The Norwegian trade union for managers and supervisors told the Employers
Association on Friday that 500 of its members working for Statoil would begin
a strike Jun 22 if forthcoming arbitration fails, threatening to shut in
almost 1-mil b/d of crude output. The state`s arbitrator is due to begin
mediating a conflict between the two sides on Monday, Jun 20, and has 48 hours
to find a solution according to the Norwegian system.
A strike would be likely to hit Statoil production hard. According to the
Norwegian Oil Industry Association some 920,000 b/d of crude and some 210-mil
cu m/day of gas would be shut in if the strike goes ahead. All
Statoil-operated fields on the Norwegian Continental Shelf except Gullfaks A
and the Glitne field would be hit, according to the employers organization.
The trade union representatives and the employers association broke off
negotiations in late May. The Trade Union for Managers and Supervisors is the
only union allowed to call a strike this year.
Most Norwegian salary settlements are for a two-year period with no right for
a legal strike in the middle year. Other trade unions have been able to agree
an adjustment to salaries through negotiations, but the managers and
supervisors have failed.
Statoil is also hit in the midst of a strike by well service company BJ
Services. Some 130 trade union members in the company began the first strike
in the history of the company on Jun 17. BJ Services has a separate agreement
with the Federation of Oil Workers` Trade Unions (OFS) and has not been
willing to offer the same increase in salaries as other service companies. The
ongoing conflict will mainly affect ongoing and planned drilling and well
operations on Statoil- and Norsk Hydro-operated fields, but it has no
immediate impact on Norwegian Continental Shelf production.
