Betting Company OPAP Ahead Of Major Decisions
Greek betting company OPAP faces one of the most important periods of recent years, as the administration of the company is called to manage a series of issues, such as tender for the technology provider, negotiations for the extension of monopoly concession and the management of VLT licenses.
Meanwhile, the Greek government has not made any final decision on the privatization of OPAP.
Regarding the technological tender, the two competitors, Gtech and Intralot, have received the final documentation and are called to submit bids within the coming month. The procedure is expected to be finalized by November.
Regarding the extension on concession expiring in 2020, the agreement is expected in the coming weeks, with sources speaking of a 10-year extension for €400 million.
As for VLTs, it is too soon to determine what would apply to the licenses of 35,000 machines. Well-informed market players note that the issue remains open, since the European Commission has not decided yet whether such a provision might be regarded as state aid. However, Ministry of Finance sources estimate that there would be no complication.
The bill on the regulation of the gambling market in Greece has removed some of the issues that caused European Commission’s reactions, including the numerical limitation of licenses and the establishment of an advertisement blackout period.
Ahead of the announcement of financial results, Eurobank Securities analysts expect a weak second quarter, caused by the economic downturn that affects revenue, and the absence of any major sport event (compared with the football World Cup last year).

ATHENS, July 28 (Reuters) - Greece expects to raise about 400 million euros from extending the licence of gaming monopoly OPAP (OPAr.AT: Quote, Profile, Research, Stock Buzz) but wants to examine whether selling its stake in the company is the best way to raise money, Finance Minister Evangelos Venizelos told lawmakers on Thursday.
According to EU and IMF reports, Greece is due to extend the concession of OPAP, Europe's biggest betting company, in the third quarter and sell its 34 percent stake in the company in the fourth quarter of this year as part of a drive to raise 50 billion euros from privatisations by 2015.
"We have not pledged to sell OPAP, we have pledged that we will have revenues from OPAP (to reduce) the public debt," Venizelos told lawmakers. "The cabinet will appraise what is the best way to raise the revenues targeted." (Reporting by Harry Papachristou; Writing by Ingrid Melander)
