Huge power blackout from New York to Detroit
4:51 PM EDT,August 14, 2003
The Associated Press
NEW YORK -- A huge power blackout hit U.S. cities spreading from New York to Cleveland and Detroit and north into Canada Thursday afternoon.
In New York City, the blackout affected subways, elevators and airports, including John F. Kennedy and LaGuardia airports.
Thousands of people streamed into the streets of lower Manhattan in 90-degree heat.
In Toronto, Ontario, too, workers left their offices after the blackout hit shortly after 4 p.m. EDT.
Traffic lights were out throughout downtown Cleveland, creating havoc at the beginning of rush hour.
Every prison in New York state reported a loss of power and had switched to backup generators, said James Flateau, a spokesman for the state Department of Corrections.

Blackout Hits Parts of Eastern U.S., Canada
Thu August 14, 2003 04:48 PM ET
NEW YORK (Reuters) - A massive power outage swept across swaths of the eastern United States and Canada on Thursday, leaving sections of New York City, Detroit, Cleveland and Toronto without electricity, witnesses said.
Subways in New York came to a complete halt, and power was out at all three of the New York area`s major airports. Commuter train service also came to a halt, and cellular telephone service was disrupted.
CNN reported a fire at a Con Edison power plant in Manhattan.
The Oyster Creek nuclear power plant in Forked River, New Jersey was not functioning, according to people familiar with the plant`s operation.
A spokesman for the U.S. Department of Homeland Security said they did not know the reason for the power outages, but said the department was looking into it.

Dollar Recovers as Blackout Not Terrorism
Thursday August 14, 5:40 pm ET
NEW YORK (Reuters) - The dollar, which slipped on Thursday in choppy trade after power failed in a large swathe of the eastern United States, staged a partial recovery as the blackout was pinned on mechanical failure and not terrorism.

The U.S. Federal Energy Regulatory Commission said that a massive power outage that hit New York City and other east coast cities was not caused by a terror attack.
"I think the market is realizing that it`s a mechanical issue rather than a political issue," said Daniel Katzive, currency strategist at UBS Warburg (News - Websites) in Stamford, Conn.
By around 5 p.m. EDT the dollar had recouped some ground, with the euro (EUR=) at $1.1271, still up from $1.1245 before the blackout but off its initial post-blackout highs of $1.1286.
Against the yen (JPY=), the dollar was at 119.07 yen, only slightly down from around 119.10 yen prior to the outage.
Witnesses reported power outages in New York, Detroit, Cleveland, parts of New Jersey, Toronto and Ottawa.
"People are trying to figure (things) out right now: The key issue is, is it a power outage or is it something else? Bonds are bid and people are selling the dollar," said Paul Podolsky, currency strategist at Fleet Global Rate Markets in Boston, where power was on and operations were normal.
"We can talk with brokers in New Jersey, but not in New York. The New York brokers have all gone for the day," Podolsky said.
Backup generators enabled some investment banks` forex desks to continue trading. At Barclays Capital in New York, one global market strategist said trading systems were still functioning in spite of the power outage.
"Trading is still going on, but limited. But people are not concluding terrorism," said Larry Kantor, global head of market strategy at Barclays Capital in New York.
But some currency desks were shut down with no power for their systems. Some European banks in New York said voice brokering trades could be done but systems were down. Other trading desks were being told to shut down completely and evacuate their buildings.
"We do not have any systems up, so we cannot trade because there is nowhere to trade to. We still have some voice brokers, so we have some idea where things are," said a trader at a major European bank in New York who declined to be identified.
The Federal Reserve Bank of New York said its $1.6 trillion-a-day electronic money transfer system is running as normal, despite the power outages.
"Fedwire is up and running," said New York Fed spokesman Linda Ricci, referring to the complex system that processes payments between banks and corporations.
Ricci said she could not confirm that every commercial bank was operating under the blackout, but she assumed that most have back-up power systems.

Microsoft worm patch may be flawed
By Mike Tarsala, CBS.MarketWatch.com

SAN FRANCISCO (CBS.MW) -- The program that Microsoft instructed customers to use to fix a vulnerability in its Windows operating software may itself be flawed, according to one technology watcher.
The Windows operating software is vulnerable to attack by the Blaster/Lovesan worm, which infected computers around the world this week.
A glitch in the Microsoft Windows Update patch-management system used to download Windows software fixes has tricked some customers into thinking their systems were patched to prevent Blaster/Lovesan when they really were not, said Russ Cooper, moderator of a mailing list with 30,000 subscribers that tracks Microsoft`s software weaknesses.
"I know of numerous companies -- more than 10 -- with thousands of computers among them that have run into this problem," Cooper said. "They were all in a state where Windows Update said the systems were patched, but they really weren`t."
The problem is a result of the way Windows Update checks that a computer has run a particular patch, Cooper says. As of Wednesday, Windows Update only checked a database to see that the patch for Blaster/Lovesan had been run on a particular computer in the past -- not whether the patch had been successfully installed and was working.
According to Cooper, that left open the possibility that computers that crashed during the patching process, were unexpectedly turned off or simply didn`t have enough memory to install the software reflected that the patch had been successfully installed, when in some cases that was not true.
Cooper said he notified Microsoft (MSFT: news, chart, profile) of the potential vulnerability days ago, and by late Wednesday Microsoft had changed its Blater/Lovesan patching process. He said the software maker is now using additional software to be sure that Blaster/Lovesan patches were actually up and running on computers.
But Microsoft disputed Cooper`s claims, saying that it is checking computer systems to make sure the patch software is being run, as well as successfully installed.
Stephen Toulouse, a security program manager at Microsoft, said "tens of millions" of computers have successfully patched their software without incident.
"We put a team of people on this and could not reproduce the problem," Toulouse said. "We`ve made no change to the Windows Update site, and we are not aware of any of the problems that Cooper is talking about. We urge any customer who believes they might be having a problem with Windows Update installing the patch to contact us directly."
Toulouse said that Microsoft sometimes only checks to see if a particular type of patch software had been run on a computer, but as of a few months ago the company also started checking that certain patches were up and running. He said Microsoft checked every installation of Blaster/Lovesan patch to make sure it was working successfully.
The Blaster/Lovesan worm, which was first reported in the United States Monday, infected hundreds of thousands of computers around the world.
The worm attempts to attack a security-software update service from Microsoft that can make it difficult to patch the very security vulnerability that the worm exploits. The worm started a "denial of service" attack against Microsoft, by sending millions of requests for automated software updates from Microsoft, flooding the company`s computer systems.
The worm also addresses Bill Gates, Microsoft`s chief software architect, directly: "billy gates why do you make this possible? Stop making money and fix your software!!" it read.
Security-software firms said that by Wednesday the rate of computer infections had begun to ebb, although new infections were still being reported.

Stocks Seen Opening Lower After Outage
Thursday August 14, 5:58 pm ET
By Rachel Cohen
NEW YORK (Reuters) - Futures pointed to a lower Friday opening for U.S. stocks as widespread power outages shortly after the close of Thursday`s regular session left investors uncertain that trading would resume normally in the next session.
In regular trade on Thursday, stocks closed higher, as investors cheered better-than-expected government data on employment and trade that pointed to an improving U.S. economy.
A massive power outage swept across swaths of the eastern United States and Canada late Thursday afternoon, leaving sections of New York, Detroit, Cleveland and Toronto without electricity, witnesses said.
Wall Street firms were waiting to see whether the loss of power would affect trading or the overnight settling of transactions. Fears of civil unrest -- if power is not restored quickly -- also could be hurting futures, traders said.
"I don`t think people are fearing terrorism. I think they are fearing massive looting in cities like New York and Detroit if the power doesn`t come back up before it gets dark out," said Keith Keenan, vice president of institutional trading at brokerage Wall Street Access. "Obviously, that creates economic problems. I think that`s the reason why you`re probably seeing the futures market move lower after hours."
September futures for the Standard & Poor`s 500 index fell 6.70 points to 981.00. September futures for the Nasdaq 100 dipped 9.00 points to 1,236.50. Reuters` latest data did not show any trades in Dow Jones futures after 4:19 p.m. EDT).
During regular trading on Thursday, government data showed signs of job market stability and a sharp narrowing in the U.S. trade gap after the biggest export surge in three years.
The data pointed to the economic rebound investors had been betting on since early spring. Wall Street`s reaction was muted early in the day, but stocks cut early losses and crawled higher as the session progressed.
The market also got a boost after a report that an Indonesian man known as "Hambali," suspected mastermind of the Bali bombings and the more recent JW Marriott hotel blast in Jakarta, has been captured.
People feel "the threat of further terrorist attacks is somewhat reduced," said Tim Heekin, director of trading at investment bank Thomas Weisel Partners. "It`s a victory for the U.S., so it is a little bit of a relief pop."
Hambali was the most wanted man in Southeast Asia and was seen as the bridge between the militant group Jemaah Islamiah and Osama bin Laden`s al Qaeda, blamed for the Sept. 11 attacks in 2001.
In the regular session, the blue-chip Dow Jones industrial average (CBOT:^DJI - News) added 38.80 points, or 0.42 percent, to finish at 9,310.56. The broader Standard & Poor`s 500 Index (CBOE:^SPX - News) rose 6.48 points, or 0.66 percent, to 990.51. The technology-laced Nasdaq Composite Index (NasdaqSC:^IXIC - News) gained 13.73 points, or 0.81 percent, to finish at 1,700.34, based on the latest available data.
Rising bond yields kept a lid on stock price gains. U.S. Treasury prices fell for a fourth straight session, sending the yield on the benchmark 10-year note to a 1-year high near 4.67 percent. Some investors fear that rising bond yields could choke economic growth by raising borrowing costs.
But after the power outage, Treasury prices jumped. The 10-year note`s price surged 25/32, while its yield fell to 4.46 percent.
The number of Americans filing first-time claims for jobless benefits edged up slightly last week, the government said on Thursday. But the number held below 400,000 for the fourth consecutive week, which economists say indicates some job creation.
Initial claims for state unemployment benefits rose a slim 2,000 to 398,000 in the week ending Aug. 9, the Labor Department said.
A separate report showed the U.S. trade gap at a smaller-than-expected $39.5 billion in June, down from $41.5 billion in May on the biggest surge in exports in three years.
A third government report showed the overall U.S. Producer Price Index, a gauge of inflation at the wholesale price level, crept up 0.1 percent in July, helping keep deflation fears at bay without sparking inflation concerns.

Stocks Seen Opening Lower After Outage
