Einsatz von Nacktscanner am Flughafen - Profitieren von der Terrorangst - 500 Beiträge pro Seite

Hallo zusammen,

weil in den letzten Wochen seit dem vereitelten Anschlag auf den Flug nach Detroit wieder eine lebhafte Debatte über den Einsatz von Nacktscanner an europäischen und amerikanischen Flughäfen entbrannt ist, habe ich nach Herstellern dieser Scanner gesucht und bin bei Rapsican (100%ige Tocher von OSI Systems) fündig geworden. Wider Erwarten ist der Kurs dieser Aktie in den letzten Tagen explodiert und wahrscheinlich, wenn hier das wahrscheinliche OK der EU und Staatsregierungen zum Einsatz der umstrittenen Scanner kommt, wird der Kurs noch weiter steigen. Ich überlege mir gerade, ob es nach den Kursgewinnen in den letzten Tagen sinnvoll ist, noch einzusteigen oder erstmal abzuwarten, bis der Hype sich etwas gelegt hat.

Ich wäre um Meinungen und Ideen dankbar, wie ihr das kontrovers diskutierte Thema und diese Aktie bewertet.

Ist ein sehr interessantes Thema. Persönlich bevorzuge ich L3-Communications (WKN 914398). Diese rüsten nun auch den Flughafen Amsterdam aus.

Wieso Bluff?

Die Politik wird reagieren, wie bisher nach jedem versuchten Terroranschlag. Stimmung in Deutschlands Politik tendiert auch schon bereits deutlich in Richtung "Pro Scanner".

Dass dieser Thread eröffnet wurde, kann ich nur begrüßen. Körperscanner sind doch in aller Munde. In dem gestrigen Artikel im Handelsblatt (Link s.o.) werden neben den bereits hier genannten noch die Unternehmen Smiths Group (WKN A0MSHN, GB00B1WY2338) mit seiner Tochter Smiths Detection und Qinetiq (WKN A0JDDS, GB00B0WMWD03) erwähnt. Die Produkte dieser beiden Firmen werden gerade von der Bundespolizei getestet.

Welche von diesen Aktien das meiste Potenzial hat kann ich genauso wenig sagen, wie ich nicht weiß, ob man nach dem teilweisen kürzlichen Hype jetzt einsteigen sollte. Evtl. können hier in Thread ja Aspekte dazu zusammengetragen werden. Kann jemand sagen, wie der eine oder andere Wert fundamental zu bewerten ist? Interessant wäre es auch zu wissen, welchen Anteil die Scanner-Sparte bzw. Tochtergesellschaft am Gesamtumsatz der einzelnen Unternehmen hat.

Torsten May aus Jena nimmt die Aufregung um Nacktscanner gelassen. Sein System setzt auf Terahertz – es erkennt Angreifer auf diskrete Art.

Sie sind in Verruf geraten als Peep-Show für Flughafenbedienstete – und schon beim Namen fängt das Dilemma an: Sogenannte Nacktscanner, in den USA und den Niederlanden zur Terrorabwehr bereits im Einsatz, sollen am Körper versteckte Waffen oder Sprengstoff sichtbar machen. Der Preis für mehr Sicherheit: Recht plastisch offenbaren die Geräte den Körper und setzen ihn zudem elektromagnetischer Strahlung aus. Noch im Januar werden Innenexperten in Deutschland und Europa über die Geräte beraten. Es winken Millionengeschäfte.

Torsten May hat einen Bodyscanner entwickelt – und die hitzige Debatte über die neuartige Sicherheitstechnik erfreut ihn regelrecht. „Wir haben auf beide Einwände gute Antworten“, sagt er. Seine elektronische Leibesvisitation sei beides: unschädlich und diskret.

Wie ein fanatischer Sicherheitstechniker wirkt May nicht: Der 38-Jährige trägt Clogs, Jeans und T-Shirt, die langen Haare sind zum Zopf gebunden. Der Physiker sitzt in der Küche des Jenaer Instituts für Photonische Technologien (IPHT) und sucht nach halbwegs verständlichen Metaphern, um die Funktionsweise seiner komplexen Technik zu vermitteln. „Sie müssen sich das vorstellen wie eine Wärmebildkamera“, sagt May. Nur messe sein Scanner statt Wärmestrahlung die Terahertz-Strahlung, die vom Körper ebenfalls ausgeht – wenn auch in sehr geringer Intensität.

Metall erscheint als Schatten

May ist überzeugt, dass sein System den auf dem Markt befindlichen Geräten überlegen ist. Die nämlich, so sagt er, messen in der Regel nicht Terahertz-, sondern Mikrowellen-Strahlen, deren größere Wellenlänge von Nachteil sei. „Die Auflösung ist bei diesen Geräten wesentlich geringer als mit unserer Technologie“, sagt May. Auch der Kontrast sei schwächer, vor allem in Gebäuden. Die kommerziell verfügbaren Geräte müssten deshalb, wenn sie in Flughäfen oder anderen Gebäuden zum Einsatz kämen, zur Kontrasterhöhung selbst Strahlung aussenden – ähnlich wie ein Blitzlicht oder ein Radarsystem.

Experten sprechen von aktiven Systemen. Der Nachteil: Die eingesetzte Strahlung gibt Gesundheitsbedenken Raum. Und weil das Blitzlicht anatomische Details oder auch künstliche Darmausgänge sichtbar macht, sehen Ethik-Experten die Menschenwürde in Gefahr.

Der von May entwickelte Scanner verfügt dagegen über extrem empfindliche Sensoren. Das System kann damit die vom Körper abgestrahlten Terahertz-Wellen passiv – also ohne selbst Strahlung auszusenden – erfassen und daraus ein kontrastreiches Bild berechnen, das unterschiedliche Materialien trennscharf darstellt. Gegenstände aus Metall oder Keramik werden als Schatten sichtbar. Sogar sprengstoffähnliche Substanzen konnte May in Versuchen aufspüren. Der Körper hingegen erscheint als ein flächiger Umriss.

„Terahertz-Kamera“ hat der Physiker seine Entwicklung getauft – wie eine Kamera sieht der erste funktionierende Prototyp allerdings nicht aus. Er erinnert eher an ein kleines Radioteleskop. Kein Wunder, schließlich ist May begeisterter Astrophysiker. Schon als Jugendlicher verschlingt er Bücher über Astronomie, bewundert die Kosmonauten. Sogar ein Autogramm von Sigmund Jähn, dem ersten Deutschen im Weltraum, hat er ergattert. Er macht eine Ausbildung zum Werkzeugmacher bei Zeiss in Jena, studiert anschließend Physik. Gleich nach dem Studium beginnt er am IPHT ein gemeinsames Projekt mit Bonner Astrophysikern. Die Forscher bauen ein Radioteleskop, um in der chilenischen Wüste Sterne zu erkunden. May liefert dafür hoch empfindliche Sensoren zur Messung der in der Astronomie besonders aussagekräftigen Terahertz-Strahlung.

Wann genau ihm die zündende Idee kam, daran kann er sich nicht mehr erinnern. „Die heutigen Bodyscanner waren gerade kurz vor der Markteinführung. Da dachte ich mir: Was die können, kann ich auch, nur besser.“

Die erste Kamera entsteht schnell, ausgestattet mit einem einzigen Sensor, einem Parabolspiegel als Fänger und einem Scannersystem, das die Strahlung abtastet. Es folgt der erste Praxistest mit der Ein-Pixel-Kamera. Dreißig Sekunden lang hält May seine Hand vor die Kamera, bis das Terahertz-Foto fertig ist. Das Warten lohnt sich. „Wir waren echt happy, als wir das erste Bild hatten“, sagt May.

Scannen im Vorbeilaufen

Mittlerweile hat die Kamera immerhin schon 20 Pixel. Eine Aufnahme dauert nur 0,1 Sekunden. May will weiter tüfteln, um das Sensorfeld mit noch mehr Pixeln auszustatten und die Aufnahmen schneller zu machen. Zwei Geräte-Generationen brauche er noch, rund drei Jahre, bis ein industrieller Prototyp fertig sei, sagt May. Am Ende soll eine Art Videokamera stehen, die vorbeilaufende Menschen in Echtzeit durchleuchtet – der Traum eines jeden Sicherheitsbeamten.

Die Vermarktungsstrategie steht schon fest: Die Supracon AG, ein Spin-off des Instituts, wird die Technik produzieren. Und ein Konzern aus der Sicherheitstechnik, der nicht genannt werden will, habe bereits Interesse signalisiert, das System zu vermarkten.

Weltweit werden nach Expertenschätzungen bald 50000 neue Scanner benötigt. Derzeit kostet ein Gerät rund 150000 Dollar. Die US-Marktforscher von Civitas beziffern das Volumen für sicherheitstechnische Ausrüstungen und Produkte allein in Europa auf neun Mrd. Dollar. Gerade der Sensortechnik schreibt Civitas eine herausragende wirtschaftliche Bedeutung zu. Mögliche Einsatzfelder sind neben Flughäfen auch militärische Feldlager, Bahnhöfe oder Großereignisse.

May weiß: Der Markterfolg hängt neben der technologischen Reife vor allem von den politischen Rahmenbedingungen ab. „Dazu müssen Entscheidungsträger überzeugt werden“, sagt er. Eine wichtige Rolle spiele die Bundespolizei, die für die Luftsicherheit auf den 14 großen Verkehrsflughäfen Deutschlands zuständig ist und bundesweit Sicherheitsrichtlinien vorgibt. Die Polizeiakademie in Lübeck testet diverse Geräte.

May hat seine Kamera dem zuständigen Beamten vorgestellt – mit Erfolg, wie er sagt. Man gebe Systemen in passiver Bauweise den Vorzug, habe es geheißen. Auch Praxistests an Flughäfen und bei einem Nato-Manöver hat May schon mitgemacht. „Die Reaktionen waren durchweg positiv“, sagt er. „Die Kritik an den gängigen Nacktscannern spielt uns in die Hände.“

Vor dem Westminster-Parlament bestätigte Premierminister Gordon Brown erneut: Ob die Reisenden im Königreich es wollen oder nicht, die umstrittenen Scanner werden kommen. Schon in drei Wochen sollen die ersten High-Tech-Sicherheitsgeräte in London Heathrow stehen. Die Labour-Regierung will „demnächst“ auch alle anderen Flughäfen der Insel mit den umgerechnet bis zu 110 000 Euro teuren Apparaten bestücken. Die Mittel dafür sollen vom Finanzministerium bereitgestellt werden.

EU streitet über Einsatz von Nacktscannern

In der EU droht Chaos beim Einsatz von Nacktscannern. Während einige EU-Länder wie Großbritannien, Italien und die Niederlande die Scanner einführen, um möglichen Attentätern auf die Spur zu kommen, steht die Mehrheit der Staaten der neuen Technik skeptisch gegenüber. Der spanische EU-Vorsitz warnte sogar vor einer unkoordinierten Einführung.

Auch im Europaparlament formiert sich Widerstand. Wie wenig die Abgeordneten von Nacktscannern halten, zeigt sich auch darin, dass sie den Verkauf von sechs solcher Geräte vorbereiten, die eigentlich für den Einsatz im Parlament angeschafft worden waren und bislang in einem Kellerraum lagerten. Nun werde eine entsprechende Ausschreibung in der kommenden Woche im Amtsblatt der EU veröffentlicht, sagte ein Sprecher. Allerdings gelten die Geräte als veraltet.

Heute trifft sich in Brüssel der EU-Ausschuss für Luftverkehrssicherheit, um über das weitere Vorgehen zu beraten. Die Experten aus den 27 EU-Staaten wollen prüfen, ob und welche Konsequenzen aus dem vereitelten Attentat eines Nigerianers in einem Flug von Amsterdam nach Detroit zu ziehen sind. „Es geht um die Frage, ob die EU einen Rahmen vorgibt und die nationalen Regelungen harmonisiert“, sagte eine Kommissionssprecherin in Brüssel. Mit Beschlüssen sei bei dem Treffen aber nicht zu rechnen.

Für ein einheitliches Vorgehen hat sich der spanische Verkehrsminister José Blanco ausgesprochen. Spanien werde so lange keine zusätzlichen Sicherheitsmaßnahmen vorschlagen, wie es keine Einigung auf EU-Ebene gebe. Neue Maßnahmen müssten außerdem mit dem Schutz der Privatsphäre vereinbar sein. Auch die Luftfahrtindustrie fordert ein koordiniertes Vorgehen. Alleingänge könnten die Passagiere verunsichern und unnötige Kosten verursachen, heißt es beim europäischen Branchenverband AEA.

Die EU ringt seit Jahren um den Einsatz von Nacktscannern. Schon im Herbst 2008 wollte die Kommission die umstrittene Technik EU-weit zulassen. Nach heftigen Protesten aus dem Europaparlament zog sie ihren Vorschlag wieder zurück. Es bleibe jedem Land selbst überlassen, ob es neue Scanner einführe, sagte eine Sprecherin gestern.

L3 Com ist ebenfalls ein sehr interessanter Kandidat, jedoch zieht OSI zur Zeit im Kurs deutlich davon. Ist im Kurs inzwischen vieles der Zukunft enthalten oder ist das Potential bei weitem nicht ausgereizt? Bereits sehr gut gelaufen die OSI, über 50% rauf in wenigen Tagen.

Stellen wir mal Bedarf von 50.000 Skannern in den Raum, wie viel könnte OSI vom Kuchen abbekommen, was für Kapazitäten hat die Firma?
OSI macht bisher erheblich weniger Umsatz als L3, nicht mal 700 Mio lt. Handelsblatt, somit könnte OSI mit z. B. 5000 verkaufen Scannern den Jahresumsatz verdoppeln! Für L3 (Umsatz 15 Mrd) hingegen sind die selben 750 Mio zusätzlicher Umsatz keine große Sache.
Bei OSI sehe ich einen deutlich größeren Hebel für fette Gewinne, "falls" man dort entsprechend viele Aufträge bekommt und die Kapazitäten hat. L3 bleibt dennoch eine attraktive Alternative (KGV deutlich niedriger als bei OSI), das Kurspotential scheint mir etwas geringer.
Kommt es in der Zukunft tatsächlich zu umfangreichen weiteren Bestellungen könnte OSI somit selbst bei aktuell 31,64 Dollar noch nicht zu teuer sein, jedoch sind zwischendurch Korrekturen zu erwarten. Dies ist keine Handlungsempfehlung, besitze die Aktien bereits und verkünde daher nur meine subjektive Meinung.

Kulmbach (aktiencheck.de AG) - Die Experten vom Anlegermagazin "Der Aktionär" halten die Aktie von L-3 Communications für konservativ veranlagte Anleger für interessant. Nach dem missglückten Flugzeugattentat kurz nach Weihnachten in den USA seien besonders Aktien von Herstellern von Ganzkörperscannern gefragt gewesen. Die Experten hätten nun einige Titel herausgesucht, die auch langfristig gute Aussichten böten. Dazu zähle u.a. die Aktie von L-3 Communications. Die Scanner der Gesellschaft seien hocheffizient: So könnten pro Stunde bis zu 600 Personen gescannt werden. Momentan befänden sich erst 200 Scanner von L-3 Communications im Einsatz. Das Potenzial sei jedoch gewaltig. So seien erst 19 von 500 US-Flughäfen mit Ganzkörperscannern ausgestattet und zudem könnten die Geräte auch in Bahnhöfen, Gerichten und Gefängnissen zum Einsatz kommen. Daneben gelte L-3 Communications als einer der wichtigsten Zulieferer für das Militär. So würden das US-Verteidigungsministerium, US-Geheimdienste sowie Telekomunternehmen zu den Kunden zählen. Der Wert sei aktuell mit einem KGV 2010e von 10 günstig gepreist. Nach Meinung der Experten von "Der Aktionär" weist die L-3 Communications-Aktie ein attraktives Chance/Risiko-Verhältnis auf. So gelte die OSI-Tochter Rapiscan Systems als ein wichtiger Hersteller von Ganzkörperscannern. Zudem stelle die Tochter Röntgengeräte her, die bei der Durchsuchung von Lkw zum Einsatz kämen. Auch das Thema Gesundheit werde durch eine weitere Tochter, Spacelabs Healthcare, abgedeckt. Diese produziere unter anderem Monitore zur Patientenüberwachung und Anästhesiegeräte. Die dritte Tochter von OSI Systems, OSI Optoelectronics, stelle u.a. Sensoren her, die beispielsweise beim Röntgen eingesetzt würden. Auch Börse Online 3/2010 bespricht auf zwei Seiten insgesamt fünf Nacktscanner-Werte. Zum Kauf empfohlen werden AS&E und OSI. L-3 wird nur auf "beobachten" gesetzt, weil der Bereich Sicherheit und Kontrolle nur 6% der Erlöse von insgesamt 16 Mrd. USD ausmacht und 75% im Service für die US-Armee umgesetzt werden. Die Aktie hänge also eher am Verteidigungshaushalt der USA, der stagnieren dürfte.

Beide Scanner sind gleich effektiv. Wie Körperscanner funktionieren kannst Du zum Beispiel in der Wikipedia nachlesen. L3 nutzt aktive Terahertzstrahlung, OSI backscattering. Beides, laut Herstellern, nicht gesundheitsgefährdend. Neue Verfahren mit passiver Terahertzstrahlung werden momentan entwickelt. Bei dieser Variante sind keinerlei gesundheitliche Risiken vorhanden. Was die Privatsphäre betrifft: Beide Firmen nutzen Software, welche die Bilder anomymisiert.
Man sollte im Vergleich der Unternehmen nicht nur auf die Nacktscanner schauen, sondern auch auf den Rest des Geschäfts. So boomt bei OSI zum Beispiel die Gesundheitssparte, während L3 (wie oben schon erwähnt) einen Großteil im Militärbereich umsetzt und hier mit einem Rückgang durch die neue amerikanische Politik zu rechnen ist.

Schrieb ich ja bereits vor knapp 2 Wochen, OSI hat einen viel größeren Hebel, da kleines Unternehmen mit wenig anderen Geschäftsfeldern, würde bei hohen Bestellmengen überdurchschnittlich profitieren. Doch bei L3 ist das KGV auch nur halb so hoch. Falls ein Scannerboom einsetzt, wird OSI dem Anleger vermutlich höhere Kursgewinne ermöglichen, meine Meinung. Einiges ist aber bereits im Kurs beider Papiere enthalten, daher seit Tagen eher Stagnation, die Pause ist jedoch gesund. Denke den größeren Teil der Rallye haben wir schon gesehen, Potential noch vorhanden, doch nur falls größere Bestellungen bekannt werden, immerhin müßte OSI in 2010 sicherlich 1000, wenn nicht 2000 Scanner verkaufen, um den kürzlich erfolgen Kurssprung von 20 auf 30 Dollar zu rechtfertigen.

Bin Laden takes responsibility for Christmas Day bombing attempt

Reporting from Beirut — Al Qaeda's leader claimed responsibility for the Christmas Day attempt to blow up an American civilian jet in an audio tape broadcast today on Arab television.

In the clip, Osama bin Laden said his group was behind the failed attempt by Umar Farouk Abdulmutallab to blow up a Detroit-bound Northwest Airlines flight.

Speaking directly to President Obama, he vowed to continue launching terrorist attacks against the United States so long as Washington supported what he described as Israel's unjust treatment of Palestinians.

"From Osama to Obama: Peace upon the one who follows guidance," he said in the tape, broadcast on the pan-Arab Al Jazeera satellite news channel, his image appearing on the screen as he spoke. "America will not dream of security until we experience it as a reality in Palestine."

Bin Laden likened the arrested Nigerian national Abdulmutallab, who said he received instructions for carrying out the bombing plot from a cleric in bin Laden's ancestral home of Yemen, to those behind the Sept. 11, 2001, terror attacks in the U.S.

"If our messages to you could be carried by words, we would not have delivered them by planes," he said on the tape, which could not be independently verified. "The message we want to communicate to you through the plane of the hero, the holy warrior Umar Farouk…is a confirmation of a previous message, which was delivered to you by the heroes of [Sept. 11] and which was repeated previously and afterward."

Al Qaeda in the Arabian Peninsula, an apparent offshoot of bin Laden's loosely defined organization, had previously claimed responsibility for Abdulmutallab's attempted attack, in which the 23-year-old unsuccessfully tried to detonated explosives attached to his underwear.

Many analysts have speculated that the Christmas Day attack was carried out without bin Laden's input, in a sign of Al Qaeda's continued splintering.

Bin Laden, believed to be holed up somewhere in the lawless tribal areas of northwest Pakistan, only began concentrating on the decades-old Israeli-Palestinian conflict in recent years. He fought against Soviet occupation for years in Afghanistan before turning his sights on the 1990s U.S. military presence in Saudi Arabia and the Iraq and Afghanistan wars over the past decade.

But the Israeli offensive against Hamas-ruled Gaza, which ended a year ago this month, has proved an effective rallying cry for Islamic radicals in the region.

"It is not fair that you should live peacefully while our brothers in Gaza are experiencing the most miserable living," Bin Laden said in his message, apparently addressing Americans directly. "Based on this, with the permission of God, our raids against you will continue as long as your support for the Israelis is continuing."

Israeli foreign ministry spokesman Andy David dismissed Bin Laden's attempt to link attacks against the U.S. to Washington's support for Israel.

"This is nothing new, he has said this before," he said, according to the Associated Press. "Terrorists always look for absurd excuses for their despicable deeds."

Mit der jetzt verbreiteten Mitteilung will Bin Laden offenbar betonen, dass er das direkte Kommando über die verschiedenen Zweige der Al Kaida hat. Einige Terrorismusexperten vertreten die Auffassung, dass regionale Gruppierungen wie Al Kaida auf der Arabischen Halbinsel unabhängig von Bin Laden agieren, der in der afghanisch-pakistanischen Grenzregion vermutet wird.

HAWTHORNE, Calif., Jan 27, 2010 (BUSINESS WIRE) -- OSI Systems, Inc. (NASDAQ:OSIS), a vertically integrated provider of solutions in Security, Healthcare, and specialized electronics, today announced financial results for the second quarter ended December 31, 2009.

Deepak Chopra, OSI Systems' Chairman and CEO, stated, "We have again demonstrated significantly improved earnings and strong free cash flow, as well as improved margins in each of our divisions. These achievements are the direct result of our initiatives to improve our overall operating efficiencies. With outstanding bookings and a record backlog, we are poised for significant sales and earnings growth in the second half of our fiscal year."

The Company reported revenues of $150.6 million for the second quarter of fiscal 2010, a decrease of 5% as compared to the same period a year ago. Net income for the second quarter of fiscal 2010 was $7.0 million, or $0.39 per diluted share, compared to net income of $4.2 million, or $0.24 per diluted share, for the second quarter of fiscal 2009.

For the six months ended December 31, 2009, the Company reported revenues of $284.4 million, a decrease of 7% as compared to the same period a year ago. Net income for the six months ended December 31, 2009 was $9.5 million, or $0.53 per diluted share, compared to net income of $4.3 million, or $0.24 per diluted share, for the six months ended December 31, 2008.

Excluding the impact of restructuring and other charges, net income for the second quarter of fiscal 2010 would have been approximately $7.4 million or $0.41 per diluted share compared to a net income of $6.0 million or $0.34 per diluted share for the second quarter of fiscal 2009 and net income for the first half of fiscal 2010 would have been approximately $9.9 million or $0.56 per diluted share compared to a net income of $6.7 million or $0.37 per diluted share for the first half of fiscal 2009. These non-GAAP figures are provided to allow for the comparison of underlying earnings, net of restructuring and other charges, thus providing additional insight into the on-going operations of the Company.

As of December 31, 2009, the Company's backlog was $240 million compared to $203 million as of June 30, 2009, an increase of 18%. During the three and six months ended December 31, 2009, the Company generated cash flow from operations of $12.9 million and $23.4 million, respectively.

Mr. Chopra continued, "Our Security division is well positioned to achieve significant operating margin expansion. With an expanded set of customers and product offerings we generated strong bookings which lead to a record Security division backlog of $164 million, a 41% increase since the beginning of the fiscal year. Major recent contract wins including a Screening Solution agreement with the Puerto Rico Ports Authority, which for the Company is a first-of-its-kind turnkey cargo scanning solution for port security and a $35 million order to construct baggage handling systems and install integrated baggage screening equipment at multiple Mexican airports demonstrate our diversified capabilities. In addition, we expect to benefit from the recent announcements by the TSA and other international authorities to expand the use of full body scanners at airport security checkpoints. We are currently fulfilling the initial order quantities from the $173 million Indefinite Delivery, Indefinite Quantity (IDIQ) contract with the TSA, which is for multiple units of the Rapiscan Secure 1000 Single Pose advanced checkpoint security screening system."

(NASDAQ: OSIS), a vertically integrated provider of specialized electronic products for critical applications in the Security and Healthcare industries, today announced Rapiscan Systems has deployed its Advanced Imaging Technology Secure 1000 Single Pose body scanners at Heathrow and Manchester International Airports in the United Kingdom.

The deployments follow the announcement by the UK Department for Transport (DfT) that it will use the Advanced Imaging Technology systems in wake of the failed terrorist incident on Northwest Airlines Flight 253 on December 25, 2009. The mandate calls for the use of these systems in airports in the United Kingdom for the screening of passengers. Käufer für Nacktscanner verzweifelt gesucht

Wer die geheimnisumwitterten Nacktscanner des Europaparlaments sehen will, muss sich in den Untergrund begeben. In der Parkgarage P1D an der Brüsseler Rue d’Ardenne, rund zehn Meter unter der Erde, stehen die sechs mannsgroßen Geräte der Marke „Rapiscan Secure 1000“. Zwischen achtlos geparkten Autos, Lastwagen mit frischem Gemüse für die Abgeordnetenkantine und riesigen Müllcontainern bemüht sich Jean-Pascal Rihoux, der Sicherheitschef des Europaparlaments, die schwarzen Kästen an den Mann zu bringen.

Eigentlich sollte dies kein Problem sein. Denn Ganzkörperscanner haben Hochkonjunktur. Nach dem missglückten Terroranschlag auf eine US-Passagiermaschine im Dezember 2009 werben nicht nur die USA für die neue Technik. Auch Großbritannien und die Niederlande haben die Geräte an ihren Flughäfen eingeführt; Bundesinnenminister Thomas de Maizière (CDU) will im Sommer mit Tests beginnen.

Doch im Europaparlament ticken die Uhren anders. Die Abgeordneten wehren sich mit Händen und Füssen gegen die alten Scanner, die unter die Kleider schauen und versteckte Sprengstoffe entdecken können. „Ich will solche Geräte im Europaparlament nicht haben“, ereifert sich Markus Ferber (CSU), der die Körperscanner in der Rumpelkammer des Hohen Hauses entdeckt hatte. „Der Schutz der Persönlichkeitsrechte geht vor. Wir müssen ein Zeichen setzen.“

Und so stehen die Geräte, die 2005 zum Stückpreis von 120 000 Euro angeschafft, aber nie eingesetzt wurden, nun zum Verkauf.

Test bestanden, der Vertreter lacht

Die Nachfrage ist überschaubar: Um zehn Uhr hat die Besichtigung begonnen, doch eine Stunde später ist immer noch kein Interessent erschienen. „Die Bewerber stehen nicht gerade Schlange“, bedauert Rihoux. Dabei hätten sich die Geräte schon im Irak und in Afghanistan bewährt. „Schauen Sie selbst.“ Ein Vertreter der Firma Osi Systems, die die Scanner vertreibt, stellt sich vor einem der Kästen auf. Acht Sekunden später erscheint ein Schwarzweißbild auf dem Monitor. „Und, was sehen Sie?“ Man sieht die Umrisse des Vertreters, aber auch viele Details: Eine unter dem Hemd versteckte Halskette, ein Handy, eine Uhr, Schlüssel in der Hosentasche. Sogar der Slip und die Pobacken zeichnen sich deutlich ab. „Man sieht einen Mann“, sagt Rihoux sichtlich zufrieden.

Der Test ist bestanden, der Vertreter lacht. Offenbar hat er kein Problem damit, seine Männlichkeit zu zeigen. Doch Käufer sind immer noch keine in Sicht – obwohl das Parlament einen gewaltigen Nachlass gewährt: Ab 65 000 Euro sind die Röntgenapparate zu haben. „Vielleicht kommen ja noch Anfragen aus dem nichteuropäischen Ausland“, macht sich der Verkäufer Mut. Reiche Araber oder Afrikaner sollen die Nacktscanner vor der Schrottpresse retten. Bis zum 1. März ist noch Zeit – sonst droht ein finanzielles Debakel.

Was erwartet mich vor diesem
Hintergrund bei der Einreise nach
dem fast 12-stündigen Flug von
Frankfurt in die südchinesische Millionen-
Metropole Guangzhou? Einige
Reisende, aber auch Uniformierte,
laufen am Flughafen mit einem
Mundschutz herum. Das erstaunt
mich nicht weiter. Denn das habe
ich bei meiner letzten Asien-Reise
schon erlebt: Menschen auf der Straße,
in Zügen, in Bussen, in Geschäften,
die sich mit einem Mundschutz
vor Ansteckungen oder einfach nur
vor dem Smog schützen wollen.
Nacktscanner bald auch in
China?
Ob ein Mundschutz wirklich vor
Schweinegrippe schützt, kann ich
nicht beurteilen. Jedenfalls habe ich
mich vor der Abreise vorsorglich gegen
die Schweinegrippe impfen lassen.
Auch die chinesischen Behörden
nehmen das Thema sehr ernst.
Vor den Schaltern der chinesischen
Grenzbeamten, an denen sich nach
der Ankunft lange Schlangen bilden,
befinden sich riesige Plakate auf
Englisch und Chinesisch mit Warnhinweisen
zur Schweinegrippe. Den

Behörden ist das aber nicht genug.
Kurz bevor ich meinen Reisepass
dem Grenzbeamten überreiche,
weist dieser mich darauf hin, auf
einem bestimmten Punkt stehenzubleiben.
Den Grund dafür sehe ich
auch: Wärmekameras. Flächendeckend
wird die Temperatur der Passagiere
gemessen.
China verschärft seine
Sicherheitsmaßnahmen
Und das wird nicht der letzte
Schritt gewesen sein, um die Sicherheitskontrollen
an den chinesischen
Flughäfen zu erhöhen. Die chinesische
Luftfahrtbehörde Civil Aviation
Administration of China (CAAC)
prüft derzeit die Vor- und Nachteile
der Ganzkörperscanner, wie man die
nackte Tatsachen liefernden Scanner
auch nennt. Li Jiaxiang, der Leiter
der CAAC: „Es ist zwar einerseits
unser Anliegen, die Flugsicherheit
zu gewährleisten. Aber die Passagiere
dürfen sich nicht ihrer Würde
beraubt fühlen, wenn sie durch die
Sicherheitskontrollen gehen.“ Mit
Verlaub, aber das nehme ich Herrn
Li nicht ab. Wenn die Nacktscanner
zusätzliche Sicherheit bieten, dann
werden sie auch eingesetzt werden,
nicht nur in China – das ist meine
Prognose. Egal, ob man für einen
kurzen Moment die Menschen nackt
sehen kann.
Schon jetzt
seien die Sicherheitsmaßnahmen
auf
den wichtigsten
Flughäfen in
China verschärft
worden und befänden sich wieder auf
dem Level der Olympischen Spiele,
sagt der Chef der chinesischen Luftfahrtbehörde.
Auslöser ist der Anschlagsversuch
eines Nigerianers
an Weihnachten. Beim Landeanflug
auf Detroit wollte er mit Hilfe eines
hochexplosiven Sprengstoffs das
US-Flugzeug in die Luft sprengen.
Über 300 neue

Die US-Behörden haben nach
diesem Vorfall umgehend reagiert
und für ihre Flughäfen 300 neue
Körperscanner bestellt. 150 liefert

Gewinnwachstum von 120%
trotz Wirtschaftskrise
Dabei hat Osi für das letzte
Halbjahr einen leichten Umsatzrückgang
um 7% auf 284 Mio. US$
gemeldet. Gleichzeitig wurde aber
der Gewinn deutlich um über 120%
von 0,24 US$ auf 0,53 US$ je Aktie
nach oben geschraubt. Ein Gewinnsprung
bei einem leicht rückläufigen
Umsatz – das spricht für sehr hohe
Gewinnmargen.
Und die Nachfrage zieht weiter
an. Der Auftragsbestand schnellte
zu Beginn des Jahres um über 18%
auf 240 Mio. US$ nach oben. Besonders
deutlich war der Anstieg mit
über 40% in der Sicherheitssparte
von Osi Systems. Das Management
hat aus diesem Grund die Umsatzund
Gewinnschätzungen für das Gesamtjahr
nach oben gesetzt. Erwartet
wird jetzt ein Gesamtumsatz von
über 640 Mio. US$, der in 2011 dann
noch einmal wachsen wird.

OSI Systems not interested in selling itself

BANGALORE (Reuters) - OSI Systems Inc, a maker of security and healthcare systems, sees consolidation in the security equipment industry, but has no plans to put itself up for sale, its chief executive said.

OSI Systems makes whole body scanners, a product that is much in demand after a recent scare when a passenger sneaked into a Detroit-bound flight with a bomb concealed in his underwear.

The company's shares gained 28 percent since then.

The renewed focus on aviation security is expected to spur deals in the fragmented industry, which is made up of a few larger firms such as L-3 Communications and Smiths Group, and various smaller firms including OSI Systems and ICX Technologies.

L-3 Communications and OSI Systems are the only two qualified vendors for whole body scanners to the U.S. Transportation Security Administration currently.

"I believe consolidation will happen and we are very much building our company to be one of the firms that will consolidate other firms under it," OSI Systems founder and Chief Executive Deepak Chopra told Reuters in an interview.

OSI Systems, which has done multiple acquisitions over the past few years, continues to look at right buying opportunities, and the 'sweet spot' in terms of deal value would be "a couple of hundred million dollars or less," Chopra said.

OSI Systems' security business has been growing in double digits, and it can sustain that growth rate at least for the next couple of years, Chopra said.

"The big security growth for us is not just in aviation, but also port security. Growth is going to be driven by both aviation and port security, and obviously in the war areas in Iraq and Afghanistan," the CEO said.

OSI Systems, through its security division Rapiscan, operates in baggage and parcel inspection, cargo and vehicle inspection, and baggage and people screening.

Security accounted for 41 percent of the company's 2009 revenue. Healthcare, the company's other major segment, contributed 36 percent of the revenue.

Chopra said Western countries have been aggressively filling gaps in their security, while emerging markets have faster long-term growth due to construction of more airports and ports.

OSI Systems also expects countries such as India, China and Mexico to play a crucial role in the growth of its healthcare segment going forward.

"By 2011-2012, we see our healthcare segment in Latin America and Asia to grow 10 percent," Chopra said.

Spacelabs, the company's healthcare segment, designs and markets patient monitoring, diagnostic cardiology and anesthesia systems.

OSI Systems competes with larger rivals Philips Medical, a unit of Philips Electronics NV and General Electric Co's GE Healthcare in the healthcare segment.

Companies enter into definitive merger agreement to combine to create a worldclass oncology platform

Tokyo, Japan, and Melville, N.Y. – May 16, 2010 – Astellas Pharma Inc. (TSE: 4503), a global pharmaceutical company, and OSI Pharmaceuticals, Inc. (Nasdaq: OSIP), a biotechnology company primarily focused on the discovery, development and commercialization of molecular targeted therapies addressing medical needs in oncology, diabetes and obesity, today announced that they have entered into a definitive merger agreement under which Astellas will acquire OSI.

Under the terms of the merger agreement, Astellas will increase its offer price to $57.50 per share, which represents a premium of 55% to the closing price for OSI’s shares of $37.02 on February 26, 2010, the last trading day before the announcement by Astellas of its tender offer. The boards of directors of both companies have unanimously approved the combination. The all-cash transaction is valued at $4.0 billion on a fully diluted basis.

Astellas’ all-cash tender offer for $57.50 per share for all of the currently outstanding shares of common stock (including the associated stock purchase rights) of OSI Pharmaceuticals, Inc. will expire no later than 10 business days after the amendment to the Schedule TO is filed (which is expected to be filed on or before May 21st), unless extended. As of 4:00 p.m. New York City time on Friday, May 14, 2010, 299,214 shares of OSI had been tendered in and not withdrawn pursuant to Astellas' offer.
