Gazprom: Conflicting Statements From Top Management on Gas Exports
Tuesday, May 31, 2011
The management of Gazprom has started issuing conflicting statements. On Friday Gazprom's head A.Miller assured the Russian President, D. Medvedev that the export of Russian gas is growing at a record pace. But yesterday one of his deputies, V. Golubev was informing the State Duma that Gazprom has problems due to the falling demand for gas in Europe. He was trying to stop the growth of the mineral extraction tax for gas. Analysts are still on the side of Mr. Miller but are waiting for Mr. Golubev's forecast to come true in H2.
Yesterday the Energy Committee of the State Duma held discussions on the legislative security of the Russian gas sphere's development. The deputy chairman of Gazprom V. Golubev unexpectedly said that the company was facing serious problems due to the fall in demand on the part of European consumers. We have seen a significant fall in gas consumption in the European market.
The position of Mr. Golubev totally contradicts the announcement of Mr. Miller made a few days ago. At his meeting with the President Medvedev on May 28th he assured that the environment in the exports market is, on the contrary, very upbeat. The head of Gazprom said that from the beginning of the year the monopoly had exported 25 billion cubic meters of gas having called these supplies a record. In Q1, according to Mr. Miller, gas supplies to overseas rose 12%, in April - 20%, in May - 30%. A week before that the head of 'Gazprom export' A. Medvedev announced of the raising of plans for 2011 exports from 151 billion to 155 billion cubic meters of gas.
Yet on May 30th 'We see a significant fall in consumption in the European gas market', V. Golubev told the State Duma.
Gazprom and Gazprom Export refused to comment when asked whether exports fell and by how much and also to comment on the words of the top-manager. As a source close to Gazprom explained to Kommersant, there is no significant export fall and Mr. Golubev, is speaking about a the negative situation and is just trying to stop the mineral extraction tax rise for gas.
Mr. Golubev didn't hide in his attempt to convince the delegates of the State Duma on the necessity to rule out the idea of the Ministry of Finance to raise taxes for Gazprom. The top-manager said that as a result of tax increases then problems with the realization of the monopoly's investment program would arise. Today the parameters of the investment goals set before Gazprom are very essential. Our investment program comes close to 1 trillion roubles. It is not a simple goal, taking into account that the tariffs for gas in the market are being tightly regulated, V. Golubev explained. They should not raise the mineral extraction tax for Gazprom, the top-manager insisted. The missing amount will return to the budget from the suppliers and contractors of the monopoly.
Gas supply to far abroad countries have set a records, Mr. Miller said on May 28th at his meeting with the President D. Medvedev.
The Government plans to decide on the mineral extraction tax rise for gas by the end of the week. Currently the tax rate for Gazprom as the owner of the infrastructure is 237 roubles per thousand cubic meters. Its raising by more than twice is being discussed - to 536 roubles. In general the additional payments of the monopoly to the budget should amount to 150 billion roubles a year. It is planned to keep the mineral extraction tax growth for independent companies at the same level - to 251 roubles in 2012 and to 265 roubles in 2013.
The head of East European Gas Analysis M. Korchemkin says that the situation in the market still corresponds to the position of Mr. Miller. The daily exports in Jan-April 2011, according to the analysts, are really a record though they are lower than the real record rates of 2008 even on the background that Gazprom partially replaces the supplies from Libya in the market. According to M. Korchemkin, the customers of the monopoly order large amounts of gas before the prices for gas rises right after the prices for oil (A. Miller said that the price might rise to $500 per 1 thousand cubic meters by the end of the year). V. Nesterov from Troika Dialog agrees, saying that Mr. Golubev is still dealing with a local problem. Mr. Korchemkin adds that there might be a breakdown of the Russia's gas exports in H2 when the expected price rise will happen.
