CUSTOMS UPDATES IMPORTED STEEL PRODUCT QUOTA RESULTS
China’s General Administration of Customs updated the import quotas for five steel products yesterday.
Since May 24, China has implemented the second-stage of its safeguard measures on the imports of the five steel products. According to Customs, to June 24, hot rolled sheet imports reached 166,000 tons, accounting for 90.7% of the total quota within the given tariff regime. Meanwhile, cold rolled sheet imports reached 130,000 tons, accounting for 33.7% of its quota.
The following progress chart released by Customs provides the details:

STAINLESS PRODUCTION IN RETREAT BUT 2003 WILL STILL BE A WORLD RECORD
The global stainless steel sector is facing a number of difficult questions over the next few months. These include a fall in demand from Chinese buyers and sluggish consumption in the industrialised nations. Despite this, total output will reach another peak value this year at around 20.3 million tonnes.
We expect Western World production in 2003 to rise to 19.5 million tonnes - up 3.3 percent over the figure in the previous twelve months. Response to the Chinese requirements pushed up first quarter output to an unprecedented value of 5.1 million tonnes. This massive 9.5 percent year on year increase was not sustainable and will be reduced as the year progresses.
Capacity increases in the EU, coupled with strong export orders, encouraged the producers to expand output in the first quarter to over 2.2 million tonnes. However, many of the major steelmakers have indicated cutbacks in supply in recent weeks. These amount to a total of 130,000 tonnes from planned production levels in the second half of the year at Arcelor, TKN and AvestaPolarit in an effort to redress the developing oversupply situation.
Japanese steelmakers are decreasing activity. The recent revival in output has been due to a combination of increases in demand from exports and the local auto sector. The latter should stay firm but melting for foreign sales will be curtailed.
Consumption in the US is slipping. However, import volumes are in decline. This should enable local mills to maintain output for the year at levels created after the new capacity installation in mid 2002.
Posco of South Korea, recently started up a new meltshop - expanding overall capacity by 450,000 tonnes per year. The market is not capable of accepting such an increase but we expect a modest rise in output this year as the mill gears up to feed its Chinese cold rolling subsidiaries.
Taiwanese steel producers are suffering from the big drop in foreign sales. We expect total production this year to fall by 100,000 tonnes. Growth in supply is anticipated from several of the countries in the "others" classification in our table. Indian and Brazilian steelmaking is expanding to meet local demand. This is not the case in Canada and South Africa.

World Steel Outlook - Quarter 2 2003
GLOBAL STEEL OUTPUT SURGES AS CHINESE PRODUCTION EXCEEDS
ALL EXPECTATIONS
The global iron and steel sector is being transformed by production figures issued from China in recent
months. If the figures are correct, a mature industry with growth rates of around 1.5 percent per annum
has been converted into a revitalised manufacturing segment with massive potential for expansion -
particularly in Asia.
World crude steel output is, therefore, now forecast at almost 944 million tonnes this year - up 5 percent
on the figure recorded in 2002: which was itself an all time high, rising 6 percent on the previous twelve
months. Can this rate of progress continue into the medium term? Probably not!
The share of global steelmaking via the blast furnace route is increasing steadily as new and expanded
capacity comes on stream. Iron production is forecast to attain almost 642 million tonnes in 2003.
Another bumper year is also predicted for Direct Reduced Iron: with output expected to rise to 45.4
million tonnes - up from 41.7 million in 2002.
Our latest forecast for crude steel production in the EU in 2003 is 158.25 million tonnes: marginally
below the outturn in the previous twelve months. Output in the first half will be close to 82 million tonnes
- up 2 percent year on year. A reversal is anticipated in the second period. Iron production is expected
to be 1.3 million tonnes higher at 91 million tonnes. This is attributable to the rebuilding of a blast furnace
in the UK, previously out of service in 2002, after an accident at the plant.
We expect steelmaking to rise by 1.2 million tonnes (6 percent) in 2003 in the rest of Western Europe.
Turkish mills expanded their volume of sales to foreign markets faster than we anticipated. The
developing country status has helped suppliers avoid harmful duties on exports to the US and quotas into
the EU. This may, however, be put at risk if restraint is not forthcoming.
We remain confident that iron and steel output in Central/Eastern Europe in 2003 will hold up at or near
the volume reported in the previous twelve months. Steelmaking in the first six months in the Czech
Republic is likely to be up by in excess of 5 percent year on year. Polish output has been firm recently
but is likely to decline once again in the last two quarters as Far East and EU exports slip.
Strong export markets and firm domestic demand in most countries of the former USSR should lead to a
rise in iron and steel production in 2003. Little change is anticipated in the smaller steel producing nations
but significant improvements are expected in Russia and the Ukraine.
Steelmaking in the NAFTA region is forecast to grow this year. However, our estimate for this year has
been revised downwards in view of weaker than anticipated market conditions in the region. Declining
demand in the US caused cutbacks in Canadian production in recent months. A revival has taken place
in Mexico now that energy costs have reduced. Steelmaking in the United States is forecast to rise by
just 2 million tonnes in 2003. Domestic demand from the automotive and construction segments are
sluggish.
South American steel production in the first half of this year will be reported at over 21 million tonnes - 8
percent above the figure in 2002. Such an increase is not likely in the second half. However, we forecast
a year on year rise of 2 million tonnes in 2003. Argentina`s steelmaking is advancing now that the
economic situation has improved. Brazilian output will also expand. At the halfway stage, it was up 1.3
million tonnes compared to the same period a year earlier. Venezuelan steel production fell dramatically
in the first quarter after the political upheaval and strikes. The situation is now normalized.
African steel output is forecast to rise by 1 million tonnes this year compared to last. The improvement
will occur across all the main producing countries in the region. Gains in Egypt will be based on stronger
domestic demand: particularly from the construction segment. In contrast, South African production
increases in the first half were based on strong export sales.
Steelmaking in the Middle East continues to expand. Domestic demand in most countries is improving
from the building and construction sectors. We anticipate an advance in output of 0.8 million tonnes (6.5
percent) this year. New capacity installations continue to be made in Iran, Saudi Arabia and Qatar
The Asian region is the powerhouse of the global steel scene. Output growth in the area is phenomenal.
We now expect 2003 steel production to reach 425 million tonnes..
According to the latest figures from China, iron and steelmaking in the first five months increased, year
on year, by 18 and 20 percent respectively. These are unprecedented rises for the steel sector. We are
predicting substantial but slightly more modest growths for the whole of 2003.
Japanese steel production in the first half has defied all former predictions. Output continues to rise
despite virtually stagnant overall demand. Year on year steelmaking was up 2.5 million tonnes (5.8
percent) in the first five months. This is almost entirely the result of greater export volumes. We expect
this boom to be reversed a little in the second half.
Indian steel output is also expected to expand at a rapid pace (2.2 million tones) this year. South Korean
consumption is firm. We predict steelmaking rising by 800,000 tonnes. Taiwanese internal demand is
quite sluggish. Output has improved this year: based on higher exports.

Output has improved this year: based on higher exports.

wenn die Zahlen einigermaßen ausfallen ist da noch sehr viel Potential nach oben
und das nach diesem schönen Anstieg eine Konsolidierung gut tut sollte auch jeder verstehen
