China to close a total of 103,710 tons of rare earth (oxide) capacities Posted on August 21, 2014 by Asher Berube China’s Ministry of Industry and Information Technology (MIIT) has ordered local governments to close a total of 103,710 tons of rare earth (oxide) capacities before the end of 2014, according to a public detailed list released by the MIIT on Aug 18th. For Chinese authorities have continued to show its determination to fight the rare earth overproduction crisis and is keen to complete its consolidation plan after it lost the WTO rare earth ruling, thereby to control the total amount of rare earth supply in the country. The Ministry said that all of the elimination of production lines on lists published by the MIIT accompanying the statement, must be completely demolished and closed before the end of this year. This involved 28 enterprises, of which included China’s biggest producer of rare earths, Inner Mongolia Baotou Steel Rare-earth (Group) Hi-Tech Co., Ltd, and Solvay Group, a large international chemical company. Meanwhile it involved four provinces, of which included 15 enterprises (62,210 tons of capacity) in Inner Mongolia, 8 enterprises (16,000 tons of capacity) in Hunan, 2 enterprises (7,000 tons of capacity) in Sichuan, 2 enterprises (6,500 tons of capacity) in Gansu and 1 enterprise (12,000 tons of capacity) in Jiangsu. Inner Mongolia Baotou Steel Rare-earth (Group) Hi-Tech Co., Ltd, which is among companies on lists published by the MIIT. It was required to phase out the total of 10,200 tons of capacity in three of its subsidiaries. While Baotou Solvay Rare Earth Co., Ltd. and Liyang Solvay Rare Earth New Materials Co., Ltd., two subsidiaries of Solvay Group, have been told to eliminate 2,500 tons and 12,000 tons of rare earth capacity respectively, according to the MIIT. From November 2011 to January 2014, China’s Ministry of Environmental Protection has published four lists comprising a total of 87 rare earth enterprises that meet environmental protection standards, included 59 enterprises of rare earth smelting and separation, 15 enterprises of rare earth metal smelting, 7 enterprises of rare earth comprehensive utilization and application, and 6 enterprises of rare earth mining. Of which involved rare earth smelting and separating capacity was approximately 320,000 tons of rare earth oxides (REO). However, the MIIT’s detailed list shows that a total of 22 enterprises, involved 76,010 tons of rare earth smelting and separating capacities, which did not in the list of qualified enterprises issued by the Ministry of Environmental Protection. Therefor the actual rare earth smelting and separation capacity to be shut accounts for less than 19% of the nation’s total. This means despite shutting down those outdated rare earth production lines will achieve tangible results, Chinese authorities are still arduous tasks on the way ahead due to a rampant illegal rare earth production. So this time China ordered the closing of elimination of their backwards rare earth production capacity, which actual impact may not be as big as many people have expected. To solve problems of the country’s illegal rare earth production and government official’s corruption in the coming years will still be two crucial factors that will determine the China’s rare earth price trend, I think. Separately, the MIIT decided continue to accelerate the phase out of overcapacity in the second half of this year in another 9 industries, such as steel-making, ferroalloy, copper smelting, cement, lead -acid battery…. In which a total of 132 domestic facilities will be shut down, according to the government’s second batch of 2014 elimination of backward production capacity plan.

Wenn der Baskettpreis bei 18,25 $ bleibt, würde es ein Erlös
von 200,75 Millionen $ geben,wenn diese auch verkauft würden !
Wie hoch sind die Jährlichen Ausgaben ?
- nehmen wir 50 Million $
Dann würden am ende ca 150 Mill $ hängenbleiben bei einen Schuldenberg von 440 Mill $. So würde es jetzt ca 3 Jahre dauern bis Lynas Schuldenfrei wäre !
Auf Hochlast könnte Lynas mittlerweile auf 22.000 t hochfahren,so würde es bei einem Vollständigen Verkauf der Erden die Schulden schon nach 1,5 Jahren Tilgen.
