Greece rejigs taxation of OPAP

Cash-strapped Greece on Sunday introduced a tax-free threshold on small gambling winnings, as it tries to increase tax receipts from gambling monopoly OPAP without hurting its sales.
According to a legislative amendment to be submitted to parliament soon, OPAP players΄ winnings will be taxed progressively, the finance ministry said. According to Reuters, the move scraps a 10-percent flat rate on all winnings which was announced in September as part of government efforts to plug its budget deficit.
Winnings between 100 and 500 euros will be henceforth taxed at 15 percent and those above at 20 percent, the finance ministry said. Winnings below 100 euros will go entirely tax free.
Analysts had criticized the flat-rate taxation, arguing it would discourage small-time punters and hurt company sales and tax receipts.
Thirty-four-percent state-owned OPAP is one of Europe΄s biggest gambling companies and the crown jewel in the debt-laden country΄s privatization program. It is worth 2 billion euros on the Athens Stock Exchange, making it Greece΄s third-biggest company by market value.
OPAP, however, is dogged by regulatory uncertainty, with rivals such as William Hill (WMH.L) and Stanleybet challenging its monopoly and taxation regime in Greek and European courts. Regulatory and taxation news frequently cause wild swings in its share price.
The government said on Sunday it obtained European Union approval to scrap the flat tax rate. A 30-percent levy on OPAP gross earnings, also announced in September, is not changing.
According to Euroxx the news on the tax is positive for OPAP and one less downside risk for the stock as a reinstatement of the aforementioned tax-free bracket will enhance group’s top line from the re-cycling of customer’s profits and affect both operational and bottom-line profitability.

dass man für ein grosses paket eventl. 10 € zahlt. dies aber nicht bedeutet, dass der kurs an der börse deswegen auch auf 10 € gehen muss, sofern kein pflichtangebot erfolgen muss.

OPAP: VLTs license valid for 10 years
According to a draft bill prepared by the Ministry of Finance, OPAP’s Video Lottery Terminals (VLTs) license will be valid for a 10-year period starting from either 12 months following the publication of the Gaming Committee’s rulebook or from the commercial operation of the first terminal. OPAP will be obliged to commence VLTs operations within 18 months from the aforementioned publication.
According to PIn related news, VLT and on-line players will be obliged to issue personal cards so that restrictions can apply. In other news, OPAP extended for another 3 months the IT contract with the Intralot-led consortium (up until end April 2013).
Piraeus Securitiesa said in a morning report said that the VLTs license onset had to be extended in order to take care for the ongoing delays. The personal card for punters is set to have a negative impact on the level of VLTs’ and online activity but moves towards the right direction as far as justifying the Greek gaming monopoly is concerned.
