Lawmakers approved a massive budget package Saturday that includes $16.2 billion for NASA and gives the agency an unusual amount of flexibility in deciding how to spend the money.
Backers of the space program, including House Majority Leader Tom DeLay and the White House, fought until the end of negotiations to secure more money for the National Aeronautics and Space Administration.
NASA`s budget for the 2005 fiscal year, which began Oct. 1, is part of a $388 billion package wrapping together a number of bills that curb spending for a wide range of domestic programs from education to environmental cleanup.
For NASA backers, though, the final budget figure is a victory, because an earlier House version had slashed more than $1 billion from the initial request. The agency will get $822 million more than its 2004 budget and just $44 million less than President Bush requested.
In the bill, lawmakers essentially preserved the framework set up in NASA`s request, including $4.3 billion for the space-shuttle program.
But the bill also mandates that NASA report back to Congress within 60 days about how much it needs to spend on the increasingly expensive effort to return the shuttle to flight and a proposed robotic servicing mission for the Hubble Space Telescope.
"This was a heavy lift, this was a tough fight, but I think we got NASA most of what it needs," said Rep. Dave Weldon, a Palm Bay Republican who sits on the House Appropriations Committee.
Weldon said lawmakers offered NASA a lot of flexibility, recognizing that the shuttle is the top priority and that the agency may need to move money around to meet all of its needs.
The Orlando Sentinel reported last week that NASA is considering a series of cost-cutting measures even as the return-to-flight effort hits its most crucial time, with the first launch scheduled in late spring. That`s because the price tag for making the safety changes recommended in the wake of the February 2003 Columbia accident is higher than Congress was originally willing to fund.
NASA managers told the Sentinel that the effort to shave costs and the pressure to resume shuttle launches were endangering critical safety reforms.
Weldon, whose district abuts Kennedy Space Center, said his argument to colleagues was that any cuts for NASA essentially would be cuts to the shuttle program.
But the White House also has been applying pressure on lawmakers to support the full budget, because it includes seed money for such long-term projects as the Crew Exploration Vehicle -- NASA`s next-generation spacecraft -- and Project Prometheus, an effort to develop an in-space nuclear propulsion system.
As late as Friday night, DeLay had told House Appropriations Chairman C.W. "Bill" Young, R-Indian Rocks Beach, that he would not allow the huge spending package to get to the House floor for a vote without additional money for NASA. At the last minute, another $300 million was found for the space agency.
"Clearly, the president and Tom DeLay were pivotal in getting NASA funded where it needed to be," Weldon said.
Weldon said the budget is of particular symbolic importance because it can be seen as an endorsement of Bush`s plan to send astronauts back to the moon and, ultimately, to Mars.
Rep. Tom Feeney agreed. "This record increase to NASA funding will equate to enormous opportunity for the space community to move forward with returning the Shuttle to flight and then extending human exploration beyond low Earth orbit," the Oviedo Republican said. "This is a good day for the NASA family and for space enthusiasts across our nation."
The House approved the overall budget package 344-51, while Senate passage was by 65-30.
Earlier proposals from both the Senate and the House included full funding for the shuttle but made cuts to some of the long-term programs in order to do so, a position that the White House considered unacceptable.
"You now have a president`s vision endorsed by full funding from Congress," Weldon said. "It`s going to make it much easier when we go back next year to fund some of these programs, because it`s not going to be doing damage control from all that cost-cutting."

Tip in 2 Wochen 0,9-1,1$
SPAB 100% (ich würde mich langsam zurückziehen, aber bald wieder rein! )
XEDA 40% (Ich würde die Gewinne nun mitnehmen, 40% in ein paar Tagen! sollte reichen)
VRLK 40% (Voip liegen lassen)
