The question of oil exports to CIS countries will be discussed during the next three days, a representative of the Energy Ministry said in an interview with RBC today. He said that at a recent meeting held at the ministry some oil companies in particular YUKOS, LUKoil, Sibneft and Assoneft demanded equal access to oil pipelines in order to export oil to CIS countries. Their demand is based on article 6 of the law on natural monopolies. At the same time some oil companies (Slavneft, Tyumen Oil Company and Tatneft) claim that when the quotas are being defined it should be taken into account that they have oil refineries in CIS countries and they have to supply their refineries with oil. If their demands on equal access to pipelines are not satisfied, some companies, YUKOS in particular, will appeal to courts. According to some experts, Russian oil companies have never tried to get access to the CIS market so actively. The current situation is a result of the oil export limitations that the government decided to continue in the second quarter of 2002. Oil companies are trying to find new markets and that is why they demand an equal assess to pipelines from the Energy Ministry, the experts point out.

Moscow |Reuters | 06-04-2002
Russia`s sixth largest oil firm Tatneft signed a long-term deal with Poland to export up to 1.5 million tonnes (30,000 barrels per day) of crude a year via the Polish port of Gdansk, trading sources said yesterday.
Tatneft signed an agreement with the Polish national pipeline operator Pern and the port of Gdansk. It also appointed the trading house Janorc, a new firm with several traders who joined from Hamburg-based Select Energy Trading, as a supply operator.
The sources said the first loadings under the agreement have just begun.
The deal reflects new trends in Russia`s crude exports to Poland, long dominated by the trading house J&S, which lost some of its volumes over the last year after several Russian firms decided to sign direct agreements with Polish customers.
Russia`s second largest oil producer Yukos was among them, though J&S still remains the largest offtaker of the Russian crude to Poland. Russia annually supplies up to 20 million tonnes (400,000 bpd) of crude to Poland.
Trading sources also said Tatneft was considering supplying Polish refineries, including the state-owned PKN Orlen, although no final agreement had been signed so far.
Tatneft produces 24 million tonnes (480,000 bpd) of crude annually.

Stand seit vier Jahren.
Regierung weitere durchgreifende Reformen anpacken wollen: Die Moskauer Vereinte
in Angriff genommen.

Joint Ventures Companies
We have two significant joint ventures with Western partners, and also participate in an oil-producing joint venture with a local partner, Tatnefteotdacha and an exploration joint venture, Kalmtatneft, with the regional oil company Kalmneft (these four joint ventures are collectively referred to as the "Joint Ventures"). The Joint Ventures are included in our consolidated financial statements on an equity basis. Tatoilgas, another joint venture of which we currently own 53%, is fully consolidated.
OAO Niznekamskshina
Currently, production by the Joint Ventures is limited. Our share of the production of the Joint Ventures was approximately 1.2 million tonnes of crude oil in 2000, and approximately 500,000 and 800,000 thousand tonnes of crude oil in 1999 and 1998, respectively. We believe that the primary benefit of the Joint Ventures is their contribution to us of new technologies and techniques which increase productivity and well recoverability and the introduction of new approaches to improve our organization and efficiency.
--------------------------------------------------------------------------------
Most of our joint ventures, subsidiaries, and associates are incorporated in the Russian Federation, with the exception of our Western European marketing agent Tatneft Europe, which is incorporated in Switzerland.
--------------------------------------------------------------------------------
The Joint Ventures are:
Tatex
which installs Tatneft`s unique vapor recovery system in its holding tanks and also produces small amounts of crude oil from one oil field using horizontal drilling techniques.
ZAO Tatolpetro ("Tatolpetro")
a crude oil extraction venture applying secondary recovery methods.
OAO Tatnefteotdacha ("Tatnefteotdacha")
which specializes in recovering hard-to-recover crude oil, extracting such crude oil from one of two oil fields for which it currently has a license.
ZAO Kalmtatneft
an exploration and development joint venture for oil fields in the Republic of Kalmykia.
--------------------------------------------------------------------------------
We also own 53% of the voting shares of ZAO Tatoilgas, a joint venture with the German firm Mineraloel Rohstoff Handel GmbH. Tatoilgas recovers oil from sludge and, in the past, stimulated low-production wells using technology provided by an unrelated U.S. company. Due to the termination of certain tax benefits for joint venture production, the well stimulation work became less profitable and Tatoilgas terminated this line of business in 1999. Tatoilgas has obtained production licenses previously held by Tatneft to two small oil fields where Tatoilgas is currently producing oil. Tatoilgas is also in the process of carrying out a program to build gas stations in the Tatarstan region. Tatoilgas is consolidated with our financial results.
--------------------------------------------------------------------------------

Subsidiaries and Associated Companies
Tatneft also controls a number of subsidiary companies and has minority stakes in a number of associated companies, including those described below. We do not believe that any of these companies, taken singly or as a whole, is material to our financial condition or results of operations.
--------------------------------------------------------------------------------
OAO Niznekamskshina.
We purchased approximately 34.6% in Nizhnekamskshina in 2000 from the Tatarstan government as part of our strategy to become a vertically intergrated oil company. According to the terms of our purchase agreement, we must invest an additional RR1.19 billion through 2002 to renovate the plant and equipment. Nizhnekamskshina is one of the largest tire manufactures in Russia, and it supplies its products to both domestic and foreign markets.
--------------------------------------------------------------------------------
AO Tatneftechiminvestholding.
Together with the Tatarstan Government and other Tatarstan companies in oil-related industries, we founded AO Tatneftechiminvestholding in 1994. Tatneftechiminvestholding is a joint-stock company formed to coordinate and manage investments in the oil and oil related industries in Tatarstan. We hold a 13% share in Tatneftechiminvestholding. Tatneftechiminvestholding owns approximately 26.32% of our Ordinary Shares, held in trust for the Tatarstan GKI. See "Item 7-Major Shareholders and Related Party Transactions-Major Shareholders."
--------------------------------------------------------------------------------
ZAO IFK Solid.
We are a 55% shareholder in A.O. Solid ("Solid"), a Russian broker-dealer. Solid is a market maker in our shares in the Russian equity market and also serves as a financial advisor and agent to us for transactions in the Russian equity market. See "Item 9-The Offer and Listing-Markets-Activities of the Company and its Affiliates in the Market."
--------------------------------------------------------------------------------
Tatneft, Solid & Co.
Tatneft is both a 51% general partner and a limited partner in Tatneft, Solid & Co., a limited partnership set up to purchase Ordinary Shares and the rights to acquire Restricted Ordinary Shares before they became unrestricted. See "Item 9-The Offer and Listing-Markets-The Ordinary Share Market."
--------------------------------------------------------------------------------
OAO Norsi Oil.
We directly or indirectly control approximately 5.5% of OAO Norsi Oil, which operates the NORSI oil refinery in Nizhny Novgorod.
--------------------------------------------------------------------------------
Marketing Agents.
We have formed a number of smaller companies that act as sales agents dedicated to working with specific refineries and markets. These companies include
Tatneft-Moscow
Tatneft-Nizhnekamsk
Tatneft-Ukraine
Tatneft-Nizhny Novgorod
Tatneft-Europe
which are dedicated to the Moscow, Nizhnekamsk, Kremenchug, NORSI refineries and Western European market, respectively. Tatneft-Europe, registered in Switzerland, is one of the major offtakers of our oil. We acquired 100% of the shares in Tatneft-Europe in 2000.
--------------------------------------------------------------------------------
OAO Tatinkom-T.
In 1999, we acquired 77.9% of a telecommunications company, OAO Tatinkom-T, that provides cellular communications services in Tatarstan. Our share was diluted to 56% by an additional share issuance, and affiliated entities subsequently purchased an additional 25% of the outstanding shares.
--------------------------------------------------------------------------------
Radio Telefonnye Tehnologii.
In 2000 we purchased a 100% share in Radio Telefonnye Tehnologii from TAIF in return for oil and oil products deliveries. Radio Telefonnye Tehnologii provides mobile communications provider in northwestern Tatarstan.
--------------------------------------------------------------------------------
OAO Tatneftegeofizika.
In 1999, we acquired 88.1% of a geophysical services company, OAO Tatneftegeofizika, that provides services in the discovery and exploration of oil and gas reserves in Tatarstan, Siberia and outside Russia (India, Libya, Turkey and Egypt).
--------------------------------------------------------------------------------
OAO Nizhnekamsk Industrial Carbon Plant.
We acquired approximately 77.1% of the Nizhnekamsk Industrial Carbon Plant in 2000 from the Tatarstan government. The carbon plant products are used by Nizhnekamskshina as raw materials, and this aquisition is part of our efforts to create a vertically intergrated group. This acquisition is subject to our ability to fulfill certain investment conditions, including a requirement that we invest RR233 million through 2002.
--------------------------------------------------------------------------------
OAO Nizhnekamsk Oil Refinery.
During 2000 we contined to invest in construction of Nizhnekamsk Oil Refinary through participation in joint activity with Nizhnekamskneftekhim and TAIF. We own approximately 63% of Nizhnekamsk Oil Refinery. See "Refined Products" under this Item.
--------------------------------------------------------------------------------
Ukrtatnafta.
In 2000, we exercised an option to acquire 8.3% of Ukrtatnafta. Ukrtatnafta holds a 100% interest in the Kremenchug Refinery in Ukraine, one of the largest refineries for high-sulfur crude oil in the CIS. We originally acquired the option in 1998 as full settlement for amounts owed to us by Urktatnafta.
--------------------------------------------------------------------------------
Minnibaevsk Gas Refinery.
In December 1999, the Tatarstan Government authorized us to hold in trust 40% of the shares of the Minnibaevsk Gas Refinery, currently owned by the Republic of Tatarstan. The Minnibaevsk Refinery processes oil gas into materials used for the production of rubber and other products.
--------------------------------------------------------------------------------
Efremovsk Synthetic Rubber Plant.
In 2001, several of our representatives were elected to the board of the plant, enabling us to manage the plant`s operations. The plant focuses on production of synthetic rubbers.

OAO Norsi Oil.
We directly or indirectly control approximately 5.5% of OAO Norsi Oil, which operates the NORSI oil refinery in Nizhny Novgorod.
--------------------------------------------------------------------------------

Tatneft to buy stake in Sibir Energy
As Troika Dialog reports, UN-registered Sibir Energy announced yesterday that it will be selling a 33.3% stake to
Tatneft, together with its affiliated trading company, Corus, for $240 mln. The assets of Sibir Energy and the Moscow City government’s Central Fuel Company (CFC) will be
combined into a new Moscow Oil and Gas Company (MNG ). MNG will own a 38%
economic interest (51% voting interest) in the 11.9 mt/y capacity Moscow Refinery, 17
oil product storage terminals, 160 retail stations and oil reserves in Western Siberia estimated at 1.85 bln bbl.
Sibir Energy will own 60% of MNG and the City of Moscow will own the remaining 40%. Through Sibir, Tatneft and Corus will own 20% of MNG , with 75% of that belonging to Tatneft. In addition to the Sibir Energy stake, Sibir confirmed today that
Tatneft separately retains control of a stake estimated to be between 9% and 15% in the
Moscow refinery. This runs counter to recent market rumors that Tatneft had sold its stake to Sibneft. Tatneft will be supplying the refinery with at least 51% of its crude
inputs, or around 5.2 mt/y at current rates. The fact that Tatneft is maintaining its position in the Moscow downstream market is a positive, as is the fact that Tatneft will
have guaranteed crude supply contracts which will allow the company to avoid the low-
price domestic crude market.
The diversification of Tatneft reserves into Western Siberia is also important. Although Tatneft’s share (278 mln bbl) only represents 4.3% of its existing reserves base, they are Higher-quality reserves than those in Tatarstan. This is a significant, positive strategic move for Tatneft. We maintain our BUY recommendation on the shares and are currently
reviewing our target share price, which will li ely increase on yesterdayнs news.

Mein Kursziel: 25€

Was spricht dagegen? Wer weiss mehr über Tatneft?
Schönes Wochenede

Acquisition Positive, If Nizhnekamsk Refinery Postponed ? Under Review.
The acquisition of the Ukrtatnafta refinery is a positive, as the price tag
