Some recent relaxing of government policies has seen GGG go through a re-rating. Below is an excerpt from their announcement re positives changes to the thinking of local government on this issue:

Greenland Minerals and Energy Ltd is pleased to advise that an amendment has been made by the Government of Greenland to the Standard Terms for Exploration Licenses that allows for the inclusion of radioactive elements as exploitable minerals for the purpose of thorough evaluation and reporting. The change comes after an ongoing dialogue between the Greenland government and Company representatives. This critical development now provides a clear framework for the Companys Kvanefjeld multi-element project (rare earth elements, uranium and zinc) to proceed to development via the completion of a definitive feasibility study (bankable) conducted in close cooperation with the Greenland government and stakeholder groups.

The new amendment to the standard terms allows the Bureau of Minerals and Petroleum (BMP) to approve that comprehensive feasibility studies can be undertaken on mineral projects that include radioactive elements as exploitable minerals. Within this framework, projects are considered on a case by case basis, at the governments discretion. GMEL lodged an application at 4.00pm Greenland time on the 9th September under these new regulations and, based on previous discussions, confidently expects its application to be approved in due course.
Path to an Exploitation License
Currently, under the Mineral Resources Act an application for an exploitation license is lodged following the completion of a definitive feasibility study. A licensee who has discovered and delimited a commercially exploitable deposit that does not contain radioactive elements above background concentrations, and who has otherwise met the terms of the license, is automatically entitled to be granted an exploitation license.
Following the introduction of the new amendment, the issuance of an exploitation license for a project that contains radioactive elements would depend primarily on the outcomes of comprehensive feasibility studies, with an emphasis on health, safety and the environment. In the case of Kvanefjeld, if the government is satisfied that all health, safety and environmental requirements can be met, then an exploitation license can be issued to develop an operation that will produce REEs, uranium and zinc.
Significantly, in addition to the new amendments that allow for project evaluation on a case-by-case basis, a comprehensive review into the exploration and exploitation of radioactive elements was announced on June 28th by the Minister for Industry and Raw Materials Mr Ove Karl Berthelsen. The review process involves the generation of comprehensive information by groups including the Geological Survey of Denmark and Greenland (GEUS), the National Environmental Institute of Denmark (NERI), the National Laboratory, and the Ray Hygienic Institute.
This information will then to be distributed to the public through print, television and radio media in the coming months. In addition, a delegation from the Greenland government is scheduled to visit Ottawa to learn about the regulatory framework of uranium mining in Canada, as well as visiting a uranium mine in Saskatchewan, one of the worlds most sophisticated mining jurisdictions, to learn more about the exploration and mining of radioactive elements.

Zu guter Letzt ist jetzt die Opposition noch gespalten. Atassut hat anerkannt, dass es eine 0-Toleranzpolitik gibt, um einen Platz im Rohstoffrat zu bekommen, den Siumut Atassut aufgrund deren Ja zum neuen Etat verweigern wollte. Atassut scheint diese Politik gerne ändern zu wollen, hatte aber keine andere Möglichkeit einen Platz im Rat zu bekommen und musste unterschreiben. Ob das Ganze jetzt gut oder schlecht für uns ist, kann ich leider nicht beurteilen.

... Entkopplung der Mining-Aktivitäten aus dem restlichen Wirtschaftsministerium. Könnte so manches Explorationsvorhaben beschleunigen, da die Aufgaben deutlich fokussiertere abgearbeitet werden können.

By the way: Das Parlament tagt ja immer noch ... obwohl auf der HP des Parlamentes steht, dass die Sitzungsphase bis zum 11.11. gehen sollte. Gibt es da einen öffentlichen Teil und einen mit Öfentlichkeitsausschluss?

Bloomberg Verarbeitung seltener Erden in einer chinesischen Fabrik Die Volksrepublik China hat die Regeln für den Handel seltener Erden verschärft. Das Handelsministerium erließ strengere Richtlinien für Unternehmen, welche die wichtigen Metalle exportieren wollen.
Chinesische Unternehmen, die Seltene Erden ausführen wollen, müssen in Zukunft internationale Qualitätsstandards sowie lokale und nationale Umweltschutzanforderungen erfüllen.

Als seltene Erden werden 17 Metalle bezeichnet. China hat derzeit beim Abbau der für moderne Technologien wie Hybridautos, Handys und Windräder wichtigen Metalle ein Quasi-Monopol. Zwar liegen nur ungefähr ein Drittel der weltweiten Rohstoffvorkommen in China, im vergangenen Jahr stammten aber 97 Prozent der weltweiten Versorgung aus der Volksrepublik. Grund dafür sind die niedrigen Löhne in China, die einen Abbau der stark verstreut vorkommenden seltenen Erden günstiger machen. Erst Anfang November hatte die chinesische Regierung angekündigt, von zehn der seltenen Erden Reserven anlegen zu wollen. Bereits 2006 begann China, seine Exporte jährlich um fünf bis zehn Prozent zu reduzieren.

Mehrere Länder, unter ihnen Deutschland und Japan, hatten zuletzt angekündigt, von den Exporten aus China unabhängiger werden zu wollen. Weitere Vorkommen der seltenen Erden liegen nach Angaben der Bundesanstalt für Geowissenschaften und Rohstoffe unter anderem in Australien, Russland und Grönland.

... zur Null Toleranz-Politik hab ich auch nix mehr gehört. Kann sein, dass da wegen der aufgeweichten Explorationslizenz auch für die Grönis ohne Ergebnisse der Exploration und ohne Impact-Studie (enviroment / safety / health / social) momentan kein Handlungsbedarf besteht.

Aber wer Zeit hat, sollte sich mal die Widerstände bei der Genehmigung der Aluminiumhütte von Alcoa anschauen. Da wird sich sogar darüber aufgeregt, dass chinesische Technik verbaut werden soll ... die "nicht nachhaltig" produziert wird.

Gibt gute Zwischenberichte darüber, aus denen man entnehmen kann, was evtl. auf GGG und RMR auch noch alles zukommen könnte.

politisch gesehen ist Grönland ja auch Provinz. Eine deutsche Lokalzeitung berichtet auch (fast) nichts anderes: Schützenfeste, Verkehrsunfälle, Volkshochschulkurse, Wohnungsbrände, XY gestorben, 20000 € hier gestrichen, 50000€ da bewilligt...
interessant sind bei den Grönländern eigentlich nur die Berichte über die Wirtschaft und die Politik; leider überwiegen gerade Berichte von politischen Querelen (danke, Gröni-/FaxenClown). Die Behandlung der 0-Toleranzpoitik in der aktuellen Sitzungsperiode ist bisher völlig untergegangen, wenn sie überhaupt stattgefunden hat... Hoffe mal, da kommt noch was!
