Japan on Track for Recovery, Data Shows
By Ami Miyazaki
TOKYO (Reuters) - The Japanese economy is on track for a tepid recovery, although it likely dipped into technical recession late last year, government data indicated on Monday.
Gross domestic product is expected to show a sharp drop in the October-December quarter, but closely watched industry data from the Ministry of International Trade and Industry was less grim, finding business activity flat for the quarter.
That was roughly in line with economists` expectations of a 0.1 percent quarterly dip in MITI`s all-industries index.
As the economy struggles to emerge from its worst postwar downturn, the MITI data is being used to gauge GDP, the broadest reading of health in the world`s second-biggest economy.
Two Steps Forward, One Step Back
The government has begun warning that after surprising strength in the first half of 1999, GDP likely fell in the fourth quarter to mark two quarters in a row of decline -- the traditional definition of a recession.
But government officials argue that the economy is picking up again already and on the way to recovery later this year.
Economists largely agree.
``It`s still two steps forward and one step back for the economic recovery,`` said Ron Bevacqua, chief economist at Commerz Securities. ``GDP will still be negative two quarters in a row but I think the recovery is still moving forward.``
Industrial output has been steadily growing since late last year, helped by booming overseas economies and years of slashing bloated inventories. But consumption -- comprising 60 percent of GDP -- has slumped as personal income continues to fall and consumers remain nervous about their jobs amid near-record unemployment and corporate restructuring.
Gdp, Miti Data Diverge, But Recovery Trend Seen
The MITI index combines supply-side data on production, retail, service and other business sectors. It has diverged lately from the quarterly GDP data, which is more heavily weighted toward demand-side measures of consumption.
In the July-September quarter, the MITI index was two percentage points higher than the weak preliminary GDP data, said Hiroyuki Inoue, senior economist at the Japan Centre for Economic Research.
But economists said that despite the gaps, the trend for both is a moderate recovery.
``Even though we (expect to) have negative growth in the fourth quarter on a GDP basis, I don`t think it`s a sign of recession,`` Inoue said. ``Even if we see a large fall for the fourth quarter, I think we should see a strong rebound in the first quarter.``
The government and economists in a recent Reuters survey both forecast GDP will edge up 0.6 percent in the fiscal year to next month. The economists saw GDP picking up to 1.2 percent in fiscal 2000/01, near the government forecast of 1.0 percent growth.
For December, the MITI all-industries index rose 0.3 percent in December from the previous month, better than the average forecast of a 0.2 percent decline in a Reuters survey of economists.
Reflecting strength in Japan`s high-technology industries, MITI`s index of activity in the tertiary sector, mainly comprising service industries, rose 0.9 percent in December from the previous month, better than economists` expected decline of 0.1 percent.
``Figures for the tertiary sector look pretty good, most likely a reflection of recent strength in high-tech companies, said Tsuyoshi Segawa, general equities trading manager at New Japan Securities. ``A lot of the stock market favorites belong to this sector, too.`` von gestern:
