some felt education prior to visioning would have been more helpful. I would agree, but at least it was a healthy beginning to finding out what is on the minds of the townspeople. Hopefully, now education will follow as regards the obstacles a variety of these ideas face in reality.

Well, when the PR hits about $80-100 mil non-dilutive financing for a sub-penny stock, it will not seem outrageous anymore to see a market cap of $45 mil or more. That would put us at about .03.

Any we are talking about just the first plant.

Laidlaw Energy Group (Ticker Symbol: OTC LLEG)

Laidlaw Energy Group (LLEG) is engaged in the development of independent power plants that generate electricity from renewable resources. LLEG's mission is to build and manage a profitable portfolio of renewable energy facilities through the development of new facilities and acquisition of existing facilities. LLEG is headquartered in New York, New York. For more information on LLEG, visit www.NYENRG.com.

Laidlaw has just recently announced it intentions to move to the OTCBB in Early 2008 and has engaged Steven Corso of Gruber & Co., LLC, a Public Company Accounting Oversight Board member firm (www.pcaobus.org), to act as auditor to the company and to audit its financials for 2006 and 2007.

The hiring of the firm coincides with the Company’s plans to become a fully reporting company during the first quarter of 2008 and to list its shares for trading on the NASDAQ Over-The-Counter Bulletin Board.

Michael B. Bartoszek, President & CEO of Laidlaw Energy, stated “We are moving forward with our plans to become more transparent and to implement corporate governance standards that are consistent with NASDAQ companies in anticipation of becoming a fully reporting company. Engaging an auditor like Steve Corso of Gruber & Co. with significant public company auditing experience is another step in the right direction for our company.”

During the 2007 portion of the US Presidential Campaign Senator Hillary Clinton of New York in a press conference held in New Hampshire she indirectly made comments in correlation with Laidlaw’s plans to transition an existing paper mill in Berlin, N.H. Laidlaw plans to convert the facility to operate as a 50-megawatt biomass-energy power plant. The mill, which closed in May 2006, has significant infrastructure in place that is suitable for biomass energy, including a large Babcock & Wilcox boiler that was installed in 1993 at a cost of nearly $100 million.

An excerpt from Hillary Clinton’s Speech in Berlin, NH…

"And one of the greatest opportunities we have is in alternative energy and looking for ways to take what we already have, assets like pulp and paper mills and begin to transition them to create energy to lower the cost and put people to work. I think there is a great opportunity for using wood as a fuel of the future just like it was a fuel of the past [applause], and if we can provide the right incentives, if we can give people the extra help they need by tax incentives and other ways of creating new jobs, then we can begin to do this."

REPOST: EMAIL UPDATE ON THE TIME'ING ~ :

      Jason –

      1) We finalize the deal on the financing. We are 99% there on this and expect to finish this within the next couple of days. This will be close to a 100 million deal, so it is a pretty significant milestone for us.
      2) We finalize the definitive documentation/agreement to purchase the Berlin facility. I expect this will happen within the next two weeks.
      3) We close the deal, which will happen as soon as we finish items 1 and 2 and finalize the documents.

At the closing the deal we will initially draw down about 10% of the financing to pay for the acquisition and to fund the development of the project until we receive all of our permits. This will take about 9 – 11 months. The state of NH has a maximum amount of time (270 days) for this for renewable energy facilities (see senate bill 140). Once we get to this point we start drawing down the balance of the financing to construct the project.

We are currently targeting 12-1-09 start-up.

      Regards,

      Mike

looks like things are on track, in gear, and set for our BREAK OUT very soon

Green energy for N.H.: Biomass making a comeback

There's a biomass renaissance going on in New Hampshire and Vern Waters, like other timberland owners, loggers and foresters, hopes to benefit from it.

No one — including Waters — expects to get rich.

The longtime woodchipper can see, from his house, the power plant on Smith River Road in Alexandria where he once supplied wood chips. With plans now in the works to revive that facility, chippers like him may have a new customer on the horizon.

The hope for people like Waters is that by increasingly turning to biomass — a byproduct of timber harvesting — to fuel existing and future electricity generation needs, New Hampshire will continue to have both vibrant forests and a vibrant forest industry.

And in the process of having both, the Granite State, which already is 84 percent forested, will get "greener" still as biomass becomes the renewable fuel source of choice for electricity generation with the added benefits of reducing use of fossil fuels and the carbon they create when burned.

Biomass — as well as other renewable energy sources such as hydro, photovoltaic, wind and tidal — is also factoring into the math for companies like Public Service of New Hampshire, which has more than 400,000 customers and which, like other generators since 2007, has been required by law to increase its renewable energy portfolio.

During the current legislative session, lawmakers are expected to ratify House Bill 1434, which authorizes New Hampshire to implement the Regional Greenhouse Gas Initiative.

Years in the making, the initiative would establish a "cap and trade" program for carbon dioxide emissions. Two years ago it motivated PSNH to convert a boiler at its Portsmouth power plant to burn woodchips.

Gov. John Lynch has set a goal of having New Hampshire produce 25 percent of its power through renewable energy by 2025.

The effort to get 25 percent of the state's energy from alternative sources is part of a national campaign called 25x25, which several governors and other officials throughout the nation have endorsed. The group's website is www.25x25.org.

Toward that end, there are plans for a 60-megawatt biomass facility in Berlin. Meanwhile, the plant that Waters used to supply is coming back online in late May or early June with capacity to make 16 megawatts of power — enough to serve some 16,000 households.

Power plants in Bridgewater, Tamworth, Bethlehem, Whitefield and New London already use biomass to produce electricity and Plymouth State University is looking to convert to it from fossil fuels.

State Rep. Maida Kaen, (D + R-Lee), who chairs the House's Science, Technology and Energy Committee, said there are unknowns as the state looks to further its transition to renewable fuel sources.

PSNH has said it wants to increase its generating capacity, but should the Legislature support such a move it might send a signal to private power companies that New Hampshire favors regulated companies like PSNH over private "merchant generators," said Kaen.

The latter, she explained, reaps all the rewards but also incurs all the risks of building a new power plant while regulated utilities are guaranteed a rate of return.

There is also a question of transmission capability.

"None of the rules we have in place anticipated the small distributed generation units that now we would like to have."

But those details can be worked out while keeping sight of the overall goal, which Kaen said is to "reduce our reliance on oil and carbon-based energy, to reduce pollution, to save money in the long run by encouraging energy efficiency."

Biomass, she said, is an important part of the larger, ongoing energy discussion in New Hampshire, but "we cannot rely on one single thing to solve our problem."

"We need contributions from a lot of different sources and I'm sure there are many individuals who would like to contribute and it's important that we engage them," Kaen said.

Another group that needs to be engaged are residents, said Kaen.

"Let's hope it doesn't end up devolving into when a plant is proposed that it's not a 'not-in-my-backyard' scenario. We have worked hard in this committee to streamline rules for site evaluation and hopefully the local community can come together rather than fight about where it's located because we're all after the same thing," she said.

The Society for the Protection of New Hampshire Forests and the NH Timberland Owners Association want to be part of the state's energy solution, especially because their members can provide biomass fuel.

Biomass, according to SPNHF Spokesman Jack Savage, is "positive on any number of levels, but first, from a simple forest management perspective, this is essentially like weeding your garden and doing a biomass harvest is going in and pulling the weeds and instead of tossing them you're taking them and you're turning them into electrical power that ideally is replacing fossil fuels."

The "weeding" Savage described also allows "higher value trees" to flourish and to live long lives that will translate into valuable prices for the lumber they eventually produce. He added that smart forest management is a benefit for wildlife and for the landowner's bottom line.

Harvesting biomass, which is typically the branches and anything else left over after felling a tree for lumber, "is putting people to work now that the paper mill industry is taking a huge hit and there's also value in supporting the forest products infrastructure," said Savage.

"One of the concerns is that we're in a challenging period for forest products. Prices aren't great and you don't want the infrastructure, the industry to disappear. It's not just the guys in the woods. It's the guys repairing the trucks, the guys hauling the logs, the foresters who make the decision of what to cut when, and if that goes away, we put at great risk what I think is still the third-largest industry in the state," he said.

With pulp paper mill plants shutting down in Berlin and Groveton, some 1.25 million tons of wood will now be available annually on the market and in biomass generating plants, that wood could have found a new customer, said Savage.

He discounted the possibility that as the demand for biomass grows that other products, like wood for heating, would get more expensive.

"You're not going to take a nice saw log and sell it for biomass," Savage said, but as for biomass, "we see it as the supply being there, the demand for renewable energy being there and as a state we ought to get it done."

Jason Stock said biomass represents a "tremendous potential" for the New Hampshire forestry industry.

The executive director of the Timberland Owners Association and a Tilton resident, Stock noted that association members own some 1 million acres of land in the state, with huge tracts located in Plymouth, Hebron, Ossipee, Moultonborough and Sanbornton.

"We're the second most forested state in the nation so there's a tremendous amount of wood and without markets, it gets very difficult for landowners to hold on to that land. The point we raise time and again is that the markets allow the landowner to grow and maintain forests. If growing trees was widely popular, you'd see people bulldozing strip malls and planting trees," Stock said.

Biomass will help sustain forestry in New Hampshire, said Stock, and its return represents "an almost kind of renaissance."

"In the 70s, people were really getting into it and in the 80s and 90s we had the plants going but we had detractors saying this is old technology. Now, people are coming back around saying this is a pretty good thing after all and it's kind of neat to see that," he said.

For Waters, the renewed interest in biomass energy is good news.

A small-scale woodchipper, Waters estimates that he generates some 100 tons of biomass a week depending on the weather.

He sells his chips to the plant in New London and has done so for the past 15 years.

Biomass — "it should be a good market for the foreseeable future anyways," Waters said.

"This last year or so has been pretty tough," and should the potential of biomass be realized in New Hampshire, coming years may bring improvements for people in the forestry trades, said Waters, "but I don't think you're going to become a millionaire."

BERLIN— Residents want to see a mix of uses including office buildings, housing, community center, college, and walking trails on the 120-acre former pulp mill property. And while some are willing to support continued industrial use, most want a more aesthetically pleasing site that accents the natural beauty of the river and surrounding mountains.
Those were some of the general findings from Wednesday night’s public visioning session for the former mill site. Divided into small groups, the attendees answered a series of questions. One question asked residents what they want the site to look like in 20 years. But participants were also asked what concerns they wanted to see addressed if the site remained industrial or what activities they would like to see there instead of industrial uses.
Terry Block, of Citizens for a New Vision, produced a conceptual plan for reuse of the property. Block proposed putting a community center where the boiler currently sits. He also suggested separate buildings for Berlin District Court and the state Health and Human Services district offices – the state is currently looking to lease space for those operations. Block’s detailed plan included light manufacturing and office space, townhouses and single-family developments, as well as retail and commercial space. Along the river, Block envisioned a riverwalk/greenway.
While most of the recommendations from attendees centered on business, retail, or light industrial use, several said they would accept a heavy industry if it produced a large number of jobs.
“I’d sacrifice the site for a thousand jobs,” one participant said.
If the site remains industrial, participants suggested steps be taken to reduce the visual impact by landscaping and cleaning up the property. One person jokingly called for painting the boiler with invisible paint.
The mill property is privately owned by North American Dismantling, which has agreed to sell 62 acres to Laidlaw Energy. Laidlaw is proposing to convert the chemical recovery boiler into a 60-megawatt biomass plant. Laidlaw Vice President of Planning and Development Louis Bravakis sent a letter pledging his company will hold an informational hearing on their project once they have closed on the purchase of the site. Bravakis said the plant would provide clean renewable energy as well as create jobs for the region.

North American Dismantling verkaufte 62 acres an Laidlaw Energy.

I would look at the downside risk instead of the upside potential. The downside risk is very minimal around the current price imo. The upside potential is all based on company performance which is anyone's guess. They have to take care of first things first and that is get the real news out instead of these teasers they've been putting out for the last year. With all these banks in deep trouble it would show confidence that this financing is a done deal and has been signed, sealed and delivered. That would add to investor confidence and we could go on to the next step.

North American Dismantling and Laidlaw hope to close deal soon

      The Berlin Daily Sun
      Monday, March 10, 2008
      Barbara Tetreault

BERLIN— North American Dismantling officials report they are very close to finalizing the sale of the chemical recovery boiler, along with 60 acres of land, to Laidlaw Energy.
The two companies held a briefing and tour for local officials Friday to answer questions about Laidlaw’s plan to convert the boiler into a 58-megawatt biomass plant. NAD Attorney Jack Crisp said the company also wanted to show officials the 120-acre site now that the pulp mill has been dismantled.
Crisp said he expects the sale of the boiler to Laidlaw will occur by the end of this year or early next year. He said the sale has taken longer than the parties liked.
“We’re diligently trying to get the deal done,” said Louis Bravakis, head of planning and development for Laidlaw.
Laidlaw also sought to address how it plans to get its power onto the transmission grid. The Coos County grid can handle only handle another 100 megawatts of electric power without a major upgrade. Noble Environmental Power is next in the ISO-New England queue with its 100-megawatt wind farm proposal for Phillips Brook. There are six other projects in the queue, excluding the Laidlaw facility which has yet to file its interconnection application. Projects are taken in the order they apply, meaning the Noble wind farm would use the available capacity.
Bravakis said his company believes it can get its facility running and on the grid first because it is converting an existing boiler. He said when Noble comes on line, there would still be some capacity available because wind farms only run on average 30 percent of the time.
Raymond Kusche of Laidlaw said the company can afford to run at 70 percent capacity until there is a solution to the transmission issue because it is not building a biomass plant from scratch.
“We’re not building a brand new plant. We don’t have the huge capital costs that you would need to build a brand new 60-megawatt biomass plant,” Kusche said.
Bravakis said there is a demand for renewable energy throughout the country. At the same time, there is a recognition that the economy of the North Country needs help. He said Laidlaw is confident the political will is there to get the system upgraded.
“It’s a very calculated risk but it is a risk,” Kusche said.
John Defusco of Babcock and Wilcox addressed issues about the boiler. Babcock and Wilcox rebuilt the chemical recovery boiler back in 1992 when James River owned the facility and Laidlaw has hired the company to provide technical support.
Defusco said the boiler will use a bubbling fluidized bed which is highly efficient and has low environmental emissions. He said his company has converted two other chemical recovery boilers to fluidized beds and had good success in both cases.
Crisp noted that the pulp mill site looks dramatically different that it did in October 2006 when NAD began dismantling the mill. NDA President Rick Marcicki said 250,000 square feet of buildings were backfilled and covered to create as much of a level site as possible. Crisp stressed that the demolition was basically ground level - deep foundations were not removed.
A number of buildings were retained. One was the old so-called Riverside building which Laidlaw asked NAD to retain. Bravakis said the building has historical significance and he would like to explore connecting it to the Northern Forest Heritage Park.
The filter house, which supplies water to the Fraser paper mill in Gorham though a 6-foot underground penstock, is still there. Also left was the scale house and cutter building, which Bravakis said Laidlaw believes is suitable for other businesses.
Bravakis promised the recovery boiler will look cleaner after it is converted to a biomass plant. He said the piping on the right side will be removed and the siding will be uniform. Two small buildings will be attached to it.
Asked about noise and dust, Bravakis said the plant will have to meet stringent air emission standards to qualify for renewable energy credits. Bravakis said chipping will not be done on site except on a limited basis during mud season. There will be no blowing of chips as was done in the pulp mill which should eliminate dust.
Laidlaw will use about 20 acres of the 60 acres it will purchase. Bravakis said Laidlaw needed the extra acres because it wanted the scale house. He said that leaves 40 acres Laidlaw wants to develop into an environmental industrial park in partnership with the city. He said the company is open to the idea of a recreation trail on the property to take advantage of the magnificent views.
Laidlaw has also signed a memorandum of agreement with Fraser to supply the Gorham paper mill with hot water that would help Fraser reduce its operating costs.
North American Dismantling was asked if it would consider selling the mill site to the city if the deal with Laidlaw falls through.
“North American Dismantling would consider any possibility and that would include the city without question,”Crisp replied.
The session, which included lunch at Sinibaldi’s Restaurant, attracted about about a dozen officials including Mayor-elect David Bertrand, Councilor Diana Nelson, Councilors-elect Ronald Goudreau and David Poulin, and Citizens for a New Vision head Steve Griffin.

Laidlaw Energy Launches New Web Site

NEW YORK, March 17 /PRNewswire-FirstCall/ -- Laidlaw Energy Group, Inc. (Pink Sheets: LLEG) is pleased to announce that it has launched a new web site at http://www.laidlawenergy.com . The web site provides significant updates on the Company's biomass projects in New Hampshire and New York. It is entitled: Cleaner Energy for a Greener Future.

The detailed description of the Berlin, New Hampshire, project found on the web site explains that it will generate 65 megawatts of electricity utilizing annually 700,000 tons of clean whole tree wood chips, which are byproducts of the local forest products industry. 'This will pump approximately $20 million annually into the local economy, which will give it a significant boost,' said Michael Bartoszek, CEO.

The New York facility, near Buffalo, to be developed and operated by Laidlaw, will generate seven megawatts of electricity using clean, unadulterated wood waste, consistent with New York Department of Environmental Conservation regulations. It will eliminate the use of 350 million cubic feet of natural gas annually and neutralize the production of greenhouse gases.

The web site also includes all the Company's recent news releases, background information on the management team, and information about biomass, which is the most widely used renewable energy source worldwide. 'We are confident that visitors to the web site will get an education both on this means of reducing global warming and on the progressive, successful business strategies developed by Laidlaw Energy,' Mr. Bartoszek said.
