      The Amazing Story of Savoy Resources

      Imagine the following…

      It’s January 1959. Alaska has just been granted official statehood. The state is well over twice the size of Texas but remains a remote territory virtually unknown to most Americans.

      You are the head of a small exploration/mining company, and the authorities in Alaska approach you to make the following remarkable offer: “We’re going to hand over all mineral rights in the state to you and your company. Any mineral deposit in Alaska is yours to pursue. You keep 70% of whatever you find and we keep the other 30%. It’s a giant land up here, so if you want to farm out some of
      the projects to other companies, that’s up to you. Just make sure we get our 30% and we’ll be happy.”
      One question: How many seconds would it take you to find a pen and paper to get it in writing?

      Incredibly, several months back one small resource company signed just such a contract with the provincial authorities of China’s vast Heilongjiang Province. That company was Savoy Resources (OTC BB: symbol SVYR).

      Since Savoy is one of my favorite resource picks for 2005 and beyond, I wanted to provide readers with a brief update on one of the most impressive resource stock opportunities I’ve ever encountered.

      I first learned of Savoy through longtime Chicago broker/analyst Rich Radez, who specializes in resource companies. In his first-on-the-scene due diligence research on Savoy, Radez filed several daily reports direct from China back in May detailing the Phase I progress of the company. One of the reports included a description of the big contract-signing ceremony between Savoy and Chinese

      For those unfamiliar with Savoy’s surprising story, in a nutshell it’s this: through a fortunate twist of fate, Savoy managed to secure the right of first refusal to ALL (red portion in map below). To my knowledge, this is the first such sweeping mining agreement ever negotiated with the Chinese (or perhaps any major world government).

      Referring back to the opening analogy, this gigantic province isn’t quite as large as Alaska, but it’s bigger than California and nearly as big as Texas, which makes it far bigger than a lot of COUNTRIES on the planet.

      Savoy’s Joint Venture Agreement is with the First Institute of Geology and Exploration of Heilongjiang Province and has been approved by the government authorities. Savoy controls 70% equity interest in this Joint Venture , which has been legally incorporated as Heilongjiang Savoy Resources Co. Ltd. This Agreement provides Savoy with the right of first refusal to explore and develop any mineral property in the entire province.

      The First Institute, founded in 1958, has more than 300 on-duty geologists and supporting staff. The Institute has reported the discovery of 120 deposits with 48

      Did you catch that? One hundred and twenty KNOWN deposits! Most resource companies are lucky to have two or three prospective properties. Savoy has access to well over a hundred!

      As a bonus, Savoy also has advanced gemstone projects in Madagascar, an island off southern Africa. In fact, new company president Rob Slavik said he expects Savoy to begin mining semi-precious stones (in this case, quartz) in Madagascar very shortly. As with nearly every other commodity, quartz is something the Chinese desperately need in large quantities. This is great news for Savoy shareholders, since this mining operation will represent the first ongoing contribution to Savoy’s bottom line.

      But Savoy’s BIG potential, of course, lies in China.

      The beautiful thing is that Savoy’s management is free to choose which properties they want to pursue first. Naturally they’ll be looking at the ones that hold the biggest promise of success. Smaller projects or those requiring high levels of expertise can be farmed out or set up as joint ventures. As Rob Slavik told me recently, “We want to create MULTIPLE revenue streams from several projects.

      We know we can’t possibly handle all viable projects in the region by ourselves. But neither could a giant like Newmont. So we’re actively seeking JV partners.”

      Slavik said several smaller companies and at least two majors are already interested in specific projects. He sounded jazzed, and I have a strong feeling we’ll be hearing some exciting things about this in the next few weeks.

      In addition to the First Institute of Geology and Exploration, Savoy will also be working with The Geological and Exploration Bureau of Heilongjiang Province (also founded in 1958). The Bureau employs more than 4,000 staff including topnotch geologists. Its businesses comprise building and infrastructure construction, mineral products processing, mining development, mining machinery manufacturing, hydrological surveys, engineering geological investigation, environment geological investigation, regional geological and mineral surveys and investigation, mineral assay, etc.

      Along with the First Institute, the Bureau is providing Savoy’s geology team—which includes highly respected Archer, Cathro & Associates as consulting geologists—full access to all the exploration, mining and geological data that’s been accumulated in the province over the past fifty years.

      Savoy has already “zeroed in” on three targets including the Shishan Forest gold property, which contains a high-grade gold prospect (320,000 ounces and growing!).

      So the company has the enviable advantage of not having to start from scratch like most exploration/mining companies. In addition, management is working with the fervent support of provincial authorities and a huge team of technical specialists familiar with the province and its vast mineral deposits. That’ll save Savoy tens of millions of dollars “driving around picking through the dirt,” wading through “red tape,” drilling needless exploratory holes, etc.

      In the interest of full disclosure, it should be noted that Savoy’s stock chart over the past year looks like Niagara Falls, and its quarterly report a few months back was enough to scare the crows from the cornfield. Previous management darned near blew the opportunity by dragging its feet and failing to make a required payment.

      But CEO Slavik didn’t waste any time righting the ship. All payments were made, all of the old management and directorship were ousted, and the future is more promising than ever. Slavik already met his fund-raising goal for working capital, and he’s still talking with other major investors about offerings down the road.

      Wisely, he’s hesitant to do many financings at current prices.

      In the last few months Savoy’s smart, energetic new leader has been hiring highcaliber geologists, management and Investor Relations personnel. Significant announcements are likely in January. In the meantime, Slavik continues to jockey back and forth between China, Europe and North America while somehow managing to attend a few resource shows along the way.

      And nobody has more incentive to see the company succeed than its president.

      Slavik has personally purchased more than 20 million shares of Savoy stock. Prior management now has no control in the company, and Slavik has 20 million good reasons to turn Savoy into a winner.

      Slavik, whose background is in forestry, mining finance and business administration, said that Savoy now has offices in Denver, London and (as of January ’05) Honk Kong. His goal is to have the stock listed on London’s AIM Exchange and the Amex by the end of the 2nd Quarter of 2005.
      Conclusion

      I like several things about this company. First, it’s an almost unknown play, so the crowd has yet to jump on board. That means it can still be bought for next to nothing. The stock is presently about 75% off its 12-month high of $1.16 U.S. but well off its recent low of around $.08. With only about 40 million shares currently in the public float (about 75 million outstanding) the stock is not hugely diluted like some small resource companies.

      Think of it this way… at current prices, you could buy one-thousandth of Savoy—about 75,000 shares—right now for well under thirty grand. Suppose the company develops JUST ONE property that gives it a billion-dollar market cap.

      Suddenly your one-thousandth ownership is worth a cool million bucks. And what if the company develops SEVERAL billion-dollar projects? Are you starting to get the picture? Someday, having bought Savoy Resources for pennies a share may seem like buying Manhattan for a handful of beads.

      Next, the company is operating in one of the most politically stable, miningfriendly countries in the world. That’s a fact, regardless what you may think about the government and its policies.

      Also, owning Savoy stock is an intelligent way to participate in the place everyone wants to invest: China. If successful, Savoy allows us to benefit from China’s spectacular growth for perhaps decades to come and is a natural way to diversify among many resources with just one purchase.

      Finally, I love the fact that Savoy gives shareholders lots of chances to succeed.

      With 120 identified mineral properties in the province, it’s possible that Savoy and its JV partners could eventually be mining gold, silver, diamonds and semiprecious.

      How many resource companies give you so many opportunities to win?

      Is the stock a risk? Of course. Owning IBM, Google or Wal-Mart entails risk. So does crossing the street or sunbathing on the beach.

      But they say fortune favors the brave. The Chinese have held out to Savoy and its shareholders an incredible, once-in-a-lifetime opportunity. I believe bravery is warranted here. (Please exercise prudence. Don’t ‘bet the farm.’) Given that the company’s previous troubles are now mostly resolved and its first revenue stream appears imminent, I don’t think you’ve got to be all that brave these days to own shares of Savoy Resources.

      Heilongjiang - abbreviated as Hei- is situated in China`s northeast corner just south of the far-east region of Russia, with an adjoining border of over 3,000 kilometres. Some 50% of its area is mountainous, including the heavily forested Da Xing-an and Xiao Xing-an Mountains.

      Harbin, the provincial capital, together with Heiheand, Suifenheare approved by the State Council to enjoy the same preferential economic policies as coastal open cities.
      Other major cities include Qiqihar, Daqing and Mudanjiang.

      The province`s deposits of gold and graphite are among the largest in China. Other significant mineral and metal deposits include silver, copper, lead, aluminum, tungsten, zinc, molybdenum, crude oil, coal, wood, soda, quartz, marble and mica.

      The province also ranks first in production of petroleum which is mainly found in Daqing Oilfield, which is the earliest and largest oil field in China. Output of crude oil reached 54.5 million tons in 1999, ranking the first in China and accounting for 1/3 of the country`s total. The province is also endowed with one-third of the China`s timber resources.

      Heilongjiang is one of the largest producers of beans, corn, fiber crops and beetroots in China. The city`s abundant pastureland and large forest zone provide favourable grazing conditions for horses, cows, sheep, pigs and other wild and domestic fowls. Milk production is the highest in China and fur-bearing animals such as squirrel, marten and otter can be found in the mountains.

      Der Langfristchart sagt nicht soviel aus. Die Company wurde vollständig umgekrempelt. Steht auch in #1.

      So, jetzt ist erst mal Schluß.

      ists wichtig wer schneller war???na dann...habe den Wert schon im September gepostet, siehe mein Thread. Da keiner mein 0.08 Emnpfehlung beachtet hat, hat auch keiner profitiert.
      Beobachte den Titel bereits seit Mitte 2003, habe auf den Preisverfall von 1.00 auf 0.08 gewartet und dann zugeschlagen.
      Übrigens, TIP: Wer früher an solche Tips rankommen will sollte sich einen OTCBB- und TSX Freundeskreis in US - und CA-stockboards `erarbeiten`, Vertrauen erlangen und kann dann nach 2-3 Jahren Tips und Aktien von CEOs direkt bekommen. Dazu braucht es jedoch: Freundlichkeit, gute Englischkenntnisse, Stetigkeit, Geduld und Durchblick beim Umgang mit US- und CA-Pennystocks.

      Bin bei Savoy mittlerweile mit 250k Aktien schon mal recht gut positioniert aufgrund eines kanadischen Partner, der in Vancouver als eine Art Financial Advisor tätig ist. War ein Toptip wie man sieht und ich denke er ist bei diesen Preisen kaufenswert. Bei weiteren Kursverfall werde ich noch ein wenig aufstocken.
      Die letzte News gefällt mir gut, der Mann ist zwar
      `nur` Politiker aber gut für das intern. Image der Firma.

      Explorer gibt`s wie Sand am mehr. Einige werden ja ausgiebig in W:O besprochen.

      Hier nur mal ein Junior-Goldexplorer der bei mir auf der Watchlist ganz oben steht; einerseits wg. des geringen politischen Risikos, andererseits wg. der ausgeprägten JV-Strategie bzw. der Vielzahl von Allianzen und des damit überschaubaren operativen Risikos:

      Rimfire Ventures (RFM.V)

      ... exploriert in British Columbia, Yukon & Alaska / fast alle Projekte werden als JV betrieben; Partner sind neben Northgate Minerals Corp., Cangold Ltd. and Serengeti Resources vorallem die Top 3 der Branche: Newmont Mining, Barrick Gold und AngloGold. Mit Newmont besteht darüber hinaus eine umfassende Allianz für Expl.ziele in West Kanada.

      Wg. des chronischen Angebotsdefizits bin ich weiterhin für Silber und Uran recht optimistisch.

      Als Option auf den Uranpreis:
      - Strathmore Minerals (STM.V)

      Als Option auf den Silberpreis:
      - Silver Standart Res. (SSRI)

      Bei Silberexplorern weiterhin klarer Fokus auf Mexiko:
      - Western Silver (WTC.TO)
      - Endeavour Silver (EDR.V)
      - Oremex Resources (ORM.V)
      - Minefinders Corp. (MFL.TO)

      Daneben gibt`s noch einige mehr (bei mir mit Schwerpunkt Mittel-/Südamerika sowie nur Gold: WestAfrica + Papua-NeuGuinea), aber das würde jetzt zu weit führen...

      Savoy steht ebenfalls noch auf Watchlist. Für einen Einstieg ist mir die Aktie derzeit zu spekulativ. Daneben halte ich im Goldsektor in China noch für interessant:
      - Mundoro Mining (MUN.TO)
      - Caledon Res. (UK; PLC)
